    1. INTRODUCTION

    1.1 General

    Consortium PT Pelayanan Listrik Nasional Batam (PLNB) - PT. Universal Batam Energy (UBE) will

    perform the development of new 16 Subsea Gas Pipelines system along the + 13.5 km from ORF

    Pemping Island to Plant Gate of Gas Power Plant in Tanjung Uncang Batam. Which is refered toas Pipeline Section #2. For a long offshore pipeline approximately 12, 5 km and 1 km for the

    onshore. As for the pipeline section # 1 will be constructed by PT Premier Indonesia as Gas Seller

    which this pipe will be built with Hot Tapping sistem of WNTS existing line heading to ORF facilities

    on the Pemping Island.

    The first time this pipeline will transport the gas 40 MMSCFD respectively owned by PT PLNB and

    PT UBE and will increased to 55 MMSCFD within 6 years after the first commercial date accordance

    with Gas Sales Aggrement (GSA GSA # 3 and # 4). The Gas pipeline system is designed with

    pressure 550-710 Psig at a received point with a gas maximum flow capacity 125 MMSCFD to meet

    transportation needs in the future. The both parties will use any volume of this gas for its own interest

    to drive the new gas turbine power plant, to be built in Tanjung Uncang Batam with an installed

    capacity approximately 210 MW.

    Location of the pipeline and associated facilities are illustrated in Figure 1-1 below:

    1.2 Scope

    This Specification defines the minimum requirements for the design, materials, manufacture,

    inspection,testing, surface preparation, coating,and delivery of PigTraps (Launcher and Receiver)

    for 16 Subsea Gas Pipelines System along 13.5 km from ORF Pemping Island to Plant Gate of

    Power Plant in Tanjung Uncang - Batam.Anydeviation from this Specificationshallbe approved,in

    writing,by COMPANY

    1.3 Manufacturer Responbility

    TheVendor/Manufacturer shall beresponsible for design,supply, manufacture, inspection,testing,

    painting, export protection and deliveryof pig trap (launchers/receivers) in accordance with this

    specification,referenced codes, standards and projectDatasheets,specificationsand drawings.

    3. DESIGN& MANUFACTURERREQUIREMENT

    3.1 General

    3.1.1 Pig traps are requiredfor usein steel pipelines andconsidered withinthe scope of the

    transportationpipeline code, SNI3474:2009/ASME B31.8.3.1.2 The Vendor/Manufacturer is responsible for design calculations for all pressure and

    structural parts of the equipment, for ensuring that theequipment design isadequate to

    withstand allinternalandexternal loads, and formeetingthe relevant coderequirementsfor

    design,fabrication, examination,testingand certification.

    3.1.3 Corrosion allowance shall be as specified in the Purchase Order or in datasheet and

    drawing attachedtothePurchaseOrder.

    3.1.4 Additionalthickness shall beprovidedforthe corrosionallowance specifiedin

    thePig Launcher and Pig Receiver Datasheet.

    3.1.5 The overall dimensions for pigtraps shallbein accordance with thedrawing specified inthe

    PurchaseOrder, orthe design drawing attached to thePurchaseOrder.

    3.1.6 Pig signalers,installation,start-up and commissioning,and bolting and gasketfor nozzle donot formpartofthis specification, andwill be supplied by others.

    3.1 Materials

    3.2.1 Materialofconstructionshall beinaccordance with materials as specified on theEquipmentData sheets.

    3.2.2 Materials of construction ofthe shellsshallbeidentifiedwith the applicable API Spec 5L

    PSL2,including materialgrade.

    3.2.3 All materials for pressure parts and weldedattachments to pressure partsshall havefull

    chemicalanalysis andmechanical test certificationtoBSEN10204:2004 type 3.1or ISO

    10474 type3.1B.3.2.4 Allcarbonsteels shall be normalisedand fully killed and,unlessotherwiseagreed, be made

    to fine grainpractice.3.2.5 Themaximumcarbonequivalent(CEQ)refers to APISpec 5L-PSL2 shallbe0.43% based

    on theformula:

    The carboncontent shallnot exceed 0.23%forforging. Thebasematerialand welds shall

    have amaximal hardness of 325HV 10. Base metalhardnessreading shall be madein

    accordance with ASTME920n each heat at 5 random locations. The actual yield

    tostrength ratio shall not exceed 0.9.

    3.2.6 Materials supplied by Vendor/Manufacturerfor piping elements or structural attachments

    shall conform to the requirements of the applicable code and shall be traceable to mill

    certificates.Material selectionmay be further limited in this specificationor inthePurchase

    Order.

