    SECTION 00 20 00 - INSTRUCTIONS TO TENDERERS AND EVALUATION

    CRITERIA

    PART 1 - GENERAL

    1.1 DEFINITIONS1.1.1 Comparable Projects. Those projects executed by the Tenderer that include themanufacturing, inspection, testing, and quality assurance of steel buoys of approximately the samesize, functionality and complexity as those requested underSection 35 59 23.19 (Navigation Buoys). If

    not buoys, comparable projects may include steel welded tanks or other steel welded fabricatedstructure of similar complexity.

    1.2 QUALIFICATIONS OF THE TENDERER. The Tenderer shall have a satisfactory pastperformance, in at least two (2) comparable projects in the last 10 years.

    1.3 TECHNICAL PROPOSALS CONTENT. The information submitted by the Tendererwith its technical proposal shall be precise, factual and responsive, and shall be comprehensive enoughto provide a thorough basis to enable evaluation by the ACP. The technical proposal information shall

    be organized sequentially under tabs as indicated below. Manufacturing schedules may be providedseparately but shall be bound and clearly marked. For each of the following categories of information,

    the Tenderer shall indicate whenever a subcontractor will perform the related work, and identify theproposed subcontractor. The following documents shall comprise the technical proposal:

    1.3.1 (TAB A) Standard testing and inspection procedures, as part of the TIP (see paragraphs2.4.1 to 2.4.2 on Section 35 59 23.19 (Navigation Buoys).

    1.3.2 (Tab B) Experience and Past Performance. The Tenderer shall provide information

    regarding its experience and compliance with paragraph 1.2 of this section. For the evaluation of pastperformance, the ACP reserves the right to contact some of the references provided by the Tenderer

    and other sources of information, including but not limited to internal electronic vendors databases.The information provided by the Tenderer shall include as a minimum the following:

    1.3.2.1 Listing of comparable projects. For each previous project identified by the tenderer, include:contract number; scope of work; duration of the contract; schedule and actual completion dates;clients name and address; name, telephone, e-mail and fax numbers of the personnel responsible forthe acceptance of the projects listed.

    1.3.2.2 References. Provide at least two (2) references letters of previous clients, for listedcomparable projects, whose contracts were accomplished by the tenderer.

    1.4 CONTRACT AWARD. The award of the Contract will be made in accordance with themethods and procedures described in the Evaluation Criteria of this Request for proposals and in

    accordance with the process established in Articles 83 - 84 of the ACPs Acquisition Regulation.

    SECTION 00 63 19 CLARIFICATIONS

    PART 1 - GENERAL

    1.1 SCOPE. The purpose of this section is to facilitate the resolution of clarifications or questionsabout the content of this solicitation. Refer to contract clause 4.28.72 (Consultations)

    PART 2 PRODUCTS

    2.1 FORM. The tenderers shall use Form 5425-A (Clarification Form.doc), furnished under Annex B(Other Solicitation Documents).

    SECTION 01 11 00 SUMMARY OF WORK

    PART 1 - GENERAL

    1.1 DELIVERY. The lighted buoys shall be delivered at place (DAP) according to contractclause 4.28.90 (Proposed Term, Condition and Place of Delivery) to the following location:

    1.2 SCOPE. In general the work includes the fabrication, inspection, testing, furnishing,transportation and handling at the indicated location of lighted buoys. The tower, buoy hull,counterweights, corrosion control coatings, and anodic protections shall be manufactured inaccordance to contract drawings and specifications.

    1.2.1 Salt water buoys. For use on the Atlantic and Pacific entrances of the canal, quantities ofbuoys shall be as requested under the bid schedule, Section 00 43 00 (Price Proposal), and coatingcolor codes specified on Section 09 97 13 (Corrosion Control Coatings). Each buoy shall have 6 zinc

    anodes as indicated on Section 26 42 00 (Cathodic Protection).

    1.2.2 Fresh water buoys. For use on Gatun Lake, quantities of buoys shall be as requested under thebid schedule, Section 00 43 00 (Price Proposal), and coating color codes specified on Section 09 97 13(Corrosion Control Coatings). Each buoy shall have 6 magnesium anodes as indicated on Section 2642 00 (Cathodic Protection).

    1.3 WORK BY ACP1.3.1 ACP will provide and install the solar panels, batteries and lights for the buoys.

    SECTION 01 13 00 CONTRACT REQUIREMENTS

    PART 1 - GENERAL

    1.1 DEFINITIONS: The definitions in this section apply to all other sections of the specifications.1.1.1 ACP means the Panama Canal Authority, or Autoridad del Canal de Panam as it is officiallyknown in Spanish.

    1.1.2 day means a calendar day and year means 365 days or 366 days in the case of a leap year.

    1.2 EXECUTION OF WORK1.2.1 The Contractor shall deliver the first eleven buoys, within 120 days after the date the Contractorreceives the Notice of Award. The eleven bouoys will be comprised of seven of the salt water buoys

    requested under item 1, and four salt water buoys requested under item 2 of the bid schedule (see Section

    00 43 00 (Price Proposal)).

    1.2.2 The Contractor shall deliver two of the salt water buoys under item1 and the nine fresh waterbuoys included in the contract (item 3, 4 and 5), within 150 days after the date the Contractor receives theNotice of Award.

    1.2.3 The Contractor shall deliver the remaining 6 buoys, within 180 days after the date the Contractorreceives the Notice of Award.

