TESTING, ADJUSTING AND BALANCING

1. PART 1 - GENERAL

1.01 DESCRIPTION

A. This Section specifies the requirements and proceduresof mechanical systems testing, adjusting and balancing.Requirements include measurement and establishment ofthe fluid quantities of the mechanical systems asrequired to meet design specifications, recording andreporting the results.

Test, adjust and balance the following mechanicalsystems:

1.03 SUBMITTALS

A. Engineers and Technicians Data: Submit proof that theTest and Balance Engineer assigned to supervise theprocedures and the technicians proposed to perform theprocedures meet the qualifications specified below.

B. Procedures and Agenda: Submit a synopsis of thetesting, adjusting, and balancing procedures and agendaproposed to be used for this project.

C. Maintenance Data: Submit maintenance and operating datathat include how to test, adjust, and balance the

building systems.

D. Sample Forms: Submit sample forms, if other than thosestandard forms prepared by the NEBB are proposed.

E. Certified Reports: Submit testing, adjusting andbalancing reports bearing the seal and signature of theTest and Balance Engineer. The reports shall becertified proof that the systems have been tested,adjusted and balanced in accordance with the referencedStandards; are an accurate representation of how thesystems have been installed; are a true representationof how the systems are operating at the completion ofthe testing, adjusting, and balancing procedures; andare an accurate record of all final quantitiesmeasured, to establish normal operating values of thesystems. Follow the procedures and format specifiedbelow:

1. Draft Reports: Upon completion of testing,adjusting, and balancing procedures, prepare draftreports on the approved forms. Draft reports may behand written, but must be completed, factual,accurate, and legible. Organize and format draftreports in the same manner specified for the finalreports. Submit 2 complete sets of draft reports.Only 1 complete set of draft reports will be

returned.

2. Final Report: Upon verification and approval ofdraft reports, prepare final reports, type written,and organized and formatted as specified below.Submit 2 complete sets of final reports.

3. Report Format: Report forms shall be those standardforms prepared by the referenced standard for eachrespective item and system to be tested, adjusted,and balanced. Bind report forms complete withschematic systems diagrams and other data inreinforced, vinyl, three-ring binders. Providebinding edge labels with the project identificationand a title descriptive of the contents.

Divide the contents of the binder into the below listeddivisions, separated by divider tabs:

- General Information and Summary.

- Air Systems.

- Temperature Control Systems.

- Special Systems.

- Sound and Vibration Systems.

F. Report Contents: Provide the following minimuminformation, forms and data:

1. General Information and Summary: Inside cover sheetto identify testing and adjusting Engineer andProject. Include addresses, and contact names andtelephone numbers. Also include a certificationsheet containing the seal and name address,telephone number, and signature of the CertifiedTest and Balance Engineer. Include in this divisiona listing of the instrumentations used for theprocedures along with the proof of calibration.

2. The remainder of the report shall contain theappropriate forms containing as a minimum, theinformation indicated on the standard report formsprepared by the NEBB, for each respective item andsystem. Prepare a schematic diagram for each itemof equipment and system to accompany eachrespective report form.

G. Calibration Reports: Submit proof that all requiredinstrumentation has been calibrated to tolerancesspecified in the referenced Standards, within a periodof six months prior to starting the project.

1.04 QUALITY ASSURANCE:

A. Test and Balance Agency's Qualifications: Testing andbalancing shall be carried out by an independenttesting and balancing agency approved by the Engineerand having at least 5 years of successful testing,adjusting, and balancing experience on projects withtesting and balancing requirements similar to thoserequired for this project.

B. Pre-Balancing Conference: Prior to beginning of thetesting, adjusting, and balancing procedures, scheduleand conduct a conference with the Engineer andrepresentatives of independent testing and balancingagency and the installers of the mechanical systems.The objective of the conference is final coordinationand verification of system operation and readiness fortesting, adjusting, and balancing.

A. Systems Operation: Systems shall be fully operationalprior to beginning procedures.

1.06 SEQUENCING AND SCHEDULING

A. Test, adjust and balance the air systems before

refrigerant systems.

