These men were creating a different city than the one that preceded their work. The Belvidere they worked within would be very different soon and they likely knew of that but could not imagine the scope of that change. Yet, the Belvidere that was here in the late 1800s and the city of today could not be imagined or prophesized then by anyone. The men shown here were stringing lines to implement a new utility, this new system called the telephone. The work was occurring when the photograph was shot, on South State Street in downtown Belvidere near where Logan Avenue breaks from State Street. The John Plane Hardware Store has been absent from Belvidere for almost a century but the building and the site remain. However, the poles, the lines and the cross-members on which the lines were strung have been gone from the downtown terrain for decades. Poplar Grove Village President Bradley Rightnowar has accepted a position with state Treasurer Dan Rutherford and was on the job Monday in Springfield, the day Rutherford took the oath of office.

“Things are still being worked out,’’ he said Wednesday of his responsibilities. “But at the end of the day I will be counsel to the treasurer. There’s a legislative outreach responsibility that’s still being defined.’’

Candidates for County Board

By Rebecca OsterbergIn an unusual-but-welcome open forum, Boone County’s

Administrative and Legislative Committee interviewed five applicants for the vacant County Board seat in District 1. Five candidates vying for the seat left vacant by the resignation of Danny Anderson answered a preset schedule of questions. County representatives declined to question any of the group during the meeting.

The candidates, Duane Baier, Carol Berglund, Brad Fidder, Sherry Sandwick, and Brad Stark were interviewed in alphabetical order without a time limit. The questions asked for a brief biography, why they wanted the job, what they felt were the top three issues facing the county, and what they felt the current board should be doing that they have not done.

Candidate occupations ranged from a financial planner to a farm wife and small business owners. All candidates claimed Republican Party affiliation as required by state law for the vacancy to be filled by the party elected in the last campaign.

Some candidates noted they wanted to serve as part of their commitment to civic duty, while others indicated political aspirations. All of the candidates claimed their experience made them the best-qualified candidate to fill the vacancy.

Baier and Berglund both offered a commitment to civic responsibility. Fidder, Sandwick and Stark said their experience and/or political views were best for the job.

“I’ve been involved in a lot of boards,” said Fidder, “I’ve been on a lot of boards, know the procedures (and) know most of the people. Maybe I could help the board work together.”

“I know money, I do numbers, I do financial planning and I think I do a really good job,” said Sandwick. “I took a look at the budget and we need to look at spending and how every department spends their dollars. It’s obvious we are losing money. That’s the bottom line.”

Stark noted he has a “thoughtful, conservative view of things that comes before this board and hopefully, an honest opinion to everything.” He also said his motivation came, in part, from people wishing him to continue his previous attempt to be elected to the board. “Political aspirations...I thought I was past that, but a lot of people have called. I was a little reluctant at first but it seemed like the natural completion to what I had started.”

Committee members and other board members at the meeting were invited to question candidates on their own after the interviews.

Boone County Board Chairman Bob Walberg (District 1), though not required by statute to do so, brought forward all the applicants considered for the vacancy in an apparent effort to answer the request for open, public interviews for vacancies on boards and committees. County representatives Kenny Freeman (District 3), Terri Glass (District 3) and Pat Mattison (District 3) have been critical of Walberg in the past regarding policy exercised to fill vacancies. However, consensus was achieved.

Good News in the County

representatives that serve on the Finance Committee heard some good news. Three agenda items in the meeting suggested the good news that would follow. First, sales tax revenues coming to the county showed a second month of increases, the State of Illinois provided Boone County with a $200,000 capitol grant, and debt relief was realized in the county with the retirement of the Series 2008 (B) bonds.

By the end of the meeting there were few comments made regarding claims and that, too, is a change from previous Finance Committee meetings.

County Administrator Ken Terrinoni distributed to the representatives a document that detailed countywide sales tax figures for the calendar year of 2010 and also sales tax revenues due the county in January. The report showed an expected check from the state due in January that would total almost $66,000. That figure is almost $7,000 more than what was budgeted. The check due in December totaled almost $64,000 and that was over $4,000 more than what was budgeted.

Sales taxes are collected by county merchants and sent to Springfield. Four months later, the check for sales tax collections will arrive in Boone County.

Though the state has lagged in making many payments to municipalities, the collection of sales taxes has not been encumbered by the fiscal situation in Springfield. The report of sales tax collections for January actually identifies sales tax collections from September.

Mr. Terrinoni also reported that the state remains from four to five months behind in settling income tax payments to the county. The last payment received by the county extended back to last fall and the total amount owed the county equals more than $500,000. With state funds not being received on a timely basis the county must tap reserve funds to make up the difference to pay their bills in a timely manner.

In another favorable matter, three years ago the county applied for grant money that was a part of a Capitol Grant program enacted by the Illinois General Assembly. Money would be provided to municipalities for a variety of capitol needs and improvements. The grant was applied for by the county to offset some expenses resulting from the County Courthouse improvement and construction of the Logan Avenue Administrative Campus.

