    China Officially Bans Unofficial RiceImports from Vietnam

    Aug 08, 2014

    Chinese authorities have officially prohibited crossborder rice imports from Vietnam in order to tightencontrol over tax payments made by Chinese riceimporters, according to local sources. Rice merchantsin the northern provinces of Vietnam, who sell rice tothe Chinese traders, told local sources that the Chinesegovernment has imposed the ban as it has found thatmany rice importers (who imported rice throughborders) have been evading tax. The Chinesegovernment is planning to legalize all rice importsfrom Vietnam and set up fixed tax rates for easiercontrol, they added.However, some Vietnamese tradersnoted that the Chinese government has imposed theban due to declining demand for fragrant rice, which

    most of the Chinese traders buy from unofficial channels.Vietnam rice exporters said the banwould not impact rice exports of Vietnam in any way as the demand from other countries such as

    Malaysia, Indonesia and the Philippines is quite high. They added that currently Vietnam is notovertly dependent on China for its rice exports.Unofficial rice exports to China through bordershas been a major concern for Vietnam officials as well as exporters. Around 2 million tons ofrice are exported to China unofficially, according to official sources. In March this year, theMinistry of Trade and Industry (MOIT) tried to legalize rice sales to China through borders. Inthat sense the development would be encouraging to the Vietnamese government.Vietnamexported around 3.62 million tons of rice in January -July 2014, down about 12% from around4.1 million tons of rice exported in same time last year, according to data from the Vietnam FoodAssociation (VFA). According to local sources, Vietnam rice exporters have so far signedcontracts for around 5.3 million tons of rice in 2014 and they are planning to sign contracts foranother one million tons of rice to meet the country's export target of 6.2 million tons.

    The UN's Food and Agriculture Organization (FAO) has forecasted Bhutan's rice imports in MY2014-15 (July - June) at around 58,000 tons, almost similar to last year's average level, due tohigher production levels in 2013. The FAO estimates below-average cereal imports, including

    rice, in MY 2014-15. Bhutans cereal imports mainly consist of rice and wheat. The FAOestimates Bhutan 2014 paddy rice production at around 90,000 tons, up about 2% from around88,000 tons produced in 2013, due to an estimated expansion in area planted and assumingfavorable weather conditions during the growing season.

    Bangladesh and South Korea Jointly Develop

    Two Cold Tolerant Rice Varieties

    Scientists of the Bangladesh Rice Research Institute (BRRI) and the Korea InternationalCooperation Agency (KOICA) have jointly developed two new cold tolerant rice varieties -BRRI 18 and Hobigonj BoroVI- according to news release by the BRRI and KOICA. AsBangladesh farmers usually face severe financial losses in winters due to high mortality of riceseedlings due to cold temperatures, BRRI scientists began working towards identifying a coldtolerant gene in rice in January 2012 in collaboration with the KOICA.

    The KOICA experts imparted training to BRRI scientists and extended technical support forbuilding requisite laboratory facilities and enhancing research capacity suitable to develop coldtolerant rice breeding.The Korean-funded organization also aided BRRI in setting up an indoorscreening facility, a molecular biology laboratory as well as a number of new machines for ricebreeding, harvesting, seeding, sowing, crop cutting, office logistics and rice milling. The BRRIscientists have also adopted Korean method of carrying harvested grains, which minimizes post-harvest losses to a large extent. The new Korea-type carriers known as 'frame carriers' weredistributed to rice farmers in certain provinces to test their efficiency.The two varieties areexpected to enhance yield of rice crops especially during winters.