B. Test, adjust and balance air conditioning systemsduring summer season and heating systems during winterseason, including at least a period of operation atoutside conditions within 5

oF wet bulb temperature of

maximum summer design condition and within 10oF dry bulb

temperature of minimum winter design condition alsotake final temperature readings during seasonaloperation.

2. PART 2 - PRODUCTS

Not applicable.

3. PART 3 - EXECUTION

Before operating the system and performing the preliminaryprocedures obtain drawings, specifications and details ofBuilding Management System and Controls and become thoroughlyacquainted with them.

3.01 PRELIMINARY PROCEDURES FOR AIR SYSTEM BALANCING

Before operating the system perform the following steps:

A. Walk the system from the system air handling equipmentto terminal units to determine variations ofinstallation from design.

B. Check filters for cleanliness.

C. Check dampers (both volume and fire) for correct andlocked position, and temperature control forcompleteness of installation before starting fans.

D. Prepare report test sheets for both fans and outlets.Obtain manufacturer's outlet factors and recommendedprocedures for testing. Prepare a summation of requiredoutlet volumes to permit a cross-check with requiredfan volumes.

E. Determine best locations in main and branch ductworkfor most accurate duct traverses.

F. Place outlet dampers in the full open position.

G. Prepare schematic diagrams of system "as-built"ductwork and piping layouts to facilitate reporting.

H. Lubricate all motors and bearings.

I. Check fan belt tension.

J. Check fan rotation.

3.02 MEASUREMENTS

A. Provide all required instrumentation to obtain propermeasurements, calibrated to the tolerances specified inthe referenced Standards. Instruments shall be properlymaintained and protected against damage.

B. Provide instruments meeting the specifications of thereferenced Standards.

C. Use only those instruments which have the maximum fieldmeasuring accuracy and are best suited to the functionbeing measured.

D. Apply instrument as recommended by the manufacturer.

E. Use instruments with minimum scale and maximumsubdivisions and with scale ranges proper for the valuebeing measured.

F. When averaging values, take a sufficient quantity ofreadings which will result in a repeatability error ofless than 5 percent. When measuring a single point,

repeat readings until 2 consecutive identical valuesare obtained.

G. Take all reading with the eye at the level of theindicated value to prevent parallax.

H. Use pulsation dampeners where necessary to eliminateerror involved in estimating average of rapidlyfluctuation readings.

I. Take measurements in the system where best suited tothe task.

3.03 PERFORMING TESTING, ADJUSTING AND BALANCING

A. Perform testing and balancing procedures on each systemidentified, in accordance with the detailed proceduresoutlined in the referenced Standards.

B. Cut insulation, ductwork and piping for installation of

test probes to the minimum extent necessary to allowadequate performance of procedures.

C. Patch insulation, ductwork and housings, usingmaterials identical to those removed.

D. Seal ducts and piping and test for and repair leaks.

E. Seal insulation to re-establish integrity of the vaporbarrier.

F. Mark equipment settings, including damper controlpositions, fan speed control levers, and similarcontrols and devices, to show final settings. Mark withpaint or other suitable, permanent identificationmaterials.

G. Retest, adjust and balance systems subsequent tosignificant system modifications, and resubmit testresults.

3.04 TESTING FOR SOUND AND VIBRATION

A. Test and adjust mechanical systems for sound andvibration in accordance with the detailed instructionsof the referenced Standards.

3.05 RECORD AND REPORT DATA

A. Record all data obtained during testing, adjusting, andbalancing in accordance with, and on the formsrecommended by the referenced Standards, and asapproved on the sample report forms.

B. Prepare report of recommendations for correctingunsatisfactory mechanical performances when systemcannot be successfully balanced.

3.06 DEMONSTRATION

A. Training

1. Train Owner's maintenance personnel on thetroubleshooting procedures and testing, adjusting,and balancing procedures. Review with Owner'spersonnel, the information contained in theOperating and Maintenance Data specified inDivision 1.

2. Schedule training through the Engineer with atleast 7 days prior notice.
