August 2014 CBSE Warn Schools to Eradicate Corporal Punishment with Students Despite of banned, Corporal Punishment is being practiced in some CBSE Affiliated Schools across the nation. The Central Board of Secondary Education (CBSE) has again reminded the schools affiliated to it, to completely eliminate such practices and actions, strictly. In writing, the board further laid stress on the strong rules framed by Right of Children to Free and Compulsory Education (RTE) Act as well, against such practices. The letter was send to all CBSE schools, intended to sensitize the faculty and school staff, elaborated in writing that RTE Act defines Corporal Punishment as physical or mental harassment, which is illegal and is liable to punishable under sections 17(1) and 17(2). CBSE to Re-launch its Teachers’ Training Programmes CBSE is all set to revive its teachers’ training programmes with the help of having private partners in the process. Seminars will be conducted by the private agency to train principals, teachers and students. The seminars will have online trainings as well as face-to-face workshops at various locations throughout the country. All the components of Continuous and Comprehensive Evaluation (CCE) that are included in the board’s publications will be included in the training programme that will focus on the development of materials. The master trainers that are appointed at the agency will be training the teachers in the schools. The technical instructions needed shall be provided by the agency via emails, phones and through visits. Once everything is set, the agency will plan the schedule of the training with the board. This programme will help the schools under CBSE Board to get the CCE right way that will help the schools to perform better. New schools under CBSE Board are facing lot of trouble with the CCE scheme. Training the teachers will help about 15,000 CBSE Board affiliated schools to increase themselves on terms of quality as well as quantity. 3

CBSE Agrees for Combined Intermediate Marks for JEE Mains

CBSE has accepted the proposal of taking combined marks of first and second yearIntermediate examinations for calculating the rank using the 40% weightage given forIntermediate marks in the Joint Entrance Examination (JEE-Main).

This change came up after students’ opposed on to consider only Class 12 or second yearmarks for JEE Mains. They objected on Class 11 or Intermediate first year also falling under asa board examination in the state and thus both the year marks should be under consideration.After discussion, the Central Board for Secondary Education (CBSE) asked the Board ofIntermediate Education (BIE) to send the combined scores to it.

This is a great relief for the students as they can make up their marks in both the years totouch the JEE Main rank. This will help them to enter the gateway of JEE rankings in an easiermanner than before.

CBSE Released Class 12th Compartmental and 10th Improvement

Private Schools Come Under the Provision of RTI Act : CIC

Central Information Commission [CIC] on 4 June 2014 ruled that the private schools whichwere governed by a law such as the Delhi Education Act come under the provision of Right toInformation (RTI) Act. It ruled that aided or unaided, the school is duty bound under Sections4 and 8 of Delhi Education Act 1973 to abide by the regulatory conditions of service, paymentof salaries as prescribed for which school has to maintain records which provide an inherentand implied right to information to their employees.

Under Right to Education Act 2009 also, the recognised school is under an obligation toappoint eligible teachers and provide them with prescribed wages. This also reveals that it hasgiven inherent right to information to the teachers from their employers.

The Revaluation Drive in CBSE

From this year, CBSE has introduced the provision of ‘Revaluation’ at the senior secondarylevel. The procedure involves a three step process wherein the candidate will first have to applyfor verification of marks, then for obtaining photocopy of answer book and later for revaluation.

The candidates will have to pay ` 300/- or ` 700/- accordingly through e-challan/electronicpayment gateway. For more information visit the CBSE website.

Information Practices an Elective Subject

On CBSE’s request, Delhi University is to hold a meeting, to review the marks deductionguideline for students, who studied information practices as an elective subject in class XII. DUhad announced earlier that it would deduct 2.5% from the aggregate marks of applicants whoopted for IP in class XII. CBSE criticised this act calling it ‘unfair’ and ‘discriminatory’.