    Indonesia Imports 50,000 Tons of Rice fromVietnam

    Indonesia's state logistics agency BULOG has imported 50,000 tons of rice from Vietnam,according to Reuters.The Indonesian Trade Minister told media sources that BULOG importedaround 200,000 tons of 5% broken rice and 300,000 tons of 25% broken rice. He said the riceimports are to make up an increase in domestic consumption, which led to a decline in supplyand increase in prices. The imported rice is in the BULOG warehouses and is ready fordistribution, he noted.The government instructed BULOG to import rice after the CentralStatistics Agency (BPS) has estimated Indonesia's paddy rice production in 2014 to decline toaround 69.8 million tons, down about 2% from an estimated 71.28 million tons in the previousyear. The decline in production is mainly due to an expected decline in rice acreage by 26,530hectares compared to last year.As on June 2014, BULOG had 950,000 tons of rice in stocks,which is enough to cover domestic needs for around 7 - 8 months. The Trade Minister saidBULOG has been permitted to import around 500,000 tons of rice in 2014 to strengthengovernment stocks.USDA estimates Indonesia to produce around 37.36 million tons of rice,basis milled, and import around 1.5 million tons of rice in 2014. It estimates 2014 Indonesia'srice imports to more than double from around 650,000 tons in 2013, while 2014 production isexpected to increase by just 2% from 36.55 million tons in 2013. Consumption in 2014 isexpected to increase by 1% to around 38.65 million tons from 38.13 million tons in 2013.

    lucrative fur business, its destructive feeding and burrowing behavior is certainly at the receivingend of the farmer's ire.When fur dealers in Europe realized that the business from river rats wasno more lucrative, they abandoned the business and the animal as well, causing deep impact toagriculture. The furry creatures invaded farms destroying cracks and embankments. In thefollowing decade, the population of coypu reached 1 million only in Lombardy. The harm causedto farms amounted to $ 9.3 million.Now, farmers of North Italy, particularly Milan, have decidedto tackle the coypu menace. Their focus is on reducing the number and if possible, eradicatingthem. Its face off time between the Italian farmers and river rats.

    Rice Futures Finish the Week Lower as Cornand Wheat Soften and Weigh on Prices

    Chicago rough rice futures for Sep delivery settled 7.5 cents per cwt (about $2 per ton) lower at$12.660 per cwt (about $280 per ton). The other grains finished the day with mixed results;soybeans closed about 0.6% higher at $10.8475 per bushel; wheat finished about 2.2% lower at$5.4925 per bushel, and corn finished the day about 2.1% lower at $3.6350 per bushel. U.S.

    stocks jumped on Friday, with benchmark indexes turning higher for the week, on reportssignaling reduced tensions in the Russian-Ukraine crisis. Reuters, citing Russia's Interfax,reported that Russia had ended military exercises near the Ukrainian border.

    The war games, which began Monday, were scheduled to end Friday, according to media reportsincluding the Guardian. Ahead of Friday's open, stock-index futures had fallen on word PresidentBarack Obama had authorized air strikes in Iraq, only turn higher on reports that Russia might tobe looking to de-escalate tension over Ukraine. After rising as much as 162 points and fallingfour, the Dow Jones Industrial Average was lately up 155.38 points, or 0.9%, at 16,523.65. TheS&P 500 added 16.29 points, or 0.9%, to 1,925.86, with utilities pacing gains that extended to all10 of the S&P's main sectors. The Nasdaq climbed 27.90 points, or 0.6%, to 4,362.87. Gold istrading 0.2% lower, crude oil is seen trading about 0.2% higher, and the U.S. dollar is seentrading about 0.2% lower at about 1:00pm Chicago time. Thursday, there were 1,395 contractstraded, up from 668 contracts traded on Wednesday. Open interest the number of contractsoutstandingon Thursday decreased by 139 contracts to 9,774.

    The Oryza White Rice Index, a weighted average of global white rice export quotes, ended thisweek at about $482 per ton, unchanged from a week ago, up about $17 per ton from a month agoand up about $12 per ton from a year ago.El Nino forecasts are increasingly projecting aweak/late El Nino, diminishing the impact on the Asia rice crop.The FAO All Rice Price Indexreached 238 points in July, up 2 points from June, due to increases in Aromatic, Higher Quality

    Indica, and Lower Quality Indica sub-indices. In January-July, the FAO All Rice Price Indexaveraged 235 points, about 2 points less than the same period in 2013.

