Overall Objective of the Approach

Establish a stakeholder-centric, statewide strategic IT planning process that:– Incorporates long-range business and IT

policy direction;– Encourages stakeholder creativity in

responding to such direction;– Produces an updated, viable four-year IT

strategic plan on an annual basis.

The Five Step Approach

1. Establish stakeholder network--roles, responsibilities, and schedules

2. Define the Commonwealth’s strategic business direction (via COVF, others) and supporting IT policy framework (via ITIB)

3. Utilize the stakeholder network to develop responsive IT plan components

4. Review/refine results for ITIB consideration and approval

5. Distribute, publicize, and “live” the plan

Deliverable: “Strategic Business Direction/IT Policy Framework of the Commonwealth of Virginia”

Third Step

Utilize the stakeholder network to develop responsive IT plan components

Fourth Step

Review/refine results for ITIB consideration & approval

– Analysis/commentary from:• VITA• Council on Virginia’s Future• Governor/Cabinet

– Refinements via ITIB-Strategic Planning and Review Committee/SPARC (one-day workshop)

– Final review/approval by ITIB

Deliverable: Approved “Commonwealth Strategic Plan for Technology, 2006”

Fifth Step

Distribute, publicize, and “live” the plan

• Develop/execute a communications strategy, including:

– Targeted messages– Stakeholder presentations– Deliverable: “A Communications Strategy and Plan”

• Execute the Strategic Plan for Technology-Deliverable: A Working Plan-Not “Shelfware”

Follow Up Activities
