The Mayor's Office has approved a request of waiver of formal bidding procedures, per KPB Code 5.28.300 for the award of professional services for this project. The Serenity House project consists of the renovation of an existing 5,000 square foot house into a residential treatment facility for recovering substance/alcohol abuse patients.

The Purchasing and Contracting Office formally solicited and received bids for the Borough Administration Building In-Slab Snowmelt System 2008 project. Bid packets were released on June 25, 2008 and the Invitation to Bid was advertised in the Peninsula Clarion on June 25 and 26, 2008.

The project at the Borough Administration Building, 144 N. Binkley, Soldotna, Alaska, consists of removal and disposal of the existing concrete steps, slab, and ADA ramp at the front entry; furnishing and installing new snowmelt system and new concrete steps, slab, and ADA compliant ramp at the front entry as specified in construction documents.

SUBJECT: Request to Waive Formal Bidding Procedure for Firefighter Physicals

We are writing to request permission to waive formal bidding procedures for our departments' for Redoubt Medical Clinic, 11472 Kenai Spur, Highway, Ste. 2, Kenai, Alaska. By contract, we are required to provide each firefighter a bi-annual physical. Redoubt Medical has the equipment and personnel in place to conduct firefighter physicals in one visit to the clinic. Chief Baisden's experience with Redoubt Medical is that they provide a timely physical, which can normally be completed within 3 hours. This timely service would allow each department to have employees go on their on-duty day. This decreases the department overtime costs for each service area, a very important issue for each department now. The following is a cost analysis of the three doctors Nikiski Fire Department has used and is an average of physical costs as age, type of Hepatitis shots needed and required tests differ on an individual basis. Chief Mokracek would also like to include Central Emergency Services in this agreement based on this data and Chief Baisden's experience.

Recipients ofBorough grants are required to file semi-annual reports; once in January and again in July. The reports include a financial report as well as an activity report. Attached are the year-end reports for fiscal year 2008 from:

• Central Area Rural Transit System (CARTS) • Kenai Peninsula Economic Development District (EDD) • Kenai Peninsula Small Business Development Center (SBDC)

The year-end report from KPTMC was submitted to the Assembly in July. Recipients are eligible to receive current-year funding, if appropriated by the Assembly, upon receipt and approval of their year-end reports. Half of the grant funds are paid upon execution of a grant agreement; the second half are paid upon receipt and approval of the mid-year reports.

In addition to the four usual grantees, the Borough provided a grant to the Central Peninsula Health Centers. The $50,000 was used to leverage additional funding in the amount of $1,025,000 for the construction of the Peninsula Community Health Center in Soldotna. A copy of their year-end report is attached.

Development Center for your review. This report is for the third quarter in FY08 (Aprill, 2008 - June 30, 2008). The period ended another successful quarter of counseling.

RURAL OUTREACH

During this period, the Kenai SBDC advised 76 clients with an average of 2.44 hours each. Clients in need of funds received $875,000 during the quarter. Clients assisted during the quarter reported 15 jobs created and 7 retained. Three new startup businesses in our area were also reported during the quarter. Additionally ten training workshops were held during the quarter with 105 attendees recorded. PROGRAMS

As demonstrated in this report, the Kenai Peninsula Borough's investment in small business demonstrates ongoing and measurable growth in our local economy. Thank you again for your support of small business.

100 Advocacy

The director spoke at the Soldotna Chamber of Commerce Board Meeting on June 6 to be approved and inducted onto the Board of Directors. The position will continue for one year and will enable substantial integration of SBDC resources with the Soldotna Chamber membership.

The director attended a joint meeting of the Kenai and Soldotna Chambers of Commerce on April 29 and May27 regarding gas pipeline development between the State of Alaska and BPI Conoco Phillips.

The center hosted a Biz Fair entitled Safety Security Preparedness Protection on May 16, which culminated presentations from the police department, central emergency services, office of emergency management and an insurance professional from the community. Twenty six participants were in attendance at the dining facilities donated by Alaska Christian College.

Attendance at area Chamber of Commerce luncheons continued throughout this quarter. SBDC workshop schedules were distributed at respective lunch events.

200 Capital Formation

The director teleconferenced with Fred Crispen, Senior Vice President with Borrego Springs Bank during the quarter regarding SaA cap on the SBA Community Express Loans. This program has had two years of success on the Kenai Peninsula but has been capped by congress given the nature of this program being a pilot program and growing nationally at a rapid pace. Ongoing financing with this fund is in question at this time.

300 Innovation and Technology Transfer

The director worked during this quarter with a TREND client that has developed an innovative water quality tracking technology for streams and rivers. The client was primarily assisted with sequential planning processes as he works with local government in an effort to gain funding for his services.

600 Resource Development

The center worked with AVTEC during the quarter to successfully complete an online training for QuickBooks classes statewide. The Center has located and trained staff from the community to continue these workshops in the fall.

The director worked with the ASBDC, Oregon sanc and Alaska sanc to coordinate a professional development certification program for sanc Advisors in Alaska. The first three core training modules for all SBnc staff are being reviewed based on the Oregon

certification model. Training is expected to be underway with Alaska SBDC staff by next quarter.

800 Special Emphasis Groups

The director continued to maintain a strong communication during this quarter with the State of Alaska Division of Vocational Rehabilitation.

