    PREFACE

    This procedure is a revision or an overlay to a Saudi Aramco EngineeringProcedure (SAEP) for the scope of the Yanbu Export Refinery Project, YERP,unless specifically defined as a New document. A YERP procedure consists of arevision or an overlay and the Saudi Aramco (SA) document with the samename. An overlay establishes any required changes to the SA document andspecifically defines the changes. If the SA document is to be used without anychanges the overlay will state there are no changes required. If the document isa new YERP document, with no reference to a SA procedure, the overlay willstate it.

    The YERP Procedure Index identifies which YERP documents are new and theones that relate to SA documents that are unchanged, changed, or deleted.

    All references to SA procedures, specifications and standards are to be definedas references to YERP procedures, specifications and standards unlessspecifically stated otherwise in the overlay.

    All references to SA organizations are to be defined as the YERP ManagementTeam.

    Interpret the following as specified: Revise A specific revision to a SA or other Code paragraph or sentence as

    noted in this specification Add continuation of an SA or other Code paragraph with an overlay

    requirement Substitute replace the SA or other Code paragraph in entirety by the

    overlay requirement New New paragraph number in the overlay with no corresponding SA or

    other Code paragraph Delete SA or other Code paragraph is deleted by the overlay

    REVISION

    This is a new YERP document that does not replace any Saudi AramcoDocument.

    8.0 GENERAL

    The PMT shall hire a security contractor to provide the security force toprotect personnel, facilities and assets of YERP.

    The security force will use physical security measures and access control

    processes applying protective procedures and enforcing regulations withinthe areas of YERP responsibility.

    The security force will be armed.

    The security force will be in YERP approved uniforms.

    The security contract will be implemented prior to mobilization of YERPpersonnel to the site.

    9.0 SELECTION OF SECURITY GUARDS Candidates will be Saudi Nationals.

    Candidates will be of good character and have no derogatory personalrecord.

    Candidates will be mentally and physically fit.

    Candidates will be graduates of a recognized secondary school.

    Candidates will have formal training in the Security Service.

    Supervisory personnel will be fluent in oral and written English.

    The selection process will include an interview with YERP Security Manager and HSE Manager or their designate.

    10.0 TRAINING OF SECURITY GUARDS

    The security contractor will implement a training program to be taken by allsecurity personnel before they deploy to the project. This program will bereviewed and accepted by YERP. The training program will address:

    Threats and risks

    Definition of alert levels

    Procedures

    Security measures to be implemented daily

    Behavioral risks

    Liaisons with local enforcement officials

    Reports to YERP management

    Organization

    Implementation and management of a Crisis Centre

    Evacuation for Medical or Security reasons

    Additional training will be implemented as deemed necessary.

    The security contractor shall submit its arms training program for YERPreview.

    11.0 DUTIES OF SECURITY GUARDS

    Security coverage will be continuous 24 hours per day, 7 days per week.

    Security guards will be on a rota of three shifts per day.

    Enforce administrative rules and regulations pertaining to YERP facilities.

    Patrol YERP facilities to prevent theft or damage. Patrol a prescribed area to check the status of locks, alarms, fences, gates or

    other barriers.

    Patrol facility perimeters to detect faulty fences, detection devices andtrespassing violations.

    Control personnel access to facilities by monitoring badges of individuals.

    Refer persons who lack proper credentials to the Visitor Center.

    Security guards will be punctual and remain at their post until relieved.

    Postings will be at entrances to YERP facilities and roving patrols of YERPfacilities.

    Postings at entrances will be responsible for logging in and out of personneland vehicles and searches of same.

    At the direction of a security supervisor, searches may be conducted onpersonnel and facilities.

    Maintain a professional demeanor at all times whilst on duty.

    Control vehicle access to YERP facilities by monitoring passes.
