MIDC has decided to implement Video Conferencing System in
various MIDC offices across Maharashtra. Accordingly vide above referred order,
the work order is placed to Mis Tulip Telecom Ltd. for the work of procurement,
installation, configuration, testing and commissioning of Video Conferencing
System in various MIDC offices across Maharashtra.
As instructed by CEO, MIDC, the key MIDC offices are to be
connected via Video Conferencing in phased manner as per availability of required
connectivity and site readiness. Also the space for Video Conference room will
have to be made available or selected by concern office incharge from their office
space.
In this regard. please find encloseed herewith the copy of above
referred office note for further action. In the note details of technical as well as
other requirements for proposed Video Conference room are mentioned. The list of
locations where Video Conferencing is proposed in two phases, details of which are
enclosed alongwith copy of work order to M/s.Tulip Telecom Ltd.
Concerned EE and SE may be directed to ensure that all required
infrastructure mentioned in the enclosed note is made available, in the existing
offices with minimum expenditure.
GM (IT) may be contracted for any clarification required in this
regard.

Ref: This office Work order No. MIDC IT cell/463 Idated 21/08/2012.
With reference to the above, this is to inform you that Maharashtra Industrial
Development Corporation (MIDC) has placed the work order to MIs. Tulip for the work
procurement and installation, configuration, testing and commissioning of Video
Conferencing System Equipments in various MIDC offices across Maharashtra.
It is instructed by CEO MIDC that key MIDC offices will be connected via Video
Conferencing in phased manner as per the availability of required connectivity and site
readiness. Also the space for Video Conference Room will be made available or
selected by concern office-in-charge from their office space such as existing LAC
meeting or discussion room. The minimum technical requirements for proposed
Video Conference Room are as follows:-
1. Availability of Video Conference Room in the existing office.
2. Availability of Power supply inside VC Room
a. Near to LCD and Codec (Desktop CPU like hardware)
b. 5 Amp & 15 Amp Power Socket (2nos.)
3. One LAN port in VC Room.
4. Space Availability for LCD 40" installation. The wall where LCD to be installed
or mounted should be having sufficient strength to hold thef inches Drilling.
S. Installation VC Codec, VC Camera and other allied accessories needs one
simple flat table or cabinet having lock and key if any.
6. Electrical Earthing inside VC Room.
It is instructed by CEO MIDC that the space for Video Conference Room
will be made available or selected by concern office-in-charge from their existing
room/cabin in the office. If there are two of more offices in premises or nearby
then convenient location which fulfils or readiness of VC shall be selected. The list
of Video Conferencing locations with current available leased line connectivity is
enclosed as per Annexure-A

The other requirements for proposed Video Conference Room are as follows:-
Following are the some points need to be considering especially while
providing new Video Conferencing Room.
1) Space for VC Room: The VC room shall be accommodating minimum 8-10
officials during VC.
2) VC Room Wall Finish: The room shall be furnished with following
requirements.
• Painted walls are best in a flat or semi-flat finish.
• For VC rooms recommended to have plain walls of neutral colour.
• Avoid gloss or enamel finishes as they reflect light.
• Avoid white walls as they can introduce an effect-like backlight a white wall
increases the illumination behind the person.
• Avoid glass walls, as well as patterns and textures on the walls as they may
cause disturbances to visual effects.
• Also, in order to avoid reverberations, it is recommended to have heavy
curtains of neutral colour and carpets.
• As with paint finishes, shiny wall coverings are also problematic because they
reflect light.
3) Furnishing: Furniture and decorating accessories must be kept bare
minimum. Materials such as mirrors or glass fronted framed prints reflect light
and may cause the camera to overcompensate the brightness in the room.
This also holds true for credenzas with glass or mirror and glass-topped tables.
Keep the accessories in the room at a minimum because they can be
distracting; and in some cases, system could use more bandwidth (due light
changes).
4) Room Table Design: It should be kept in mind the functionality of each piece
of furniture. If the conference room is only used for video conferencing, the
tables and chairs must be set in a horseshoe configuration. In such a design,
all the participants can view the screen. An alternate arrangement would be
the rowed design. This makes it appropriate for trainings, discussions and
presentations as well.
5) Windows and Window Treatments: Sunlight can disrupt the camera's quality
to capture a good image. Hence it better to take interior rooms that do not have