Mr. Terrinoni reported after the meeting, “Illinois Senator Brad Burzynski (R) was responsible and helped us receive the $200,000 grant.” Mr. Terrinoni added that former Illinois Representative Ron Wait (R) also helped the county receive an earlier grant of $50,000. An additional $60,000 was received from the federal government, given because of the geo-thermal heating and air conditioning system installed in the Logan Avenue buildings.

Mr. Terrinoni told the representatives, “We got the check in December from the work of Senator Burzynski.” He also said that he is working on another grant of $115,000 that he said could be used for the retirement of future bonds used for construction in the county government.

The final bit of good news reported to county representatives was the payoff of the 2008 Series B construction bonds that were sold by the county to fund the Courthouse remodeling project and the Logan Avenue construction. Mr. Terrinoni said after the meeting, “Because we came in last year under budget, we had surplus money available. We used that money to payoff those bonds and that saved the county over $100,000 in interest.”

The total payoff to retire the Series B bonds amounted to $584,000.

County representative and chairman of the county Finance Committee, Paul Larson (District 2) commented, “This resulted from doing the two projects under budget and now our county debt is reduced,” and he smiled at his colleagues.

As the county moves through Fiscal Year 2011, there appears to be cautious optimism among county representatives. Though they are reluctant to evaluate the sales tax figures as a trend upward, they have expressed pleasure that sales tax revenue is increasing. Though county employment and management of state-mandated obligations continue to weigh on the committee, the overall view is more optimistic than what representatives have felt comfortable expressing in two years.

anything less than a great job. Brad has some difficult issues to deal with; I don’t envy him.’’

Should Rightnowar resign as village president, state law requires that the village board appoint a replacement from among its number. “I talked with some of the other trustees’’ about that, Stetter said, “and I feel any of them could do the job. Two or three probably would be interested. But unfortunately, I am the only one without a day job so I could wind up with that job.’’

He said Rightnowar had worked hard to bring the village out of its financial difficulties. “We’ve come a long way with the people he has brought on board,’’ the trustee said. “They brought a lot of expertise to the table in legal and financial areas.’’

Village board members supplied leadership in other areas, he said, with those combined efforts coming together to help the community. “We have a strong board right now,’’ Stetter said.

Rutherford, a state Senator since 2002 and a state representative for 10 years before that, was elected treasurer November 2. He was assistant Republican leader in the Senate at the time of the election.

Economic Incentives Through Marengo Programs

The Coming “Debt Bomb”In a self-proclaimed transparent style practiced by the

Illinois General Assembly and in an equally controlled manner that marks Illinois Governor Pat Quinn, both enacted a stunning escalation in Illinois individual income tax rates by as much as 66 percent and they also raised business rates by 46 percent. Law makers promise the personal income tax rate will move to 5 percent of income until 2015 and the business rate will rise to 7 percent of income until 2015. Remember, this was all done during the “Veto Session.” Just imagine what they might do tomorrow.

An appropriate warning for this plot is the coming of the Illinois “Debt Bomb.” Neither the legislators nor the governor would disclose from behind closed doors how such a plan will be paid for other than to raise income taxes with little or no mention of budget cuts or any interest in methods to control spending.

The law makers and governor were chasing a trifecta; they wanted to increase the cigarette tax by $1.00 per pack that was denied, to increase the state gasoline tax, that awaits movement, and to raise personal income taxes by 66 percent and business tax rates by a breathtaking 46 percent. They wanted more but because of little time, they settled for less.

In the spirit of transparency this all occurred at 1:20 a.m. on Wednesday morning.

This mammoth tax increase covering the next four years was approved with not one Republican favoring the measure. The final vote in the Senate that sent the bill to the governor was 30 to 29. If any legislator claims this result is a mandate they should first offer their definition of the term, “mandate.”

This legislation is a huge price to extort from Illinois taxpayers in exchange for so little in return. The federal tax measure extended in December gave a reduction in the withholding tax from hourly workers. Those savings many were relying upon will now go to the State of Illinois for whatever law makers want to use the money for.

The Governor had referred to his proposed income tax increase as a “surcharge for education” but he has said nothing about how much of this massive tax increase would ever be ascribed to any public classroom anywhere in the state.

The narcissism of Illinois leaders is stunning as they proclaimed that the cigarette tax increase would be placed in a mythical “lock box.” Taxpayers should ask that legislators not put this money in the same “lock box”

that was supposed to hold lottery profits exclusively for education, remember that fairy tale?

The Governor and legislators are silent on how these tax increases will reduce state unemployment and they are also silent on how the escalation in business taxes will encourage corporate expansion. The exodus of business from Illinois could be historic.

Illinois is the poster-child for excessive state spending and these measures will sink the state even further as an option for business or corporate expansion. In a practical sense Kraft macaroni and cheese will cost more, Sara Lee cheesecake will cost more, a steak at Gibson’s Restaurant will cost more and the list goes on.

And still a crescendo of silence becomes deafening from state legislators regarding a viable solution for the monumental state and municipal pension balloon. The current unfunded pension liability for state employees amounts to $62.4 billion, according to the Illinois Institute for Fiscal Sustainability. Though pension contributions for current and former state employees are mandated by state law, all Illinois governments give a wink-and-a-nod to ever making those contributions current.