The director assisted a disabled client during the quarter with business planning and marketing assistance that led to a cartoon animation business that will develop small business commercials and serve the entertainment industry.

The director assisted a disabled client that is a home-based manufacturer ofhunting equipment with planning during the quarter. The client has successfully manufactured new inventory and a website and will distribute product statewide this summer.

900 Economic Development. Faith-Based and Community Initiatives

The director presented on May 7 and June 4 to the Homer Chamber Economic Development Committee, on SBDC services and program expansion budgets for the Homer area. The director has joined this committee to assist planning and economic development efforts with small business needs in Homer. Additional discussion was facilitated with both the SBDC and Homer Chamber administrative personnel during the quarter and a seasonal part time position will be advertised in the community this fall.

1200 Success Stories

The director assisted a client with financial packaging and business planning that led to the successful startup ofa retail store. Four fulltime and two part time positions were projected for this startup. A $250,000 SBA Wells Fargo loan was acquired as a result of these efforts.

The director assisted a client with acquisition of real estate and business equipment to start a convenience grocery store. The client reported a $350,000 Wells Fargo fmancing and estimated that at least three full time and two part time positions would result from this startup.

The director assisted a regional corporation with counseling on business planning and sources of capital that led to their successful acquisition of a retail store. A $250,000 FNBA financing was reported along with seven jobs retained as a result of this acquisition.

Environmental Indicators and Economic Drivers

First quarter 2008 gross sales increased 5.3% while taxable sales gained 5.5% when compared to first quarter 2007. Total value of construction permits was 163.2%greater than a year ago while the volume of permits increased 48.4%. No report was received from Seldovia. Sales and construction data are strong but unemployment data is mixed. At the end of the quarter, both the labor force and the number of employed workers were greater than one year ago, but the labor force had increased at a greater rate than employment, resulting in a higher unemployment rate. Unemployment detail is not an actual count, but rather an estimate based upon survey responses and calculations used in the standardized model.

Sales. First quarter 2008 gross sales, $485,803,526, were $24,314,438 greater than first quarter 2007 when the total reached $461,489,088. Each of the five cities that impose a sales tax had increased gross sales when compared to one year earlier although the KPB region outside the cities had a 0.2% decrease in total gross sales. Taxable sales continued to rise, reaching $178,503,974, gaining $9,367,236 over the 2007frrst quarter total of $169,136,738. All areas saw increased quarterly sales.

Note - As conversion to the new sales tax software continues, there will be some dramatic changes. In particular at this time, sales by land andwater guides have been removed from transportation into their separate categories under tourism. The increase in tourism sales from 2005 to 2006, and similar decrease in transportation over the same period is a result of fine tuning the system. Such situations will continue for another year or so as the process of updating is completed.

Construction. Construction permit values for first quarter 2008 rebounded as total permitting reached $6,501,968, an increase of $4,031 ,458 over the first quarter 2007 total, $2,470,510. Volume of permits issued increased from 31 permits during first quarter of 2007 to issuance of 46 permits during the most recent quarter. Both value and volume, while not setting record highs, provided strong activity for the quarter.

Unemployment. Four sets of unemployment data are estimated each month, based upon survey data which is entered into a federal standardized model. Comparing first quarter 2008 unemployment statistics with those of first quarter 2007 we find the following. The 2008 quarterly average monthly labor force stood at 24,962, up from 24,637, a gain of 325 persons. Average monthly employment for the period was 22,399, gaining 186 jobs over the 22,213 persons employed during the same period of2007. Unemployment increased to a quarterly average monthly of2,562. This is 138 additional unemployed persons when compared to the 2,424 estimate of first quarter 2007. The quarterly average monthly of 2,101 persons to 1,967 during 2007. The corresponding

quarterly average monthly unemployment rate increased to 10.3% from the 2007 first quarter average of9.8%.

Projects: Northern Dynasty continues to research the copper, gold and molybdenum deposit known as Pebble Mine. Construction of a natural gas pipeline from the North Slope remains in the news as TransCanada, the one company meeting AGIA standards, is under scrutiny of the legislature. ConocoPhillips is moving forward with a plan that does not meet AGIA standards, but which it feels would more likely be a successful project due to taxation stability. ANGDA is considering development of a spur line to supply gas to Alaskan residents, a pipeline that would have a smaller diameter, reducing cost, but also reducing the volume ofgas that could be transported. Enstar is researching a bullet line that would bring gas from the Gubik region down to Anchorage where it could be distributed to users through existing pipelines.

Agrium, after determination that a proposed coal gasificationplant is not economically feasible, has begun moth-balling the plant. ConocoPhillips has received federal approval of their application for a two year extension to their liquid natural gas export license which would have expired during 2009.

Please consider this the final report for the grant made to Central Peninsula Health Centers in 2007 in the amount of $50,000 to help fund the construction of the Peninsula Community Health Center in Soldotna.

Central Peninsula Health Centers was able to use these funds to pay a portion of one of our contractor's invoices(copies of invoice and checks attached). This contribution by the Borough also enabled us to meet a grant requirement imposed by the Rasmuson Foundation to raise $50,000 in local government support towards the project. Since we were able to meet this, and all other reqtiirements,the Rasmuson Foundation contributed $1,000,000 to the project. We were also able to use these funds as matching funds against a grant from the M.J Murdock Charitable Trust, enabling us to secure an additional $25,000 in funding.