    1.3 CONTRACT DRAWINGS AND SPECIFICATIONS1.3.1 The ACP shall retain the copyright and other intellectual property rights in the ACPsspecifications and other data and documents supplied or made available by (or on behalf of) the ACP underthe Contract. The Contractor may, at his cost, copy, use, and obtain communication of these data anddocuments for the purposes of the Contract. They shall not, without the ACPs consent, be copied, used or

    communicated to a third party by the Contractor, except as necessary for the purposes of the Contract. Anypermitted communication shall only be to third parties who are subject to appropriate confidentiality

    obligations specified by the ACP and the Contractor shall remain responsible for ensuring that thedocuments are not, without the ACPs consent, further copied, used or communicated.

    1.3.2 Contract Drawings. The work shall conform to the following Contract drawings. The officialContract drawings are provided in Annex A (Contract Drawings) in Acrobat (.pdf-extension) format.

    SECTION 01 33 00 - SUBMITTAL PROCEDURES

    PART 1 GENERAL

    1.1 DEFINITIONS:

    1.1.1 Data: Submittals, which provide calculations, descriptions, or documentation regarding the work.

    1.1.2 Drawings: Submittals which graphically show relationship of various components of the work,schematic diagrams of systems, details of fabrication, layouts of particular elements, connections, andother relational aspects of the work.

    1.1.3 Instructions: Preprinted material describing installation of a product, system, or material,including special notices and material safety data sheets, if any, concerning impedances, hazards, andsafety precautions.

    1.1.4 Schedules: Tabular lists showing location, dates, features, or other pertinent information regardingproducts, materials, equipment, or components to be used in the work.

    1.1.5 Statements: A document, required of the Contractor, or through the Contractor, from a supplier,installer, manufacturer, or other lower tier Contractor, the purpose of which is to confirm the quality or

    orderly progression of a portion of the work by documenting procedures, acceptability of methods orpersonnel, qualifications, or other verifications of quality.

    1.1.6 Reports: Reports of inspections or tests, environmental reports, including analysis andinterpretation of test results. Each report shall be properly identified. Test methods used shall be identified

    and test results shall be recorded.

    1.1.7 Certificates: Statement signed by an official authorized to certify on behalf of the manufacturer ofa product, system, or material, attesting that the product, system, equipment calibration or material meetsspecified requirements. The statement must be dated after the award of the contract, must state theContractors name and address, must name the project and location, and must list the specific requirements

    that are being certified.

    1.1.8 Samples: Samples, including both fabricated and unfabricated physical examples of materials,products, and units of work as complete units or as portions of units of work.

    1.1.9 Records: Documentation to record compliance with technical, environmental or administrativerequirements.

    1.1.10Operation and Maintenance Manuals: Data that forms a part of an operation and maintenancemanual.

    1.2 APPROVED SUBMITTALS. The Contracting Officers approval of submittals shall not beconstrued as a complete check, but will indicate only that the general method of materials, detailing and

    other information are satisfactory. Any approval or consent, or any review or comment or failure to do thesame by the Contracting Officer shall not relieve the Contractor from any of its responsibilities or

    obligations under the Contract, including responsibility for errors, omissions, discrepancies and non-compliances, which may exist, as the Contractor under the Contractors Quality Control requirements of

    this Contract is responsible for dimensions, the design of adequate connections and details, and the

    satisfactory construction of all work. After the Contracting Officer has approved submittals, no re-submittal for the purpose of substituting materials or equipment will be considered unless accompanied byan explanation of why a substitution is necessary.

    1.3 DISAPPROVED SUBMITTALS. The Contractor shall make all corrections required by theContracting Officer and promptly furnish a corrected submittal in the form and number of copies specifiedfor the initial submittal. The corrected submittal shall be submitted as a new review cycle. Submittals withstatus of disapproved, revise and resubmit, approved as noted resubmit, and proceed as noted resubmit

    shall be resubmitted in no more than 7 days, unless the Contracting Officer decides otherwise.

    1.3.1 WITHHOLDING OF PAYMENT: Payment for materials incorporated in the works will not bemade if required approvals have not been obtained from the Contracting Officer.

    PART 3 - EXECUTION

    3.1 General. The Contracting Officer may request submittals in addition to those specified whendeemed necessary and at its sole discretion to adequately describe the work covered in the respectivesections. Units of weights and measures used in all submittals shall be the same as those used in theContract drawings. Each submittal shall be complete and in sufficient detail to allow ready determinationof compliance with Contract requirements. Proposed deviations from the Contract requirements shall be

    clearly identified. Submittals shall include items such as: Contractors, manufacturers, or fabricators

    drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts orcurves; test reports; samples; operation and maintenance manuals (including parts list); certifications;warranties; and other such required submittals. Submittals requiring ACP approval shall be scheduled andmade prior to the acquisition of the material or equipment covered thereby. Samples remaining upon

    completion of the work shall be picked up and disposed of in accordance with manufacturers MaterialSafety Data Sheets (MSDS) and in compliance with existing Panamanian laws and regulations.

    3.2 Timeframe. Submittals covering component items forming a system or items that are interrelatedshall be scheduled to be coordinated and submitted concurrently. Certifications to be submitted with the

    pertinent drawings shall be scheduled. Adequate time, a minimum of 14 days without including delivery

    time, shall be allowed for the ACP review and approval. No delay damages or time extensions will beallowed for time lost in late submittals.