Municipal lawyers affirm that villages and towns have not had the money to fully fund pension contributions for years. The state and municipalities care only that the checks for current retirees clear the bank. Money that is supposed to be set aside for future retirees does not exist.

It is a pity that so many state officials were reelected last November. With so many being returned to Springfield that were responsible for creating this fiscal nightmare, they will do little more than to raise taxes to pay for their negligence. Raising taxes is the easiest solution to a problem that Republicans and Democrats do not want to resolve. Legislator’s mouth concern for the potential loss of business opportunities but many more believe the problem will be solved with a stroke of the governor’s pen and enactment of these massive tax increases that occurred while everyone was asleep.

Throttling overspending will not occur as long as the same people run this state. They have accelerated their extortion of state taxpayers as the smug cartel of elected Republicans and Democrats continue to imitate Alfred E. Newman of Mad Magazine mouthing, “What, me worry?” Illinois voters have the state government we deserve.

In tough economic times, Marengo businesses may find financial incentives within the city.

One program that aids businesses is the Business Incentive Program, offered by the Marengo Economic Development Commission.

“This community-lead program [is offered] to incent business to expand, start-up, or relocate in Marengo by using a combination of property tax abatement, sales tax rebates and fee reduction [and] waivers,” said Dane Checolinski, coordinator of the Marengo Economic Development Commission (EDC). “Only general building fees associated with the construction of a new facility [or] building have been waived through this program. Re-inspection fees are not eligible.”

Businesses should fill out an application, from the EDC’s website and attach the required materials prior to receiving a building permit, he said. The application materials can then be returned to the Marengo EDC office.

A business must meet two of the three criteria to be considered for BIPIM, Checolinski said. The criteria include: at least five jobs will be created; the wages of those jobs are greater than $12 per hour; and the expected taxable investment is greater than $200,000.

“The main component of the incentive program is property tax abatements,” he said. “The abatements are only for the new construction. In other words, the program is self-limiting. A business is unlikely to make several building additions or go through rapid hiring stages in a very short time.”

The EDC does not cover costs for businesses with financial need, Checolinski said. “The entire EDC’s budget is provided by the City of Marengo,” he said. “Any expenses the EDC incurs is from the revenue streams generated by the city.”

In an effort to be business-friendly, the city may waive connection fees in certain circumstances, such as a hardship claim.

“What factors are taken into consideration would then be up to the City Council that has the final authority for this type of request,” said Joshua Blakemore, assistant to the Marengo City administrator. We request a letter stating the reason why a hardship is being claimed and then the item will be put before the City Council for consideration. Currently, we have no formal process identified by ordinance

for fees being waived or lowered other than BIPIM.”There is no budget for waiving or lowering fees,

Blakemore said. “In any instance in which fees were reduced [or] waived,

it would just mean less revenue to that particular fund, which could have an impact on operations if done too frequently,” he said.

In some circumstances, the city may also work on a payment plan for businesses’ utility bills.

“In certain circumstances, the city will work with a business for a payment plan on utility bills, but that is in extreme circumstances,” Blakemore said. “Again, the only other financial assistance would be through BIPIM.”

Some things in life are meant to last forever. Jazz, blues and Martin Luther King, Jr. are some of those influences that have touched our lives and never left. Once heard, they leave an indelible mark, whether the plaintive cries of Billie Holiday, “Sweet Home Chicago” ringing out of B.L.U.E.S. on Halsted, or the “I Have a Dream” speech. Several events this week bring it all home, helping to break up the January “blues” with some real blues and jazz like some have never seen or heard before. Mix it up with some MLK ceremonies and it’s a virtual history lesson in being American.

On Sunday, January 16 WNIJ 89.5 FM will offer the radio show “Blues & Beyond: Music for MLK Day at 6 p.m. The show will be an hour-long program of music related to MLK Day and the Civil Rights Movements. Featured artists will be Mavis Staples, who now has a street named for her in Chicago, Eric Bibb, Syl Johnson, legendary Bassist Charles Mingus, John Coltrane and others.

The Children’s Community Theatre’s Stage Right Theatre will present Chicago the Musical at the Egyptian Theatre, 135 N. Second in DeKalb, at the following showtimes: Friday, January 14 and Saturday, January 15 at 7 p.m.; Friday, January 21 and Saturday, January 22 at 7 p.m. and the Sunday matinees on January 16 and 23 at 2 p.m.

It will be interesting to see the kiddies’ take on the show about “all that jazz and liquor” in prohibition-era Chicago. Murder, mayhem and media are the subjects, and the music is authentic to the era, with squelching trumpets and booze-infused problems that only a flashy, big city lawyer can solve.

The CCT gives the chance for two camps of kids, beginner and advanced, to get involved in performing arts. According to their website, “during the camp, participants will undertake a production of a Broadway style production, progressing from auditions to opening curtain in two short weeks.”

County High Schools Plan Spring MusicalsBy Bob Balgemann

Spring musicals are in the wind at Boone County high schools, though what’s happening at Belvidere High won’t star student actors and actresses.

The Young Americans will return Friday, January 21 and Saturday, January 22. January 21 will feature a day-long workshop with BHS students on music, dance, acting and singing. Then they will appear in two concerts at 3:30 and 7 p.m. on January 22 at the Performing Arts Center.

