SEMI-AUTOMATIC ELECTRICITY METER TEST BENCH

I. SCOPE :This specification covers the supply of semiautomatic

electricity meter test bench.

II. STANDARD OF MANUAFACTURE AND TEST :The equipment shall conform to the latest edition of theappropriate IEC standards and/or other international standards.

III. DESCRIPTION :1. Function of equipment :Semiautomatic test equipment for simultaneously testing of 10

three or single phases meter . Typical accuracy on the energymeasurement of 0.05% within a continuous range. Theequipment shall be designed for an easy testing of electricitymeters. It consist of :

Fictitious and variables shift power supply.

Measuring devices of the different parametersconsidered. The measurement on each phase, of thevoltage, the current and the power, by means ofvoltmeters, amperemeters, phasemeters and the

reference standard meter. Regulation, control and protection elements.

Calculation and data acquisition system.

It permits individual or group calibration of the followingelectricity meters :

- Single or multi-phase.- Any type of active or reactive energy.- Direct connection or to measurement energy.- Induction or electronic meters.

2. Technical specification of semi-automatic electricity metertest bench :

The measuring equipment is formed of three main component :- Test bench : A metallic modular test bench or console, withthe different measuring elements and manual controlsassembled on it. Testing and control software.- Meter test rack.- Test console with built in PC.

Fictitious power supply of measuring circuits of the meters tobe tested by means of :

2.1.1. Test Voltage circuit :Three test voltage ranges :

Every range continuously adjustable in each phase, with coarse

and fine regulators. Every range is automatically selected bysoftware.- Rotator Switch for no load testing with 80 100 120% Un.- Voltage symmetrization system.- Inver sequence RST/SRT selector.- The voltage range and coupling ( delta or star ) are

automatically selected by software as a function of thedesired test.

2.1.2. Test Voltage circuit :Two current ranges : 10mA 2A, 2A 150A continuouslyadjustable in each phase, with coarse and fine regulators.- Illuminated push button to decide the testing current by a

factor of 10.- Illuminated push button to decide the testing current by a

factor of 100.- Three illuminated push button for the individually switching

on and off the test current in each phase.

-Current symmetrization system.

2.1.3. Phase Shift :Phase angle adjustment by AC motor.Phase shifter with continuous adjustment within 0

180( lagging and leading )One quick selector illuminated push button for power factorcos = 1 to cos = 0.5 ( or Sin = 1 to Sin = 0.5 ).

2.1.5. Reference standard meter :- Reference standard meter with a built in multimeter.- Built in solid state reference standard meter with a typical

accuracy of 0.05% for active energy.- Testing of following meters :

Star Wh : single phase and three phase four wire metersfor active energy.

Delta Wh : three phase three wire meters for activeenergy.

Star Varh : three phase four wire for reactive energy of thecross connected variety ( class 90 ).

Delta Varh : : three phase three wire meters for reactive

energy of the cross connected variety ( class 90, 60 orartificial neutral ).

Star Varh : single phase and three phase four wire metersfor reactive energy of the true varmetric variety (class 0 ).

Delta Varh : three phase three wire meters for reactiveenergy of the true varmetric variety (class 0 ).

2.1.6. Error calculator :This component, programmable from PC, calculates the error ofone meter by using the scanning head provided.

2.1.7. Built in PC :In charge of the control of the bench and the meter tests. Allthe measured parameters are shown on the VGA screen,allowing also an important reduction in space in the testlaboratories. The PC built in the test bench. The console also

includes a 80 column printer.

2.1.8. Safety devices :Fuses, differential breakdown and overload protection.

2.1.9. Test bench console :The testing unit is mounted in a welded steel rack with wheels.The front, rear and side panels are removable, the input andoutput connections and the grounding connector, are located

and protected at the back side.

2.2. Meter Test Rack :The meter test rack with capacity for 10 meters each. The test

rack is equipped with the following items :A scanning head capable to detect the disk mark withoutremove the meter cover, or the led of a static meters ( forthose static meters with a LED with the following characteristics: 20 milicandela, red spectrum, centered on 630 nanometers ).

The scanning head is mounted in moving supporters, designedto facilitate its displacement along the rack to test any meter.Under request, are available scanning heads for infra-redemitters.

Error calculators, for individual error display having severalfunctions :- Error calculations.- Tolerance indication system, it display will blink in order to

attract the operators attention when the error of the metersis out of the defined tolerance.

- Individual reset push button.- Also used in the starting and creeping automatic test.- LED type error display each with sign and three digits with

one decimal +/- 00.0 ( with the provided software, it ispossible to have on the screen four digits, +/- 00.00 ).

2.3. Testing and control software :The testing procedure is controlled by an easy to manage menudriven software.

The software controls practically all the task performed by thetest bench.During the execution of attest, it is possible to visualize on the

screen, all the measurements taken by the reference standardmeter and the multimeter. There are two displays showing allthe parameters measured by the standard, on the screen.Pressing a key will show the basic testing information or thegeneral testing information.

The most important functions performed by the software are :- Error calculation control ( capacity standard software up to

128 meters ).- Automatic verification of meter registers ( constant ).-

- All the results are stored in a file compatible with DBASE III.- Plotting of the error meter curve on the screen and printer.

-Capacity it test meters with different constant, at the sametime.
