The meeting began at 12:02 p.m.

Introductions: Ms. Sonja Coderre, the Air Force Real Property Agency Public Affairs Officer,introduced herself and asked all who were present to introduce themselves.

Old Business: Ms. Coderre asked the RAB to review the February 2006 meeting minutes.Following review, Ms. Lorraine Wirges moved for acceptance of the minutes. Mr. CarylFothergill seconded the motion. The motion carried. Ms. Coderre asked the board if any otherold business needed review. The final RAB rule discussion was brought to the table. Mr. DavidJohnston offered to come up with discussion points before the next meeting. Ms. Coderrementioned that her team was completing a draft that can be discussed to help plug the holes. Mr.Johnston stated that he wanted a local committee, with himself as the chair, to review the RABrule over the next month; he would schedule a first production meeting in August. Ms. Coderreadvised Mr. Johnston and the RAB that they should exchange e-mail addresses and communicateto make this happen over the next couple of months.

RAB Member Appointments: There was discussion of RAB member appointments. Dr. DougRokke is one of four proposed new members. The remaining three proposed new members werenot in attendance at this meeting. Dr. Rokke addressed the board and mentioned that he wantedto be a candidate. He gave his history and experience. Mr. Caryl Fothergill recommended a voteon Dr. Rokke today. Mr. Reed Berger recommended that the RAB communicate with the otherproposed new members and keep their applications on file and vote on them when they arepresent at a future meeting. Ms. Wirges moved for appointment of Dr. Rokke and Mr. Fothergillseconded the motion. Ms. Coderre asked if all were in favor. There were no nays and Dr. Rokkemoved to the RAB table. A letter will be sent to the three proposed new members whoseapplications were received since the last meeting to be signed by both the community cochair,Mr. Johnston, and the government cochair, Mr. Paul Carroll.

Environmental Cleanup Update: Mr. Rob Lanter with URS Corporation provided theenvironmental update. There was a discussion on the fundamentals and purpose for riskassessment (see presentation slides). Mr. Adam Antwine asked if ecological risk assessment wasbeing completed at Chanute. Mr. Lanter responded "yes", for selected sites where ecologicalhabitat was present. Mr. Berger asked if risk assessment or work was being performed off site oronly on site. Dr. Rokke asked if there was anything being done off-site. Mr. Owen Thompsonmentioned that some sampling off site was completed historically, but the Salt Fort CreekRemedial Investigation had not been completed. Mr. Carroll replied that if a site extends off basethen the Air Force will continue to investigate off site.

Mr. Steve Fain with URS Corporation presented the proposed plan for No Further Action forthree sites (See presentation slides). Mr. Fain identified that arsenic had been dete ted ingroundwater at levels near the drinking water standard. Mr. Berger asked if this was of concernbecause arsenic could potentially be dangerous. Mr. Fain said that arsenic was naturallyoccurring and was not at levels of concern to human health or the environment. The new nationaldrinking water standard was recently revised and lowered from 50 to 10 parts per billion. Illinoishas levels near 10 ppb. Mr. Carroll asked what the typical arsenic level in wells on Chanute was;Mr. Fain said he was not sure, but the levels ranged around 10 ppb. Mr. Johnston stated thatRantoul had completed water quality testing for the community, and provided literatureregarding results as of October 2005. An unidentified speaker asked what the typical well depthswere in the area, and Dr. Rokke responded that rural wells were typically near 230 feet deep.

Mr. William Sweat asked how soon it would be before further parcels would be available forreuse. Mr. Carroll questioned if he meant environmentally ready for reuse. Mr. Johnston statedhe thought Mr. Sweat meant from a nonprofessional's perspective available for redevelopment.Mr. Fain asked if he meant unrestricted use. Mr. Johnston replied that there may be levels ofclearance based upon historical or current use and there could potentially be chemicals left inplace in some industrial locations. He reassured the community that environmental sites arebeing closed and cleared by the Air Force. He mentioned that these clearances were important,significant events.

Mr. Antwine stated that in light of the community discussing milestones, the Air Force isprepared to present to the Village, today, the deed for the 616 acre Airport Phase I propertytransfer. With this deed, there will be a total of1200 acres transferred, and the Air Force will bedelivering the deed to the Village today. For AFRPA, the City of San Antonio and McClellanAFB are hubs for property transfer support, and AFRPA to date has 80% of 32 bases transferred.Mr. Kostas Yfantis asked if there were any structures underneath the property to be transferred.Mr. Johnston replied that the property was mainly the airfield, and the infrastructure issuesrelated to the airfield were not environmental in nature. Mr. Yfantis stated that the Village wastherefore responsible for the underground utilities. Mr. Johnston stated this was a point ofcontention between the Air Force and the Village; however, the Village had performed theemergency service and has performed maintenance on the utilities in the past.

Mr. Carroll stated that he was the new BEC for Chanute. He is impressed by the team ofindividuals supporting the program and the volume of ongoing work. Currently, there are 20-3 0documents in progress that are moving in a positive direction and hopefully will continue tomake progress, with no significant changes in strategy.

