As in earlieryears this is our requestseekingnominationsof officersfor appointmentsondeputationto postsof ChiefVigilanceOfficersin CentralPublicSectorUndertakings(whichare postsundertheCentralStaffingScheme)duringtheyear2007.
2. The existingvacanciesandanticipatedvacanciesof ChiefVigilanceOfficersin CentralPublicSectorUndertakings,thatarelikelyto ariseduringtheyear2007,havebeenindicatedatAnnexureI. It isrequestedthatthe namesof suitableandwillingofficersmaypleasebe sponsoredfor considerationforthesepostsalong-witha self signedcompleteserviceprofile(in duplicatein the formatappendedatAnnexureII & III)andupdatedC.R.dossiersandVigilanceClearanceof theofficerssponsoredlatestby31stJanuary,2007.
ThedutiesandresponsibilitiesofChiefVigilanceOfficersareindicatedbelow:-
The ChiefVigilanceOfficerhasbeenauthorizedto decideuponthe existenceof vigilanceangleina particularcaseatthetimeof registrationofcomplaint.TheChiefVigilanceOfficershouldscreenallthecomplaintsbeforereferringthemtoCBI.Attendingthe quarterlymeetingwithZonalJointDirectorof CBIfor preparationof "AgreedList".Keepmonitoringon corruption,malpracticesandmisconducton the partof employeesandtakeremedialaction.CloselymonitoringthecaserelatedtocriminalmisconductofemployeesandcoordinatingwiththeCBIforexpeditiousdisposalofsuchcases.
4. Thepostsfor ChiefVigilanceOfficers'(CVOs)in theCentralPublicSectorUndertakings(PSUs)are filledup as perthe procedurelaiddownin the CentralStaffingSchemeandtheCVOguidelinesforpostsintheCentralGovernment.
5. Theofficerssponsoredfor JointSecretarylevelpostsshouldbe at leastin thepayscaleof Rs.18,400- 22,400whereasofficersto besponsoredforthepostofDirectorandDeputySecretaryshouldbesuchwhohavecompleted14yearsand9 yearsofservicerespectively.Incaseof Directorlevelofficers,theyshouldhavebeengrantedtheNon-FunctionalSelectionGradeinthecadre.
6. It maypleasebeensuredthattheofficerssponsoredshouldhavecompleted,in their respectivecadres,therequired'coolingoff'periodbeforetheyarerecommendedforCentraldeputation.Theofficersonce sponsoredshouldnot be allowedto withdrawtheir applicationsubsequentlyand it will be theresponsibilityof thecadrecontrollingauthoritiesto ensurethereleaseof theofficersin theeventof theirfinalselection.It is alsoto be highlightedthatit is notonlythefailureto takeuptheappointment,butalsowithdrawalaftera panelhasbeenrecommendedbytheDepartmentthatleadstodebarmentfor5 years.Itis,therefore,importantthatonlynamesofwillingofficersmaybeforwarded.
7. Whilesponsoringthenamesof willingofficers,it mayalsobeindicatedalongsideeachname,aparticularlocation(s)inwhichtheofficermayliketobeconsideredforplacement.Thecurrentpayscaleoftheofficersandtheactualpaybeingdrawnatthetimeofsendingthenameshouldalsobeindicated.

Oncean officergivesthechoiceof a location,thenthatofficerwouldbeconsideredfor postingin anyPublic Sector Undertakingin that particularlocation.It has been noticedin the past that whilesponsoringnames,preferencehasbeenshownfora particularP,SUina particularregion.Thisis to bediscouragedand it is reiteratedthattheofferlistwillbe drawnup'for a particularlocationonly.Officerssponsoredwill remainunderconsiderationfor postingfor theperiodof onecalendaryearonly. (Thevacancies,whicharecurrentlybeingintimated,maychangeduringthelengthofthecalendaryear.)

Theinitialdeputationtenureof an officerin thepostof ChiefVigilanceOfficerwouldbethreeyearsin a PublicSectorUndertakingextendableuptoa furtherperiodof twoyearsin thesamePublicSector Undertaking(total maximumfive years),with the concurrenceof the CentralVigilanceCommission,andno objectionfromCadreControllingAuthority,or uptoa furtherperiodof threeyearst "

Theofficersontheirappointmentto thepostsofChiefVigilanceOfficerinCentralPublicSectorUndertakingswill not be entitled to general pool accommodationbut would be eligible foraccommodationprovidedby theconcernedPublicSectorUndertaking,asperguidelinesissuedbytheDepartmentof PublicEnterprises,fromtimeto time.

If an officerdoesnotjoin withinonemonthof issueof hisappointmentorder,hisappointmentwouldbetreatedascancelledandtheofficerconcernedwouldstanddebarredfromCentraldeputationfor a perioqof fiveyearsfromthedateof issuingordersof hisdebarment.Further,theofficerwouldalsobedebarredfrombeingconsideredfrombeinggivencadreclearancefor beingdeputedonforeignassignments/consultanciesabroadduringtheperiodofdebarment..-
