Welcome to the conference today which I hope you will find of great benefit.
I welcome you all this the Project Servator conference held jointly with the City of London Police, who are the national leads for this important initiative. This is the first of four conferences planned this year. Events including Boston, New York and London will follow, plus a host of other supporting initiatives. TINYg continues to grow in 150+ countries and is a ‘not for profit’ organisation which relies on the support from sponsors whom deserve sincere thanks. I also thank Commissioner Dyson for his continued support and our International group of esteemed advisory board members.

Speakers BiographiesSergeant Mark HaddonCounter Terrorism Security Advisor (CTSA regional supervisor), City of London PoliceMark joined the City of London police in 1994, at the age of 19. The majority of his career has been in public order (TSG) as both constable and sergeant. He joined the CTSA office in May 2016 as the supervisor for the City of London and is one of several regional supervisors covering the London region. Mark is currently the national NaCTSO representative for the ‘SCaN’ product and is assisting in the development, training and roll-out across the network.

Sergeant Matthew HoneNational lead for Community and Business Engagement, National Project Servator Team, City of London PoliceSergeant Matthew Hone QPM has been a serving Police Officer with the City of London Police for the last 18 years. Since 2008 Matthew has worked in the area of counter terrorism as an experienced Counter Terrorism Security Advisor and latterly as national lead for Community and Business Engagement in the National Project Servator Team. Matthew was awarded the Queens Police Medal (QPM) in the 2018 New Year’s Honours for his work in this area of policing.
Jo HallHead of National Communications, National Project Servator Team, City of London Police Jo has worked in police communications for 11 years, after originally training and working as a journalist. During that time she has worked across several communications disciplines, with a particular interest in crisis communications, social media and behaviour change. She played a key role in managing communications during a number of major incidents, including the Manchester Arena, London Bridge and Parsons Green terror attacks in 2017 and the Croydon tram derailment in 2016. She also led a number of high profile campaigns, including the introduction of the Project Servator counter terrorism tactic across the rail network and ‘Report it to stop it’, encouraging reporting of unwanted sexual behaviour on public transport. She is now based at City of London Police, supporting police forces across the UK and overseas in adopting Project Servator.
Superintendent Helen Isaac National Project Servator Team, City of London PoliceSuperintendent Helen Isaac joined the City of London Police in 1997 and has worked in both community policing and uniformed operations since this time. Helen is currently responsible for the national roll out of Project Servator, an innovative policing approach to deterring and detecting criminal and terrorist activity, working with the business and wider community. She has additional responsibility as a public order commander on the London Cadre, is a Strategic Firearms Commander and a Post Incident Manager. Helen was awarded the Queens Police Medal, (QPM) for distinguished service in the 2018 Queen’s Birthday Honours.

A Case Study: Article by Henry Johnson, Business & Operations Manager, Team London Bridge
In the wake of 2017’s numerous terrorist attacks across the UK, National Counter
Terrorism Policing Headquarters declared a ‘step change’ in the national threat
level and called for greater partnerships between the public (policing) and private
(business) sectors. As the two Business Improvement Districts deeply affected by
the attack on Borough Market on 3rd June 2017, we couldn’t agree more with this
approach and indeed have been working to establish such partnerships since our
inception more than 12 years ago.
Both Team London Bridge and Better Bankside fund additional Met police officers
for our respective areas through MOPAC’s ‘Met Patrol Plus’ initiative. The officers are
an invaluable resource at a time when neighbourhood policing is stretched and
can dedicate the time and personal engagement that’s needed for intelligence
gathering and implementing effective local crime reduction solutions. High visibility
patrols and regular interaction with security teams at some of London’s most high-risk
sites dissuades hostile reconnaissance and has led to actionable intelligence being
passed to counter terrorism colleagues. In the hours following the Borough Market
attack our officers were tasked with making reassurance visits to businesses (bars,
restaurants and pubs in particular) which freed other officers to staff cordons and
patrol elsewhere, notwithstanding the great deal of confidence it inspired in the
police response.
Underpinning all of this is the need for fast and effective communication with our
businesses which we provide via the Merlin Protect 24/7 platform from Global Aware
International. Signing up to receive messages through the platform is available to
the 900+ businesses across both BID areas and we serve as both system administrator
and primary message sender – acting as the link between the emergency services
and businesses. We have access to an integrated social media monitoring tool which
continuously searches for customisable phrases and sends email alerts when found,
and are also able to store key documents such as business continuity plans securely
within the platform. We’re the first Business Improvement Districts to use Merlin Protect
24/7 and have enjoyed working alongside Global Aware to develop a product that
is built to our needs and therefore highly cost-effective and simple to use. We hope
that other Business Improvement Districts may see the benefits in rolling out something
similar for their communities across the UK.