    3.3 Submittals. Submittals shall be made in accordance with the following:

    3.3.1 When required by the specifications or by the Contracting Officer, the Contractor shall submitseven copies (unless otherwise specified) of the following documents for approval:

    3.3.1.1 List of Materials. Before any material, accessory, or equipment to be incorporated into theproject may be purchased, the Contractor shall submit a complete list of such materials, accessories, or

    equipment, together with the manufacturers names and addresses and their catalogue numbers and trade

    names.

    3.3.1.2 Descriptive Data. The Contractor shall furnish detailed information and descriptive data for thedifferent materials, accessories, and equipment to be incorporated into the work, for the purpose ofdetermining quality and compliance with the requirements of the specifications. Any material, accessoriesor equipment that, in the judgment of the Contracting Officer does not comply with the specifications, shall

    be rejected. The products of any recognized manufacturer, regularly engaged in his commercial production,shall not be excluded on the basis of minor differences, as long as he is in compliance with specification

    requirements concerning materials, capacity, and performance.

    3.3.1.3 Submittals of Materials, Accessories, and/or Equipment:

    (a) Each submittal of material, accessories, and/or equipment shall be accompanied by its

    respective form (ACP Form 3816-I), completed in full and certified by the Contractor. Each copy of theinformation submitted for approval shall be properly identified with the number and name of the section ofthe specifications, the corresponding material or equipment, and the Contract number under which thesubmittal is made. Should there be any differences between the equipment or material proposed and those

    specified, these shall be clearly shown on the materials, accessories, and/or equipment submittal.Fabrication of material or equipment, or construction related thereto shall not start until approval has been

    given.

    (b) As soon as the materials, accessories, and/or equipment submittals have been approved,each copy of the submittal shall be identified with a stamped seal indicating Approved or Approvedwith Notes and a set of copies shall be returned to the Contractor. The submittal of materials, accessories,and/or equipment that have been approved in this manner shall not require re-submittal. However, if a copy

    received by the Contractor has been stamped Rejected, these materials, accessories, and/or equipmentshall be re-submitted as soon as possible with the necessary corrections and/or adjustments required by theContracting Officer. If the Contractor desires to have more than one (1) copy returned to him, he shallincrease the number of copies submitted in equal proportion, indicating his request in writing on thesubmittal form.

    (c) The approval of materials, accessories, and/or equipment submittals by the ContractingOfficer does not represent, under any circumstances, a complete review of the items, but only indicates

    that, in general, the materials, equipment, system, arrangements, details, and/or methods of construction aresatisfactory. Such approval does not relieve the Contractor from responsibility for any error or omission,which may exist, and the Contractor shall be responsible for the dimensions and design of adequateconnections, details, proper construction, installation, and operation of all the work according to

    specifications. The approval shall be subject to a final inspection prior to acceptance of the project.

    3.3.2 Shop Drawings

    3.3.2.1 Definition. Workshop drawings are drawings submitted to the ACP by the Contractor orSubcontractor for the purpose of showing the proposed detailed methods of manufacture and assembly of

    structural parts and details of the installation of systems, materials, and equipment. These shop drawingsshall include drawings, diagrams, sketches, listing, and a descriptive explanation of the equipment,

    3.3.2.2 Responsible signature.When the Contractor is required to submit shop drawings, each sheet ofthe shop drawing shall bear a responsible signature to indicate the Contractors approval as an evidence ofthe coordination and review work that he is required to perform before submission and of his acceptance of

    the shop drawing as well.

    1.2 SUBMITTALS

    1.2.1 Materials and Samples. Each type of material, including solvents, primers, and coatings proposed

    for use on the project, with its batch number and date of manufacture, and MATERIAL SAFETY DATASHEET (form OSHA-174) shall be submitted for approval on the forms FORMULARIO PARAPRESENTACIN DE MATERIALES (ACP No. 1528) accompanied by technical descriptive literature andstatements of compliance with the respective specifications. The forms and material samples shall besubmitted and approved before the beginning of preparation of surfaces.

    1.2.2 Equipment and Samples. Each type of mechanical equipment to be used shall be submitted usingthe above described forms, and shall be approved before the beginning of preparation of surfaces.

    1.2.3 Storage Provisions. Shall be submitted for approval.

    1.3 QUALITY ASSURANCE PROVISIONS

    1.3.1 Inspection. Surface preparation, application procedures, and material selection could be examinedby ACP to determine conformance with the requirements of this specification. Each separate operation shallbe approved prior to initiation of subsequent operations. The Contractor shall take into account and considerin his work schedule reasonable and necessary times to perform quality control inspections as well as ACPsquality assurance inspections. The Contractor shall be prepared to repair coatings on the delivery site(paragraph 1.1 Section 01 11 00 (Summary of Work)), according to paragraph 3.4.5, in the event that a buoyhas a defect once it arrives in Panama.

    1.4 RESERVEDPART 2 PRODUCTS

    2.1.1 Container Identification. Solvents, thinners, primer, and coatings containers shall plainly showthe designated name, formula and specification number, batch number, color, date of manufacture, date ofexpiration, manufacturers instructions, and name of manufacturer, all of which shall be plainly legible atthe time of use.

    2.1.2 Condition of Materials. At the time of use or application of materials, these shall conform to themanufacturers standards as stated in the approved submittals. Primers and coatings shall conform to themanufacturer standards for viscosity, density, volume solids contents, flash point, and other physical

    properties.

    2.1.3 Blasting Abrasive Materials. Shall be Garnet, coal slag or approved equal, for sand blasting

    cleaning in accordance with Military Specification MIL-A-22262, this material will not be approved forrecycling. As an option, the Contractor may use recyclable angular steel grit conforming to SAE J-1993,manufactured by Ervin Industries Inc., Amasteel Division, 3893 Research Park Drive Ann Arbor, MI48108 2217. Telephone (734) 769-4600, Fax (734) 663-0136 or equal. The abrasive shall conform to a12/40-mesh sieve analysis.

