BID ON PLAYGROUND EQUIPMENT The Jackson County School District will receive sealed bids until 2:00 p.m. January 11, 2010 at the School Business Office, 4701 Colonel Vickrey Road, PO Box 5308, Vancleave, MS 39565 for Playground Projects as per bid specifications. The bids will be opened at the School Board meeting which begins at 5:00 p.m. on January 11, 2010. This project is being funded by the American Recovery and Reinvestment Act (ARRA) and successful bidder must agree to abide by all of the terms and conditions of the ARRA. PART 1 - GENERAL

1.01 GENERAL REQUIREMENTS

The provisions of the entire contract documents are hereby made a part of this section.

1.02 STANDARDS

Meet the requirements and recommendations of the applicable portions of the latestedition of Guidelines by the Consumer Product Safety Commission Publication No. 325,Standards by the American Society for Testing and Materials (ASTM Standard #1487­07) and the Americans with Disabilities Act Architectural Guidelines (ADAAG) as setforth in the Federal Register. Manufacturers of play equipment must be certified by theInternational Organization for Standardization (ISO) for 9001 - Quality Standardscertifying manufacturer's processes and 14001 - Standards for EnvironmentalProtection and Natural Resource Preservation.

1.03 SUBMITTALS

A. Submit product data on all materials specified herein.B. Submit complete shop drawings showing all dimensions, details, and

specifications of equipment.C. Submit equipment brochure or colored 3D drawings.D. Submit proof of warranty as specified herein.E. Submit a detailed list of any deviations from the specified product.F. Submit IPEMA certification showing compliance with all applicable portions of

PART 2 - PRODUCTS

2.01 MANUFACTURER

Playground e.quipment shall be manufactured by Landscape Structures, Inc. as listedbelow or Approved Equal.

This section includes all materials, components, and associated accessories tocomplete and install the playground equipment as specified.

2.03 GENERAL SPECIFICATIONS

A. MATERIAL: All materials shall be structurally sound and suitable for safe play.Durability shall be insured on all steel parts by the use of time tested coatingssuch as zinc plating, galvanizing, ProShield finish, Tendertuff (PVC) coating, etc.Color shall be specified.

8. HARDWARE (FASTENERS): Primary fasteners shall be socketed and pinnedtamper-proof in design, stainless steel (SST) per ASTM #F879 unless otherwiseindicated. All primary fasteners shall include a locking patch type material thatwill meet the minimum torque requirements of IFI-125. The material, whenallowed the 72-hour cure time, shall require a minimum of 4 times theinstallation torque to remove the fastener. Manufacturer to provide special toolsfor pinned hex fasteners. NOTE: HARDWARE THAT IS NOT VANDALRESISTANT AS STATED ABOVE, SHALL NOT BE ACCEPTABLE.

C. TENDERTUFF COATING: All metal components to be Tendertuff-coated shallbe thoroughly cleaned in a hot phosphatizing pressure washer, and then primedwith a water-based thermosetting solution. Primed parts shall be preheatedprior to dipping in U.V. stabilized, liquid poly vinyl chloride (PVC), and then saltcured at approximately 400 degrees. The finished coating shall beapproximately .080" thick plus or minus .020", at an 85-durometer hardness andhave a matte finish. Standard colors are brown, tan, red, and blue.

D. PROSHIELD FINISH: All material components with ProShield finish shall bethoroughly cleaned and phosphatized through a five-stage power washer. Partsare then thoroughly dried, preheated and processed through a set of automaticpowder spray guns where a minimum .002" of epoxy primer is applied. Theparts are allowed to cool and then pass through a second set of automaticpowder spray guns. A minimum .004" of architectural-grade Super-Durablepolyester TGIC powder is applied. The parts are oven-cured at 400 degrees Fmetal temperature for 10 minutes. The average ProShield film thickness is.006"

ProShield is formulated and tested per the following ASTM standards. Eachcolor must meet or exceed the ratings listed below:

1. Adhesion (D-33598) rating 582. Hardness (D-3363) rating 2H3. Impact (D-2794) rating minimum 80 inch-pounds4 Salt Fog Resistance (8-117 & D1654) 4000 hrs; rating 7 or greater5. UV Exposure (G154, 340 bulb) 3,000 hrs; rating delta E of 2 and 90%

gloss retention

Paint line shall employ a "checkered" adhesion test daily. (18) standard colorsare available.

E. DECKS: All Tenderdecks shall be of modular design and have 5/16" diameterholes on the standing surface. There shall be minimum of (4) slots in each faceto accommodate face mounting of components. Tenderdecks shall bemanufactured from a single piece of low carbon 12 gauge (.105") sheet steelconforming to ASTM specification A-569. The sheet shall be perforated thenflange formed and reinforced as necessary to ensure structural integrity. Theunit shall then be Tendertuff coated brown only. Tenderdecks shall be designedso that all sides are flush with the outside edge of the supporting posts.

