Program Development and Implementation Strategy
• Deliver through existing programs – Speed deployment – Reduce marketplace confusion
• Develop new financing strategies• Give CBOs opportunity to work with stakeholders in
targeting community benefits• Expand on existing workforce development programs • Leverage other training and job placement resources

Implementation Approach
– Aggregation of households recruited by CBOs in targeted communities
– Enable Community Benefit Agreements
– Career pathways through community-based skills training, classroom, OJT, certifications
– One-Stop Career Centers as a central resource

• Enter into contracts with CBOs and local contractors

50% Work Scope Subsidiesfor households with incomes less than 80% AMI
NYSERDA pays for 50% of the cost of eligible measures, up to $5,000 subsidy for single-family home or $10,000 subsidy for two to four family home.

Low-Interest Loans

HPwES program/3.49% if borrower repays through auto pay

Standard Loans
• Credit score 640 or higher (680 or higher if self-employed for 2yrs or more; 720 or higher if self-employed less than 2yrs)
• Debt-to-income ratio < 50% • No bankruptcy within last 7 yrs• No outstanding collections, judgments or tax liens >

Alterative Loan Standards• Energy bill payments must be current for two consecutive
months during each of the last two years;• No energy or mortgage payments more than 60 days late in
the last two years;• Debt-to-income ratio less than 55%;• No bankruptcy, repossession, or foreclosure within the last
seven years;• No outstanding collections, judgments or tax liens greater
than $2,500; and• Current on mortgage payments for the last year

10% Incentives• Customers are eligible to receive an
incentive of 10% of the cost of the cost-effective work scope AND access to low-interest rate financing.
OR• Customers may choose to access
utility rebates for eligible measures in lieu of NYSERDA’s 10% incentive AND access to low-interest rate financing.