Choral Director Karen Cantele said two concerts were scheduled this year because there only was one in 2010 and it sold out. She said the group has been coming to Belvidere High since 1996.

The Young Americans was organized in 1962 in Southern California and was credited with being the first show choir, making numerous television appearances with other popular singing groups of that day. They are now more of a teaching group and the non-profit has about 200 members ages 16 to 25.

Belvidere North will perform “Honk,’’ a story similar to that of the “Ugly Duckling,’’ at 7 p.m. March 3-5 at the BHS Performing Arts Center. Admission is $7 for adults and $5 for students and senior citizens.

Dr. Phillip Vermillion, director, said he chose this musical “because it’s an all-ages show, a challenging show and a less-familiar show that students might not know. The moral is absolutely wonderful.”

Caledonia Elementary School students will also be featured in one of the numbers.

Neal Shipton is the orchestra director; Dan Holmes the technical director; and Wendy Taylor the associate producer.

ObituariesPolice BlotterBelvidere Police DepartmentCriminal trespass to a vehicle was reported on January 7

in the 600 block of W. Hurlbut. The complainant told police that sometime between 1 a.m. and 7:10 a.m., unknown person(s) entered her unlocked 1996 Nissan. No damage to the vehicle was reported and no items were taken; however, a cell phone that did not belong to the victim was found in the car.

Criminal damage to a vehicle was reported in the 1000 block of Pearl Street on January 9. The complainant reported that sometime between 8:30 p.m. on January 8 and 5 a.m. January 9, unknown person(s) punctured three tires on her 1995 Mercury as it was parked on the street. Damage was estimated at $400.

On January 9, officers were sent to the 400 block of Wedgewood in reference to a report of residential burglary. The complainant told police that sometime between December 18 at 3:30 a.m. and 5:30 p.m. unknown subjects forced entry into the home. The subjects went through several dresser drawers in the residence. Taken in the incident were a number of social security cards belonging to the family. There are no suspects or witnesses at this time and the incident remains under review.

The Mobil gas station at 171 South Appleton Road was robbed at gunpoint on January 10 at about 12:46 a.m. A store employee told police that just past midnight a silver vehicle pulled up to a gas pump and left after taking the nozzle off the pump. The employee exited the store to check on the pump. At the same time, an Hispanic male, 20-30 years of age, about 5-feet-7-inches tall, ran from the north side of the building, holding a gun, and chased the employee into the store and a second subject, a 6-foot-tall black male tall, entered store. The two tied the clerk’s arms and legs. The second suspect checked out three to four customers as the first subject began to gather items from the store. After approximately 30 minutes, the pair left. Items stolen included US currency, approximately 200 cartons of cigarettes, and the surveillance video. The scene and the incident remain under investigation.

Boone County Sheriff’s Department Burglary/Criminal Damage to Property was reported on

January 5 in the 2800 block of Rockton Road. Property taken/damaged in the incident included a shed door valued at $50.

On January 6, theft was reported in the 400 block of Sage Brush Drive. Property taken and or damaged in the incident included copper piping valued at $500, miscellaneous hand tools with the value of $150 and a door valued at $150.

Residential burglary was reported in the 400 block of Prairie Knoll. Property taken and or damaged included a Sony VCR/DVD player with the value of $50, a Sony DVD player valued at $50, $400 in US currency, a Cuisinart blender valued at $40, a Sony Vega LCD 42-inch TV valued at $800, and a Panasonic surround sound system with the value of $500.

Illinois State Police District #16Illinois State Police District #16 Commander, Lieutenant

Martin Zamudio announced a summary of December 2010 enforcement activity today. During the month of December, Illinois State Police (ISP) District #16 Troopers handled 990 incidents. These incidents included 151 calls and requests for service reported by telephone, other public safety agencies, and walk in requests. The remaining 839 incidents were initiated in the field by troopers on patrol.

In December, troopers issued 175 citations and 124 warnings for speeding, and made 17 arrests for driving under the influence. Troopers issued 66 safety belt citations. ISP District #16 Troopers also made 32 criminal arrests, investigated 36 traffic crashes, and assisted 270 motorists. There were no traffic crash fatalities reported in ISP District #16 in December.

Troopers inspected 70 commercial vehicles for compliance with Federal Motor Carrier Safety Regulations in the month of December. Of the commercial vehicles inspected, 16 were placed out of services for driver or vehicle violations.

Contract with County Sheriff

A Staff ReportThe Poplar Grove Village Board voted Monday night to

cancel the contract with the Boone County Sheriff’s Office for additional police patrol, effective March 1.

Boone County Sheriff Duane Wirth, as a constitutional officer, is obligated to provide basic service, such as routine patrol and response to emergency calls, in the unincorporated area and in small villages such as Poplar Grove, Caledonia, Capron and Timberlane.

Poplar Grove has been paying $80,000 a year for the services of one deputy, 40 hours a week. Canceling the contract two months early, by giving 30 days’ notice, will save the village $13,333.