    3.2.7 Should anymaterials proveunsatisfactory during fabricationthey shallberejectednot with

    standing any previous certification ofsatisfactory examination ortests.

    3.3 Barrel

    3.3.1 The internaldiameterof the minor barrel should be the same as that of themain line.

    However, transitions inthe internal diameter dueto wallthickness variations greaterthan

    0.095-inch(2.4mm) shall be tapered toa maximum angle of 14 to the pipe allow the

    smooth passage ofa pig.

    3.3.2 Pigtrapshould bedesigned forthelongestpig that willbeused(usually anintelligentpig)

    plus amarginof 10%.Dimensionsforpig traps designedfor intelligentpigs are shownin

    Appendix A.

    3.3.3 Thereducerbetween themajorandminor barrelshallbe eccentric withthebottomofthe

    entire barrel at the same level. For horizontal pig traps the barrel may be sloped

    (typicall1:100) down towards the end closure to improve draining of liquids fromthe barrel.3.3.4 Blindflanges areto be providedfor each nozzle (exceptthe end closure). Blind flanges

    should beof the samerating as theflanges.

    3.4 End Closure

    3.4.1 The pigtrap shallbe equipped withaquick opening closure,designedto allow one man

    operationfor both opening and closing,witha pressureinterlockto prevent opening of the

    doorwhilethe barrel is pressurized.

    3.4.2 The end closure shallconsist ofthe following components:

    A removable door, which provides full-bore access when open, and terminates andseals the bore when closed.

    A welding end hub,for joiningtothemajor barrelof a pigtrap.The material usedfor thewelding end hub shallbe compatible withthe major barrelmaterial,as providedinthedata sheet.

    A closure handling device,suitable tolift,hinge or swingthe door. Whenthe handlingdevice is attached tothe closure, it shall be attached to the welding hub, not to themajorbarrelof the pig trap

    Ring seals forpressure containment (see 3.4.9).

    Two safetydevicestoprevent inadvertent opening of the closure beforethe pig trap is

    depressurized (see 3.4.7&3.4.8).

    3.4.3 Quick opening closures shallconformto the general requirements ofASMEVIII Div.1,Sec.

    UG-35.Attention shall bedrawn tothe requirement for afail-safedesignof the opening

    mechanism; specifically,the failureofanypart of the opening mechanismshall leave the

    closureclosed rather than open.

    3.4.5 Thedesignofquick opening closures shall besuitablefor permanentlocation inanopen

    environment.

    3.4.6 Quickopening closure with exposedscrew expanders orcaptiveratchetbraces shall notbe

    used.Screwtypequick openingclosures that have novisible means of identifying if the

    closureispositively closedpriorto pressurizationshall not beused.

    3.4.8 An interlocking system between various valves and the end closure door operating

    mechanism may be considered to protect personnel and equipment depending on the

    service,trap locationand the planned piggingfrequency.The necessity for interlockingshall

    bedecidedby the Principal. Interlocksystem featuresmaybe micro-processorsolid-state

    type logic,mechanicalkey systems or relay-based.

    3.4.9 The activationofthe seals shall be suchthatthefluidwithinthe trapis containedat any

    pressure between1 bar(abs) andthepig trapdesign pressure.Elastomeric materialsfor

    ring seals shallresist explosive decompressionandshallbe suitableforlong-termexposure

    to the transported fluid at the design pressure andtemperature conditions. The cross

    section of the seals shall notexceed 7-mm in diameter fordesign pressureof 150 bar and

    above.

    3.5 Branch,FittingandFlange

    3.5.1 Fullreinforcements shallbeprovided on all branch connections.

    3.5.2 Branchconnections shalleitherbe welded,forged or extruded.Reinforcing pads required by

    the specifiedcode shall befully welded andshall be provided with a vent hole.The vent

    hole shall be tappedwith a 3mm to 6mm pipe thread.Thetapped hole shallbefilled with

    heavy grease.

    3.5.3 All flanges shall be asperASME B16.5.

    3.5.4 All flanges shall have the same bore asthepipe.

    3.5.5 All flangesand branchfittings shall beforged carbonsteel fittings with the same specified

    yieldstrength asthepipe.

    3.6 Supports

    3.6.1 Thepigtraps shallbe provided withsaddle supports.Permanentsaddles shallbeusedtosupport and restrain pig traps and these shall bedesigned to carry the weight ofthe pig trapssystemfilledwith watertogetherwiththe weightof the pigs.

