    Rice (Oryza sativa L.) hybrid seed planting materials - Specification

    1 Scope

    This Malaysian Standard prescribes the quality requirements and sampling of hybrid rice seed for planting.

    2 Normative references The following normative references are indispensable for the application of this standard. For dated references, only the edition cited applies. For undated references, the latest edition of the normative reference (including any amendments) applies.     3 Terms and definitions For the purposes of this standard, the following terms and definitions apply. 3.1 hybrid variety Genetically heterozygous, morphologically homogenous and distinguishable within the taxon. 3.2 rice seed Seed of Oryza sativa L., or its derivatives produced for use as a planting material. 3.3 breeder seed Seed of the highest genetic purity controlled and produced by the breeder or the agency that owned the variety. 3.4 foundation seed Seed which is the progeny of breeder or foundation seed produced under the control of the breeder or the agency that owned the variety.

    3.5 registered seed Seed from the progeny of breeder or foundation seed so handled as to maintain satisfactory genetic identity and purity as designated by the local official seed certifying agency. 3.6 certified seed Seed from the progeny of breeder or foundation or registered seed produced and handled in such a way as to maintain satisfactory genetic identity and purity as approved by the official seed certifying agency. 3.7 A line (CMS line) A rice line whose anthers have sterile pollen or abortive pollen. Genetic factors responsible to induce sterility are present in its cytoplasm. No seed is set on such line by self-pollination but its pistil is still normal and can produce seed when pollinate by any normal plant. 3.8 B line (Maintainer) A pollinator variety used to pollinate a cytoplasmic male sterile line and produce progeny which still remain male sterile. If there is no sterile line, the male sterile line cannot be maintained and multiply generation after generation. 3.9 R liner (Restorer) A pollinator variety used to pollinate the male sterile line (CMS) to produce F1 progenies which are male fertile. 3.10 hybrid rice (F1) The hybrid F1 rice breeds for commercial use. It is the product of a cross between genetically dissimilar parents. 3.11 seed-borne diseases Diseases that is available in certified seed farm population which can be transmitted through seeds. 3.12 noxious weeds Plants other than rice plants which may contaminate the crop seed, or plants which are difficult to eradicate once established. 3.13 off-types Rice plants which do not conform to the varietal description offered by the breeder or the organization which releases the variety. 3.14 certifying agency An agency appointed by an authority body for seed certification.

    4 Standard procedure for seed production 4.1 The general requirements for hybrid rice seed production as adopted in Standard Jabatan Pertanian 2009, Spesifikasi Pengeluaran Biji Benih Padi Hibrid (Oryza sativa) are basic together with the succeeding specific requirements. 4.2 The production area shall have fertile soil adapted for parental lines, with sufficient irrigation and efficient drainage system, not shaded and has no previous record of serious incidence of weedy rice infestation, pests and diseases. 4.3 Land should be well prepared, levelled, free of weeds, volunteer seedlings and weedy rice. 4.4 Seed producers are required to first submit an application to the certifying agency to set up a new farm seeds. Approval is subject to the status of weedy rice contamination. For existing seed farm, producers are required to ensure that all operations have met all the requirements in clause 4.2 and 4.3. 4.5 The production area shall undergo at least four series of inspections to be conducted by officials from certifying agency during the seed production process at the following stages: a) pre-planting b) vegetative c) flowering d) pre-harvesting 4.6 Inspection during pre-harvesting stage is to ensure that the R lines (male parent) are harvested ahead and taken out of the field before harvesting A line (seed parent). 4.7 During processing and storage, proper cleaning and bagging shall be observed to maintain general cleanliness/sanitation and prevent mechanical mixtures of varieties. 5 Crop field requirements 5.1 The following field requirements and standards shall be met;

    5.1.1 Isolation strictly isolated to ensure genetic purity of hybrid seeds and rice parental and avoid pollination from unwanted varieties. The following isolation methods shall be followed:

    a) Distance isolation an isolation of 100 m is satisfactory. Within this range, no other rice

    varieties should be grown except for the pollen parent; b) Time isolation adjust planting time to separate flowering of seed parent from other

    cultivars at least 3 weeks. The heading stage of varieties grown around the hybrid seed production field should be over 21 days earlier or later than that of the cytoplasmic male sterile (CMS) lines or A line; and

    c) Barrier isolation topographic surface features or any physical obstacles be natural or

    artificial, with height of at least 2.5 m or crop barrier having a height of at least 2.2 m and 3 to 4 m wide can be used as a means of isolation barrier.

    5.1.2 Each seed production shall use category designated seed from a certified source. Category seedlings to produce seed list is basic seed. The winner of the seed to produce a valid seed is the seed list. 5.1.3 Line ratio refers to the number of rows planted with B or R line with a line in all areas of seed production. This ratio varies between regions and depending on the weather, management and holding their own seeds. R line and a line can be planted at a ratio of 2:8, 2:12, 3:10 or any suitable row ratio.

    5.1.4 Roguing - sources of undesirable rice plants like volunteer plants, off-types should be removed from A line or R line at any time of the plant stage development and more importantly during the maximum tillering, flowering and before harvest stages; and 5.1.5 Control of weeds, diseases and insect pests keep weeds, disease and insect pests under control.

    5.1.6 Field inspection guidelines and standards recommended planting practices, isolation, varietal field purity shall be met for the seed harvest to be eligible for certification; the seed inspector shall certify eligibility based on the guidelines and standards for field inspection of F1 and parental seeds production as shown in Table 1 Crop field requirements.

    7 Packing and labeling 7.1 Packing Seed for certification shall be packed and sealed in suitable packages or containers to allow for a reasonable storage period. 7.2 Labeling 7.2.1 The label of each category shall conform to the following colour: a) Breeder seed - orange b) Foundation seed white c) Registered seed (A Line) green d) Registered seed (B/R Line) - purple e) Certified seed - blue

    7.2.2 Each package shall be attached (sewed) with a legible and indelible label with the following information: a) producer name and address; b) category c) species d) variety e) parent (excluding certified seed) f) lot number and g) date of packing 7.2.3 Each package shall be provided with the following information: a) producer name and address; b) germination (minimum) _______%; c) physical purity (minimum)_______%; and d) net weight (kg). 7.2.4 All packages may, by prior arrangement with the certifying agency, be marked with the certification mark of that agency.

    8 Inspection, sampling and testing 8.1 Field inspection shall be carried out in accordance with the procedure of the certifying agency. 8.2 Sampling and tests shall be carried out in accordance with the procedure laid down in MS 320:2008, Seeds - Sampling and Tests (Second revision). 9 Compliance with the specifications When on testing, each of the samples is found to conform to the requirements specified in this standard, the lot, batch or consignment from which the samples have been drawn shall be deemed to comply with this standard.