Monday’s decision came after a referendum on November 2, in which voters said by a resounding 4-1 margin that they did not want to pay a slight property tax increase for the additional coverage. Village President Bradley Rightnowar had been saying since early last year that the general fund no longer could afford the luxury of paying for extra law enforcement.

Temperament Training January 22 OSF St. Anthony Medical Center in Rockford has an

Animal Assisted Therapy program in which dogs from the area visit patients to make their stay in the hospital more pleasant.

Officials want to expand the program, which currently has 37 dogs from Boone and Winnebago counties and Dixon, Illinois. There will be a temperament training session on January 22 at the hospital.

Holiday Displays Destroyed

as Perpetrators are Sought

at Belvidere Park this season, but this display could be the last.

Vandals damaged and ruined some displays, to the dismay of Belvidere Park District officials who discovered the damage on December 30 after the Patrick Kloss of the park district was asked about the vandalism.

Kloss’ report was given to park district commissioners by Recreation Director Deanna Doty at the January board meeting. Her report provided detailed information about the damage.

Kloss’ report indicated the Coon Creek Casters display was broken in half and the Boone County Fire District’s display was broken and knocked down. The park district’s carolers display was bent in half and a nativity scene was kicked in and the baby Jesus destroyed. Marengo Auto Body’s display of an antique truck pulled by reindeer was demolished, with the doors and mirrors ripped off, tires slashed, panels dented and reindeer destroyed.

Commissioners discussed the possibility of offering a reward for information leading to apprehension of the perpetrators. Park district officials also discussed the possibility of ending the display. Hoped was expressed that someone will come forward with information that will lead to an arrest.

Several other communities suffered similarly this year. One of the country’s largest holiday displays fell victim to vandals when, according to an article published December 28, 2010 in The Bay City Times, by LaNia Coleman who wrote of $40,000 in damage to 75 statues at Bronner’s Christmas Wonderland in Frankenmuth, Michigan.

The article said that authorities arrested four Genesee Township men, aged from 17 years to 21 years, in connection with the Christmas vandalism. “‘After the incident was reported to the media, tips started flowing into the Frankenmuth Police Department and one tip led investigators to Genesee Township, about 30 miles south of Frankenmuth.”

From municipal displays to private homes, vandals from Greenville, South Carolina to Horseheads, New York, and more wreak havoc on the holiday lights and displays, stomping out joy at a cost of hundreds to thousands of dollars annually.

Park officials and law enforcement welcome any information on the incident from the public.

Snow Sculpting Begins at Sinnissippi ParkBy Lisa Palmeno

Gary Simon, Tom Guirl and Kit Scheidenhelm are pulling out their putty knives, trowels, drywall saws and sundry other tools to compete in The 25th Annual Illinois Snow Sculpting Competition at Sinnissippi Park, slated for January 19-22. The team of local artists is known for past entries in local and regional competitions, such as “The Kiss,” “A Girl’s Got to Kiss A Lot of Frogs,” and others with fun themes. This year’s entry is “Just Doing What Comes Natural,” assigned again to Block 8.

The design is to be an outhouse with a half moon on the door with a cartoon character exiting “the facilities.” That character, said Simon, is Mr. Natural, from the 1960s, hence the name “Just Doing What Comes Natural.”

At Block 7 will be Team Luau, comprised of veteran sculptors Brett Calomino, Kristopher Balck and Sean Heinekamp. Once in the high school category, they are now in the adult competition. Their 2011 entry is “Tiki Claus.”

Belvidere High School teams competing are Block E with no title, with team members, Daisy Mechler, Ian Swick, Coleton Schaffer, and Sami Lacy-Williams, and Advisor Laura Davis. “Alice in Winterland’s Iced Tea Party” will be the creation of Block I from Belvidere North, with Advisor Mike LaScola and team members Carin Cameron, Hope Hellmann, Alyssa Peterson, and Carley Rapp

.The Belvidere teams are going up against reigning champions, the Snowbabes (Captain Polly Freund, K. Dyer and Krista Gustafson). They were the 2010 Illinois Snow Sculpting Champions. Theirs is exhibition-only this year, titled “Pyramid On One Snowflake.”

According to John Beck, Events & Recreation Projects Manager, the snow blocks from the Rockford Airport were to have been packed on Tuesday and Wednesday of this week for the 9 adult and 14 high schools teams that will compete for this year’s first-place trophy and the chance advance to the nationals in Lake Geneva February 2-5.

The high school teams will actually compete January 20-22.

The teams will arrive at Sinnissippi Park on Wednesday morning around 9 a.m., said Simon, “Pretty much that’s when everybody starts.” He said there is an 11 p.m. curfew on Wednesday and Thursday, but “Friday they let you work all night…must be done by Saturday. If you’re not ahead of the game, you can work all night on Friday.”

On the first day, Simon said, “you uncover your block and start cutting off bigger pieces you know aren’t going to have to be there.” Then his team always puts up the Belvidere and American flags before they set up their table and tools to use the next three days.

If it is cold out, he said, they can work on the first day, if not they must wait and “go by what the weather’s telling you.” On Thursday, they carve and on Friday the details get the attention. Saturday is the time for finishing up and cleaning up the area, followed by judging. All must be completed by 10 a.m. on Saturday, January 22 when the judging begins.

