SPAIN: HOST COUNTRY Benefits and services to be provided during the Reception and Shelter

period

The Ministry of Employment and Social Security is responsible for the Reception and Integration Program for applicants and beneficiaries of International protection.

The maximum duration of the integration process is 2 years.

During the integration period, the Ministry of Employment and Social Security itself, or throughout the NGOs that collaborate in the Spanish integration program for asylum seekers and refugees by receiving financial support from the Ministry , will provide assistance to the beneficiaries, according the program.

SPAIN: HOST COUNTRY

The refugee locations will be selected on the basis of refugees profiles and places available in Centers.

Refugees can move freely all over the country but they will only receive assistance in the place assigned by the Government in the program.

Refugees will be authorized to live and work in Spain but not in other European countries.

THE INTEGRATION PROGRAM

PHASE I – LIVING IN A RECEPTION CENTER

Objective of the Reception Center: To provide the new-comers with the opportunity to adjust life in Spain before living independently in the community.Centers can be run directly by the Ministry of Employment and Social Security or by NGO's financed by the Ministry.

Different capacity: small, medium or large (maximum for 120 people) centers. Maximum: 4 people per room Location: All around the country

PHASE I – LIVING IN A RECEPTION CENTER

Services provided in a Reception Center:

•Cultural information and language training: Resettled refugees are expected to complete a language and training

programAn adequate language level and skills will facilitate the participation

in vocational training courses and the access to employment opportunities

•Refugees are assisted to find work in accordance with their skills

PHASE II: LIVING INDEPENDENTLY

Objective of this phase: Living independently in the host community. Financial assistance for renting a house and living expenses.

The program has fixed amounts dependent on the composition of the group (family group or people living together)Location: In the municipality fixed in the individual integration pathway.

PHASE III – LOOKING FOR AUTONOMY

Objective of this phase: Complete the pathway of integration that has developed over the previous two phases, taking into account the provision of specific aids in particularly vulnerable situations.

Based on their individual needs, refugees can apply for the extension of the financial assistance received during Phase II, which will be approved for refugees in exceptional circumstances.

SERVICES PROVIDED WHILE LIVING IN SPAIN

Social advising and benefits, Psychological advising, Vocational training,Health care: Refugees are eligible for free health care in the same conditions as Spanish citizens,Schooling for children: It's a free service provided by the Government. It's mandatory from 6 to 16 years old.

Participants in the Program enjoy a series of Rights and take on a series of Duties and

Obligations, which they voluntarily accept.

RIGHTS RELATED TO THE INTEGRATION PROGRAM

To receive guidance and advice about the training pathway to be followed in their social and occupational integration process.

To participate in the design and subsequent implementation of the planned itinerary for social and occupational integration.

To be received and listened to (adequately) by this Agency's professional of reference regarding any doubts or queries that they may have, as well as to receive from the Agency's professionals and services whatever guidance they may need.

DUTIES AND OBLIGATIONS RELATED TO THE INTEGRATION PROGRAM

Comply with the requirements regarding the provision of documentary support for the financial benefits received

Become actively involved in implementing the planned itinerary for integration

Interact, adequately and in a collaborative spirit, with the team of experts responsible for the Program.

Inform of any changes arising with regard to financial situation (any type of income).

Comply with the rules for coexistence and respect established in the Program.

CAUSES FOR LEAVING THE PROGRAM

Ending of Phase IIIVoluntary leaveNon-compliance with obligations described below may lead to losing

the financial aid that the beneficiary is receiving and, as a result, the beneficiary should be formally removed from the project:

1. The existence of admonitions / warnings and/or sanctions due to inadequate behavior, such as: breach of rules and commitments, disrespect, etc.,

2. Reception by the beneficiary of other financial aid or benefits for the same purpose, granted by other public or private agencies or organizations,

3. Omission of relevant information linked to the social and occupational integration process, which may lead to revising the participant's status in the project,

4. Lack of participation in achieving the goals designed for the participant's social and occupational integration pathway,

5. Not using the financial aid received for the purpose and items for which it was granted.

Spain is a democratic country shaped in a Constitutional Monarchy, with a hereditary Monarch, Juan Carlos I of Spain, and a Parliament.