    Thailand

    Thailand 5% broken rice is today quoted at about $450 per ton, up about $15 per ton from aweek ago, up about $40 per ton from a month ago and unchanged from a year ago.

    The USDA Post estimates Thailand will export about 9 million tons of rice in 2014, an increaseof about 34% from the previous year. The country exported 4.68 million tons of rice January-June, about 59% more than that period last year. The Post estimates paddy rice production inMY 2013-14 to reach 31 million tons and expects it to decline to about 30.5 million tons in MY2014-15.

    The National Council for Peace and Order (NCPO) auctioned 167,000 tons of stockpiled rice onAugust 7. More than 40 exporters, millers, and domestic traders participated, but bids were $5-$15 per ton below market prices and the Commerce Ministry has not yet commented on thebidding.

    India

    India 5% broken rice is today quoted at about $440 per ton, unchanged from a week ago, upabout $5 per ton and $10 per ton from a month and year ago respectively.

    The USDA Post estimates Indias rice exports will decline to about 10 million tons in MY 2013-14 (October-September), about 8% less than in MY 2012-13. It also anticipates Indias exports

    to further decrease by about 20% to 8 million tons in MY 2014-15 due to reduced production andtight supplies.

    The poor monsoon rains arent impacting Indias rice production as much as in previous years,due to drought-resistant and hybrid varieties. The Wall Street Journal anticipates Indias paddyrice production to be just 1.2% less than last years.

    The Indian government aims to procure 30.05 million tons of rice during the 2014-15 KharifMarketing Season (October 2014-September 2015), about 12% less than last years target,according to the Ministry of Consumer Affairs, Food & Public Distribution.

    The USDA Post estimates Bangladeshs rice imports in MY 2014-15 (May-April) will reach500,000 tons, about 26% less than in MY 2013-14. Separately, the Supreme Court of Bangladeshhas upheld a government decision requiring rice traders and millers to replace polythene bagswith jute sacks for rice, according to local sources.

    Vietnam

    Vietnam 5% broken rice is today quoted at about $450 per ton, down about $15 per ton from aweek ago, up about $30 per ton from a month ago and up about $50 per ton from a year ago.

    During January-July, Vietnam exported 3.62 million tons of rice, a decrease of about 12% fromthe same time last year, according to the Vietnam Food Association (VFA). Average rice exportprice so far this year is $431 per ton (FOB). In June, Vietnam exported 628,322 tons of rice, andin July, Vietnam exported 615,844 tons of rice.

    Pakistan

    Pakistan 5% broken rice is today quoted at about $450 per ton, up about $10 per ton from a weekand a month ago and up about $25 per ton from a year ago.Pakistan rice exporters are hoping toincrease basmati sales to Iran now that the country has increased import duty on Indian basmatirice from 22% to 40%.

    U.S. Customs authorities found dead larvae from a Khapra beetle in a rice shipment fromPakistan, according to the Washington Post. The 20-ton shipment was re-exported.

    Central & South America

    The Brazilianpaddy rice index maintained by CEPEA reached around 35.86 real per 50kilograms as of August 4, 2014, up about 0.3% from about 35.76real per 50 kilograms recordedon July 28, 2014. In terms of USD per ton, the index reached at about $318 per ton on August 4,2014, down about 1.3% from about $322 per ton recorded on July 28, 2014. The Brazilian realdepreciate about 1.5% against the U.S. dollar in last one week.

    Five percent broken rice from Uruguay andArgentinatoday quoted at about $620 per ton,unchanged from a week and a year ago but down about $5 per ton from a month ago.The USDAPost estimates Argentina will export 600,000 tons of milled rice in 2014, up about 12.5% from2013. It also estimates exports will decline to about 580,000 tons in 2015.

    The USDA Post estimates Mexicos rice imports will decline to about 725,000 tons in MY 2013-

    14 (October-September), about 2.4% less than previous USDA Post estimates, and about 3% lessthan official USDA estimates of 750,000 tons.

