Reissuance Background

Federal regulations: NPDES Permits cant be issued for more than 5 years

Current Permit expires Jan 1, 2015

Federal regulations: Facilities must re-apply 180 days before expiration Ecology sent instructions in May Electronic Applications Due date: July 5, 2014

May-June: Public Workshops/Hearings June 20: Close Public Comment Period

Ecology reviews public comments Makes appropriate revisions

Sample Timing One sample per quarter Sample “1st Fall Flush” on or after Oct 1st Sample within 12 hrs of discharge

Sampling Locations All discharge points sampled unless

“substantially identical” If numeric effluent limits, must sample

those parameters at each discharge point.