The registered population in Spain amounts to 47.150.819 citizens

Although in Spain there is religious freedom, the major religion is Catholic.

Men and women are entirely equal in rights and duties, and both are able to work in any sector or position.

This system is sustained thanks to the payment of taxes and provides, among other benefits, healthcare, education and also covers this Integration Program.

FAMILY DUTIES

In the matrimony, the husband and wife have the same rights and obligations and none of them can act on behalf the other one if there is no previous consent.

Paternal authority is carried out together by the father and mother, always regarding their under 16 year old children or handicapped. To disregard of a child by the parents constitutes an offense which is

punished.

All children in Spain, whether Spanish or foreigners, must go to school from 6 to 16 years old. If their parents don’t obey this compulsory norm, the consequences can be very serious.

FAMILY DUTIES

PUNIBLE BEHAVIORS REGARDING FAMILY: Spanish penal code includes all the crimes for which a person may be punished by imprisonment. Among others includes:Polygamy: It is specifically forbidden in Spanish legislation to have more than one husband or wife, and to get married again before the previous marriage has not terminated.Child abuse: Abuse or ill treating a boy or girl constitutes criminal behavior that any person can report in order to punish the aggressor and protect and rehabilitate the abused child.Domestic violence: The situation of domestic violence is that in which a person, generally a woman, is for example physically attacked by her partner, or ridiculed by him and her opinions rejected and/or deprived of basic economic means. Practice of genital organ mutilation: This crime is typified as a crime penalized by 6 to 12 years of prison.

CUSTOMS AND MANNERS

Punctuality is very important in Spain, although is it acceptable to be 5 minutes late to an appointment.

Is totally unacceptable not to show up to an appointment, specially if is a job interview, in that case is very probable

to miss the opportunity of getting the job.

In Spain the cars drive on the right. It is also common for people, both walking the streets as using stairs in public places, walk on the right side.

There are many situations in which every one must wait for his or her turn, for instance, many administrative procedures require to

be waiting on a queue for some time. In such cases, to jump the queue is considered very rude.

CUSTOMS AND MANNERS II

When someone talks to you, the right thing is to look straight in the eye. The opposite is seen as disrespectful.

It is very common to touch the arm or the hand of a person, whether men or women, for example a worker of a shelter

centre, this is regarded as a sign of confidence and hospitality.

Normally Spanish people use a fairly high voice, however, it doesn’t mean they are upset, is just the usual speaking.

The most common form of greeting in Spain is with a handshake, but is also very common among people who already know each other,

mostly among women, to give two kisses on the cheeks, first right and then left.

GEOGRAPHY

With an area of 504.030 square

kilometers, it is the fourth largest

country in Europe after Russia, Ukraine

and France.

Landscapes are extremely varied,

some almost desert-like, others green and fertile, and of course

there are the long coasts.

Spain is a member state of the European Union located in southwestern Europe.

CLIMATE

Mountains: Very cold in winter, with heavy snowfalls . Mild temperature in summer.

South-eastern part of Spain: It is very hot in summer and very dry.

Centre of Spain: Low temperatures in winter, quite hot in

summer.

Northern coast of Spain: Mild

temperatures during all year. This is the wettest part of the

country

Eastern and southern coast of Spain: Mild

temperatures on average, not much cold in winter and warm in

summer.

ECONOMY: MAIN FACTS

Spain is one of the most affected European countries by global economic crisis. Indeed, the unemployment rate is the highest all over Europe, exceeding 21% of the active population.

Tourism, domestic service, care of ill people or elderly and shop assistant, are the services most demanded.

Currently the service sector accounts for the main income of Spain’s total production.

GASTRONOMY

The Spanish gastronomy is amazingly varied, it changes by region dramatically.

Spain's culinary traditions rely on an abundance of locally grown vegetables and fruits as well as meats and poultry. Cured ham, seasoned sausage, and many other pork products are well-liked.
