Information contained in these slides is based upon current plans and the draft RFP, and is subject to change prior to release of the final RFP. Nothing said here today should be construed as a revision unless subsequently confirmed in the final RFP.

NASA may award a contract based solely on the initial offers received, without discussion of such offers. The initial proposals to the Government should contain the most favorable terms from a price and technical standpoint

FFP Core Maintenance is divided into four distinct zones ARC, MSP and MUA have a base period of three years and

seven one year options MFA has a base period of three years and no options since

core maintenance functions will cease to be performed by NASA at that time

The IDIQ portions has a base year of three years and 7 one year options with a minimum order quantity of $3 Million

The CPFF portion has a one year base with 9 one year options and an estimated total hours of 15,000 per year.

IDIQ PRICING SCHEDULE (IDIQPS)

• IDIQ Pricing Schedules– Goal: develop an evaluation approach that reflects the quantity

of IDIQ work anticipated and establish unit prices for labor and identify how the prime is going to mark up labor and material costs for the prime and subs during task order execution

– There will be ten sets of IDIQ schedules, one for each contract year

COST PLUS FIXED FEE (CPFF)

• CPFF Cost Exhibits – Draft RFP includes exhibits 1-10 to capture Cost information

related to costs, fees, labor, materials, staffing and indirect rates associated with the environmental and emergency support work that will be done on a cost plus fixed fee (CPFF) basis

– Also, as part of the Business Proposal Volume, the Offeror shall provide a description of its accounting system. Award of a cost-reimbursement type contract requires an accounting system capable of accurately collecting, segregating, and recording cost by contract.