    Guyanais looking to expand its export markets for premium rice as production is expected tosurpass 600,000 tons this year. The Agriculture Minister has already struck deals with Haiti,Panama, Belize, and Venezuela.

    U.S.

    U.S. 4% broken rice is today quoted at about $555 per ton, unchanged from a week and a monthago and down about $50 per ton from a year ago.

    Chicago rough rice futures for September delivery stayed well below $13.000 per cwt (about$287 per ton) all week. They reached a high of $12.870 per cwt (about $284 per ton) earlyTuesday before dropping to $12.610 per cwt (about $278 per ton) and ended the week settling at$12.660.

    The U.S. cash rice market was quiet this week with buyers and sellers remaining at odds andbuyers shopping hand-to-mouth as they wait for the harvest to pick up in South Louisiana andTexas. Offers were firm around $13.33 per cwt fob farm (about $294 per ton) all week and bidshovered around $12.85-$13.25 per cwt (about $282-292 per ton) for September-Octoberdelivery.

    Other Markets

    The IraqiGrain Board (IGB) has issued a new international tender to buy at least 30,000 tons ofrice from Uruguay, Argentina, Brazil, Vietnam, Thailand, and the U.S. The tender is open untilAugust 11 with offers valid through August 15.

    The National Food Authority (NFA) of the Philippinesinvites bids for 500,000 tons of 25%broken long-grain well-milled white rice in an open tender scheduled for August 27. Local

    sources say that Cambodianrice exporters are keen to win the deal. Cambodia 5% broken ricetoday quoted at about $455 per ton, unchanged from a week ago, up about $10 per ton from amonth ago.Under the New Agricultural Policy, Italys government has allocated around 22.6million (about $30.2 million) annually to the rice sector.

    USDA Post has estimated Australia's rice exports in MY 2013-14 (March 2014 - February 2015)to increase to around 500,000 tons, up about 14% from around 440,000 tons exported in MY2012-13 due to large number of stocks (of about 231,000 tons) carried over from the previousyear and imports (of about 150,000 tons). It however, expects Australia's exports to decline 20%to around 400,000 tons in MY 2014-15 due to lower production as well as lower beginningstocks.     Philippines Exports 400 Tons of Premium

    Rice So Far in 2014; Surpasses TargetAug 08, 2014

    The Philippines has exported around 400 tons of premium rice so far this year, according to theDepartment of Agriculture (DA), report local sources. The premium rice exports included red,black and organic varieties and were mainly targeted to Hong Kong and Singapore, theAgricultural Secretary was quoted as saying. He also noted that the country surpassed this year'sexport target of 100,000 tons, and that farmers would be encouraged to produce more premiumquality rice for exports. The Agri Secretary also stated that increasing exports are anencouraging sign for the Philippines economy, which has been over dependent on imports forlast thirty years.In 2014, the Philippines' rice imports are likely to cross 2 million tons, includingthe balance imports from 2013. This year, the country already imported 800,000 tons of rice inMarch and has invited tenders to import another 500,000 tons of rice in order to maintain bufferstocks and curtail surging prices.Average domestic rice prices in the Philippines have increasedby about 18% during the first six-month period of 2014 compared to the same period in 2013.The increase in mainly attributed to huge withdrawals from the National Food Authority (NFA)warehouses and loss of production due to recent typhoons.

    Vietnam exported around 3.669 million tons of rice in January 1 - August 7, 2014, down about22% from around 4.7 million tons of rice exported during January - August, 2013, according todata from the Vietnam Food Association (VFA). Average rice export price so far in this yearstands at about $431 per ton (FOB), up about 0.5% per ton from about $429 per ton recordedduring same time in last year. During August 1-7, 2014, Vietnam exported about 52,461 tons of

    rice, up about 92% from about 620,532 tons rice exported in full month of August 2013, and upabout 91% from about 615,844 tons rice exported in full month of July 2014. Average exportprice so far in August stands at about $424 per ton, down about $2 per ton from a year ago, anddown about 6% per ton from a month ago.
