FROM: David Lasic, Chief of Staff PRESENTER(S) & PRESENTATION TIME:David Lasic, Chief of StaffIrene Payne, Chief Communications and Community Engagement OfficerGina Session, Civil Rights Compliance Director DATE REPORT WRITTEN: July 19, 2016 SUMMARY: Staff is proposing the revision of Board Policy 1160, Communications, Community Relations and Public Engagement, toinclude language related to accessibility to the District’s activities, programs and services. Such accessibility includes individuals withdisabilities and limited English proficiency. Additionally, language surrounding student participation has been revised to remove reference to the Student Advisory Board, whichis included in a separate policy. ADDITIONAL BACKGROUND INFORMATION:This is the first step in the policy approval process. Following initial review and discussion, the Board Policy Committee mayrecommend the policy move forward to a Regular Meeting of the Board of Trustees for discussion and preliminary approval. Uponpreliminary approval, the policy shall be posted to the District’s website for review by staff and the community. Following themandatory 15-day public review period, the policy will be placed on a future agenda for final approval. PREVIOUS BOARD ACTION: July 29, 2014 – This policy was last reviewed by the Board of Trustees. ATTACHMENTS:Attachment A – Draft of Board Policy 1160, Communications, Community Relations and Public EngagementAttachment B – Current Version of Board Policy 1160, Communications, Community Relations and Public Engagement STRATEGIC PLAN: This agenda item supports Goal 4, “To establish a system that is effective, efficient, transparent, andaccountable by using meaningful structures and processes” of Envision WCSD 2020. BOARD POLICY 1160

COMMUNICATIONS, COMMUNITY RELATIONS AND PUBLIC ENGAGEMENT

PURPOSE

The Board of Trustees, which acts as an agent of the people of Washoe County, recognizes the need of a planned, systematic and effective two-way process of communication with all employees, parents/guardians, students and the community. In discharging this obligation, all techniques and media shall be selectively utilized to communicate information relating to the plans, programs, challenges and operations of the Washoe County School District (“District”). In addition, plans shall be implemented to actively engage the District’s internal and external audiences, and whenever

appropriate, to involve them in the decision-making process and to seek their input.

POLICY

1. An atmosphere shall be maintained which makes two-way communication betweenthe Board, administration, faculty and staff, parents/guardians, students, and thecommunity a vital force in the continuing improvement of the Washoe CountySchool District. Definite steps shall be taken to maintain effective and authenticcommunications within the District, fostering an atmosphere of mutual purpose.

2. The Board of Trustees, Superintendent, and District faculty and staff shall makeevery effort to promote an authentic spirit of cooperation between the District,other local governments, and the community and encourage the sharing ofresponsibility for the quality of education. Each employee of the Washoe CountySchool District has a responsibility for improving communications between the

schools and the community.

3. Board of Trustees

a. The Board of Trustees encourages attendance by all members of thecommunity at Board meetings of the Board of Trustees and theircommittees. Opportunities for public comment shall be available at all such

publicly posted meetings.

b. The District complies with Nevada’s Open Meeting Law, to include public

posting of such meetings.

a. The Board of Trustees encourages parents/guardians to become actively involved in the Board’s work, to monitor progress in implementing the District’s strategic plan and to improve communications with parents/guardians. The District’s Council on Family Engagement was established by the Board of Trustees as a means to seek the input of

families.

b. The District encourages the establishment of parent-teacher groups at each

school to promote parental involvement in school activities.

5. Students

a. The Board of Trustees values the input of students throughout the District and encourages student involvement. Structures will be implemented and maintained to integrate and solicit the opinions and advice of students in order to strengthen the learning environment. the District’s students and has created a Student Advisory Board to encourage student involvement. The Board of Trustees and Student Advisory Board meet regularly to discuss issues of importance to the students. The Student Advisory Board is comprised of representatives from each high school, one of whom is designated annually as a non-voting member of the Board of Trustees.