    2.1.3 Solvents. Shall be appropriate for the coating materials used.

    2.1.4 Thinner. Shall conform to the paint manufacturer specifications for each paint system.

    2.1.5 Epoxy primer. Epoxy primer high solids with excellent chemical and abrasion resistance.. Epoxyprimer shall meet the requirements of MIL-P-24647, Type III, Class 1A, Grade A or B, Application 2, andshall be listed in QPL-24647, Intergard 264, manufactured by International Paint or equal.

    2.1.6 Ablative antifouling paint. A high performance, TBT free, polishing antifouling. Ablativeantifouling paint shall meet the requirements of MIL-P-24647, Type I, Class 1A, Grade A or B,Application 2, and shall be listed in QPL-24647. The colors required are red and black (manufacturers'standard colors are acceptable), Interspeed 640, manufactured by International Paint or equal.

    2.1.7 Polyurethane topcoat. A two pack, low VOC polyurethane finish with outstanding resistance tosevere weathering. This coating shall meet the following requirements: 1) it shall be a commercial productfrom the same manufacturer that supplies the epoxy primer and ablative antifouling paints; 2) it shall have

    a Volatile Organic Compound (VOC) content of no more than 340 g/L (2.8 lb/gal), a lead content of lessthan 0.06% by weight, and a chromium content of less than 0.06% by weight; 3), Interthane 900,manufactured by International Paint or equal.

    PART 3 - EXECUTION

    3.1 PROTECTION

    3.1.1 Metals. Metals to be coated in accordance with this section of the specifications shall be protectedafter preparation of surfaces from corrosion by the environment until such time as the metal surface iscompletely protected by the approved coating system. Protection from corrosion by the environment shallinclude dehumidifiers, protection by shelter, adequate storage provisions, or other covering of the metals from

    rain, dew, and other sources of moisture, soil, dust, dirt, or salts in the wind, which may injure the metal duringits temporary storage.

    3.1.2 Contaminated Surfaces. Surfaces which have been prepared for coating application and whichhave become contaminated in any manner, such as with rust, moisture, soil, dust, dirt, salts or othercontaminants, shall again undergo surface preparation to achieve the requirements of these specifications or thereferenced standards, as the case may be.

    3.1.3 Adjacent Surfaces. Care shall be exercised in protecting adjacent surfaces, fixtures, equipment, orother property of the ACP, and other work from splattering and splashing of coating system materials duringthe progress of the work. Where such marring of surfaces and equipment occurs, the surfaces and equipmentshall be promptly scraped off and thoroughly wiped off with cloths saturated with an appropriate solvent.

    Drop cloths and other approved means of protection shall be employed for protection. At the end of each day,all cloths and waste, which have been used in the preparation and application of flammable paint material,shall be properly disposed of or placed in covered metal containers.

    3.1.4 Contractors Workers. Adequate safety precautions and equipment shall be provided by theContractor for the protection of the health of workers. All health and safety requirements in Section 01 35 29(Safety Requirements) shall be strictly followed.

    3.2 CARE AND PREPARATION OF COATING SYSTEM MATERIALS. Coating systemmaterials shall be carefully and thoroughly mixed mechanically prior to the application. Only clean brushesand spray equipment shall be used in application of the coating system materials. Care shall be exercised in

    sealing coating system containers after each application period and at the end of each days work. Whereineffectual closing of containers occurs and a skin forms on coating system materials overnight, material fromsuch containers shall be screened through insect screening of not more than No. 14 mesh before application.Ready-mixed materials shall be stored in suitable cans and drums, which shall be inverted frequently to retardsettling of solid matter.

    3.3 PREPARATION OF SURFACES

    3.3.1 General. Critical surfaces such as mechanically finished surfaces shall be adequately protected inplace to prevent any physical damage during the cleaning, abrasive blasting, and painting operations. Theprotection shall meet the approval of the Contracting Officer. Surfaces of materials to be painted shall be cleanand free from loose particles, rust, and foreign matter before application of the paint. Surface cleaning andcoating application work shall be programmed so that dust and other contaminants from the cleaning processwill not fall on wet, newly painted surfaces. Coated surfaces marred or otherwise damaged shall be cleaned,repaired, and recoated.

    3.3.2 SP1, Solvent Cleaning. Shall be in accordance with SSPC Steel Structures Painting Manual,Volume 2, Chapter 2, to remove oil, grease, dirt, soil, salts, and contaminants by cleaning with clean ragssoaked in solvent.

    3.3.3 SP2, Hand Tool Cleaning. Shall be in accordance with SSPC Steel Structures Painting Manual,Volume 2 to remove the major part of rust mill scale, paint, corrosion products, using hand tools.

    3.3.4 SP3, Power Tool Cleaning. Shall be in accordance with SSPC Steel Structures Painting Manual,Volume 2 to remove visible rust mill scale, paint, corrosion products, and other foreign matter and grinding to

    round all sharp edges and pitted surfaces by power tools.

    3.3.5 SP10, Near-White Blast Cleaning. Shall be in accordance with SSPC Steel Structures PaintingManual, Volume 2, Chapter 2, and SSPC -Vis 1, to remove by dry blast cleaning nearly to white metalcleanliness, until at least 95% of the surface area is free of visible residues.

