Wind Options

1. Wind on its own is not economically viable due to the need to have sufficient wind generation capacity to cover low wind periods. Also when there is no generation when there is no wind. Stanthorpe is a low wind area.

1. Solar on it’s own is not viable as when there is no sun there is no power

Wind Plus Storage Solar Plus Storage

1. Due to the high cost of Solar and Wind generation, and the high cost of batteries, neither of these options is economically viable

2. A feasible wind plus storage option would involve 10 MW of wind generation (5 turbines on 80m towers), and a 10 MWh battery bank, and would cost in the vicinity of $ 45 million

3. A feasible solar plus storage option would involve 21.5 MW of solar generation, plus a 60 MWh battery bank. This would require 100 Ha of land and would cost over $ 100 milllion

Hybrid solution

Diesel generation, plus distributed solar, plus distributed storage, plus demand management1. 2 x 2MW diesel generation standby to run for several per year, covering low

sun days, and reducing the amount of solar PV required.2. 2.5 kW of solar PV on each of 2000 premises in Stanthorpe3. 6 kWh of battery storage in each of 2000 premises in Stanthorpe4. Demand management program to reduce demand in Stanthorpe by 2% per

annum for 10 years5. Control system to initiate battery discharge via smart meters6. Switching station at Pozieres to facilitate automatic switching of backup

system.7. Cost approx $ 33.5 million. Operation shown on next slide

This may not be achievable as it would require a very high level of engagement from the community to work.

Do nothing

1. Reliability will reduce due to increased failure rates as the existing 110 kV wood pole line ages beyond 40 years, and due to the lack of reducndancy that exists.

2. Security standards will be consistently breached from 2015 onwards

Conclusion

1. The most practical and cost effective means to ensure that a reliable and secure electricity supply to Stanthorpe is maintained is to build the second 110 kV feeder from Warwick to Stanthorpe