The People’s Choice award is the public’s chance to make a choice, from 8:30-11 a.m. At 1 p.m., the awards banquet will take place at the maintenance building.

More than 50,000 people are expected to view the sculptures this year. Visitors can walk through or drive through, or check out the “progression photos” on the website. Maybe some will want to take progression photos of their own to commemorate the beginning of a new year and a new decade.

Gary Simon has been involved for a long time and opportunities to do more just keep coming up. “I think it’s our 15th year and we’ve won state championships a couple times, gone to the nationals a couple times. Five years ago, I started competing in the national one…we’re in that one this year.”

Simon, Guirl and Scheidenhelm will return to the Chicago competition again this year, slated for Jan. 2t-28 at Navy Pier.

John Beck offered the following about the annual event: “The Rockford Park District is thrilled to be able to offer

LETTER TO THE EDITOR

Editor:Alderman Morris’ letter published in the December

31, 2010 Boone County Journal contained an interesting proposition; Utility Tax Relief for Senior Citizens. The proposition is not without merit and although easily conceived, it may not be as easily brought to life because it creates more questions than answers regarding the issue of taxation in Belvidere.

Alderman Morris has denounced the utility tax since its inception citing as reason that it is a regressive tax, that it penalizes the less fortunate and that the revenue raised have been wasted on ill-conceived projects. That is an argument that I do not agree with and neither does the matter as a whole rest with one man. I do not wish to address those arguments today but, rather, I do have several other thoughts regarding Alderman Morris’ proposal.

What would this exemption cost the city in the form of reduced revenues? What are the savings to those who would qualify for the exemption? How will it be implemented? (Most likely not without having obtained Home Rule.) And, is there no other way of providing real meaningful tax relief to senior Citizens, if not every taxpayer? Would creating this exemption preclude a future administration from establishing a permanent reduction of the tax rate for every homeowner, business and industry that pays the tax? Would it prevent the same future administration from initiating the effort to eliminate property taxes in Belvidere?

A utility tax exemption would save a senior homeowner a couple of hundred bucks a year. Elimination of the property tax would save every homeowner, commercial property and industrial property hundreds, even thousands of dollars a year. If the desire is to reduce a tax burden on the citizens of Belvidere then let’s make sure that everyone benefits from that effort.

I will be interested in hearing Alderman Morris explain how this proposal will work at the city’s retreat in February and how this is something more beneficial to the citizens of Belvidere in the way of reducing the burdens of taxation. Rather than just being a redress of an old and tired vendetta against the current administration.

reconvened in North Boone Community Unit School District #200, after a lengthy absence, its mission was to pump needed money into the athletic program.

The goal was to generate $10,000 and as of last week’s meeting, $7,500 had been raised. Committee members are hoping concession sales at the Jan. 22 Clinton Day, when basketball games against teams from that nearby southern Wisconsin city are played all day, will reach the $10,000 plateau.

YMCA youth league games will start at 8 a.m. with girls in the main gymnasium and boys in the auxiliary gym. Combined seventh- and eighth-grade teams will play at 12 noon. High school sophomore boys will play at 2:30 p.m. in the main gym and the freshman girls playing at the same time in the auxiliary gym. Boys’ varsity teams meet at 5:30 p.m. and the girls’ varsity squads at 7 p.m., all in the main gym.

Lunch will be served starting at 11 a.m. with fourth-grade parents in charge. Fifth-, sixth-, seventh- and eighth-grade parents will take shifts, sharing the grilling and serving duties. Regular concessions, featuring pizza, will open at 3 p.m. A whole pizza will sell for $15 to begin with and $10 at the end of the day. Slices will be $2 each throughout.

High school Principal Christine Troller said Coca-Cola donated 10 cases of the soft drink and that she’s hoping to get a like amount in bottled water “from someone.’’

For better communication, member Tom Kinser suggested the marquee in front of the high school be changed to reflect what will be happening on January 22. “Now it says CIC fund-raiser and a lot of people don’t know what the CIC is,’’ he said. “They think it’s an insider thing.’’

Bleachers Committee SelectedOn Wednesday, January 5, the committee was also told

that members of the new bleachers committee, called the Pine Tree Committee, had been selected. The committee’s job is to come up with a recommendation on what to do with the grandstands at the high school football field and the field itself.

Superintendant Baule would like to have the recommendation that would be presented to the committee by February 11.

Troller said an engineering estimate from 2005 stated it would cost $857,200 to replace the bleachers, put in a new track, put in a new football field, and replace some lighting. That estimate, she said, did not include irrigation or improvements to the press box and scoreboard.

“This estimate is for the same area’’ where the bleachers and football field are located, she said. “Some trees would have to be moved and that’s a sentimental issue. We have to get the community on board; how will we raise the money is a big question.’’

Member Allen Johnson said it’s important to let the community know this project won’t be done next year. Yet he added, “We need to stop the Band-aid approach.’’

It will be a long-range plan, Troller said, but stressed, “We won’t just talk about it. We’re going to start.’’

