a. Area Manager’s Inspection (AMI), described in enclosure (1). Each unit will have an Area Manager’s Inspection every other school year. Only exceptions are programs on probation and schools with a program for less than four years. The SNSI will complete enclosure (2) and email it to the Area Manager two weeks prior to the inspection. Enclosure (3) will be used during the personnel inspection. The instructor evaluation is added as Enclosure (4) to insure all evaluations are submitted on the most current form.

b. Two Part Inspection, described in enclosure (5). If you are not scheduled for an Area Manager’s Inspection (AMI), you are responsible for scheduling and conducting a “Two Part Inspection” which consists of the following two events: (1) Submission of an Off-Site unit evaluation report. This is comprised of a checklist and supporting documents (references b, c and d) forwarded by the SNSI or NSI in his/her absence. It is a self-evaluation of the Administration of the Program, School System Program Support, the Academic Program, and Reports and Records. The completed checklist and supporting documents are due to the Area Manager NLT 16 January 2011 with an “as of date” of 15 December 2010. It is imperative I receive these documents on time, so I can determine if you need assistance and can schedule you for an assist as soon as possible.

(2) A Military Performance Evaluation by a Guest Inspector. This is an evaluation of Cadet Performance to include a personnel inspection, color guard and drill demonstration, award presentations, a pass-in-review, and cadet brief. Guidance for the guest inspector is contained in enclosure (5) and the guest inspector’s report is contained in enclosure (6). It is the responsibility of the SNSI (NSI in his/her absence) to arrange for a guest inspector and provide a copy of enclosure (5) to the guest inspector at least two weeks prior to the inspection. Guest Inspectors should be active duty, line officers. Waivers of this requirement must be obtained in advance. If a guest speaker would like to talk to me, please provide my contact information.

3. Safety will not be compromised! In many locations, it will be hot on inspection day and this may require we deviate from the normal schedule. Heat stress must be considered in your planning. Please remember this when you schedule the ceremonial phase of the inspection and team performances.

PROCEDURES FOR AN AREA MANAGER’S INSPECTION (AMI)1. Philosophy. This inspection is the unit’s opportunity to showcase their personal pride and collective teamwork they have developed through the year. They should be enthused about the prospect of showing off to their parents, friends and community. An inspection occurs just once a year and the unit needs to take maximum advantage of it. Get the word out early, so the school administration, parents, grandparents, and friends can plan for the inspection date and can come to see the demonstrations by the cadets. The ceremonial phase of the inspection can be very entertaining...don’t miss a chance to promote your program.

The Cadet Staff should coordinate and prepare the unit for the inspection (as much as possible). I expect you to supervise, but please don’t do everything. Since we conduct these inspections so infrequently, I know the current staff cannot draw off their experience, I anticipate nervousness and do not expect perfection. However, I do expect the cadet staff to read the prior Area Manager’s Inspection results, the current AMI Instruction, and last year’s End of Year report. The SNSI must ensure these documents are provided to the staff when school starts. The cadet staff should ensure discrepancies and issues from previous years/inspections have been corrected and issues are not duplicated. A sample schedule for an Area Manager's Inspection (AMI) is provided below. This is a guide and the schedule is negotiable. Feel free to modify it to fit your school day and the schedules of your school officials.

2. Timeline. The inspection will take one day. Six to seven hours is usually sufficient without a lot of distractions. The inspection is comprised of two phases:

a. The cadet performance phase of the inspection will consist of a personnel inspection (with in-place drill movements), drill and color guard demonstrations, award presentations, a pass-in-review and a cadet brief.

b. The administrative phase consists of an evaluation of the Administration of the Program, School System Program Support, the Academic Program, and Reports and Records. This will require a review of your school's evaluation of the SNSI and NSI(s) performance as an instructor, a review of financial records, cadet records, uniform inventory and records, a minor property inventory, and other observations made during my visit to your school.

c. Sample Area Manager's Inspection Schedule of Events (I will arrive as early as you would like (earlier is better, and would prefer to be complete before school is dismissed).Modify to Your unit’s timeline as necessary.