windows. Rooms with windows, vertical blinds or drapes should contain a
solar- blocking or blackout to prevent glare.
6) lighting & other set up:
• The conference room should be preferably air-conditioned and kept at a
cool temperature to avoid the Codec Unit switching on its fan.
• The conference room should be well and uniformly light with minimal
shadowing, avoiding a mixture of natural and artificial light.
• Light should come from the top of the conference table, the front and the
rear.
• If only ceiling light is available, it should contribute to maintain a pleasant
environment and generate as less heat as possible.
• There should be no direct lighting aimed at the camera. Fluorescent
fixtures with dimmers work well in video conferencing rooms.
These are some basic requirements to be followed in proposed video
conferencing room to achieve effective video conferencing.

Planning the Conference Room Setup
Following equipments includes in the for proposed video conference Set up
1. HD Videoconferencing system (Polycom HDX7002XL) inclusive of Codec HDX 7002 , VCCamera Microphones ,Interface Cables, Power Cables etc.
2. 40" HD LCD (LG 42LD461C) ... One Display Unit at each location
" The position of the Codec Unit in the conference room is not important for
receiving the signal from the Remote Control Unit. But it is important to connect
the main camera correctly to the Codec Unit.
y Place the Codec Unit anywhere within 5 meter reach of the camera cables.
Leave enough space for air circulation and for connecting cables easily.
y Place the camera(s) in a position to ensure eye contact between local and
remote participants. Recommended position is either directly below or directly
above the Display Unit, in central position, at a distance which enables capture of
the entire table.
;... Place the Microphone Pod at the centre of the table. To help with echo
cancellation, we recommend positioning the Microphones far as possible from
loudspeakers and other noise sources.

With reference to the above rate contract. this is to inform you that Maharashtra
Industrial Development Corporation (MIDC) is pleased to release the work order for the work
procurement and installation, configuration, testing and commissioning of Video Conferencing
System Equipments in various MIDC offices across Maharashtra.
You are therefore requested to supply. install and commission the Video Conferencmq
System Equipments in two phases as per following details subject to the specifications pnce

B) Location Details: Attached separately as annexure-A.
C) Price: The total contract price shall be Rs. 84,47,568/- (Rupees Eighty Four Lacs Forty
Seven Thousand Five Hundred Sixty Eight Only) The price mentioned are inclusive of all
taxes except for Octroi I Entry Tax, if applicable.
D) Delivery & Installation: In two phases within 6-8 weeks from the receipt of the work order
Delivery will be deemed to be completed on signing of the Delivery Challan by the office
Staff of the above office. Octroi / Entry tax shall be paid as applicable for the delivery of the
above items. The receipt of the Octroi / Entry tax shall be submitted in original to the office
of the undersigned. The vendor shall be responsible for installation of the equipments
ordered and for making it operational at the site. Delivery at Phase-I locations to be made
on priority basis.
E) Warranty: Onsite warranty for all the above products shall be five years from the date of
installation.
F) Operations & Maintenance: 5 Years from the date of installation. Training shall be
imparted to the concerned officers of MIDC at MIDC Office.
G) Bank Guarantee: Bank Guarantee shall be furnished to this office @ 5% of the order value
for five years before raising the bills of payment.
H) Agreement: You will have to execute separate agreement for the above work on Rs 1001-
non judicial stamp paper I franking with the CFO & FA (IT Head). MIDC
I) You will have to submit certified copy of latest Income Tax Clearance Certificate. Sales Taxi
VAT Clearance Certificate to MIDC.
J) Terms of Payment:
• Payments shall be released as per the terms & conditions of the Rate Contract under
reference subject to the supply, installation and commissioning of Video Conferencmq
equipments at the above locations, submission of Bank Guarantee, execution of
agreement, submission of Octroi paid receipts, Installation & commissioning report to
CFO & FA (IT Head), MIDC(HQ), Andheri-93.
• Copies of all the delivery challans, installation & commissioning reports duly signed by
the concern officers of MIDC shall be furnished to this office before submission of bill for
payment.
K) You have to carry out the work to the satisfaction of CFO & FA (IT Head), MIDC or rus
representative.
All other terms and conditions will be as per NICSI Rate Contract referred above.