    3.3.6 Contaminants Removal. After abrasive blast cleaning or after power tool cleaning (if abrasiveblast cleaning is not required), and prior to painting, dirt or other contaminants shall be removed from themetal surface by vacuum cleaning or blown off with clean and dry air.

    3.3.7 Abrasives shall be clean, dry, and free of oil, grease, and other harmful materials at the time of use.Recycled abrasives shall be clean, dry, and shall maintain the size required by Subparagraph 2.1.3

    3.4 PAINT APPLICATION

    3.4.1 General. Coatings shall be applied by skilled coatings applicators, following the manufacturersinstructions. To prevent the formation of skins and loss of volatile solvent, primer and coatings liquidcontainers shall be covered when delays in application are encountered. Primer in drums shall be thoroughlymixed prior to pouring into smaller containers. Primer and coating materials shall be thoroughly mixed

    mechanically immediately before use and at frequent intervals during application and shall be applied inproper consistency. The meeting line between colors shall be straight and sharply defined, with no blending,running, or gaps. Primers and coatings shall be applied uniformly and free from sags, wrinkles, runs, holidays,

    smears, and dirt. Coatings shall not be defaced by spattered materials from other coats. Drops, spatters, sagsand overspray of coating materials shall be removed before drying. Hiding shall be complete, and each coatshall be applied to produce a film of uniform thickness. Special attention shall be given to insure that edges,corners, crevices, welds, bolts, and rivets receive a film thickness equivalent to that of adjacent paintedsurfaces or as specified in paragraph 3.5, whichever is greater.

    3.4.2 Properties, Mixing, and Thinning of Primers and Coatings. At the time of application,containers of coating materials, primers, and coatings shall show no signs of deterioration. Coating materialsshall be thoroughly stirred mechanically, strained, and kept at a uniform consistency during application.Where approved by the Contracting Officer, as necessary to suit conditions of surface, temperature, weather,and method of application, the packaged paint may be thinned immediately prior to application if inaccordance with the provisions of the applicable manufacturers instructions, but not in excess of 8 parts ofsuitable thinner per volume. The use of thinning for any reason shall not relieve the Contractor from obtainingcomplete hiding or providing the film thickness specified. For catalyzed coatings, the manufacturersrecommended induction time after mixing shall be allowed prior to application.

    3.4.3 Atmospheric and Ambient Conditions. Coatings shall be applied only to surfaces which arecompletely free from surface moisture, as determined by sight or touch, and in which the subsurface moistureis nonexistent or is within the limits specified for the moisture meter used in determining subsurface moisture.The temperature of the surface to be painted and the ambient temperature shall be less than 35 C (95 F).During periods of inclement weather, painting shall not be permitted. Surfaces to be painted shall be protectedfrom rain; dew, other sources of moisture, soils, and dust, dirt, or salts in the wind during painting andfinishing. Painting shall not be applied while the metal surface temperature is less than 3 C (5 F) above thedew point.

    3.4.4 Time Scheduling of Coating Application. Surfaces that have been cleaned, or otherwise preparedfor priming or coating shall be given a coat of the specified first-coat material as soon as practicable after such

    preparation has been completed; but in any event, prior to any deterioration of the prepared surface. Care shallbe exercised to protect the prepared metal, in accordance with paragraph 3.1, until it is completely primed.Primed surfaces shall be topcoated as soon as practicable after the coat of primer is adequately dry forrecoating, but not later than 14 days after application of the primer, unless otherwise approved by theContracting Officer. Each coat of primer or topcoat shall be allowed to dry in accordance with themanufacturers recommendations.

    3.4.5 Repair Coatings. Any surface that requires a repair coating shall be cleaned and recoated asspecified in the Tables shown at the end of this section, at no additional cost to the ACP. In addition,ifrequired by the Contracting Officer, the Contractor shall submit for approval the repair procedure.

    3.5 COATING SYSTEMS

    3.5.1 General. Coating work shall be as specified in the Tables shown at the end of this section. Methodsof surface preparation prior to application of primers or coatings shall be in accordance with the requirementsof paragraph 3.3. Scratched, marred, and welded surfaces shall receive a touch-up, surface preparation,

    primer, and coatings matching the original coating system. Primer and finish coats shall be well worked intojoints and corners.

    3.5.2 Primer and Coating Film Thickness. Each coat of primer or coating shall have sufficient dry filmthickness (DFT) to completely hide the immediately preceding coat or the substrate, as the case may be. Ifafter application of any coat or any finish system specified, the result is not in conformance with the statedrequirements for hiding and the film thickness specified in the tables at the end of this section, additional coatsshall be applied, as required, for conformance, at no additional cost to the ACP. Conformance with minimumdry film thickness shall be verified per Steel Structures Painting Council Paint Application SpecificationSSPC-PA-2.

    by professional education and related practical experience, is qualified to engage in the practice ofcorrosion control on buried or submerged metallic piping systems. Such person may be a licensed

    professional engineer, architect or a person certified as being qualified by the National Association of

    Corrosion Engineers. The Contractor's personnel shall be experienced in the installation of cathodicprotection systems. The installation shall be in accordance with the recommendations of Section 9,NACE RP-01.

    1.3 SUBMITTALS1.3.1 Descriptive Data: Shall be submitted for each type of anode.1.3.2 Evidence of Qualifications: Evidence of qualifications and experience of the corrosionengineer shall be submitted by the Contractor.

