(IV) Item #1 - Refer to Addendum No. 2 Item #7, the Buy America Certification page was
inadvertently left out at the end of Section 32 3113, CHAIN LINK FENCES AND GATES. Incorporate the Buy America Certification page at the end of this section.
(IV) Item #2 - Bidder Question with Answer by Architect:
Q: Addendum No. 2, Item 8 – shows concrete design. Just clarify, are we to use the Geotech for the subgrade? A: Yes, use the Heavy Duty Traffic recommendations for Lime Stabilized Subgrade and Crushed Limestone Base Material.
(IV) Item #3 - Bidder Question with Answer by Architect: Q: We are unable to locate the spec on the Window Blinds, will they be provided by the owner or will a spec be released in a future amendment? A: Rolling Window Shades are covered by Allowance No. 13.
(IV) Item #4 - Bidder Question with Answer by CARTS:
Q: Are data, access controls, fire alarm and telecommunications required? If so, please provide specifications. A:
• Data and telecommunications wiring and systems will be provided by the owner. (Back boxes and conduits shall be provided as indicated on drawings.)
• No fire alarm is included in the project since it is not required for occupant notification. However, the fire sprinkler does have the requirement for off-site monitoring as indicated on the fire protection drawings.
• Access Controls: Proximity reader/keypads shall be added to the project and be located at each door noted in the Door Hardware Schedule to have a Card Reader (Provide a total of 9 readers). Please see the attached product information for the HID EntryProx Reader. (Owner will provide main controller unit for these readers in the IT Room.)

(IV) Item #5 - Bidder Question with Answer by CARTS: Q: Will the security be taken care of in house for the project? A: Yes, security will be provided by Owner. (See Item #4 above for Access Control components to be provided by Contractor.)
(IV) Item #6 - Bidder Question with Answer by CARTS: Q: We didn’t see any of the following systems in the specification; low voltage cabling, access control, video surveillance, and A/V. A: Low voltage cabling, video surveillance, and A/V systems will be provided by owner. For information on access control, see Item #4.
(IV) Item #7 - Bidder Question with Answer by CARTS: Q: In Reviewing the Building and Heavy Highway rates, some categories are not reflected. While these can be added at a later date, how should the rates not shown be addressed during the bidding process? A: We believe the information in the RFP is the information available.
(IV) Item #8 - Bidder Question with Answer by CARTS:
Q: In the Request for Proposals it is stated " FTA funding will be utilized...all state and federal construction guidelines and requirements must be adhered to, including but not limited to....." With this in mind, have all required components been included in the project specifications? If not, are we to include those items referenced in the FTA in this bid? A: Proposals must comply with the FTA construction guidelines and requirements.
(IV) Item #9 - Bidder Question with Answer by Architect & Civil Engineer: Q: Addendum No. 1 added piles underneath the radio antenna tower; this appears to be in direct conflict with an existing utility line per sheet V1-13R. A: The conflict between foundation and utilities is acknowledged. The design team is working on a resolution, however it will not be resolved by bid date. Please bid the project as if there is no conflict.
(IV) Item #10 - Refer to attached updated Project Manual Table of Contents which includes all changes up to and including this addendum.
(IV) Item #11 - Refer to Project Manual, Section 01 2100, ALLOWANCES. Clarification: The cost of
each allowance listed shall contain the General Conditions associated with that allowance.
(IV) Item #12 - Refer to the attached NEW specification Section 07 9200, JOINT SEALANTS to be
incorporated into the project. (IV) Item #13 - Refer to attached Section 09 1001, INTERIOR FINISH SCHEDULE. Replace existing
section with this new section. Revisions included are noted in bold & italicized text. (IV) Item #14 - Refer to attached revised specification Section 10 2800, TOILET, BATH AND
LAUNDRY ACCESSORIES. Changes in this section include quantities of toilet accessories added to description for clarity. Replace Section 10 2800 previously issued in Addendum No. 1 with this attached section.
(IV) Item #15 - Refer to attached revised Civil Sheet 12.1R, Enlarged Grading Plan. Underground
Rainwater Collection System has been revised. Install underground PVC system as shown on this sheet, instead of the underground trunk line shown on sheets A1.0 and