Limit the cadet brief to 30 minutes which will provide 30 minutes for Area Manager/Cadet discussion. Have the Staff and Team Captains brief their area. The brief should discuss goals and the unit’s progress toward their goals, not the duties of each cadet’s position. School administration can attend this briefing...a great tool to let the school know everything you do.

3. Administrative preparations.

a. You must send me a copy of the actual schedule of events, directions to my designated parking space when I reach the school (I do not need directions from my hotel), a telephone number that will be manned the morning of my arrival (in case I have a delay etc) and as much information that you can provide for enclosure (2) via e-mail a minimum of two weeks prior to your inspection. If there are questions or problems with the schedule or enclosure (2) I will contact you. I encourage you to provide/offer some comments for the body of my report.

b. Evaluations. Enclosure (4) is the current instructor evaluation form. The SNSI must complete an evaluation on each NSI prior to my arrival. The SNSI must also complete the top portion of his/her evaluation form. I will evaluate the SNSI. Please include height/weight and if necessary, body fat data. If height and weight fall between the minimum and maximum standards, put N/A in the body fat box. Height and weight need to be as of the date of the inspection. Please note: a health care professional's signature is required ONLY if this form is being submitted as part of an off-site inspection package. I will also review the most recent evaluation of the SNSI and NSI(s) completed by the school. Please have them available.

c. Instruction review. Please have the following available:

(1) CNETINST 1533.9(k) (2) Most current Cadet Field Manual (3) NJROTC Supply Manual (4) Unit Handbook (created by unit/written unit policies) (5) Current End of Year Report up-to-date with all events entered. (6) A copy of the school's insurance policy covering US Government property.

(7) Unit Survey folder.

d. Use NJUMS and prepare a current Military Supply Wall to Wall Inventory. If there are changes, please have supporting documentation on hand (DD 1149, approved surveys and/or letters

of authorization).

e. Please plan about 10 minutes with the SNSI and Cadet CO at the beginning of the day to discuss the schedule and any changes.

4. Inspection morning. The schedule you sent two weeks prior to the inspection should say where you want me to park. In most cases close to your spaces rather than near the Main Office works best. If the parking spot must be reserved, please do so. Have someone standing by to direct me to the reserved spot. Principals are busy; I don't need a morning check in unless they request it. Please do not have cadet escorts waiting in the cold and rain 15 minutes prior. (I travel on cell phone time)I usually arrive within 5 minutes of my designated arrival time, but will not be any earlier.

5. Cadet performance guidance. I will gladly hand out a few awards and/or promote some cadets. But remember, this is an inspection and not an excuse to clear your desk of a large backlog of overdue awards and promotions. Please try to keep the numbers small and make it a true reward. You determine the length of time necessary for the cadet performance and ceremonial phase (inspection, color guard, drill team, awards, pass-in-review, etc.) of the inspection. The ceremonial phase works best outdoors, but the gym works too. Have a foul weather plan, which includes a modified pass in review. Try to get the band and as much of the student body involved as possible. The personnel inspection is not very exciting, so I recommend you do not invite guests until the drill, awards, remarks and pass-in-review.

a. Personnel Inspection. The procedure for In-Ranks inspection is found in the Cadet Field Manual. Uniform for inspection will be complete summer uniform with garrison cap. If we are outside, please make sure the cadets dress for the weather (i.e. jackets etc). Each rank can remove them just prior to inspection and don them again after each cadet is inspected. I have no problem dismissing a platoon that has been inspected and sending them back inside. I have no problem inspecting one platoon and having another form up as I am finishing the first (they should be ready to go as soon as I finish). Officers and Chiefs will wear the same uniform as the cadet corps. Drill team members are authorized to wear their competitive drill team uniforms. Please let me know if you have a handicapped cadet in ranks. It normally takes about one hour to inspect 100 cadets. If the principal or another VIP wants to accompany me and walk behind the recorder, they are more than welcome, but this is not

