WHEREAS, the temperaturecontrol system for the HVAC atthe Municipal Service Center isantiquated and in need of re-placement to prevent future is-sues with temperature controlin various zones of the build-ing; and
WHEREAS, this replacementwas not an anticipated need inthe FY2020-21 Municipal Ser-vice Center budget; and
WHEREAS, staff realized sav-ings in the FY2019-20 roof re-placement project that will cov-er the anticipated cost for thereplacement of the temperat-ure control system; and
WHEREAS, the savings fromthe roof replacement havelapsed into the Municipal Ser-vice Center’s fund balance re-quiring a budget amendment tomove the funding into theFY2020-21 Municipal ServiceCenter Capital Outlay budgetso it can be utilized for theHVAC project; now
RESOLVED, that in accordwi th Sect ion 11.6 of theCharter of the City of Midland,a public hearing shall be con-ducted at 7:00 p.m., Monday,October 26, 2020, in the Coun-cil Chambers of City Hall, orvirtually due to social distan-cing guidelines as a result ofthe coronavirus pandemic, onthe proposal to amend theFY2020-21 Municipal ServiceCenter Capital Outlay budgetby increasing expenditures by$25,000 for the replacement ofthe HVAC temperature controlsystem for the building.

WHEREAS, Community Devel-opment Block Grant (CDBG)revenues totaling $680,447must be programmed to activit-ies that meet federal statutorygoals and the City’s objectivesfor the CDBG program, as out-lined in the FY 2020-2025 Con-solidated Plan; and
WHEREAS, the CDBG budgetrequired amendment to meetenvironmental and programtimeliness requirements, and
WHEREAS, on September 14,2020, the Housing Commis-sion unanimously recommen-ded approval of the proposedamendments to the FY 2020-21 CDBG budget, to reallocatethe current fiscal years funds,which meets said goals, object-ives and requirements of theCDBG program; and