F. ROTATIONALL Y MOLDED POLY PARTS: These parts shall be molded usingprime compounded linear low-density polyethylene with a tensile strength of2500 psi per ASTM 0638 and with color and UV stabilizing additives. Wallthickness varies by product from .187" (3/16") to .312" 5/16". Four standardcolors are available.

G. PERMALENE PARTS: These parts shall be manufactured from %" thick high­density polyethylene that has been specially formulated for optimum u.v.stability and color retention. Compression molded products shall meet orexceed density of. 960 G/cc per ASTM 01505, tensile strength of 2400 PSI perASTM 0638. Standard solid colors are tan, red, blue, green, and yellow. SomePermalene parts are available in a two-color product with (2) .100" thick exteriorlayers over a .550" interior core of contrasting color. Eight standard two-coloroptions are available.

H. FOOTINGS: Unless otherwise specified, the bury on all footings shall be 34"below Finished Grade (FG) on all in-ground play events/posts. If surface

mounting is required, a 2" below grade surface mount detail willbe supplied.

I. HARDWARE PACKAGES: All shipments shall include INDIVIDUALCOMPONENT-SPECIFIC hardware packages. Each hardware package shallbe labeled with the part number, description, a component diagram showing theappropriate component, package weight, a bar code linking the hardwarepackage to the job number, assembler's name, date and time the package wasassembled, work center number, and work order number.

J. MAINTENANCE KIT: An order-specific maintenance kit shall be provided foreach structure order. The kit shall include a notebook or packet with a 2nd set ofinstallation documents and order-specific documentation with recommendationson how often to inspect, what to look for and what to do to keep the equipmentin like-new condition. The kit also includes touch up primer, appropriate colortouch up paint, sand paper, appropriate color touch up PVC, graffiti remover andadditional installation tools for the tamperproof fasteners.

2.04 EVOSTM GENERAL SPECIFICATIONS

A. EVOS ARCHES: 5" Arches: All steel arches are ProShield finished andmanufactured from 5" 0.0. galvanized tubing with a wall thickness of .120".

C. CABLE: Corocord® Cable is comprised of six-stranded and temperedCorocord cable with a polypropylene core. The galvanized steel wire cores ofthe six strands are inductively fused to polyamide coating, black in color.

O. SLALOM GLIDER: Ball clamp/retainer is cast from 535 almag with apowdercoat finish. The curved loop pole weldment comprised of 2.375" 0.0.RS20 (.095"- .105" Wall) galvanized steel tubing, and 1.029" 0.0. RS20 (.070"­.080" Wall) galvanized steel tubing with a powdercoat finish. Glider isrotationally molded from U.V. stabilized linear low density polyethylene, colorspecified. The crossover weldment is comprised of 1.315" 0.0. RS20 (.080"­.090" Wall) galvanized steel tubing, 2.375" 0.0. RS40 (.130"-.140" Wall)galvanized steel tubing, and 1 7/8" steel ball with a powdercoat finish. The midsupport is 1.900" 0.0. RS20 (.090"- .100" Wall) galvanized steel tubing and 1/4"x 2 1/2" HR flat steel with a powdercoat finish. Exit support is comprised of2.375" 0.0. F. HELIX NET: 5" clamp, ball clamp/ball retainer are cast from 535 almag with apowdercoat finish. Net assembly is Corocord cables fabricated using (Swage)3/4" schedule 40 6061-T6 aluminum pipe; S-Hooks fabricated from 5/16"diameter 316 stainless steel; cable connectors fabricated from 6061-T6aluminum. The net railing weldment is comprised of 2.375" 0.0. RS40 (.130"­.140" Wall) galvanized steel tubing, 1.900" 0.0. RS20 (.090"-.100" Wall)galvanized steel tubing, 3/8" thick HRPO steel plate, and 1 7/8" steel ball with apowdercoat finish. Footer is fabricated from 1.900" 0.0. The footing connector is fabricated from 1.250" 0.0.6061-T6 aluminum. Footer weldment is comprised of 1.900" 0.0. H. O-ZONE CLIMBER: Rings are rotationally molded from U.V. stabilized linearlow density polyethylene, color specified. Cable "A" is Corocord cable fabricatedusing (Cable Connector) 6061-T6 aluminum with a powdercoat finish and thefooting connector is fabricated from 1.250" 0.0. 6061-T6 aluminum.Cables "B" & "C" are Corocord cable fabricated using (Cable Connector) 6061­T6 aluminum. Finish: Powdercoat, black in color. Ring caps are fabricated fromsand-cast alloy 356 with a powdercoat finish. Footer weldment is comprised of1.660" 0.0. RS20 (.085" - .095" Wall) galvanized steel tubing and 3/16" HRPOsheet steel with a powdercoat finish.

