Project’s objectives
Ensure long term sustainable operation (technical & managerial) of small ESCO off-grid provide tailor made software tools
Institutional capacity building at policy level to formulate and implement and monitor the small ESCO.
Increase efficiency improving economic viability
Contribute to providing access to energy services.

1. 6 ASEAN experts have got training in France to ensure full transfer of know-how
2. Trained on software : about 60 REE staff, 20 EDC provincial staff in Cambodia, 14 PESCO staff in Laos PDR
3. Specific analysis of EDC billing system
4. 3O REE and 6 PESCO have got subsidies on PC purchasing to use the software for better management

Conclusions1. Multiplier effects
Contribute towards strengthening the rural electrification actions can be adopted by others ESCOApproach and its software can be adapted for other countries & institutions
2. Impacts & Sustainability Building the global partnership with private sector, public authority, financial community to ensure the sustainability; Significant improvement of management methods Replication of whole approach, methodology, tools, network, capacity building, setup the process.

Recommendations
Close works between local partners are much needed more local support in the future
Close follow-up actions must be ensured for monitoring of the performance and links with other programs
Capacity building for countries at both institutional level and end-user level is very important