6. Community Engagement

a. The District shall maintain channels of communication so that all segments of the community are informed of policies, programs, and goals of the District. To achieve these goals, working with, and supported by, District staff, principals will be encouraged to assume a leadership role in coordinating community groups to make their schools the center of neighborhood life. In concert, the District shall endeavor to involve the total

community in all facets of the District’s operations.

b. A continuing effort shall be made to obtain input from the community about the District, its schools and programs. The District values constructive suggestions regarding its operations, policies and procedures. Some of the ways this input will be obtained include, but are not limited to, town hall

meetings, surveys, and social media.

c. Because business and industry rely upon the public schools to prepare young people for responsible positions in the business community, the District shall maintain communication and cooperation with representatives of the business and industry communities. This includes, but is not limited to, the District’s high school signature academies and various internship and

work experience opportunities.

d. The Board, central administration, and individual schools shall maintain a cooperative working relationship with service agencies in the community committed to the welfare of young people to ensure that individual needs of students are met. The District is committed to partnering with those agencies to reach and provide service to the underserved populations in

Washoe County.

7. Access to Programs, Services and Activities

d.a. The District shall take appropriate steps to ensure that communications with applicants, participants, and members of the public with limited English proficiency and/or disabilities are as effective as

communications with others.

e. The District shall make reasonable modifications in policies, practices, or procedures when the modifications are necessary to avoid discrimination unless the District can demonstrate that making the modifications would fundamentally alter the nature of the service, program, or activity.

DESIRED OUTCOMES

1. Through this policy the District seeks to:

REVIEW AND REPORTING

2. Administrative regulations, and/or other associated documents, will be developed

as necessary to implement this policy.

3. An annual strategic communications and community engagement plan shall be

reviewed by the Board of Trustees.

Such distribution, in certain cases, could be a violation of the District's administrative regulation related to ethicalstandards. As a result, the policy has been revised to indicate that District resources may only be used for such distribution inaccordance with the standard approval process and when such materials are for legitimate District and/or educational purposes. ADDITIONAL BACKGROUND INFORMATION:This is the first step in the policy approval process. Following initial review and discussion, the Board Policy Committee mayrecommend the policy move forward to a Regular Meeting of the Board of Trustees for discussion and preliminary approval. BOARD POLICY 1140

DISTRIBUTION AND DISPLAY OF INFORMATIONAL AND NON-SCHOOL

MATERIALS

PURPOSE

The Board of Trustees has adopted this policy to ensure consistency throughout the system so that all stakeholders seeking the distribution and display of informational materials (commonly referred to as ‘flyers’ which can be either printed or electronic material) and non-school materials are treated equally; for improved management of the process so that disruptions to the school day for students, faculty and staff are minimized; and to provide students, parents/guardians, and faculty and staff with access to

community information materials.

POLICY

1. Information related to student-, school-, or District-sponsored activities may bedistributed to students, or through students to parents/guardians, to

parents/guardians, or to faculty and staff, or to the community.

2. Information from a commercial establishment, private business or corporation,and/or notices or announcements of special events sponsored by non-schoolgroups, may be distributed through District channels provided said material has aclear educational purpose and is consistent with the District’s curricular andinstructional objectives. All such materials must be approved by the District’sCommunications and Community Engagement Office and, if approved, include theDistrict’s disclaimer. (See 11. below) Such distribution includes the use of the

District’s electronic mail system.

i. Administrative Regulation 4111.4, Ethical Standards, which states in part that no District employee may use his/her position in the District “to get or give unwarranted privileges, preferences, exemptions or advantages for himself/herself or any member of his/her household, any business entity in which s/he has a financial interest or to any

other person;” and,

ii. Administrative Procedure IT-P015, Employee Use of WCSD E-Mail, which states that the District “provides its computer system and access to e-mail for legitimate District business and educational purposes only;” and “using the system for commercial purposes or for private gain is not permitted. Advertising a private business,

whether yours or another’s, is prohibited.”

7. Political Signage

a. Any signage that is displayed on District property that is, or becomes, political in nature must be removed or covered. Political signage is defined as any sign indicating support for an individual candidate, ballot question, or political matter, or reasonably resembling any signage of that nature as

determined by the District.

8. Approval Process

a. Requests for approval to post or distribute materials from non-school groups, individuals or organizations must be submitted to the Office of Communications and Community Engagement for approval. Non-school groups, individuals or organizations will not be permitted to distribute materials directly to students without receiving approval from the Office of

Communications and Community Engagement.

b. All informational and non-school material that is not sponsored by the District must include the District’s disclaimer as stated below. The disclaimer is a reminder that neither the District/school or the Board of Trustees is endorsing, approving, or sponsoring the activities, viewpoints,

or events promoted in the materials posted or distributed at school.

“The Washoe County School District or the Board of Trustees neither endorses nor sponsors the organization or activity represented in this document. The distribution of this material is provided as a

community service.”

c. It is the responsibility of the applicant to affix the disclaimer to the material

being distributed.

