The value of construction work put in place on transportation projects is up so far in 2012 compared to 2011, despite state and local budget problems and a cut in federal highway funds. But 2012 continues to trail 2009 and 2010, when funds provided under the Recovery Act helpedboosttransportationconstruction,ifonlytemporarily.Duringthefirsteightmonthsof 2012, $2.7 billion, or almost 4 percent, more construction work has been put in place on transportation projects than during the same period in 2011.

The ARTBA Transportation Development Foundation (TDF) announced November 1 that it has selected Harry Heltzer, former chairman and chief executive officer of 3M Company, and James R. Madara, senior vice president of Gannett Fleming, as its 2012 “Transportation Development Hall of Fame” inductees.

Launched in 2010, the Hall honors those who have made extraordinary contributions to U.S. transportation development during their careers.

Heltzer, who passed away in 2005, served at 3M for five decades and came to be known as the “father of reflective material” for his pioneering work in reflective traffic

signs. He is credited with expanding 3M’s international growth and was appointed by President Lyndon Johnson to the “President’s National Highway Safety Advisory Committee.”

Madara, a senior vice president with Gannett Fleming, has spent 60 years as an engineer, volunteer association leader, and good corporate citizen. He helped lead the expansion of the company’s operations along the west coast and in the Far East, and was a principal on major transit, highway and toll-road projects. He has been an ARTBA member for more than 50 years serving in numerous leadership positions. Madara is also active in his community,

delivering presentations to civic groups, mentoring middle school students and volunteering at local charities.

Heltzer and Madara will be honored during a special ARTBA Foundation Awards dinner June in 2013.

Travel on all U.S. roads and streets rose by 1.2 percent, or 3 billion miles, in August compared to the same month in 2011. Meanwhile, cumulative travel for 2012 is up 0.9 percent through August compared to the same timeframe last year. Drivers have logged 1.98 trillion miles this year through August, approximately three percent off the highest January-August total set in 2007 before the effects of the economic slowdown. VMT growth is expected to continue in the long-term, as it had for the 21 years prior to the economic slowdown, emphasizing the need for continued investment in the nation’s transportation infrastructure. Rhode Island. Connecticut will use $2 million for general emergency repairs to federal aid highways. New Jersey will utilize $10 million to repair sections of highway necessary to prevent further damage. New York will receive $10 million to make general emergency repairs to federal aid highways and North Carolina will spend $4 million to repair damage to routes along the coast in Dare County, in the Outer Banks area. Rhode Island will use $3 million to repair damaged sea walls supporting roadways.

U.S. DOT expects states to make additional requests for emergency relief in the coming days and weeks and held a conference call October 30 with transportation officials from affected states to outline how they can apply for the quick release emergency relief funding.

Hurricane Sandy has contributed to at least 90 U.S. deaths, left millions of people without electricity, has caused at least $20 billion in immediate damage and has left transportation systems crippled along the coast of the Northeast. These disruptions will also have a long-term economic impact, estimated at $50 billion, as businesses and employees in impacted areas are forced to wait for restoration of transportation services. Several ARTBA members are engaged in reconstruction efforts and you can help, too, by supporting the American Red Cross Disaster Relief program.

FHWA Starts Clock for Tappan Zee Project Lawsuits

The Federal Highway Administration (FHWA) announced last week a 150-day time limit, beginning October 31, for legal claims on the Tappan Zee Hudson

River Crossing Project in New York. The notice is a direct result of a MAP-21 provision that shortens from 180 days to 150 days the window during which lawsuits can be filed

Airline Traffic Down 1.1 Percent from July 2011 The U.S. Department of Transportation’s Bureau of Transportation Statistics (BTS) reported October 24 that U.S. airlines carried 69.2 million scheduled domestic and international passengers in July 2012, 1.1 percent fewer domestic passengers and 1 percent fewer international passengers than in July 2011. Although the number of passengers in the most recent month, July, was lower than a year ago, U.S. airlines carried 433.0 million total system passengers during the first seven months of 2012, up 1.2 percent from the same period in 2011. These figures emphasize the continued importance of investing in America’s infrastructure as the economy continues to recover.
