All kinds of people use roads to get where they need to be, but a lot of them don’t have seat belts, air bags or several hundreds of pounds of metal keeping them safe.

The Canada Safety Council wants to raise awareness that vul-nerable road users make up a disproportionate amount of traf-fic collisions and deaths, most of which are entirely avoidable.

In 2011, the most recent year where data is available, vulner-

able road users accounted for more than one-quarter of traffic fatalities, according to Transport Canada. Pedestrians accounted for about 16 per cent (%) of that number, while the other 11% was split between bicyclists (2.6%) and motorcyclists (8.4%).

Responsibility lies with both the vulnerable road user and the motorist in ensuring their mutual safety.

Vulnerable road users should be aware of their surroundings at

all times, taking extra care to fol-low the rules of the road.

Pedestrians should cross the road only at designated cross-walks and intersections only when the way is clear. Breakdowns of incident causes are only avail-able between 2004 and 2008, but the statistics show that more than 60% of fatal traffic crashes involving pedestrians happened while they were crossing a road. Of these deaths, only 10% hap-pened when the pedestrian had

the right-of-way to cross at an intersection.

A disproportionately high number of collisions among cyclists, pedestrians and motorcy-clists alike happened due to a lack of visibility or at night. Wearing bright colours, retro-reflective bands and lighting, if necessary, could help make sure they see and is seen.

It’s sad, it’s heavy, and it sucks.

It isn’t easy to explain, either, and Terri Kovalcik hopes people “get it.”

Kovalcik’s artwork is currently on display at Parkside Art Gallery to give visitors some sort of sense of what it means to live with bipo-lar disorder.

The 100 Mile House resident decorated the walls, and even the ceil-ing, of one of the back rooms at the local gal-lery with a variety of paintings she’s done

and self-published books she’s written to hopefully help people understand her condi-tion, a mental illness characterized by alter-nating moods of mania and depression.

“I want you to under-stand this is bipolar disorder; this is what it’s like for me,” she says. “It’s like an uphill bat-tle.”

Gallery co-ordina-tor Barb Brown says Kovalcik is “brave and out there” and makes “no excuses” for being bipolar.

“[The] collection of art pieces clearly tell a story of struggle, and at

times, just plain fun.”The collection is on

display until June 3.

Multiple Canadian Fiddle Champion Scott Woods and his band will soon be in the area to deliver an authentic live tribute to Don Messer’s Jubilee – one of the most popular TV shows in Canadian history.

Woods, a two-time Canadian Grand Masters Fiddle Champion and two-time Canadian Open Fiddle Champion and Fiddle Entertainer of the Year, does more than just play fiddle tunes. He likens his show to that of Don Messer’s Jubilee that ran on CBC from 1957 to 1969.

“Basically what Don Messer did and what we do is an old-time vari-ety show,” says Woods, “similar to what they used to do on the radio or on television in the early days.

“They’d have singing and then an instrumen-tal and then some dancing and some com-edy.”

Woods was the musical director and played the part of Don Messer for seven years with “Memories of Don Messer’s Jubilee” that toured extensively throughout Canada. He was also the headline act that launched the Don Messer Centennial Celebrations that took place in Harvey, New Brunswick in 2009.

“We meet some truly wonderful people,” Woods says. “They’re very appreciative and love what we’re doing and that makes us

feel good.“You don’t have to be

a fiddle fan to enjoy the show. It’s good, clean fun that you can be proud to take your grandkids or grandparents to.”

Woods and his band perform up to 150 con-certs every year, most of which are fundrais-ers supporting churches, charities and other com-munity service groups.

Scott Woods Old Time Jubilee reunites Canadian Grand Master Fiddle Champion Woods (as Don Messer), Cape Breton tenor Tommy Leadbeater (as Charlie Chamberlain) and East Coast Music Award Winner Bruce Timmins (as Cecil McEachern). Also featured are the velvet vocals of Lynda Lewis (as Marg Osborne)

and Canadian Open Step Dance Champion Kyle Waymouth in a

two-hour masterful per-formance honouring the days when Don Messer and his Islanders ruled the airwaves.

The fast paced, uplifting show delights audiences of all ages with old-time fiddle music, sensational step dancing, trick fiddling, family humour and more.

Scott Woods Old Time Jubilee will be in Prince George on June 6 at 7 p.m. at Our Saviours Lutheran Church and in Williams Lake on June 8 at noon at the Elks Hall.

Tickets are $25 for adults, $10 for youth (age six-12) and chil-dren five years and under get in free. For advance tickets and information, call toll free 1-855-SCOTTWOODS (1-855-726-8896).

Following are the highlights from the May 13 District of 100 Mile House council meeting:

Department reviewThe project for

performing a third-party Fire Department Services Review of 100 Mile House Fire-Rescue has been awarded to Dave Mitchell & Assoc., for a tendered cost of $24,500 plus tax.