Ms. Coderre asked for potential topics for the next meeting. Mr. Pete Johnson asked Mr. Lanterabout the status of ditch dredging on base and beaver dam removal. Mr. Lanter replied that URSis evaluating Salt Fork Creek, but any potential actions would have to be negotiated between theVillage and the Air Force. Mr. Carroll stated Mr. Gary Koski had discussed this with the Village.Mr. Johnson stated the Village and some farmers had cleaned up some areas last week. Mr.Antwine asked if these areas were upstream of the base. Mr. Carroll replied that there was aletter from the drainage commission under review, and the Village and the Air Force woulddiscuss. Mr. Johnson stated it was his understanding that environmental issues were preventing

sediment from being removed, and he said he farms the airport property. A year and a half agothe ground gave way, and it was subsequently fixed by the Village. Last week it happened again.If this kept up, he stated he would end up owning the Village. Mr. Johnson also asked the statusof Landfill 4 capping. Dr. Janice Blake replied that the earliest this would happen was 2008.

Mr. Yfantis asked why the Air Force does not have a Website to present information to thepublic in a user-friendly maimer. Ms. Coderre replied that there was a Website out there forAFRPA, but the AFRPA was in development for a searchable website for all its 32 bases. Mr.Johnston suggested the information on the Website should be easy for a nonprofessional to use,such as by using fact sheets. Ms. Coderre stated that the Air Force was switching to a new serverin November. Mr. Rokke asked what the basic contact information for the Air Force was. Ms.Coderre stated the Air Force will provide that to him after the meeting.

Meeting Wrap-Up: Ms. Coderre asked if there was any further discussion needed. Ms. Wirgesmotioned to adjourn the meeting. Mr. Fothergill seconded the motion; all were in favor of themeeting adjournment. The meeting adjourned.

Air Force Works With Stakeholders to Expedite Chanute CleanupWhen the former Chanute Air Force

Base closed 13 years ago, much un-certainty remained regarding thefuture of the installation. The com-munity was challenged with a neweconomic era and was also left witha 2,174 acre facility with a history ofmilitary aviation and maintenance ac-tivities. In many instances, the soiland groundwater at sites on the for-mer air base were impacted by mis-sion-related activities.

In the years since the base closed,the Air Force, working with the USEnvironmental Protection Agency andthe Illinois Environmental ProtectionAgency, has dedicated considerableresources to the environmental resto-ration of the former Chanute AFB.

Environmental restoration began in1983 with the establishment of the In-stallation Restoration Program. The

role of the IRP is to identify envi-ronmental sites impacted by past AirForce activities and clean up thosesites if necessary. Since then, theAir Force identified multiple areas ofconcern including landfills, oil waterseparators, a petroleum sludge dis-posal pit, jet engine test cells, and pe-troleum and chemical storage tanks.Cleanup activities began prior to theclosure of Chanute AFB and con-tinue to this day. Air Force person-nel conduct remedial investigationsat numerous sites, monitor soil andgroundwater, and plan and implementcleanup projects at numerous sites.

The Air Force wants to make sureall stakeholders participate in the en-vironmental restoration of the formerbase. To this end, the Air Force es-tablished the Restoration AdvisoryBoard to discuss environmental clean-

up issues at the former ChanuteThe RAI3 consists of stakincluding local communityrepresentatives from the ViiRantoul, regulatory agenciesthe USEPA and the IEPA, andForce. The RAB provides afor community members andto comment on the restorationties and offer suggestions.of the BRAC Cleanup Teaming of the Air Force, USEPA andparticipate in the RAB andthese comments in the decisioning process.

The Air Force encourages the public to review re-cently released proposed plans to take no further actionat three sites on the former Chanute AFB.

The first site is located on the northeast end of thenortheast-southwest runway where a fire fighting train-irig movie was filmed in 1967. The second was the loca-tion of the former Building 257, located at the southwestcorner of International Avenue and Snyder Street anddemolished in 1983. This site once contained an indoorshooting range. The third site is the former location ofBuilding 732, located near the northwest corner of Vet-erans Parkway and Chanute Street, which once servedas a mule barn and as a post exchange garage site.

These proposed plans were based on environmentalsite investigations and an assessment of human healthand ecological risks. The plans were proposed withthe concurrence of the US Environmental ProtectionAgency and the Illinois Environmental Protection Agency.

The public is encouraged to submit written comments to theproposed plans to the Air Force representative at the formerChanute AFB. Documents pertaining to the proposed plans arelocated at the former Chanute AFB Information Repository lo-cated at the Rantoul Public Library, 106 West Flessner Avenue,

Rantoul, Ill. Community members are also encouraged to attendthe former Chanute AFB Restoration Advisory Board meetingJune 1st at 12:00 p.m. at the Rantoul Corporate Technology Cen-ter, 601 Century Blvd., Suite 1106, Rantoul, Ill. Representativesfrom the Air Force, USEPA and IEPA will be present to answerquestions regarding the proposed plans.

Chris Hill is the JEPA projectmanager for the former Chanute AFB.His responsibilities include reviewingproject plans and reports submitted bythe Air Force Real Property Agencyas well as coordinating reviewswithin IEPA. His responsibility as arepresentative from IEPA is to ensurethe Air Force complies with stateregulations. The former Chanute AFBis just one of many former militaryinstallations in Illinois Hill oversees.

Hill assumed this role in October2000 when he replaced Mr. RonSteward, the IEPA's previous ChanuteRAB representative. During histenure, Hill has overseen numerousprojects at the former Chanute AFBincluding the capping of three on-baselandfills and remediation projects atsites once containing undergroundstorage tanks. Additionally, he hasoverseen work completed as part of theremedial investigation of the base.

"Data collected from theseinvestigations will be used in thedevelopment of remedial decisions,a critical stepleading to thecleanup of manysites," Hill said.