necessary. I will need a recorder for the personnel inspection. The recorder should use enclosure (5) for each platoon with each cadet’s name in the box that corresponds to his/her squad and position. Please ensure these are filled out in advance and plan on using one recorder per day or per company. I will use the scale of Outstanding/Excellent /Very Good/Good/Satisfactory and if truly obvious UNSAT. I rarely award UNSAT grades; grooming, lack of preparation and/or a “I really don’t care” attitude are what earns an UNSAT. However, the best grade for cadets who fail to shave or get a recent haircut will be a SAT only if their appearance and attitude proves that they prepared for the inspection. Blatant or obvious disregard of grooming standards will result in an “UNSAT” grade. If a cadet is absent on the day of the inspection, put a large “A” in the block with the cadet’s name. Absent cadets tend to hurt your grade more than low inspection grades, so please ensure ALL your cadets are inspected (including those taking pictures, injured, ushers etc). I will take the original inspection forms with me, but please make sure you have a copy. I will choose approximately 10% from the ranks to recognize for appearance awards (silver cords are not considered for these since I expect them to look stellar). The issue of awarding the appearance ribbon will fall to the SNSI/NSI, but as far as I am concerned, if they got an “Outstanding”, they earned the ribbon.

(1) Each platoon will perform in-place drill prior to the personnel inspection. Platoons should already be at open ranks upon my arrival. Each platoon commander shall report upon arrival of the Inspecting Officer, “(Alfa, Bravo etc) Platoon is ready to conduct in-place drill, Sir”. I will acknowledge the report and direct the Platoon Commander to “Very well, carry on.” Platoon Commanders will properly acknowledge the order and command their platoon to perform exactly the sequence below. Platoon Commanders will pause between each command.

commander will report to the Inspecting Officer, “In-place drill is completed, (Alfa, Bravo etc) Platoon is standing by for inspection, Sir.” I will acknowledge the Platoon Commander, who will in turn give the command, “Ready two.” Close ranks will be performed after each platoon is inspected. Squad Leaders may put their squad at Parade Rest until I inspect them and after I complete squad inspection. Knowledge questions will be asked from either general orders, uniform regulations or scholarship requirements for your state (Bright Futures/Hope) or NROTC.

(2) You are required and free to do whatever you deem necessary to keep cadets from passing out during the personnel inspection. I'd rather there be a little commotion in a platoon not being inspected than lose a cadet. Safety is paramount. Letting platoon commanders direct facing movements while not being inspected often works well. But, just telling cadets to “not lock their knees” or to “sit down if you feel weak” does not. Most cadets cannot tell when they are about to pass out and some have gotten hurt unnecessarily. Just remember, these aren't active duty recruits, they are high school students taking an elective. If you need to put them "at rest" or "at ease", do so. You will not be penalized.

b. Ceremonial Phase. This is the showcase to present your unit to your audience. Remember to get the word out, so parents can make plans to attend.

(1) A DRILL TEAM PERFORMANCE IS A REQUIRED EVOLUTION. You are free to decide the scope of the performance. The color guard can do as little as posting the colors, or as much as you want. For the drill demonstration, you pick your best platoon, or your best NS1s, one of your drill teams, or whatever group (vice individuals) you want to show-off. The larger the drilling unit, the better. Please rehearse the performance; this is supposed to be an opportunity for them to “show their stuff.”

(2) Award presentations. I will provide the list of cadets for awards to be called “front and center” to receive their “Bravo Zulu” Medals. Any VIP you would like to come to congratulate the cadets is also welcome. An Awardees “Post” will be given by the Cadet CO for the awardees to return to ranks.Next, I will present the “Honor Platoon” pennant to the Platoon Commander and Guide of the platoon selected as the “Best Platoon” overall. The cadet commander will order “XXXX Platoon Commander and Guide front and center”. The platoon leader will order “present arms” and I will attach the pennant to the platoon

guidon, to be displayed during the pass-in-review. Following the pennant presentation, “order arms” by the Platoon Leader and “post” will be given for them to return to their platoon.

(3) Remarks. You are more than welcome to invite a guest speaker. If you want, I can also address your cadets and any audience that may be assembled. I won't take long; the cadets are tired and are anxious to complete the ceremony. If you have other speakers, I won't add to the time the cadets are standing in ranks. Please let me know in advance if your guests will include anyone out of the ordinary (Congressman, senator, governor, senior officer, etc.) and any local VIP’s (mayor, superintendent etc) in attendance. (4) Pass-in-Review. This is a mandatory evolution. (Review the Cadet Field Manual.) Rehearse this to music, either live or taped. Marching to music is very difficult and requires practice, but if done well it looks great. If not practiced, it can look very sloppy.

