High-Level WBG Engagement with the Government of Pakistan on Doing Business Reforms

Implementation Arrangement – developing and institutionalizing DB Reform engagement in Pakistan

• High-level WBG engagement led to the establishment of a Prime Ministerial Steering Committee and a Doing Business (DB) Secretariat at the Board of Investment to ensure effective implementation of reforms

• Provincial Chief Secretaries heading DB Working Groups in Punjab and Sindh• Two provincial DB Secretariats established• Relevant multi-GP WBG team is providing intensive technical support for each

indicators• More than half of the 100 Days Reforms have been fully implemented, notified

and disseminated through electronic, print and social media• Monitoring of reform implementation is automated in the form of an online

Dashboard managed by the BOI• A strategic communication plan is in place – intensive private sector and media

engagement

• Day-to-day coordination of the reforms implementation across Government agencies and Provinces

• Organization of stakeholder consultations, technical workshops, contributor sensitization sessions and media events

• Reforms implementation monitoring through Online Dashboard and monthly reporting to the Steering Committee

• Maintenance of the DB reform implementation website and relevant social media communications profiles

• Distribution of the DB surveys to the selected Government and Private sector contributors

• Preparation of the evidence based DB reform reports for the DB team

Communication Action Plan Progress

• Launched DB Dashboard on main Government website• Established a DB Reform Communication Team• Regular media briefings• Engaged with private sector on the reform priorities through workshops,

seminars, etc. • Each agency publishing reform action plan, procedures, costs, time

statistics and other DB related information online• Intensive dissemination of reforms to private sector/contributors through

print, electronic and social medial (cross-linkages between Twitter, Facebook, WhatsApp, etc.)

• Close to 100 news items since the launch of DB 100 Days Sprint• Online feedback mechanism to collect and analyze private sector

experience, the usefulness of reforms and to take corrective measures