    PART 2 - PRODUCTS

    2.1 MATERIALS2.1.1 General: Defective materials, or materials damaged in the course of installation shall bereplaced or repaired in a manner meeting with the approval of the Contracting Officer. All materialsshall be new, standard cataloged products of concerns regularly engaged in the commercial production

    of these products and shall be the standard latest design conforming to these specifications.

    2.1.2 Magnesium anode (For use in fresh water): Shall be magnesium anode. The nominaldimensions of each anode shall be 7x 6"x 18", single strap, conforming to ASTM B843, nominalweight shall be 50 pounds. See item 10 on drawing 5088-569 sheet 1 of 2. As manufactured by

    Corrpro Companies, Inc, 7000B Hollister, Houston, TX 77040, Telephone (713) 460-6000, Fax (713)460-6060, or equal.

    2.1.3 Zinc anode (For use in salt water): Shall be zinc anode. The nominal dimensions of each

    PART 3 - EXECUTION

    3.1 INSTALLATION3.1.1 Verification. The Contractor, prior to commencement of work, shall become thoroughlyfamiliar with the details of the work, working conditions, and any other data needed for the installation

    of the cathodic protection bonds. The Contractor shall advise the Contracting Officer of anydiscrepancy prior to performing any work. Modifications and departures from design in the contract

    drawings shall be approved by the Contracting Officer.

    3.1.2 Anode Installation. Each buoy shall have 6 anodes installed in the arrangement shown ondrawing SK-23-36 and of the type indicated for the working condition, salt water or fresh water. Theanode brackets shall be painted prior to installation with two coats of epoxy primer and shall be weldedto the buoys. Damaged paint shall be repaired with two coats of epoxy primer.     1.3.1.2 Fabrication Procedure. The Contractor shall prepare and submit for review, within 15 daysafter receipt of notice of award and before performing any work under this Contract, a description ofthe fabrication procedure for the steel navigation buoys.

    1.3.1.3 Complete Welding Procedure Specification (WPS). The Contractor shall submit within 15days after receipt of notice award and before performing any work under this Contract the weldingprocedures conforming to the requirements listed in this specification that includes as a minimum:filler metal specifications, weld preparation, and treatment and welding process.

    1.3.1.4 Testing and Inspection Program. The Contractor shall submit a Testing and InspectionProgram, that shall include testing and inspection of the completed buoys. The program shall coverfactory testing and tests by the Contractor and shall detail the applicable standards for inspection andtesting. Inspection and tests shall be in accordance with recognized industry standards, and thesespecifications. Acceptance criteria for each test shall be included in the Testing and InspectionProgram, including as minimum: visual and non-destructive testing of welds.

    1.3.1.5 Welder Qualification. Welders employed for welding under this contract shall submitcertification that are qualified to perform the work according to the procedures developed by theContractor in accordance with AWS certifications.

    1.3.1.6 Schedule. The Contractor shall submit within 15 calendar days after of award a practicable aproduction schedule showing the order in which the Contractor proposes to perform the work, and thedates on which the Contractor contemplates starting and completing the salient features of the work;including acquiring materials and inspections for acceptance of the Contracting Officer. The scheduleshall be in the form of a progress chart of suitable scale to indicate appropriately the percentage ofwork schedule for completion at any given date during the period. A revised schedule shall besubmitted upon request of the Contracting Officer or his representative at any given time during theContract.

    1.3.2 Prior to Delivery. Prior to the shipment of the buoys, the Contractor shall submit to theContracting Officer, the following documentation for review:

    1.3.2.1 Testing and Inspection Reports. The Contractor shall furnish to the Contracting Officer forhis review a report on all tests and inspections, showing in detail all test procedures and inspectionresults for each of the finished items offered for delivery. One copy of the certified testing andinspection reports shall be submitted to the Contracting Officer. Reports shall include, as minimum,the following:

    (a) Air test for buoy body

    (b) Air test for battery pockets

    (c) Weld inspection

    (d) Dimensional inspection

    (e) Paint inspection

    1.4 PACKAGING AND MARKING

    1.4.1 Packing. The buoys shall be shipped fully assembled. The ends of the vent pipes shall becovered with a heavy tape to protect them and to prevent water from entering the battery pocket.The buoy must be properly supported and protected from abrasive wear to prevent damage duringshipment. Support of the lighted buoy towers and counterweights is particularly important.

    1.4.2 Marking. Each buoy shall be stenciled in 2-inch black painted block characters with thefollowing information: contract number, type, the buoy's identification number, and the shippingweight. This marking shall be located midway between the top and the bottom of the buoy body.

    1.4.3 Serial Number. Each buoy shall be identified by a serial number. The serial numbers shallbe of the form 009-##. The first two digits are the last two digits of the year built, and the final twodigits are the sequential number of the buoy. Example: 009-01. The serial number shall be a bead ofweld not less than 1/8 inch high by 1/4 inch wide applied to the top buoy head 3 inches from and parallelto the outside edge of the head in the shapes of the characters that make up the serial number. Thecharacters of the serial number shall be block digits with a maximum width of 1-3/4 inches and a heightof 2-1/2 inches. The entire serial number shall not exceed 12 inches in length.

    1.5 DELIVERY. The Contractor shall be responsible for the shipping, handling andtransportation to the ACP facilities; as well as the lifting and handling equipment within the ACPgrounds.

    PART 2 - PRODUCTS

    2.1 MATERIALS

    2.1.1 Steel Bars, Shapes and Plates. All steel bars, shapes, and plates 3/16 inch thick or more

    shall meet the requirements of drawings SK-23-34 and SK-23-35.