9. Use of District Mail Delivery Service

a. In order to maintain a consistent process and limit the interruptions to school office staff, the District’s Mail Center may be used for distribution to the schools. However, this service is offered as a courtesy and the District

reserves the right to decline delivery of any materials.

10. General

a. Distribution of materials may not violate any District policy, administrative

regulation, or law.

b. All literature distributed must contain identifying information (the name of a school, organization or District/school sponsored activity) in the literature,

to include a contact name and phone number or email address.

c. For the purposes of materials distribution, “access” to facilities includes access to school bulletin boards and other media. Schools still retain the authority to maintain order and discipline and to protect the well-being of staff, students, and families.

d. Distribution of materials delivered to schools is not guaranteed.

the rights of others.

MATERIALS

PURPOSE

The Board of Trustees has adopted this policy to ensure consistency throughout the system so that all stakeholders seeking the distribution and display of informational materials (commonly referred to as ‘flyers’ which can be either printed or electronic material) and non-school materials are treated equally; for improved management of the process so that disruptions to the school day for students, faculty and staff are minimized; and to provide students, parents/guardians, and faculty and staff with access to

community information materials.

POLICY

1. Information related to student-, school-, or District-sponsored activities may bedistributed to students, or through students to parents/guardians, to

parents/guardians, or to faculty and staff.

2. Information from a commercial establishment, private business or corporation maybe distributed through District channels provided that said material has a cleareducational purpose and is consistent with the District’s curricular and instructionalobjectives. All such materials must be approved by the District’s Communicationsand Community Engagement Office and, if approved, include the District’s

disclaimer. (See 11. below)

3. As the last full review and revision ofthis policy occurred in 2005, staff have made revisions to bring the policy up-to-date and into alignment with current best practices. Proposed changes include the addition of language related to national child nutrition programs, including the requirements of theNational School Lunch Program; food safety program guidelines; and a reference to the Student Wellness policy. ADDITIONAL BACKGROUND INFORMATION:This is the first step in the policy approval process. Following initial review and discussion, the Board Policy Committee mayrecommend the policy move forward to a Regular Meeting of the Board of Trustees for discussion and preliminary approval. Uponpreliminary approval, the policy shall be posted to the District’s website for review by staff and the community. BOARD POLICY 7546

SCHOOL NUTRITION SERVICES

PURPOSE

The Board of Trustees supports a Nutrition Services program that is designed to provide a nutritious and reasonably priced meal to all students in the Washoe County School District (“District”), and to contribute to a better understanding of good nutrition and to foster good eating habits. Through this policy, and any associated documents, the District’s school nutrition services program shall be established, implemented and

maintained.

POLICY

1. General Provisions:

a. The nutrition services program will be operated in a manner consistentwith the goals and objectives of the District and in compliance with Boardpolicies and administrative regulations, and all local, state and federal lawsand regulations.

b. The District will participate and comply with federal National ChildNutrition Programs, including the requirements of the National SchoolLunch Program. Specific legal requirements that must be met include,but are not limited to, the following:

i. No individual shall be discriminated against because of race, sex,ethnicity, national origin, religion, disability, age or eligibility statusfor free and reduced price meals.

c. A written food safety program shall be in place, ensuring that all safetyand sanitation requirements established in local, state and federal rulesand guidelines shall be met.

d. A clean and safe environment shall be provided, allowing adequate timefor all students to consume their meal.

e. A school breakfast and lunch program shall be available, according toneed and desire of schools.

f. To assist all schools with compliance of federal, state and district policies

governing the child nutrition program.

g. Menu preparation, purchasing, and related record keeping will be consistent with District policies and procedures.

2. Student Wellness

a. In accordance with Board Policy 5600, Student Wellness, nutrition materials shall be provided to all teaching staff in an effort to foster a greater understanding of good nutrition.

3. Use of Facilities and Equipment

a. In accordance with Board Policy 7120, Community Use of School Facilities, an application shall be required for special use of food service facilities

and equipment, subject to the approval of the Nutrition Services Director.

4. Program Costs

a. All eligible costs associated with the program shall be paid exclusively by user fees, federal funding and reimbursements to the program.

i. Eligible costs include, but are not limited to, labor, food, supplies, utilities for the central kitchen, insurance for the central kitchen, vehicle fuel, vehicle repairs and maintenance, insurance for vehicles, depreciation on vehicles and equipment, and indirect costs (as allowed by the Nevada Department of Education).