    3.6.2 Structuralsteelusedfornon-pressure containingparts shallbe equivalent toASTM A285orbetter.

    3.6.3 The supportsunder the barrelshall be ofthe sliding type to compensateforexpansionof the unrestrainedpartofthe pipeline.

    3.6.4 Other supports may be fixed if design calculations indicate that sufficient flexibilityis incorporated in the pipework to compensate for any possible axial and transversemovements.

    3.6.5 Supports may need to be electricallyisolatedwhere isolating joints arenot used.3.6.6 Supports should be positioned such that the pig trap valves can be removed

    for maintenance orreplacement withoutremovalof thebarrel.

    3.7 Fabrication

    3.7.1 Fabrication of pig trap shall be in accordance with the applicable design code (SNI

    3474:2009/B31.8) andstated inthis specification.

    3.7.2 Allwelding procedures, qualificationofwelders and welding procedurequalifications, design

    and preparation of joints, inspection and testing, standards of acceptability of welding,

    repairs and radiography shall be fullyinaccordance withAPI Std.1104orASME BPV Sec.

    V andASME BPVSec.IX, and shallbedocumented before fabricationcommences.

    3.7.3 Single-welded butt joints are permitted for circumferential joints and shall be 100%

    radiographically tested. Vendor/Manufacturer shall provide ultrasonic tests where

    radiography produces questionable results. In the event that welds performed on any

    forging cannot be100% radiographed, 100%UTorwetMTshallbeutilised.

    3.7.4 UT is required onthe shell materialwhere locally reinforced fittings areto be welded.Prior

    towelding allweldends are also tobe checked usingultrasonic inspection.

    3.7.5 The WeldingProcedureSpecification (WPS) shall be submitted to COMPANYforapproval

    and welding shall not proceed untilwrittenapproval of the welding procedure specification

    has been received.

    3.7.6 Temporary, permanent orconsumable backing strips shall notbeusedfor any weld whether

    longitudinalorcircumferential.

    3.7.7 Peening ofwelds shallnot be permitted.

    3.7.8 Welds attachingnon-pressureparts suchas pipe support clips andlugstothe surfaceofpig

    trap barrelshall be examinedonall exposed surfaces by Magnetic Particle (MPI) or Dye

    Penetrant (DP) methodinaccordance with therequirements ofcodes and standards.

    3.7.9 All butt welded joints shall befullyradiographed(100% radiography) afterpostweld heat

    treated (PWHT). Completed weld shallalso undergo100% MagneticParticle Inspection or

    DyePenetrant checkinallcases prior toradiography.

    3.7.10 The wrapper plate to which saddle supports are attached shall be examined by both

    Ultrasonic andDyePenetrant testing afterPWHT.

    3.7.11 The pig traps shall be post weld heat treated (PWHT) when specified on the design

    Datasheet or as required by codes and standard. The PWHTshall be performed in

    accordance with the codes andstandards.The detailed heat-treatment procedure shallbe

    submitted for COMPANY approval.

    3.7.12 Heat treatment must be carried outafter completing allformingand welding and before final

    NOT.Weldingmay becarried out afterPWHTonly whencomponents will bedamagedby

    heat suchas valves andclosure seals.In this case,localisedPWHTmay be carried outon

    the finalwelds,giving due attention to the protection of the componentsatrisk.

    3.8 Surface PreparationandCoating

    3.8.1 Aftercompletionoffabrication andtesting,the vessels shall bethoroughly drainedofwater

    3.8.3 Weld spatter and remains of temporary welds, deposits or surface defects shall be

    eliminated by appropriate means;removalby deepgrindingis subject tothe approvalofthe

    COMPANY.

    3.8.4 The pig traps shallbepaintedwithprimeronly.All bare surfaces shall be coated withtwo

    coats ofalkyd primer. Either the first or second coatshall be tinted with 1 or 2%ofblack

    alkyd enamel to ensure that the two fullcoatsare applied. Bothprimercoats must be

    applied by brushing and must be well worked into the surface. The minimum dry film

    thickness ofeachprime coat shallbe40microns.

    3.8.5 Final coats shall be applied by Vendor/Manufacturer. Primershall be applied following

    satisfactory completionofshoptesting andall functional tests.

    3.9 EquipmentTagging

    3.9.1 All equipment, sub-assemblies and select componentsmust be tagged. Generally the

    COMPANYwill allocate equipment and component tagsduring detailed design. Inthe

    eventthat theVendor/Manufacturer hasthe detailed design of apackagewithinhisscope,

    tagging inaccordancewith the procedure shall be proposedbythe Vendor/Manufacturer

    andapproved by the COMPANY to ensureproject consistencyto avoidduplications.