6. Financial Records. You are required to maintain a “checkbook” type of ledger for each of your accounts. Use of an EXCEL spreadsheet or Quicken Program is highly recommended and works extremely well. Present the period from the last inspection to present. THERE ARE FIVE ACCOUNTS TO BE MAINTAINED:

a. Uniform Issue (male/female/unisex). Do not split this keep this as one account.

b. Uniform Maintenance

c. Organizational Funds

d. Orientation Funds

e. Unit Support Funds (Your “Booster Club” or fundraiser account MUST BE separate from all funds provided by the Navy.) For each account, show me your allocation at the beginning of the period, any augments, your purchases with supporting documentation (copies of receipts), and the balance as of the day of the inspection. Cadets may not maintain the financial accounts . Navy money and non-Navy money should not be mixed into a single account. However, if your school bookkeeper does it that way, you must still maintain separate accounts that properly document authorized expenditures.

I recommend you review ref (a) for a list of authorized Unit Support Fund expenditures.

7. Cadet Brief. I prefer every unit cadet to attend. Please ensure I receive a copy of their brief before the brief begins . The cadet brief is a formal, team prepared event. No open jackets or slouching, there should be an "attention on deck", etc. This is the cadet staff's version of your "Command Presentation" and is your best opportunity to tell me what is important or unique about the unit. Encourage them to use the audio/visual equipment that CNET has provided. The Cadet CO should prepare the brief with the assistance of his/her staff. It should be rehearsed. The SNSI should review the brief at least once and ask questions that will help them prepare. The brief should last about 20-30 minutes, but NO LONGER. Following the brief, I will have an Area Manager/Cadet discussion for 30 minutes. The principal, counselors and teachers can attend the brief and discussion. I am proud of your accomplishments, and the more people that know everything you do, the better.

a. Content. Do not include job descriptions in the brief. The brief should start with an introduction of the cadet staff. Discuss noteworthy accomplishments the unit did that they're extremely proud of, things that they are looking forward to doing, status on last year’s goals, and finish with the unit’s future goals. The unit must discuss their tutor/mentor program. Goals must be challenging, attainable and measurable. If a quantifiable term is used in the goals such as “more,” “better,” or "higher”, then present the numbers when presenting the goals. The cadets must look at last year’s goals and honestly evaluate the unit’s performance based on the preceding year’s goals. If you maintain a unit scrapbook or web site, please have it available during the brief.

b. Attendance. Have the entire unit present if possible. If not then have the cadet staff along with some freshman, sophomores, juniors and all of the senior cadets. During the brief, I do not expect to hear from instructors or guests. I may ask some questions to the staff and only the staff should answer them. The purpose of this requirement is to remove "crutches” and see how well prepared and confident the staff is. After I brief the cadets anyone in attendance is free to ask any question. I have had several parents ask very insightful questions, so please inform them that if they have a question then they should ask it.

8. Cadet Records. NJROTC Unit Management System (NJUMS) cadet records are required. I will evaluate the unit’s overall use of NJUMS including all supply and inventory functions. The cadet who maintains cadet records, usually the Admin/Personnel Officer and the SNSI/NSI must be present. Records will be spot checked for completeness, timeliness, and general administration. The cadet should be prepared to answer questions about advancement requirements, awards, cadet recognition, documentation processes etc. Also, the Standard Release Forms and Risk Screening Forms will be reviewed. Make sure that you have them on file for each cadet in the unit and the date for each is entered into NJUMS. Make sure you print a complete current wall to wall supply inventory for spot checks.

9. Supply Inspection. Your cadet Supply Officer and the SNSI/NSI must be present. The use of NJUMS is required. Ensure that a CURRENT CLOTHING WALL TO WALL NJUMS inventory report is printed and available for review. Your Supply Officer will present the uniform inventory and I will do spot checks. In addition to the uniform inventory, I will look at uniform issue forms, procedures and other areas as necessary.