I. GYRO TWISTER: Upper spinner mount weldment is comprised of 2.375" 0.0.RS40 (.130"- .140" wall) galvanized steel tube, 2.750" 0.0.1018 steel, and 17/8" steel ball with a powdercoat finish. The gyro twister assembly is comprisedof 1.900" 0.0. RS20 (.090"- .100" wall) galvanized steel tube, 10 Ga. (.135")HRPO steel, 2.750" 0.0.1018 steel and 1 7/8" steel ball with a powdercoatfinish. J. POWER LIFTER & ACCESSIBLE POWER LIFTER: 5" round clamp/ballclamp/retainer is cast from 535 almag with a powdercoat finish. Post isfabricated from 5.000" 0.0. x 11 GA. (.120" wall) galvanized steel tube with apowdercoat finish. Chinning bar is fabricated from 1.315" 0.0. RS20 (.095"­.105" Wall) galvanized steel tubing, and 1 7/8" steel ball with a powdercoatfinish.

K. STATIONARY CYCLER (HANDLES & PEDALS): Cycler bar weldment iscomprised of formed 1.25" 0.0. x 12 GA. (.109" Wall) galvanized steel tubing,1/4" HRPO flat steel and 1.000" 1018 steel with a powdercoat finish. Handholdsand pedals are high density polyethylene, black in color. Clamps are castaluminum with a powdercoat finish. Support posts are 5" 0.0. x 11 GA (.120")galvanized steel tubing, 1.029" 0.0. RS-20 (.070" - .080") galvanized steeltubing, 1.315" 0.0. L. BRAILLE & CLOCK PANEL: Two color Permalene Panel measures 35 5/8"wide x 41" high, color as specified. Braille insert is fabricated from 20 GA(.036") stainless steel. Angled panel bracket weldment is comprised of .190"thick 5052 aluminum formed angle with (2) 6061-T6 aluminum threadedtubes 1 1/8" 0.0. x 1 1/2" long.

2. Furnished a minimum of 1,000,000 square feet of playground safety surfacingtiles of similar type to that specified.

3. Employ persons trained for installation of playground safety surfacing tiles.

1.6 DELIVERY, STORAGE, HANDLING AND INSTALLATION - Shall be the soleresponsibility of the successful bidder. The successful bidder shall be responsible forthe removal and disposal of packaging and debris from this project.

1.7 ENVIRONMENTAL REQUIREMENTS

A. Tile Temperature: Ensure surface temperature of playground safety surfacing tiles is aminimum of 50 degrees F (10 degrees C) at time of installation.

B. Air Temperature: Ensure air temperature is a minimum of 40 degrees F (4 degrees C)for a minimum of 24 hours before and during installation.

1.8 WARRANTY

A. Prepare subsurface in accordance with manufacturer's instructions to ensure propersupport and drainage for playground safety surfacing tiles.

B. Concrete Subsurface:

1. Scored control joints to be evenly spaced2. Scored control joints shall be placed a maximum of 10'-0' on center3. All construction and isolation joints shall be sawed or tooled within 8 hours of

concrete placement.4. All concrete shall be a minimum of 4" thick.5. Concrete shall be reinforced with fiber mesh.6. Apply light broom finish.7. Ensure concrete is sound with no loose material or cracks over 1/8 inch wide.8. Ensure concrete is a minimum of 7 days old.9. Test concrete for moisture in accordance with manufacturer's instructions to

ensure it has sufficiently cured and is dry.10. All concrete shall be 3000 PSI @ 28 days, minimum11. All construction methods and standards to comply with international building

codes.

12. There shall be a 3 inch wide and 4 inches high curb surrounding entire sub basewith slots/holes cut in for drainage.

13. Shape of concrete sub base shall conform to attached SotTile Surfacing drawing.

3.3 INSTAllATION

A. Install playground safety surfacing tiles in accordance with manufacturer's instructionsat locations indicated on the Drawings.

B. Ensure prepared subsurface and tiles are dry and clean.

C. Layout tile surface in accordance with manufacturer's instructions.

D. Install tiles in a single installation session.

E. Layout in advance tiles to be installed in single installation session.

F. Apply adhesive in accordance with manufacturer's instructions for tile-to-tile andperimeter tile-to-base installation.

3.4 CLEANING

A. Remove adhesive spills from playground safety surfacing tiles in accordance withmanufacturer's instructions.

B. Clean tiles in accordance with manufacturer's instructions.

3.5 PROTECTION

A. Protect playground safety surfacing tiles from foot traffic for a minimum of 12 hours afterinstallation.