A2.0. The Underground branch piping routed from downspouts to trunk shall be 4” schedule 40 PVC; align branch with every downspout shown on A2.0 (except branch M1, where it shall tie into the 18” storm sewer). Connect each branch to trunk line with 4”x8” wye fitting. Refer to Cistern Piping on A1.1 for 8” goose neck filler pipe above ground.
(IV) Item #16 - Refer to attached, revised Sheet L1.4, Details. Replace existing sheet with this new
sheet. Revisions include: • Revised 10L1.4 Note about Reinforced Concrete Footing
(IV) Item #17 - Bidder Question with Answer by Architect:
Q: FOUNDATION PADS FOR OUTSIDE EQUIPMENT: Only Generator, Radio Tower, and Cistern have foundation pad details (S3.02); HOWEVER, sheet A1.1 shows a propane tank pad as well. Is this propane tank pad to be included in the base bid? Need details, if so.
A: The foundation for the propane tank is not yet designed, however for bidding purposes include cost for a propane tank foundation that matches the size and configuration of the electric generator foundation.
(IV) Item #18 - Bidder Question with Answer by Structural Engineer:
Q: Will there be specifications provided for Division 3 – Concrete Planks? A: We do not intend to issue any additional specifications for concrete planks. The planks are specified in the current documents.
(IV) Item #19 - Bidder Question with Answer by Structural Engineer:
Q: Spec 3.03: Static Pile Test: Please confirm that static load testing is not necessary if 5 piles are dynamically tested per ASTM D 4945. A: Static load test is not required if dynamic testing is performed.
(IV) Item #20 - Bidder Question with Answer by Structural Engineer: Q: Spec 3.07.C.2: Low-Strain Integrity Measurement: Please confirm that this is not necessary with the ability to visually inspect the interior of the closed-end pipe piles. A: All testing is required per specifications.

1.02 RELATED REQUIREMENTSA. Steel, iron and/or manufactured products specified in this Section shall comply with the Buy

sample of each combination of sealant type and substrate, except interior acrylic latex sealants,and include the following for each tested sample.1. Identification of testing agency.2. Name(s) of sealant manufacturers' field representatives who will be observing3. Preinstallation Field Adhesion Test Log Form: Include the following data fields, with known

elongation stress; multiply the stated movement capability of the sealant in percent by two;then multiply 1 inch by that percentage; if adhesion failure occurs before the "1 inch mark"is that distance from the substrate, the test has failed.
3. If either adhesive or cohesive failure occurs prior to minimum elongation, take necessarymeasures to correct conditions and re-test; record each modification to products orinstallation procedures.
4. Record results on Field Quality Control Log.5. Repair failed portions of joints.

E. Primers: Type recommended by sealant manufacturer to suit application; non-staining.PART 3 EXECUTION3.01 EXAMINATION
A. Verify that joints are ready to receive work.B. Verify that backing materials are compatible with sealants.C. Verify that backer rods are of the correct size.D. Preinstallation Adhesion Testing: Install a sample for each test location shown in the test plan.
1. Test each sample as specified in PART 1 under QUALITY ASSURANCE article.2. Notify Architect of date and time that tests will be performed, at least 7 days in advance.3. Arrange for sealant manufacturer's technical representative to be present during tests.4. Record each test on Preinstallation Adhesion Test Log as indicated.5. If any sample fails, review products and installation procedures, consult manufacturer, or
take whatever other measures are necessary to ensure adhesion; re-test in a differentlocation; if unable to obtain satisfactory adhesion, report to Architect.
6. After completion of tests, remove remaining sample material and prepare joint for newsealant installation.
3.02 PREPARATIONA. Remove loose materials and foreign matter that could impair adhesion of sealant.B. Clean joints, and prime as necessary, in accordance with manufacturer's instructions.C. Perform preparation in accordance with manufacturer's instructions and ASTM C1193.

D. Mask elements and surfaces adjacent to joints from damage and disfigurement due to sealantwork; be aware that sealant drips and smears may not be completely removable.
E. Concrete Floor Joints That Will Be Exposed in Completed Work: Test joint filler ininconspicuous area to verify that it does not stain or discolor slab.
3.03 INSTALLATIONA. Perform work in accordance with sealant manufacturer's requirements for preparation of
surfaces and material installation instructions.B. Perform installation in accordance with ASTM C1193.C. Perform acoustical sealant application work in accordance with ASTM C919.D. Measure joint dimensions and size joint backers to achieve width-to-depth ratio, neck
dimension, and surface bond area as recommended by manufacturer, except where specificdimensions are indicated.
E. Install bond breaker backing tape where backer rod cannot be used.F. Install sealant free of air pockets, foreign embedded matter, ridges, and sags, and without
getting sealant on adjacent surfaces.G. Do not install sealant when ambient temperature is outside manufacturer's recommended
temperature range, or will be outside that range during the entire curing period, unlessmanufacturer's approval is obtained and instructions are followed.
H. Nonsag Sealants: Tool surface concave, unless otherwise indicated; remove masking tapeimmediately after tooling sealant surface.
I. Concrete Floor Joint Filler: After full cure, shave joint filler flush with top of concrete slab.3.04 FIELD QUALITY CONTROL
A. Perform field quality control inspection/testing as specified in PART 1 under QUALITYASSURANCE article.
B. Destructive Adhesion Testing: If there are any failures in first 500 linear feet, notify Architectimmediately.
C. Remove and replace failed portions of sealants using same materials and procedures asindicated for original installation.
D. Repair destructive test location damage immediately after evaluation and recording of results.3.05 POST-OCCUPANCY