10. Military Supply Inventory. Use NJUMS and prepare/print a full Military Supply Wall to Wall inventory. All government owned minor property that costs more than $100 and that may be easily pilfered must be listed on the form. I will sight all items on the inventory. If something is loaned out, get it back for the inspection. If your Drill Rifles and/or Air Rifles aren't allowed on school property and are kept somewhere else, you will have to take me to see them. All items with the exception of Drill Rifles, Air Rifles, and swords must have a CNET Tool Tag. If you need tags, then include the amount you need in the information you provide two weeks before your AMI, and I will bring them with me. Please try to lay out all items in one or two spaces with tool tags showing. I will ask you to read tag numbers to expedite the process. I will spot check rifle serial numbers. Please do whatever you can to make this process as easy as possible.

11. Enrollment and Attrition. Please be prepared to address significant differences between your October enrollment report, current enrollment and cadets present at the inspection. Obviously, there will be some attrition. But, large variations in numbers need to be explained.

12. Class Schedules. Please prepare a class schedule for each instructor. If your unit operates under an unusual schedule, be

prepared to explain how the Naval Science Curriculum is taught.

13. Website. If the unit maintains a website or posts information on a school page, I would like to see it. Please make sure that I have an opportunity to review it sometime during the AMI. If your website is just a place to post pictures, it is not being utilized to the fullest capability. 14. Debrief. I would like an out-brief with the cadet CO/XO (senior staff is also invited at your discretion)and SNSI/NSI, prior to my official out-brief with the principal. It will not take more than 10 minutes. The debrief with the principal should not take more than 15-20 minutes. Normally only the SNSI and I are present, but the principal may invite more people to attend if he chooses and the NSI(s) are welcome to come, also. The SNSI will know everything that will be said before going into the principal’s office. Any issue that may require my intervention needs to be discussed, so I can bring it up with the principal at debrief. Typically, I will discuss the inspection and my overall impression of the unit, unit spaces, contract issues etc and then I will ask if the principal has any questions for me. Occasionally, principals like to discuss other issues, and now is an excellent time to do so. The finished report will be complete within 30 days and is forwarded to CNSTC with a copy to the superintendent, principal, and SNSI. The report is brief and the grades may be outstanding, above average, average, below average or SAT/UNSAT.

15. School Closings. Inclement weather may dictate school closures. If this occurs, I will make every effort to call you the night before and discuss our options. Opportunities to reschedule the inspection will be evaluated and explored. If I am not available to reschedule the inspection, you must invite a guest inspector at your convenience and follow the procedures for a Two Part Inspection.

16. Cadet Expectations. Everyone wants to do well, but please watch for extreme anxiety on the part of your cadets. They should work hard on their performance, drill, and appearance; but need to keep it in perspective. Think about the inspection as a chance to show off in front of The Area Manager, school officials, parents, and classmates. The cadets should have fun. I guarantee that with the right attitude, and a little preparation your cadets will succeed.

PROCEDURES FOR A TWO-PART INSPECTION

1. General. A Two Part Inspection, as the name implies, is in two parts.

a. Part one is a unit evaluation report. This is a self-evaluation with supporting documents. The three sections of the unit evaluation report are:

(1) The Off-Site evaluation. This is a formatted questionnaire (NJROTC OFF-SITE EVALUATION FORM - CNET 1533/103) that covers School System Program Support, Administration of the Program, Reports and Records and Unit Goals. The SNSI will complete AND SIGN this form.

(2) The second section is a formatted questionnaire that covers the Academic Program. This is the NJROTC INSTRUCTOR OBSERVATION REPORT (CNET form 1610/5). This is to be completed by the school’s senior academic professional or principal. A report is required for each instructor.

(3) The third section is the SNSI’s evaluation of the NSI(s). This is completed on CNET form 1610/2, NJROTC INSTRUCTOR EVALUATION. The SNSI should COMPLETE the entire form on the NSI, and the top portion of a second form on himself. I will complete the evaluation on the SNSI.

If available, you are strongly encouraged to submit a copy of the school's last formal evaluation (on the school's form) for each instructor too.

