Overall Objective of the Approach
Establish a stakeholder-centric, statewide strategic IT planning process that:– Incorporates long-range business and IT
policy direction;– Encourages stakeholder creativity in
responding to such direction;– Produces an updated, viable four-year IT
strategic plan on an annual basis.

The Five Step Approach
1. Establish stakeholder network--roles, responsibilities, and schedules
2. Define the Commonwealth’s strategic business direction (via COVF, others) and supporting IT policy framework (via ITIB)
3. Utilize the stakeholder network to develop responsive IT plan components
4. Review/refine results for ITIB consideration and approval
5. Distribute, publicize, and “live” the plan

Review/refine results for ITIB consideration & approval

Fifth Step
Distribute, publicize, and “live” the plan
• Develop/execute a communications strategy, including:
– Targeted messages– Stakeholder presentations– Deliverable: “A Communications Strategy and Plan”
• Execute the Strategic Plan for Technology-Deliverable: A Working Plan-Not “Shelfware”