SECTION 10 2800 TOILET, BATH, AND LAUNDRY ACCESSORIES
PART 1 GENERAL 1.01 SECTION INCLUDES 1.02 RELATED REQUIREMENTS
A. Steel, iron and/or manufactured products specified in this Section shall comply with the Buy America provision and shall be produced in the United States in accordance with 49 USC 5323(j) and 49 CFR 661.
1.03 ADMINISTRATIVE REQUIREMENTS A. Coordinate the work with the placement of internal wall reinforcement, concealed ceiling
supports, and reinforcement of toilet partitions to receive anchor attachments. 1.04 SUBMITTALS
A. Buy America Compliance Certification: Provide the signed Buy America Provision Compliance form attached to the end of this Section. Only products complying with Buy America will be allowed to be used in this project.
B. See Section 01 3000 - Administrative Requirements, for submittal procedures. PART 2 PRODUCTS 2.01 MANUFACTURERS
A. Subject to compliance with requirements indicated, provide products only from manufacturers that can provide compliance with Buy America so that the steel, iron and/or manufactured products used in the project are produced in the United States in compliance with 49 USC 5323(j) and 49 CFR 661. Manufacturers listed below may or may not be compliant. It is the contractor’s responsibility to confirm the manufacturer’s compliance with Buy America during the bidding phase of the project.
B. Basis of Design: 1. Provide the following accessory types/styles/mounting from compliant manufacturers:
a. Recessed Toilet Paper Dispenser: Bobrick B-4388; Qty. 5; Install where unit is located in stud wall.
b. Surface Mounted Toilet Paper Dispenser: Bobrick B-4288; Qty. 2; Install where unit is located on toilet partition.
c. Counter Mounted Automatic Sensored Top-Fill Liquid Soap Dispenser: Bobrick B-824; Qty. 7; Install in countertop.
d. Recessed Sanitary Napkin Disposal: Bobrick B-4353; Qty. 4; Install where unit is located in stud wall.
e. Partition Mounted Sanitary Napkin Disposal: Bobrick B-4354; Qty. 1; Install where unit is located in toilet partition (one unit serves two stalls).
f. Grab Bars; 1 1/4" Dia. Stn. Steel with Snap Flange: B-5806 Series; Verify quantity & sizes with drawings and TAS compliance.
g. Recessed Waste Receptacle (with Linermate): Bobrick B-43644; Qty. 5; Install where unit is located in stud wall.
h. Automatic Sensored Hand Dryer: Xlerator Model XL-SB, with Xlerator ADA Compliant Recess Kit; Qty. 5; Install where unit is located in stud wall.

PART 3 EXECUTION 3.01 EXAMINATION
A. Verify existing conditions before starting work. B. Verify exact location of accessories for installation.

C. For electrically-operated accessories, verify that electrical power connections are ready and in the correct locations.
D. Verify that field measurements are as indicated on drawings and comply with TAS. 3.02 PREPARATION
A. Deliver inserts and rough-in frames to site for timely installation. B. Provide templates and rough-in measurements as required.
3.03 INSTALLATION A. Install accessories in accordance with manufacturers' instructions in locations indicated on the
drawings. B. Install plumb and level, securely and rigidly anchored to substrate. C. Mounting Heights: As required by TAS accessibility regulations, unless otherwise indicated.
3.04 PROTECTION A. Protect installed accessories from damage due to subsequent construction operations.

BUY AMERICA PROVISION - COMPLETE AND SUBMIT WITH BID TO GENERAL CONTRACTOR
Buy America Provision Compliance: This project is funded by the Federal Transit Administration (FTA) and is therefore required to meet the Buy America requirements, as described in 49 USC 5323(j) and 49 CFR 661. These sections of the United States Code and the Code of Federal Regulations are incorporated as requirements of this project by their inclusion in the Consolidated Certification Form in the Request for Proposal (RFP). The General Contractor shall certify that all steel, iron and manufactured products used in the project are produced in the United States as described in detail in the above referenced USC and CFR sections. In order for the General Contractor to provide this certification to the Owner, each Subcontractor shall certify that his/her specific products which will be furnished or installed in the project are Buy America compliant. Subcontractor shall complete and submit the certification statement below with his/her bid to the General Contractor in accordance with the requirement contained in 49 CFR 661.13(b). Bids will not be accepted without certification of compliance with Buy America. Buy America (check applicable box): □ The vendor or offeror hereby certifies it will comply with the requirements of 49 USC 5323(j) and
the applicable regulations in 49 CFR 661, providing Buy America compliant manufactured goods. □ The vendor or offeror cannot comply with the requirements 49 USC 5323(j), buy may qualify for an
exception to the requirement pursuant to the regulations in 49 CFR 661.

• All Subcontractors that provide steel, iron and/or manufactured products for this project shall provide the above certification whether or not this Project Manual contains a specification section pertaining to their products.
• Steel, iron and/or manufactured products that are included in work self-performed by the General Contractor shall also comply with Buy America and certification shall be provided for each product.
• The Buy America provision is not the same as the Buy American provision. These are two different federal requirements and this project must meet the Buy America requirements.