    2.1.2 Steel Sheets.All steel sheets less than 3/16 inch thick, shall meet the requirements of draw-ings SK-23-34 and SK-23-35.

    2.1.3 Dished and Flanged Head.The top and bottom buoy heads shall be steel meeting the mate-rial requirements indicated on drawing SK-23-34.

    2.1.4 Stainless Steel Hardware (Bolts, nuts, pins, swing bolts, etc).Shall comply with the mate-rial requirements listed in drawings SK-23-33, SK-23-34 and SK-23-35.

    2.1.5 Vent Pipe.The vent lines, vent bends and connectors (elbow and universal coupling) shall

    be stainless steel complying with material specification as shown on drawing SK-23-33.

    2.1.6 Battery Pocket Flange. The battery pocket flange shall be fabricated in accordance to draw-ing SK-23-34. The face of the flange that receives, shall be machined to a flat and true finish as speci-fied on the drawing, so it is watertight.

    2.1.7 Battery Pocket Gasket. The battery pocket gasket shall be neoprene sheet rubber, colorblack and shall comply with hardness, nominal shore A, durometer: 50-55; according to ASTM

    D2000-08.

    2.1.8 Counterweight.The counterweight shall be cast iron meeting the requirements of any classlisted in ASTM A48-03 and having a composition that results in gray iron with a minimum tensilestrength of 18,000 psi. The surface of the counterweight shall be free of any fused-on sand and shall besmooth. Runners, risers, fins, and other cast-on pieces shall be removed. Repairs to the surface of thecounterweight shall be made by plugging or welding. The weight is indicated on the drawings SK-23-34.

    2.1.9 Counterweight material assembly.The void between the counterweight and the counter-weight tube shall be filled with an epoxy filler. This filler shall be: Intergard 822 (manufacturedby International Paint Inc.), or equivalent approved by the Contracting Officer prior to application.

    The product shall comply with MIL Spec DOD-C-24176, Types I and II. Also, the product shall exhib-it good adhesive qualities, which will not flow or sag from a vertical surface and will not become brit-tle.

    2.2 FABRICATION

    2.2.1 Steel Welding:Shielded-Metal-Arc-Welding (SMAW), Gas-Metal-Arc-Welding (GMAW),or Submerged-Arc-Welding (SAW) shall be used to weld the steel parts of the buoy. The plates, bars,and other shapes forming the various components of the buoy shall be fitted and fared prior to beingwelded in place. The gap between parts shall never exceed 3/16 inch. All welds shall be as indicated onthe drawing. All welding procedures and weld quality for steel, shall meet the requirements of AWSD1.1.

    2.2.2 Welding Filler Metals (Electrodes): Welding filler metals shall conform to the AWS FillerMetal Specifications. SMAW electrodes for medium steel and medium steel casting shall conform toAWS A5.1, series E60XX or E70XX. GMAW filler metal shall conform to AWS A5.18 or A5.20SAW filler metal shall conform to AWS A5.17M. Corrosion resisting steels shall be welded with elec-trodes conforming to AWS A5.4

    2.2.3 Weld Quality

    2.2.3.1 Preparation of Surface:Surfaces and edges to be welded shall be smooth, uniform, andfree from tears, fins, cracks, and other discontinuities which would adversely affect the quality orstrength of the weld. Surfaces to be welded and surfaces adjacent to a weld shall also be free from

    loose scale, slag, rust, moisture, grease, and other contaminants. Machining, cutting, chipping, orgrinding shall be used for joint preparation or the removal of unacceptable work or metal.

    2.2.3.2 Weld Size: Fillet weld size shall not exceed the size shown on the drawing by more than1/16 inch. Fillet weld size shall not be less than the size specified on the drawing except if undersized

    by no more than 1/32 inch for less than one quarter of the weld length or 6 inches in any one continu-ous location. Where the fillet weld size is not shown on the drawing, its nominal size shall be equalto the thickness of the thinner of the members to be joined. Reinforcement of butt welds shall be be-

    low the surface of the joined members. Welds used to build up the edges of cut pieces for fit shall notbe more than 1/4 inch wide.

    2.2.3.3 Weld Profiles: Acceptable fillet and butt weld profiles shall meet the requirement speci-fied in AWS D1.1 section 5.24 - Figure 5.4, Acceptable and Unacceptable Weld Profile. Fillet weldsshall be free of harmful defects such as insufficient throat, excessive convexity, undercut deeper than1/32 inch, overlap, insufficient leg, and inadequate penetration.

    2.2.3.4 Weld Appearance: All welds shall be uniform in size and contour. Fillet welds shall beextended around the ends of members to form closed loops. Weld craters at the ends of increments inintermittent welds and elsewhere shall be filled up to prevent cracking. All welding slag, oxide, andspatter shall be completely removed from both interior and exterior surfaces before painting.

    2.2.3.5 Finished Welds: All welds shall be free of harmful defects such as cracks, porosity, voids,holes, or gaps. There shall be no burn through. Angular or thickness misalignment, warpage, or di-mensional change due to heat from the welding operation shall be less than 1/4 inch. Welds shall notbe peened or caulked.

    2.2.3.6 Temporary Welds: Upon removal of clips, brackets, etc. which have been temporarilywelded, the welds shall be chipped off and ground flush. All gouges, undercuts, or other scars in thebase metal which are more than 1/16 inch in depth shall be filled with weld metal and fared out bygrinding.

