1. Introduction to Chesapeake 1.1. Background & Summary

Chesapeake Utilities Corporation (Chesapeake) is seeking qualified Construction firms to perform work for the State of Maryland Environmental Services Project ID No. 1-19-4-01-8, Natural Gas Supply to Eastern Correctional Institution Cogeneration Facility and University of Maryland Eastern Shore. The information presented herein is not to be considered final. The RFQ is neither a call for bids nor a Request for Proposal and no agreement or contract for the items stated herein will be entered into as a result of this RFQ. The RFQ should in no manner be construed as a commitment by Chesapeake. Chesapeake will not award a contract on the basis of this RFQ or otherwise pay for information provided. Information provided will be treated as commercially confidential, note that responses to the RFQ will not be returned. Any comments or concerns expressed by respondents will not be provided to the other industry respondents, or considered as part of any eventual bid to any RFP which Chesapeake may, but has not obligation to, issue in the future. Chesapeake reserves the right to seek clarifications from one or more respondents of any information provided in response to this RFQ whether by telephone or email.

1.4. Natural Gas Supply to Eastern Correctional Institution Cogeneration Facility and University of Maryland Eastern Shore

The Maryland Environmental Service (Service or MES) is issuing this Request for Proposals (RFP) to provide Engineering, Procurement, and Construction of a natural gas pipeline to supply to the Eastern Correctional Institution (ECI) and to the University of Maryland Eastern Shore (UMES) campus. Chesapeake Utilities is seeking construction firms to assist with the construction of approximately 11 miles of high-pressure coated steel natural gas pipeline connecting south of Fruitland, MD to the Eastern Correctional Institution and the University of Maryland Eastern Shore in Somerset County, Maryland.

2. RFQ Objectives 2.1. Identify Suppliers and Capabilities

The scope of products, services, and vendors that our team is addressing includes but is not limited to:

• Pipeline Construction • Excavation & Hauling • Horizontal Directional Drilling • Paving & Restoration • Field Services • Customer Connections & Services • Facility Maintenance

2.2. Conduct Competitive Solicitation

Chesapeake Utilities intends to issue a competitive Solicitation to award any Construction and Construction services contracts for this project. If pre-qualified, your firm will be added to the list bidders for the Solicitation scheduled for November 2018.

2.3. Identify potential suppliers for future Chesapeake Utilities projects Once qualified, your firm will be eligible to participate in any competitive Solicitation for on-going and future projects. Projects are bid on an on-going basis throughout the year

4. Interviews Chesapeake intends to invite selected to interview with members of the Sales & Marketing, Engineering & Construction, and Procurement departments as part of the RFQ process.

4.1. Interview Schedule Interview times for selected companies will be confirmed no later than November 1, 2018. Interviews will be held on November 5, 2018, & November 9, 2018 between the hours of 8:00 AM and 5:00 PM Eastern Time. A specific date and for your company will be coordinated with Rudy Gonzalez, Director of Procurement.

4.2. Interview Location Interviews will be held via web-conference. A web-conference link will be provided to all selected companies.

4.3. Interview Format Interviews will consist of a thirty (30) minute web-conference. The first portion of the meeting will be fifteen (15) minute presentation by your company to tell us about your organization, its history, corporate structure, geography, locations, industries served, products & services provided, and other descriptive company information. The second portion of your presentation will include fifteen (15) minutes for open discussion and to answer additional Questions which the team may have for you.

5.2. TAB II – Chesapeake Utilities Specific Information 5.2.1 – Insurance & Bonding Provide an informational copy of your firm’s current insurance policies on Acord Form 25. Below are Chesapeake Utilities minimum insurance requirements. Your company does not need to have these insurance coverages in place at this time, but will be required to provide insurance requirements if awarded a contract.

5.2.1 – Financial Information

a. Provide a reference letter from your bank on bank letterhead that describes the length and nature of your relationship with the bank, any open lines of credit, and typical balances held.

b. Provide a copy of your firm’s current standing with the State of Maryland Department of Revenue and Taxation.

5.2.3 – Industry Specific Certifications

a. Provide a copy your Registration in the State of Maryland, or provide documentation that demonstrates your ability to obtain certification in the State of Maryland prior to the commencement of any design work, including but not limited to business registration from another state, copy of a submitted application for registration with the State of Maryland or other similar documentation.

5.2.4 – Diversity Certifications & Information

a. Provide a copy of your company’s certification as a Minority Business with the State of Maryland Department of Transportation and any other federal, state or local certifications.

5.3. TAB III – Company Experience

a. Provide a brief overview of your firm and its capabilities.

b. Provide three (3) projects that demonstrate your company’s ability to successfully perform a project similar to this project. Include Project Name, Owner, Initial Project Price, Final Project Price, and Contact Information.

5.6. TAB VI – Qualifications

i. Provide documentation that demonstrates that your company (1) currently has or (2) has the ability to acquire prior to the start of work the following:

a. CONTRACTOR OPERATOR QUALIFICATION PLAN

Contractor must have a written Operator Qualification Plan that satisfies the U.S. Department of Transportation’s Operator Qualification requirements under Title 49 CFR Part 192, Subpart N; Section 192.805 entitled Qualification Program. It is Contractor’s responsibility to review the Operator Qualifications needed by its workers for each project prior to the commencement of work. All workers on the project must be current in all aspects of the Operator Qualification Plan, including but not limited to written tests, field evaluations and abnormal operating conditions, and be able to provide proof of such qualifications to the designated Company representative prior to the commencement of work. Company has the right to inspect Contractor’s Operator Qualification Plan at any time.

b. CONTRACTOR ANTI-DRUG POLICY

It is Company’s policy that all workplaces be drug and alcohol free. Contractor must have an approved Anti-Drug and Alcohol Program, which complies with the requirements under 49 CFR Part 199, and which is submitted to Company prior to the commencement of any work. Such plan shall include a list of covered workers, which shall be updated periodically by Contractor as employee information changes. All workers on the project may be subject to a random drug and/or alcohol test. Company reserves the right, at any time, to review Contractor’s Anti-Drug and Alcohol Program and to request copies of test results, which shall identify the number of workers in a test pool, the number of tests performed by category (pre-employment, post-accident, reasonable cause, etc.) and the number of positive and negative tests.