The resulting report will be presented to council, and then fire chief Darrell Blades and

other key staff at the District will consider its contents toward devel-oping a strategic plan.

Panhandle bylawFirst and second

reading were given to amendments to Bylaw 1264, stipulating resi-dential zone panhandles are to have a minimum width of six metres, with a driveway of at

least 3.5 metres wide.Widths for non-resi-

dential zone panhandles are set at nine metres, with driveways of not less than seven metres wide. Any that is less than 40 metres long will generally be denied, as will those providing primary lot access off a current or future high-way, at the discretion of the approving officer.

100 Mile House RCMP responded to 84 complaints and calls for service during the past week. Of these, approxi-mately 30 of them were traffic related calls, or proactive policing patrols.

Asleep at wheelOn May 17, 100 Mile

RCMP members were dispatched to a com-plaint of a suspicious vehicle that had been

parked since midnight at 6254 Sunset Dr.

A white Ford Explorer was approached and the driver was found asleep at the wheel.

Open liquor was found in the console and when members admin-istered the approved screening device, the driver was found to be impaired.

The vehicle was impounded and a 90-day immediate road-side prohibition (IRP) was issued.

Speeding with potOn May 14, a Cariboo

Chilcotin Traffic Services RCMP mem-ber was conducting laser speed enforcement on Highway 97.

A red Toyota Tacoma travelling southbound on Highway 97 near 83 Mile Road was pulled over for excessive speed. The vehicle was travel-ling at 152 km/h in a posted 100 km/h speed zone.

The driver was issued with a violation ticket for excessive speed and the subject vehicle was impounded for seven days.

A small amount of

marijuana was turned over to the police, but due to the small amount, three grams, no charges were pursued.

Excessive speedAround noon on May

14, the 100 Mile RCMP stopped a large Chevy lifted grey pickup at Tatton Station Road in 105 Mile.

The vehicle was trav-elling 112 km/h in a 50 km/h zone.

The vehicle was impounded for seven days for excessive speed and the driver received a $368 fine.

It’s rodeo week-end in Clinton, with the annual parade starting at 11 a.m. on May 24 and the rodeo per-formances kicking off at 1 p.m. on Saturday and Sunday. There will be a lot of events going on during the weekend; for more informa-tion, go to the Village of Clinton website at www. vi l lage.cl inton.bc.ca.

Allan and April Roberts of A&B Photo were all gussied up for Western Heritage Week when they were out and about town on May 16 preparing for the kickoff of the rodeo long weekend.

Forest Grove and District Rod and Gun Club president Gerhard Loeffeler, centre, took home the trophy in the Hans Saenger’s Memorial Shoot on May 4. The annual trap shoot event and barbecue attracted 10 shooters and some spectators. Fred Saenger, right, came in second place and Michael Dopf, left, came in third.

Kam Taylor, left, of Focused Fitness presented a $715 cheque to Tracy Haddow of 100 Mile District Hospice Palliative Care Society on May 14. The funds were raised at the recent Cariboo Spring 10-km Run, Relay or Walk Around the Lakes event.

Hun City Hunnies Jennifer Frizzi, left, Danielle McLauchlin and Nadaya Tresierra shared a laugh with Keenan Wilcox who opened for the Creedence Revived at the South Cariboo Rec. Centre. The Creedence Clearwater Revival tribute band knocked it out of the park during the Hunnies fundraising event. See the May 28 edition of the 100 Mile House Free Press for a review.

Twenty-one youth and adults recently cleaned up an old gun range at a gravel pit on the 1100 Road.

It was a rifle range 40-50 years ago, but now it’s just a place to go and shoot, and a lot of people from 100 Mile House and the area use it.

It was a mess, so folks just got together to clean it up.

They hauled out 15 truck loads of garbage and had three fires going to clean up all the garbage wood.

It’s hoped people will use this area with respect and clean up

after themselves by rak-ing up empty hulls and cartridges.

Folks are asked to

not shoot TVs, computers, propane cylinders and the like at the range.

The provincial government has launched its two-page, short-form request for proposals (SRFP) making it easier for small businesses to sell to government.

The shorter form will be used for government opportunities valued at less than $250,000, where it makes sense. The change streamlines the request for proposals process, making it easier for small businesses to apply and compete for work.

The scope, process and templates for the two-page form were devel-oped through extensive consultations – 14 sessions with 273 vendors, min-istry and broader public sector staff during fall 2013. Several ministries piloted the short form RFP in January

and February with positive results.

SRFP benefits• It reduces the amount of time

required to manage the request for proposals process overall.

• Previously, the average length of a request for proposal was around 18 pages, but could be upwards of 80 pages with submitted responses being much longer, sometimes up to a few hundred pages.

• It uses a smart form, an online PDF document with rules built in that provides consistency in the experi-ence for vendors and ministries. This includes better alignment between what is being asked for, and what is being evaluated.

RFP forms simplified
