    Road Transport Energy Consumption

    Energy Consumption in Road Transport

    The current estimate of the countrys on-road fuel economy is14 liters/100 kilometers (7.14 km/L), way below Chinasrate of 9.5 liters/100 kilometers(10.53 km/L).

    The transport energy use in the Philippines has increasedsignificantly from 1.9 MTOE in 1980 to 10.9 MTOE in 2008, about6.4% per year. Over that same period, vehicle population

    expanded at 6%; while the global average energy use in transportgrew by only 2.7%. With all the energy derived from petroleum(where the transport sector accounts for 65.6% of total oil

    consumption), increases in future transport energy use willtranslate into bigger emissions of carbon.

    Formulating a National EST Strategy

    Strategies Indicators Action Plan

    1] Increase use ofcleaner fuels forall vehicles(reduction of useof conventionalfuels)

    % of vehiclesusing alternativefuels

    No. of distributionstations for

    alternative fuels

    Provision of fiscal and non-fiscalincentives for producers and users ofcleaner fuels;

    Incentives for assemblers of cleanerfuel vehicles; incentives for clean

    fuel conversion/retrofit companies); Negotiate for sources of natural gas

    supply (e.g. Malampaya orimported);

    Develop standards for LPGconversion of tricycles

    2] Adoption ofharmonized fuelquality standards(Euro

    regulations)

    Euro 4 adoption Harmonization of biofuel blends withEuro 4 standards;

    Study on appropriate fuels formotorcycles/ tricycles (e.g.

    conversion of 2-stroke to LPG); Suitability of E10 to carbureted

    vehicles;

    3] Improve

    distributionsystem for CNG

    Number ofdaughter stations

    Conduct of FS for additional CNGrefueling stations;

    Encourage investors for LNGterminals and pipeline distributionsystem

    5. Cleaner Fuels