5. Funding

a. The Nutrition Services Fund shall be reported as an enterprise fund, which helps focus on the cost of providing services and the portion of those costs being paid by the user fees.

i. Enterprise funds provide information needed by the District to make better-informed decisions regarding the Nutrition Services operations.

ii. In order to provide for a smooth transition to an enterprise fund, the District may at the Board’s direction, provide a transfer from the General Fund to subsidize the fund for the first five fiscal years of the enterprise fund. Beginning on July 1, 2010 the fund will operate without any transfer from the General Fund.

The Nutrition Services program is designed to provide a nutritious and reasonably priced meal to all students in the Washoe County School District, and to contribute to a better understanding of good nutrition and to foster good eating habits.

POLICY

1. General Provisions:

a. Require that all eligible costs associated with the program be paid exclusively by user fees, federal funding and reimbursements to the program.

i. Eligible costs include (but are not limited to) labor, food, supplies, utilities for the central kitchen, insurance for the central kitchen, vehicle fuel, vehicle repairs and maintenance, insurance for vehicles, depreciation on vehicles and equipment, and indirect costs (as allowed by the Department of Education).

b. Effective on July 1, 2005, begin reporting the Nutrition Services Fund as an enterprise fund, which helps focus on the cost of providing services and the portion of those costs being paid by the user fees.

i. Enterprise funds also provide information needed by District management to make better-informed decisions regarding the Nutrition Services operations.

ii. In order to provide for a smooth transition to an enterprise fund, the District, may at the Board’s direction, provide a transfer from the General Fund to subsidize the fund for the first five fiscal years of the enterprise fund. Beginning on July 1, 2010 the fund will operate without any transfer from the General Fund.

c. To provide a clean and safe environment, allowing adequate time for all students to consume their meal.

d. Make available to all schools a school breakfast and lunch program, according to need and desire of schools.

e. To provide nutrition materials to all teaching staff in an effort to foster a greater understanding of good nutrition.

f. Require that an application be obtained from the Nutrition Services Department for special use of food service facilities and equipment, subject to the approval of the Nutrition Services Director. (Refer to Policy and Regulation 1330.)

g. To assist all schools with compliance of federal, state and district policies governing the child nutrition program.

STUDENT UNIFORMS – ADOPTION OF A SITE-BASED POLICY

PURPOSE

The Board of Trustees (“Board”) believes that every school community has the right to decide to implement a site-based policy regarding student uniforms that is consistent with the desired outcomes set forth herein. This policy shall serve to describe and define the Washoe County School District’s (“District”) protocols and process that shall be followed

in contemplating, adopting and implementing such a site-based student uniform policy.

POLICY

1. General

2.1. The Board authorizes the Superintendent to allow District schools to establish a site-based policy that requires students to wear school uniforms. Schools that choose to adopt a site-based student uniform policy shall follow a collaborative, inclusive process that gives parents/guardians, students, and faculty and staff a voice. The implementation of school uniforms at a specific school site must adhere to the parameters set forth below, and through this policy’s accompanying administrative regulation.

3.2. Each site-based policy shall:

a. Include a description of the uniform (i.e. colors, types of clothing);

b. Identify which students must wear the uniforms (i.e., any exceptions thatmay be made);

c. Designate the hours or events during which the uniforms must be worn;

and,

d. Describe the program of financial assistance for the acquisition of uniforms

by parents/guardians.

4.3. The specific prohibitions and limitations of the District’s dress code shallremain in effect, consistent with any site-based school uniform policy adopted by

a school.

5.4. Site-Based Student Uniforms Policy Options

a. When considering adopting a site-based student uniform policy, the school

may consider either of the following options:

i. Voluntary School Uniforms – The school shall prescribe a student uniform using the implementation method outlined below but allows the parent/guardian to make the decision concerning their student’s participation; or

ii. Mandatory School Uniforms – The school shall prescribe a standard student uniform using the implementation method outlined below

and require all students to participate.