The SNSI is responsible for preparing the four sections and sending it to my office. The “as of” date is 15 December. NOTE: THE REPORT IS DUE NO LATER THAN 15 JANUARY . b. Part two is the cadet performance portion conducted by a guest inspector. This requires a personnel inspection, color guard and drill demonstration, and presentation of awards, pass-in-review, and a cadet brief.

(1) The unit arranges the guest inspector at a time/date convenient to all, but prior to 1 April. The guest inspector should be an 05 or above active duty sea service officer. If that is not possible, a waiver may be requested. DO NOT CALL ME THE DATE BEFORE YOUR CEREMONY REQUESTING A WAIVER. This must be done well in advance so that there is time to make other

arrangements in the event that the waiver is disapproved. The guest inspector may be at a recruiting station, ROTC unit, or may be a reservist on active duty. He/she should be someone the cadets want to impress. If you need a waiver for any of the above guest inspector qualifications, contact me in advance. Guidance for the guest inspector, and the inspection report that he/she forwards to me is contained in enclosure (5).

2. Procedures for the Guest Inspector’s portion. A guest inspector evaluates/observes the Cadet Performance portion of the inspection. This portion consists of the personnel inspection, drill and color guard demonstrations, award presentations, pass-in-review, and the cadet brief. You determine the length of time necessary for each part. The personnel inspection is extremely boring to anyone watching, so it may be best to not invite guests until the drill, remarks, awards, and pass-in-review are scheduled.

a. Personnel Inspection (Mandatory). (Review the Cadet Field Manual.) Uniform for inspection will be complete winter/summer uniform with garrison cap. Officers and Chiefs will wear the same uniform as the cadet corps. Drill team and Color Guard members are authorized to wear their competitive drill uniforms. Advise the Area Manager if Service Dress Blue will pose a heat stress problem. If so, please be prepared to recommend another option. If The Area Manager authorizes a uniform change, please see that the guest inspector is advised.

(1) It normally takes about one hour to inspect 100 cadets. If you are constrained by bell schedules, etc., give the guest inspector a heads up so he/she can move more quickly. Also, please let the guest inspector know what time the personnel inspection must end.

(2) You are free and encouraged to do whatever you deem necessary to keep cadets from passing out during the personnel inspection. Letting platoon commanders direct facing movements while not being inspected works well. Just telling cadets to not lock their knees or to sit down if they feel weak doesn't work! Cadets can't tell when they are about to pass out, and some have gotten hurt unnecessarily. Just remember that these aren't active duty recruits, they are high school students taking an elective.

(3) You will need to provide a recorder. If the principal wants to follow behind the recorder he/she is more than welcome, but this is not necessary. You may use whatever form desired to

record the inspection results. The guest inspector should return the originals to me.

b. Personal Appearance Awards. Discuss this with the guest inspector and make it easy for him/her. Please do not exceed 10% of the unit or 3 per platoon when granting awards.

c. Drill and color guard (Mandatory). The color guard can do as little as posting the colors, or as much as you want. You pick your best platoon, or your best NS1s, one of your drill teams, or whatever group (vice individuals) you want to show-off. The larger the drilling unit, the better. Don't let them perform without rehearsing; this is supposed to be an opportunity for them to strut their stuff, not embarrass themselves. Please keep in mind that while the nature of the performance is up to you, a performance is required.

d. Remarks. Discuss this with the guest inspector, but remember that the cadets are tired and probably won't appreciate a long speaker.

e. Pass-in-review. Mandatory. (Review the Cadet Field Manual.) Rehearse this to music, either live or taped. Marching to music is very difficult and requires practice, but if done well it looks great. If not practiced, it looks very sloppy.

f. Cadet brief (Mandatory). After the ceremonial portion of the inspection, the cadet staff needs to relocate to a closed room for their brief to the guest inspector. This is a formal, team prepared event. No open jackets or slouching, there should be an "attention on deck”, etc. Your Cadet CO should prepare the brief with the assistance of his/her staff. It needs to be rehearsed in front of the staff so they can continue to offer ideas to the cadet CO. It is recommended that the SNSI review the brief at least once and ask questions that will help them prepare. The cadet brief should last about 20 minutes and allow about 10 minutes for the guest inspector to discuss things with the cadets that came up.