    2.2.4 Threads: The threads on all nuts and bolts shall be Standard National Course (NC)threads. The threads on all vent pipes, pipe couplings, nipples, elbows, unions, and pipe plugs shallbe American Standard Taper Pipe Threads (NPT). All threads shall be protected from abrasive blas-ting.

    2.3 FINISHES. Shall be according to section 09 97 13 (Corrosion Control Coatings).

    2.4 TESTING AND INSPECTION PROCEDURES

    2.4.1 Testing and inspection. The Contractor is responsible of performing all testing andinspections to ensure compliance with the requirements of these specifications. The Contractor mayuse his own or any other appropriate facilities suitable for the performance of the inspections requiredherein. The inspections and tests to be performed or supplied by the Contractor are as follows:

    2.4.1.1 Visual Inspection. Prior to any testing, all components shall be visually inspected for qualityof workmanship, conformance to this specification, and the intrinsic safety of operation of the testapparatus. The inspection shall include checks of mechanical fit, alignment of parts, workmanshipswelds (paragraph 2.2.3), identification numbers, and cleaning and painting.

    2.4.1.2 Dimensional Inspection. The manufacturer shall perform a complete dimensional check ofeach buoy to certify that these are in accordance with the contract drawings and these specifications.

    2.4.1.3 Mechanical Testing for Casting. Castings which are of questionable integrity in the opinionof the ACP Inspector may be tested using one or both of the non-destructive techniques MagneticParticle Examination or Liquid Penetrant Examination. Any cracks discovered shall cause thecasting(s) to be rejected.

    2.4.1.4 Welds Inspection. All weld inspection shall be performed prior to the application of the epoxyprimer. Welds in and around the lifting eyes, mooring eyes and tower feet shall be tested by a non-destructive technique; test results must be submitted to the ACP, prior to shipment of buoys. Testing shallbe by magnetic particle or liquid dye penetrant methods. Welds failing to meet the requirements ofsections 2.2.1 to 2.2.3 shall be repaired.

    2.4.1.5 Defects and Repairs. The finished pipe sections shall be free from unacceptablediscontinuities (defects) like cracks, sweats and leaks. Defects in the welds, such as sweats or leaks, shall

    be repaired. Repairs of this nature shall be made by proven procedures and shall be retested. Injuriousdefects in the pipe wall, caused with manual or automatic arc welding, provided their depth does notexceed one third the specified wall thickness, will be allowed.

    2.4.2 Verification of Performance. A verification during production shall be performed on everybuoy offered for acceptance. The following types of test or inspections are required, to verify the per-

    formance:

    2.4.2.1 Air Test: Each buoy shall be subjected to air testing to determine its watertight integrity.The buoy internal spaces shall be stabilized to the ambient air temperature prior to performance of the

    air test. All welding shall be completed prior to the air testing. Any welding after the completion of

    the air test shall require retesting. A test record shall be maintained which shall include the date test-

    ed, the buoy identification number, and the results of the test. Separate air test shall be performed onthe buoy body and on the buoy battery pockets. The buoy body and the battery pockets cannot beunder pressure at the same time during testing. All test results must be submitted to the ACP, prior to

    the shipment of the buoys.

    (a)Buoy Body Test Performance: An air pressure of 3.0 psi shall be built up in the buoybody through the air test fitting. The inlet air shall then be turned off and the pressure reading ob-

    served for 10 minutes after pressure stabilization. While the buoy is pressurized, all welds on the

    buoy body shall be checked for leaks by applying a soapy water solution with a soft brush. Any

    drop in pressure or any leak detected by the soapy water application shall be repaired in accord-

    ance with the requirements of AWS D1.1 and retested. Material rejected after retested shall not be su-

    mitted without specific approval of the Contracting Officer.

    (b)Battery Pocket Test Performance. The battery pockets shall be sealed and the cou-plings shall be plugged with pipe plugs prior to testing. An air test pressure of 2.0 psi shall be applied tothe pockets from the end of a vent pipe. The crossover pipe between the battery pockets cannot be ob-structed during this test, to ensure that both pockets are pressurized at the same time. The inlet air shall

    then be turned off and the pressure reading observed for 10 minutes after pressure stabilization.     (c)Pressure Gauges: A calibrated pressure gauge shall monitor the test pressure. A gaugerange shall be selected such that the test pressure of 2.0 psi is not less than 20% of the scale. The gaugeshall have a 1 percent accuracy at the test pressure and a 1oz/in2 of sensitivity.

    2.4.2.2 Paint Inspection: According to the requirements indicated on section 09 97 13 (CorrosionControl Coatings).

    2.4.3 Inspections by the ACP. The ACP reserves the right to perform or witness any of theinspections set forth in this specification to the extent practicable, at all places, including the period ofmanufacturing, and in any event before acceptance. Inspectors representing the ACP shall have access to

    all reasonable facilities to verify that the finished material is furnished in accordance with thesespecifications. All materials, both in the form of raw materials and at every stage of manufacture, and allworkmanship, can, from the beginning to the end of the work, be subject to the inspection of the ACP.The inspectors may at any time reject any and all work or material not complying with the specification.The Contractor shall furnish, at his own expense, all materials, test pieces, properly machined, to thesatisfaction of ACP inspectors.

    PART 3 - EXECUTION

    3.1 FINAL INSPECTION AND ACCEPTANCE. Final inspection will be conducted on theRepublic of Panama at the expense of the ACP. The ACP shall perform inspection and tests within 30days from the date the supplies are received on the location indicated on this solicitation. The ACP shall

    issue a Certificate of Final Acceptance upon satisfactory completion of final inspection.