Coach Scott Yunk pointed out that nearby Clinton, Wis., “has a wonderful facility and they’re not a big football school. It’s more basketball.’’ Looking at Big Northern Conference East member Richmond-Burton, he said, “If we could have Richmond’s visitors’ facility here it would be phenomenal.’’

School Board Chairman Don Ward was at the committee meeting and he was asked about growth projections for growth in the district.

“It ended two years ago,’’ he replied. “Poplar Grove’s building permits went from 300 to three. And here will be another wave of foreclosures in the spring, summer and fall. If it ever takes off again it will be huge because there are 3,000 lots in the district (ready for development) that weren’t there before.’’

Athletic Director Dale Purvis said what scared him was the additional wear and tear on the field. “The condition it’s in now it would get tore up a lot worse,’’ member Johnson interjected.

Additionally, Troller said the adjacent middle school building would have to be opened for games because there are no bathrooms. She suggested that the current field be given to the Junior Tackle organization and a new one be built for high school games.

North Boone and Belvidere Northin Two Thrillers

Belvidere North was in third place among NIC-10 bowling teams with a point record of 21-14 going into last week’s match against cross-town rival, Belvidere that sat at 8-27. But when these teams meet in most any sporting event records don’t mean much and that was the case at Dodge Lanes.

Belvidere lost the first game but came back to win the second and third games and the overall match, to pick up four points with one conference bout left in the 2010-2011 season.

“We beat East, now these guys, it’s all good,’’ Bucs Capt. Blaise Humphry said afterward. “We started slow but came back at the right time.’’

Head Coach David Ellingson said the victory didn’t surprise him. “I’m not shocked,’’ he said. “I saw this as one of our winnable matches.’’

The Blue Thunder, with two regulars back from the 2009-10 team that finished fourth in the state, counted on a 214 from Stephen Strobel, a 206 from James Hildebrandt with five consecutive strikes, a 202 from Michael Kolb, and a 200 from Trevor Graf to win the first game. Nick Pattalio’s 221 pin was high for Belvidere.

It was North rallying in the first game as Graf and Strobel finished with turkeys in the 10th frame, while Josh Rayphole had two consecutive strikes and then eight pins.

Devin Deddo strung six strikes in the second game to wind up with a 249 to spark the Bucs’ comeback. Also featured was a 206 from Pattalio. North was led by Graf with a 214 and Kolb with a 202.

In the deciding game Humphry saved his best for last, a 231, after starting with a split. He then put together 10 straight marks, including four consecutive strikes. Jeremy Pearson complemented the 231 with a 214. None of North’s six bowlers broke 200 though Rayphole was close, with a 197.

Overall, Belvidere won the match by a scant 28 pins, 3,264 to 3,236. Belvidere, North at Weekend Tournaments Last weekend the two Belvidere schools went to different tournaments, with the Bucs at Dixon and the Blue Thunder

at Plainfield North. North finished sixth among 28 teams with Head Coach Rick McGill saying, “We competed against many of the top

teams in the state, beating a lot of them.’’Graf finished ninth among 201 individual bowlers with a six-game 1,322 series, consisting of 212; 193; 235; 181; 255;

and 246. Rayphole was 15th with a 1,303, which featured single games of 253, 237 and 226. Keegan Morgan had single games of 243 and 237 on his way to a 1,249, good for 28th place; Hildebrandt was 33rd

with a 1,235 that included a 246 and a 233. Strobel (142nd) and Kolb (146th) bowled three games each and wound up with series of 536 and 498 respectively.

Belvidere did poorly at the Dixon Toughman tournament last year. Still, Coach Ellingson said it’s one of his favorites because his team gets to bowl on synthetic lanes, much different than any other event of the season. “Belvidere remained in the medal hunt through the end of this one,’’ he said. “That is a big improvement compared to last year, placing dead last and having little or no chance after the morning session.’’

He added that the Bucs’ starting five bowlers “posted some of their highest and most-consistent scores of the season.’’Team highs included a tournament Top 10 series from Humphry with a 628, including a team high 231 single game.

Pattalio had a Top 15 series, with a 610 and a high single game of 224. Jake Gburek had a 202, 199 and 193 for a 594 series, while Pearson had a 497 and Bryan Jenks a 489, sharing the third

game with Austin Tepp. “In all the team had fun and it was a good prep for sectionals on January 22,’’ the coach said.

North Boone and Belvidere North’s boys’ basketball teams were involved in nail-biters last week, but with differing results.

The Vikings ran to a 37-20 third quarter lead against Big Northern Conference East Burlington Central only to lose, 69-62, in overtime on Thursday. On Friday night, Brandon Schwebke saved his best for last as he rallied the Blue Thunder to a 67-61 victory over NIC-10 foe Harlem, also in overtime.

North Boone (5-6, 2-1) pitted its size against the sharp-shooting Rockets and thanks to Tim Huber, Kyle Garman and Kyle Koepp, led 31-18 at halftime. It was 37-20 after Huber put back a missed shot with 6:17 left in the third quarter.

But Burlington Central started to regain its shooting eye at that point going on a 17-8 run that sliced the deficit to 45-37 after three. The Rockets were even more in a zone in the fourth quarter, hitting 4-of-6 from long range. The fourth 3-pointer came with 12 seconds left in the game to send it into overtime.