6. Process for Adoption of a Site-Based Student Uniform Policy

a. In all aspects of this process, appropriate accommodations shall be provided to parents/guardians, to include interpreter services at meetings and translation of documents. This shall help to ensure that all members of the

school community are given a voice.

b. If a school is interested in implementing a site-based student uniform policy, the principal shall convene stakeholder meetings to discuss and receive input regarding the adoption of such a policy.

c. If there is sufficient interest in implementing a student uniform policy, a committee shall be created by the principal that includes parents/guardians, students, and staff members. A majority of the coordinating committee must consist of parents/guardians, which shall constitute a majority of the committee members and be representative of the school’s demographics. All reasonable efforts shall be made to communicate the date, time and location of meetings of the coordinating committee so that all impacted families and members of the community are encouraged to attend. All

meetings of the coordinating committee shall be open to the public.

d. The coordinating committee shall:

i. Compile cost information.

ii. Communicate the proposal with parents/guardians, students, and staff. This should include a minimum of two family and two staff meetings for discussion of the proposal. Numerous attempts shall be made to communicate notice of the meeting(s) to parents/guardians. Notification shall include, when possible, a postcard mailing, use of the District’s telephone messaging system and electronic mail.

iii. Coordinate the circulation of a parent/guardian survey seeking support for the proposed site-based student uniform policy. One survey will be available per family of the school (regardless of the number of students within that family) based on the student’s primary address in the District’s student records database. Any

survey not returned by a pre-determined date shall be voided.

1. To ensure an unbiased, fair and consistent process, distribution and tabulation of the surveys will be conducted through the District’s Office of the Deputy Superintendent or his/her designee. The completed surveys shall be made

available to the public upon request.

2. The Office will insure that all requirements of this policy and

the administrative regulation have been met.

iv. Results of the survey will be forwarded to the school principal. Refer to Administrative Regulation 5105 for specific criteria related to the

survey and compiled results.

e. Once the school’s proposal is approved by the District, the coordinating committee shall reconvene to schedule, within a reasonable period of time, an open information meeting. The meeting shall be open to the public, to include all families with students who attend the school, as well as future

students, to describe the program and discuss its implementation.

7.5. Appropriate Clothing for a School Uniform

a. Using a pre-determined set of District approved clothing guidelines, schools that adopt a site-based student uniform policy shall determine the specifically allowed articles of clothing and color scheme during the survey

process.

b. Uniforms may have the school logo and school name. No other language shall exist on the uniforms that is not specific to the school name and mascot (i.e. “Home of the Bears”).

c. The site-based policy shall not include content based exceptions to the uniform requirements. Such allowances may only occur on “free days” or

days when no student is mandated to wear the student uniform.

i. Content based exceptions (clothing not allowed as an exception to

the school uniform) include, but are not limited to:

1. Team clothing (i.e. football jerseys);

(i.e. Boy Scout uniform).

d. Uniforms which are worn as a requirement of an academic program, (i.e.

JROTC, certain internships and signature academies) are permitted.

8.6. Dissemination of the policy decision

a. It shall be the responsibility of the school-site administration to disseminate information regarding adoption of a site-based student uniform policy. An information packet shall be distributed to all students that shall include, but

not be limited to, the following:

i. Information on the policy;

ii. Options on articles of clothing, colors, etc.;

iii. How to order uniforms, including the names and addresses of

vendors;

iv. Costs and available financial assistance programs;

v. Enforcement guidelines (if policy is mandatory).

9.7. Commencement of the school-site student uniform policy shall be at the

start of the school year following its adoption.

10.8. Sale of Uniforms

a. The sale of student uniforms as a fundraising opportunity at a school is prohibited. In some cases, an outside vendor may be selected to sell student uniforms. Every effort should be made to make clothing available

that is both affordable and good quality.

b. Financial assistance for the acquisition of school uniforms shall be made available for eligible parent(s)/guardian(s). This assistance can take the form of financial assistance, uniforms offered at a discount, or uniforms

being donated or sold by graduating students.

11.9. Schools shall evaluate the effectiveness of the site-based policy every fourth year the site-based policy is in place using the site-based policy adoption process. (See #3, Process for Adoption of a Site-Based Student Uniform Policy, above, and

Administrative Regulation 5105)

a. No other changes to the site-based school uniform policy shall occur within the four year period without the express permission of the Superintendent. Upon such permission, the adoption process outlined in Administrative Regulation 5105 and any accompanying documents shall be followed. same

process will be followed to consider and implement the change, to include

stakeholder meetings and a vote, as described above.

