• Per the California Streets and Highways Code 670-695, Caltrans has the authority to issue encroachment permits to an applicant if the work is conducted in accordance with plans and specifications approved by the Department.

• A NEW Encroachment Permit application was created in order to streamline and expedite Broadband facility installation.
• The new application, titled “Broadband Facility Installation and Use Request Application”, may be accessed at:

Applicants should provide the following

Broadband Facility Conflict Resolution Process
Complete BroadbandInstallation
Application packageis received
District Permits Office(DPO) reviews
package and workswith applicant toapprove within
40 days
Issue Encroachment Permit
If DPO cannot approve, then Denial
is issued with reasons and the
District Director (DD) is notified
Applicant has discretion to resolve
conflict through informal meeting with
the DPO
Dispute Resolution package sent to DD
for reconsideration.
DD works with applicant to resolve
conflict and responds within 21 days
Issue Encroachment Permit
Close files within30 days
DD sends appeal package and reasons for denial to applicant.
Notifies HQ
Applicant submits formal appeal with
package re-submittalTo Caltrans Director,
who respondswithin 60 days.
Issue Encroachment Permit.
Broadband Resolution Committee makes
recommendation to Director

Broadband Regulations and Goals

• Caltrans developed its own system and installed fiber optic network to feed information into the Traffic Management Centers (TMCs) for traffic/incident monitoring and response.
• Caltrans system exists in urbanized areas
