European Convergence & European Convergence & Implementation Plan (ECIP)Implementation Plan (ECIP)

Medium-term European planning and implementation mechanism:

• Aimed at improving European ATM based on defined and measurable performance criteria

• Contains agreed common implementation actions and monitoring procedures– Derived from the ATM 2000+ Strategy roadmap– Broken down into specific stakeholder Lines of Action (who, what and by when)

• Applies to all involved stakeholders groups• Provides the basis for national ATM plans• Endorsed by States

Role of LCIPRole of LCIP

• Planning document - identify the actions planned by the national stakeholders

• Helping the national stakeholders to develop and implement a co-ordinated plan.

• Cross - fertilisation between states• Support the implementation of EATMP within ECAC

States• Support performance planning within the national

stakeholder organisations• LCIP documents are signed by Senior Management of

each stakeholder - reflect their ‘commitment’ for implementation

Challenges:• 20-25% capacity increase required by 2009 at pan-European ATM network level• high traffic growth expected in several parts of Europe

•Some local plans may need revision

• careful capacity planning of “new” and existing ACCs

ConclusionsConclusions

• Performance planning is applied in Europe• Also recognised by ICAO as a possible

model for other regions

• It requires – Political Commitment from participating States– Full Co-operation of all stakeholders