Below-average free-throw shooting (3-of-10) plagued North Boone in the second half and the Vikings only managed 2-of-4 in the extra period, while the Rockets recovered to make 6-of-7 on the way to their victory.

“We knew they were going to knock some threes (3s) down because they’re a good-shooting team,’’ Head Coach Jason Weber said of Burlington Central. “Then we gave them some offensive rebounds, which led to free throws and they made the freebies rather than having to take a shot with someone in their face.’’

Once again he said the Vikings “showed we can play with anybody. It would be nice to win some of the close ones.’’

Huber paced North Boone with 19 points, followed by Garman with 18 and Koepp with 10.

In the preliminary game Burlington Central won, 51-24, after taking a 31-15 lead at halftime.

Quick Fouls Put Schwebke on the Bench Belvidere North’s scoring leader, Schwebke, picked up

two quick fouls in the Harlem game and sat out the majority of the first half. That made Harlem first-year Head Coach Chad Barger nervous as he wondered what kind of impact the 6-foot-3 senior guard would have in the second half.

Barger’s concern was well-founded as Schwebke scored 22 of his 23 points in the second half and was a major presence in overtime.

Earlier, several of his teammates stepped up and kept North (6-9, 3-2) in the game. Jake Boxleitner scored 10

consecutive points to start the second quarter and give the Blue Thunder a 20-14 lead, but the Huskies went on a 12-3 run after that, interrupted only by Adam Hawkins’ 3-pointer, to lead, 26-23 at intermission.

Schwebke didn’t start to heat up until late in the third period when he scored five points in the final 1:13 to bring North from six down to 43-40 with eight minutes left to play. He opened the fourth quarter with a 3 to tie the game and then Ben Mehmedi scored after a Harlem turnover to give the visitors a 45-43 edge.

The lead changed hands six times in the time remaining until Schwebke made two free throws with 1:55 left for a 56-54 lead. Then Tre Wagner scored for Harlem, at the 1:44 mark, to tie it again. Turnovers and missed free throws ruled what time was left and the game went into overtime.

North went up right away in the extra four-minute period, 60-57, on free throws from Schwebke and Boxleitner. Then Schwebke and Hawkins closed out the overtime with seven free throws between them. Harlem was held without a basket and went 5-for-10 at the line. For the game, the Huskies made just 16-of-33 free throws.

“We expect a battle every night, we live for the dogfight,’’ Schwebke said afterward. ‘’We don’t expect to blow anybody out or to be blown out.’’

Senior guard Alex Gomez, who hit key 3-pointers in each half, said the team struggled a little in the first half, then “Brandon was the spark in the second half. We’re 3-2 in the conference and that was a nice say to start.”

Schwebke led the Blue Thunder with 23 points, followed by Boxleitner with 16, Gomez with 10, Hawkins with nine, Ben Mehmedi with eight, and Joe Lemke with one.

Lady Blue Thunder Bounce Back Belvidere North’s girls (11-6, 5-2) rebounded from a

disheartening loss to Hononegah with strong offensive and defensive efforts to defeat NIC-10 opponent, Harlem, 63-43, and Woodstock, 66-33, on consecutive nights.

Katie Dovenmuehle and Cetrena Simmons led the win over Harlem with 14 points apiece, while Autumn Neuhring added 10. Against the Lady Blue Streaks, Jordan Hartfiel had 17 points, followed by Brooke Berkenpas and Simmons with 10 apiece.

Belvidere didn’t have any success against Hononegah, with both the Bucs (5-10, 0-6) and Lady Bucs (1-14, 1-6) suffering defeats.

North Boone’s Lady Vikings (7-9, 1-3) had two challenging games against conference opponents Burlington Central and Hampshire, and lost to both of them.

The Belvidere High School DECA Chapter is raising awareness about financial literacy. The project, Money Sen$e, was created to educate students about economic and financial issues. The Illinois First Amendment Center wants to know what Illinois high schools need to boost their media programs. Would a new computer help? How about a professional camera complete with zoom lenses? Or maybe a printer or layout software or high definition video camera? The IFAC is asking schools to submit grant requests for up to $2,500 each. The deadline to submit requests has been extended to Jan. 31 to encourage more schools to apply. Media programs including school newspapers, closed-circuit TV, radio and websites are eligible for funding. Yearbooks are not eligible. Funds may be used for equipment, program expansion, training and news literacy or First Amendment awareness. The grants are available for existing programs only; new journalism programs may apply for funding through a separate IFAC initiative. Kendal “Ken” S. Kerns, founder and first Executive Director of RAMP, passed away on Thursday, December 30, at the age of 60. Ken was a leader in the Illinois disability community and will be sorely missed. RAMP will honor Ken’s life with an Open House at their Winnebago County office, 202 Market Street in Rockford, on Thursday, January 27 from 11:30 a.m.-1:30 p.m. There will be a special program and dedication at 12 noon, and a light lunch will be served. In 2010, The Passages Hospice Dream Foundation fulfilled more than 70 Dreams, including celebrity meet-and-greets, family reunions, sports games, vow renewal ceremonies, classic car rides, and birthday parties.