    3.9.2 All documents and drawings produced by the Vendor/Manufacturer applicable to the

    equipmentbeing supplied shall includeproject-specific equipment tags.

    3.9.3 All items supplied must be identified by means of a nameplate, tag engraving, hard

    stamping or any other indelible method. Paintingis not considered sufficientlylasting.

    3.9.4 All nameplates shallbe of a non-corroding material(such asSS316L) and shallbe fixed to

    the item by amethod that precludesunauthorised casual removal.

    3.9.5 Each piece ofequipment having a nameplate as specified bythepurchase orderand/or

    Equipment Datasheet shall have the nameplate permanently protected during welding,

    painting and shipping. The followinginformationshallbe stamped onthe nameplate.

    4. INSPECTION ANDTESTING REQUIREMENT

    General

    4.1.1 Inspection shall be performed before coating or paint is applied4.1.2 All components shall be visualy examined in accordance with ASME div.1, part UG 93.

    4.1.3 Forthe end closure, allmating elements and flangesmachined surface, door hinge,hinge

    attachments andlocking mechanisms shall be subject to magneticparticleinspections. Any

    defect shallconstitute a basis for rejection.

    4.1.4 Third PartyInspectionis required forwitnessing and certification fornon-destructive and

    Other testing and examination.

    4.1.5 The COMPANYreserves theright to inspectmaterial,manufacturing process, testing etc.

    Such inspection does notrelievethe Vendor/Manufacturerof the responsibility of suitable

    design and workmanship.

    4.1.6 Vendor/Manufacturer shallsubmittoCOMPANY a detailedInspectionandTest Plan(ITP)

    for approvalwithscheduled activities and acceptance criteria,before startofmanufacturing.

    4.1.7 Access shallbemade available to the COMPANYsrepresentative at any timeduring the

    manufacture of the equipment and packages. For all witnessed tests the

    Vendor/Manufacturer shallgivethe COMPANY the agreednotice period.

    4.1.8 All NDT including radiographic, ultrasonic, magnetic particle or liquid penetrant

    examinations shallbe performed before andafter Post WeldHeatTreatment(PWHT).

    4.1.9 NDTshall be conductedasfollows:

    UTshallbein accordance with ASME BPV Sec.V,Articles 5&23;

    X- Ray shallbeinaccordance withASME BPVSec.V,Articles 2 & 22; and

    MTshall bethe wet methodand in accordance withASME BPVSec.V,Article 7&25.

    4.1.10 Results shall be reviewed, interpreted, and evaluated in accordance with the following

    criteria :

    X-ray : ASME BPV Sec VII Div. 1, Section UW51;

    MT : ASME BPV Sec. VIII. 1, Appendix 6;

    UT : Forwelds, ASME BPV Sec. VIII Div. 1, Appendix 12 ;and

    UT : For Forging, ASME Sec. VIII Div. 2, Section. AM203.2 (c)

    4.1.11 Alloperators,including for DyePenetrant orMagneticParticleInspection,mustbequalified

    to SNT-TC-1Alevel,as a minimum.

    4.1.12 Any manufactured part,which doesnotcomply with the requirements, oranymaterialwhich

    shows defectduringinspection, willberejected. In such event,Vendor/Manufacturerwillbe

    notified in writing.

    4.1.13 No goods shallbe packed, sealedordispatched priorto receipt ofa writtenrelease note by

    the COMPANY or his appointedagent.

    4.2 Hydrostatic Pressure Test

    4.2.1 Allequipmentshall be shophydrostaticallytestedinaccordance to coderequirements(Ref.

    ASME BPV Sec.VIII Div. 1) based onthe maximum allowable working pressure.

    4.2.2 Hydrostaticpressuretests shallbe carried out by Vendor/Manufacturer at a testpressure

    basedon a fiber stress of90%of the specified minimumyield strength(SMYS)intheshell

    orat theapplicable test pressure listed in ASME B16.5, whichever is thelower.

    4.2.3 Thetemperature of the pig traps materialandtestliquid shallnot beless than 50Fduringthe hydrostatic test.

    4.2.4 Freshwatershall beusedfor all testing. Forequipment ofstainless steelconstruction, or of

    partly stainless steel construction, the test fluid shall not contain more than 30 ppm

    chlorides.

    4.2.5 Pressure testing is to be conductedusing calibratedtest gauges.Test pressures shall be

    held a minimum of 4hours.