(1) Content. The brief should start with an introduction of all present. After that, follow with things the unit did that they're extremely proud of, things that they are looking forward to doing, a report on last year’s goals, and finish with the unit's future goals that were (or are going to be) listed on the ADMAT unit evaluation report submitted by the SNSI in December.

(2) Those present. The unit’s staff, between 5 and 15 cadets, should be present during the brief including some members of next year’s staff. No instructors, administrators, principal, or other guests, it's just the guest inspector and the cadets. The purpose of this requirement is to remove "crutches" and see how prepared and confident the staff is in front of a new face.

3. After I receive the complete unit evaluation from the SNSI, and the guest inspector's report of Cadet Performance, a finished report goes to NSTC. The report is brief and all areas that are UNSAT or questionable are discussed fully. Grades may be average, above average, below average or SAT/UNSAT.

GUIDANCE TO GUEST INSPECTOR AND REPORT

1. The NJROTC unit’s Senior Naval Science Instructor (SNSI) will contact you and be able to provide much of the detailed information needed for the inspection. Of the OVER 620 NJROTC units nationwide, no two are identical. The information below may help you prepare for the event. If you have any questions after reviewing the following, please don't hesitate to contact me. I travel a lot, but my staff can always find me and I will return your call at your convenience. My office phone number is: Commercial (904)542-8793/4; DSN prefix is 942.

2. The SNSI should provide you a schedule at least two weeks prior to your arrival. You should be told where to park, when you should arrive, and provided an escort from your parking area to the SNSI’s office. The schedule should also include when the inspection needs to end, so that cadets can attend other classes. The entire inspection should take approximately three hours. After arriving at the SNSI's office, the SNSI should clarify any portion of the inspection that you don't understand and let you know of any last minute changes. This is also the best opportunity to get the current school and unit enrollment numbers for the report.

3. The NJROTC cadets should be in the school's parade area/gym and in formation, awaiting your arrival.

a. The company formed by platoons is the basic unit for inspection. The formation will look something like this:

gym, one platoon may be the drill team, the cadet staff formation may be larger/smaller, etc. But the above is a basic layout.

4. Uniform. Uniform for inspection will be complete summer uniform with garrison cap. Officers and Chiefs will wear the same uniform as the cadet corps. The drill team and color guard may be in their competition uniforms. You should be in Service Dress Blue or your service equivalent. Units may prescribe an alternate uniform within guidelines discussed with me prior to the inspection; but the cadets, instructors, and you should be in comparable uniforms.

5. Presentation of the Company. The Cadet CO will call the company to attention, and order presentation of colors followed by the National Anthem and posting of colors.

6. Prepare for Inspection. Upon completion of colors, the Cadet CO will order the company to prepare for inspection. The platoon commanders order their platoons to open ranks and will align each rank (usually squads). When the platoons are ready, the platoon commanders will march to the front of their platoons and report this to the CO. When all platoons have reported ready, the CO will report to you that the company is ready or standing by for inspection.

7. Personnel Inspection. A recorder will follow you with a clipboard to record your comments. Many times the school’s principal, SNSI, or NSI will follow the recorder, but this is optional. You will inspect the Cadet CO first and then the rest of the staff and follow a path clockwise around the gym. After inspecting the Cadet CO and staff, someone will precede you, usually a platoon commander. In the diagram above, after the staff you will inspect the 1st platoon, then 2nd platoon, then color guard, then 3rd platoon. Everyone in uniform must be inspected (crutches, wheel chairs are OK), do not inspect those not in uniform but note the total number of cadets that are not in uniform. Tell the cadet CO and recorder in the beginning that you must have an accurate count of everyone inspected when you're through. The recorder should use a form provided by the SNSI to record cadet grades. Please return the original of this form with your report to my office.

a. For the most part, the cadets will look as good or better than many of the active duty units that you've inspected before. This is usually the cadets’ only opportunity in the year to show

off, so a lot of preparation went into getting ready. They will expect you to look closely at every cadet.

b. The instructors should be doing what they feel is necessary to keep cadets from passing out. Please remind them of this.

