Duties and Responsibilities

Two assistant referees are appointed whose duties,subject to the decision of the referee, are to indicate:

− when the whole of the ball has passed out of the fieldof play

− which side is entitled to a corner kick, goal kick orthrow-in

Ball in Play and Out of Play

Whenever an A.R. signals the ball out of the play, hemust retain the signal until acknowledged by the referee.

Cooperation

The responsibility for indicating when the ball has left thefield of play for a throw-in and which team has possession isshared by the referee and each assistant referee.

At the moment of delivering the ball, the thrower:− faces the field of play− has part of each foot either on the touchline or on the

ground outside the touchline− uses both hands− delivers the ball from behind and over his head

The ball is in play immediately after it enters the fieldof play.

There is no offside offence if a player receives the balldirectly from a throw-in.

The thrower may not touch the ball again until it hastouched another player.

− indirect free kick for the opponents where the secondtouch occurred*

Opponents may not be closer than 2 meters from thepoint at which the throw-in is taken.

− to deal with these situations, the referees should warnany player within this distance before the throw-in istaken and caution the player if he fails to retreat tothe correct distance. Play shall be restarted with athrow-in

If a player, while correctly taking a throw-in, intentionallythrows the ball at an opponent in order to play the ball asecond time but neither in a careless nor a recklessmanner nor using excessive force, the referee shall allowplay to continue.

A goal cannot be scored directly from a throw-in:− if the ball enters the opponent’s goal directly from a

throw-in, the referee shall award a goal kick− if the ball enter the thrower’s own goal directly from

a throw-in, the referee shall award a corner kick

The ball touches the ground before entering the fieldof play:

− the throw-in shall be retaken by the same team fromthe same position provided that it is taken in line withthe correct procedure

− if the throw-in was not taken in line with the correctprocedure, it shall be retaken by the opposing team