    4.2.6 As soon as possible aftercompletion of thehydrotest, allequipment shall be drained, and

    dried throughout. Stainless steel equipment prior to drying shall be rinsedout withwater

    containing less than 5ppm chlorides.

    4.2.7 All reinforcing pads,doubler plates andwrapperplates shall be pneumatically tested at a

    minimumpressure of 1bar,using soap solution,before stressrelief and/or hydrotest.

    4.2.8 All tests are to be carried out in the presence of the COMPANYs inspector and/or

    representative.

    4.3 Surface Preparation

    4.3.1 After acceptance of hydrostatic test, all external surface shall be prepared and

    prime coated. The vendor proposed method of surface preparation shall be approved

    by theCOMPANY.

    4.4 Weight and Dimensional Control

    4.4.1 A Weight / Centre of Gravity (COG) Datasheetshall besubmitted withthe quotation for

    each package,detailingthepackage weight, dimensionalenvelope and coordinates of the

    COG in relationto the package envelope. At the quotation stage,the requiredaccuracyfor

    the weightshall be+/- 10%, and+/-5% forthelengthparameters.

    4.4.2 TheDatasheetshallbe periodically re-issuedduringthe course of designandfabricationto

    assist ongoing platform design verification with closer tolerances.A final "as-built" issue

    shallbe basedonactualmeasurements carried outinthe shop of thecompleted equipment.

    5. PACKING AND PREPARATION FOR SHIPMENT

    5.1 Genera l5.1.1 Cleaning, packing,shipping and storage requirements shall be subject to the

    COMPANY approval.

    5.1.2 No pig traps section shall be released for shipment without the COMPANY prior

    written authorisation.

    5.2 Packing

    5.2.1 The package and protection of equipment shall be suitable for inland and/or

    seatransportation and for a storage period as defined in the project. Supply shall

    include complete export boxing packingincompliance with this requirement.

    5.2.2 Allequipment andpipinglikelyto vibrateduringtransportation shall be properlybraced to

    preventdamage.

    5.2.3 Desiccantbags shall belocatedin allcapacities to preventbuilt-up ofcondensation and

    warningnoticesshallbeattached.

    6. MANUFACTURERSDOCUMENTATION

    6.1 Language and FormatofDocument

    6.1.1 TheManufacturersdocumentationshallbe:

    Identifiedasrequiredin the contract;

    InEnglish language;andIn S.1.units (exceptdiameterof nozzles and flanges whichshall beinnominal inchsize

    6.2 VendorData Requirement List (VDLR)

    6.2.1 Following documents shallbe furnishedas aminimum requirement:

    (a) Three copies of the certified mill test report showing the chemical and physicalproperties foreach item of materialfurnished bythe Vendor/Manufacturershall beprovidedforCOMPANYs approval.

    (b) A report of resultsobtainedfrom MT and X-ray ofwelds indicating alldefects wereidentified andthe disposition ofall repairs shallbeprovided.All original radiographsshallbe availableto the COMPANY for review uponrequest.

    (c) Weldidentification drawings of thefabrication andthe weldnumber foreachweld.(d) A certifiedcopyof all hydrostatictest charts shall be provided.

    (e) Two yearsrecommendedspare partslist.(f) Installation,Operation,and Maintenanceinstructions/manuals coveringend closure,

    andotherequipment supplied in thepig traps packages.

    (g) Assemblydrawings withcorrespondingkeyedpartslists of allequipmentsuppliedinthe pig traps packages.

    6.3 DocumentReview

    6.3.1 Consistentwiththeinitiative to minimize documentation,only documents listed in the

    VORLwillberequired for review and approval by COMPANY.

    6.3.2 The Vendor/Manufacturer shall check and verify the completeness of the Vendor

    DataRequirement List (SDRL) proposed and highlight any discrepancy or missing

    required documents. In addition, the Vendor/Manufacturer shall complete and confirm

    7. QUALITYASSURANCE AND QUALITY CONTROL

    7.1.1 Vendor/Manufacturershallestablishand maintain aquality assurance systeminaccordance

    with ISO9001:2000oran approved equivalent. The COMPANY shall have the right to

    undertake such audits as he deems necessary to assess the effectiveness of the

    Vendors/Manufacturersquality system.

    7.1.2 A project-specific, draft Quality Planshallbe submittedby the Vendor/Manufacturer withthe

    bid.Thecontents andformat must be agreed withthe COMPANY, priorto order placement.

    A detailed, firmInspection and TestingPlan (ITP) must be submittedwiththe QualityPlan.