c. Spend between 20-30 seconds per cadet. You may ask questions such as "who is the Commander-in-Chief? Or "who is the Chief of Naval Education and Training? Or "what is your principal’s name? Don't try to stump them, they're very nervous already. If it is a large unit, you may not have time for questions.

d. Check to see if everything looks like it is in the right place and worn correctly.

e. Check posture, position of attention and uniform cleanliness.

f. Check to see if cap/hat is clean, neat, positioned correctly and in good repair.

g. Cadets are required to have a regulation hair cut. Boys should have a close shave, must be neat and trimmed. Beards are not authorized without medical authorization. Sideburns should not extend pat the middle of the ear and should not flare.

h. Is the necktie for boys and the tie tab for girls tied correctly (Dress Blues only)?

i. Is there any unauthorized jewelry? One ring per hand, etc

j. Does the uniform fit? In many cases, cadets wear shirts and pants that are too big in the collar, waist and/or length.

k. You will have an opportunity to recognize those cadets that were particularly outstanding with an Exemplary Personal Appearance award/ribbon, provided by the unit. Please limit this to about 10% of the unit. You will loose your credibility if you give too many. This should be discussed with the SNSI prior to the personnel inspection. The final list should also be reviewed by the SNSI/NSI.

l. Upon completion of the inspection, ask the recorder how

many cadets were inspected. You'll check that number with what the SNSI and the Cadet CO give you. It's important that this number is accurate; it plays a role in end of year awards for the unit.

8. Drill Demonstration. The unit will demonstrate their proficiency in military drill. The larger the unit drilling, the better. Most drill competitions that they enter during the year require at least twelve cadets plus a drill commander. The cadets should have prepared for this event and it may be with arms or without arms.

9. Awards. You will have an opportunity to present the Personal Appearance awards/ribbons to the cadets you identified during the personal inspection. The SNSI may also want you to present other awards, which is an excellent opportunity for the unit to showcase themselves. You will be expected to speak to the cadets and any audience present. Some units will only have the cadets there, other units will have cadets plus half the gym filled with parents and administrators, and I've even been on a live radio broadcast of the inspection,

10. Pass-in-review. Upon completion of the ceremony, a Pass-in-review is required. Ask the SNSI where you are expected to stand and return salutes. The pass-in-review must be done to music, live or recorded. All cadets will be approaching you from your left, they will order "eyes right," and continue past your right. Some gyms are large enough for the cadets to do a circle and return to their starting position; other units have to continue out the door.

11. Cadet brief. After leaving the gym and the cadet staff is ready, you will be escorted to a room to receive the cadet brief. Think of this as the unit's "Command Presentation". The cadet brief is a formal, team prepared event. No open jackets or slouching, there should be an "attention on deck", etc. The Cadet CO should have prepared the brief with the assistance of his/her staff, and rehearsed. The cadet brief should last about 20 minutes and allow about 10 minutes for you to discuss things with the cadets that come up. I often find that the brief is the most enjoyable part of the inspection. Sometimes, they are quite talkative. Feel free to spend as much time with them as you want.

a. Content. The brief should start with an introduction of all present. After that, followed with things the unit did that they're extremely proud of, things that they are looking forward

to doing, a report on last year’s goals, and finish with the unit’s current goals and progress towards completion. Goals must be challenging, attainable and measurable. If a quantifiable term is used in the goals such as “more," “better,” or “higher,” then numbers should be presented to support the goals.

b. Those present. The unit's staff, between 5 and 15 cadets should be present during the brief including some members of next year's staff at a minimum. No instructors, administrators, principal, or other guests, it's just you and the cadets. The purpose of this requirement is to remove “crutches" and see how prepared and confident the staff is in front of a new face. Some units invite the entire cadet corps, which is also fine.

12. Debrief. You need to debrief the school's principal about the inspection prior to your departure. The debrief should take about 10-20 minutes and be mostly positive, but if there was a problem that will come out in your report to me, tell them.

13. Report. As soon as possible after the inspection, please forward the report found on the next page to my office. The information is used with the results of the ADMAT unit evaluation report to determine which units receive end of year awards, evaluation or probation status, and/or extra assistance.
