1.4.1 Ruatuna Road/Ōhiwa Harbour Recreation and Esplanade Reserves

Background

The Ruatuna Road/Ōhiwa Recreation Reserve and Esplanade Reserves comprise sixteen reserves at various locations along the margins of the Ōhiwa Harbour. The reserves are accessed from Ruatuna Road, Ōhiwa Loop Road, and Ōhiwa Harbour Road.

The reserves are situated in the coastal bio climate of the Taneatua Ecological District.

The Ruatuna / Ōhiwa Harbour reserves comprise 18 individual reserves. The largest of these reserves is the Esplanade Reserve (comprising Parcel Id 6606502, 4116749 and 4109612) located on the corner of SH2 and Ruatuna Road. This reserve is subject to tidal fluctuations of the Ōhiwa Harbour and is a high quality salt marsh. There are a number of isolated reserves around the margins of the Ōhiwa Harbour vested either in the DOC, BOPRC and ODC Recreation Reserve and unformed road reserve. As individual reserves they add little recreational value, however managed collectively have high recreational potential and improve the conservation and ecological values of the harbour margin.

There are no recorded archaeological sites, however proximity to the Tokitoki midden site would suggest the possibility that buried archaeological deposits may be present. (Also refer to page 83 in the Draft Coastal Reserves Management Plan prepared by Wildlands Consultants Ltd – December 2006.

Issues Relating to the Reserves

The following issues relating to the management of the Ruatuna/Ōhiwa Recreation and Esplanade Reserves include:

The number of small reserves which individually contribute little to the recreationalvalue of the Ōhiwa Harbour.

Acquisition of additional reserves through the subdivision process and developmentcontributions.

The reserves are not identified by signage or formal access.

Access to a number of the reserves for maintenance and recreational activity isdifficult.

Pest plant and animal eradication and control.

Erosion of harbour margins.

Fly tipping of refuse and garden waste.

Encroachment of reserves by adjoining landowners.

Future Development of Reserves

Future development of the reserves includes:

Investigating the possibility of joint / single agency management of reservescurrently administered by ODC, DOC and BOPRC.

Improve pedestrian access around the harbour by linking reserves (Recreation,Local Purpose and Unformed Road Reserve) administered by ODC, DOC andBOPRC with walkways.

Provide restricted vehicle access where practicable to recreation reserves byupgrading unformed road reserve and the provision of formal pedestrian accessways.

Increase public awareness of the unique ecological values of the harbour marginsby installing information and interpretation signs.

Installation of standardised ODC reserve, regulatory and interpretive signage.

Maintain and erect boundary fencing between adjoining private land owners(including farmers) and reserves.
