In its model for allocating and using those funds the City Council has approved the creation of a Utility Customer Relief Grant Program. This program is designed to assist Customers negatively impacted by the CoVid 19 Pandemic through the loss of income associated with temporary or permanent layoff, furlough or reduction in paid work hours. The City has allocated $25,000 in total and individual applicants can receive a total of $250.00 per household. In order to apply for this program residents must complete an application on the included form and provide the required information. Qualifying applications and awards will be made on a first come, first serve basis.     Summary: The City of Clute has approved the use of up to $25,000 in CARES Act Relief Fund (CRF) funding for assisting residents negatively impacted by the CoVid 19 Pandemic. The City has capped individual awards for this grant at $250.00 per household and funds may only be used to pay for Utility Bills for the address at which the applicant resides. Applicants must meet the necessary qualifications, complete the form below and include the information required as listed. Qualifying applications and awards will be made on a first come, first serve basis and must be submitted no later than December 1, 2020. Only one application may be made per household and the applicant must reside at that address.

    Program Qualification: In order to qualify for award under this program the applicant(s) must:

    ▪ Own, rent or maintain their primary household within the City Limits of the City of Clute, Texas and provide proof thereof in the form of a Lease, Tax Statement or other official document (voter registration, Driver’s License or City Utility Bill in the applicants name listing residence).

    ▪ Be able to show negative economic impact resulting from layoff, furlough or loss of paid work hours beginning after March 19, 2020 as a result of the CoVid 19 Pandemic. The City will accept letters from employers, documentation from the Texas Workforce Commission or Sworn, Notarized Affidavits from the applicant.

    ▪ Provide a copy of their most recent Utility Billing statement. If applicant’s account is delinquent or in arrears on their account, they must agree in writing to enter into a repayment program and provide proof thereof.

    Program Provisions: In addition to the Qualifications listed above, the following provisions shall apply:

    ▪ Funds received under this program may only be used to pay for an existing and active Utility account with the City of Clute, Center Point Energy or Retail Electric Provider.

    ▪ Funds MAY NOT be used to pay for telecommunications connection of any kind.

    ▪ On award, the City shall disburse funds via check to the Awardee. Those funds must be expended within ten (10) business days of receipt and the Awardee must provide the City with an Official Receipt for those funds within thirty (30) days of receipt of their Award. Failure to provide an Official Receipt within this time period will result in a forfeit of the Award, triggering immediate repayment of the full amount of Award the City and potentially termination of service.

    ▪ Further, Applicants shall agree to cooperate and provide requested documentation in the event of programmatic audit.