12.10. Misc.

a. The uniforms selected shall not be characterized as gender-specific.

b. Nothing in this administrative regulationpolicy shall be construed to restrict or ban a student’s wearing of religious clothing. Parents having religious-based concerns regarding the dress code are encouraged to discuss them with the principal. Any appeal of the principal’s decision shall be follow the process described in Board Policy 1312, Public Complaint Procedure, and

the accompanying Administrative Regulation.

c. At the principal’s discretion, exceptions for special Spirit Days and/or Free Dress Days can be made. Such exceptions cannot benefit one group of students to the exclusion of another group., with the exception of positive

behavior rewards.

d. At the discretion of the Superintendent, certain alternative setting schools may mandate the use of school uniforms or standard student attire without following the adoption process outlined in Administrative Regulation 5105.

13. Consequences for Violations of the School Uniform Policy

a. In all cases of violations of the school uniform policy, the parent/guardian shall be notified, the student shall be informed of the consequences of subsequent violations, and the student must change the clothing violation. Inappropriate tops may not be covered with sheer shirts, sweatshirts or jackets.

b. A student who is found to be in violation of the student uniform policy may face consequences as outlined in the District’s Behavior Matrix and

Progressive Discipline Plan.

DESIRED OUTCOMES

1. Through this policy, a consistent and equitable process for initiating a site-based school uniform policy, consistent with the District’s dress code, shall be established. The intent of any dress code is to help generate a positive learning environment, enhance positive interactions between students, and create and

maintain a favorable school image.

an audit of the accompanying governing documents.

2. Administrative regulations, and/or other associated documents, will be developed

as necessary to implement this policy.

3. This policy shall be reviewed as needed by the Office of the Deputy Superintendent. Suggested changes shall be brought to the Board of Trustees for

consideration.

4.3. School Uniform Site-Based Policies shall be evaluated by the school every

four years upon adoption.

b. Financial assistance for the acquisition of school uniforms shall be made available for eligible parent(s)/guardian(s). This assistance can take the form of financial assistance, uniforms offered at a discount, or uniforms

being donated or sold by graduating students.

8. Schools shall evaluate the effectiveness of the site-based policy every fourth year the site-based policy is in place using the site-based policy adoption process. (See #3, Process for Adoption of a Site-Based Student Uniform Policy, above, and

Administrative Regulation 5105)

a. No other changes to the site-based school uniform policy shall occur within the four year period without the express permission of the Superintendent. Upon such permission, the same process will be followed to consider and

implement the change, to include stakeholder meetings and a vote, as

described above.

9. Misc.

a. The uniforms selected shall not be characterized as gender-specific.

b. Nothing in this administrative regulation shall be construed to restrict or ban a student’s wearing of religious clothing. Parents having religious-based concerns regarding the dress code are encouraged to discuss them with the principal. Any appeal of the principal’s decision shall be follow the process described in Board Policy 1312, Public Complaint Procedure, and

the accompanying Administrative Regulation.

c. At the principal’s discretion, exceptions for special Spirit Days and/or Free Dress Days can be made. Such exceptions cannot benefit one group of students to the exclusion of another group, with the exception of positive

behavior rewards.

10. Consequences for Violations of the School Uniform Policy

a. In all cases of violations of the school uniform policy, the parent/guardian shall be notified, the student shall be informed of the consequences of subsequent violations, and the student must change the clothing violation. Inappropriate tops may not be covered with sheer shirts, sweatshirts or

jackets.

b. A student who is found to be in violation of the student uniform policy may face consequences as outlined in the District’s Behavior Matrix and Progressive Discipline Plan.

DESIRED OUTCOMES

1. Through this policy, a consistent and equitable process for initiating a site-based school uniform policy, consistent with the District’s dress code, shall be established. The intent of any dress code is to help generate a positive learning environment, enhance positive interactions between students, and create and

maintain a favorable school image.

The governing documents, which include Board policy, administrative regulations,administrative procedures, manuals and forms, are in the process of a thorough review and revision process. The Board Policy Committee was established in the Spring of 2013. At the time, there were more than 150 Board policies and nearly3,000 documents total. Over the course of 2 and a half years, approximately 125 policies have been reviewed, revised, adopted ordeleted by the Board of Trustees. ADDITIONAL BACKGROUND INFORMATION:The policy review process generally has three steps. The first step is review by the Board Policy Committee. Following that initialreview and discussion, the Board Policy Committee may recommend the policy move forward to a Regular Meeting of the Board ofTrustees for discussion and preliminary approval. Upon preliminary approval, the policy shall be posted to the District’s website forreview by staff and the community. Following the mandatory 15-day public review period, the policy will be placed on a futureagenda for final approval.
