1. Application Guideline
1. Objective
Japanese Grant Aid for Human Resource Development Scholarship (JDS) was established by the
Government of the Philippines with the assistance of the Government of Japan for JFY 2002.
The objective of JDS Project is to support human resource development of the Philippines that
receive Japanese grant aid, targeting highly capable, young officials who are expected to engage in
formulating and implementing social and economic development plans and to become leaders in the
country. JDS Fellows shall contribute to expanded and enhanced foundation for bilateral relations
with Japan, as persons having well‐rounded knowledge of Japan.
JDS Fellows will acquire expert knowledge, conduct research, and build human networks at
Japanese universities, and are expected to use such knowledge to play an active role in practically
solving problems of the social and economic development issues that the Philippines is facing. Thus,
JDS aims not only individual academic development but also institutional capacity building.
JDS Project has been implemented in 13 countries such as Bangladesh, Cambodia, China, Kyrgyz,
Laos, Mongolia, Myanmar, Philippines, Sri Lanka, Tajikistan, Uzbekistan, Vietnam and Ghana.
2. Framework of JDS Project in the Philippines
The current framework of the JDS Project under new system was applied in the Philippines in 2010.
The approach gives its most importance on ʺselection and concentrationʺ on the target priority issues,
securing further effectiveness and efficiencies of the program. A single project is designed to have
“four batches” (participants in each fiscal year constitute one batch) and this is the third batch in the
Philippines.
The JDS Project consists of the sectors called “Sub‐Program” and “Component”, which correspond
to and deal with the selected target priority area and development issues. In the Philippines, two
Sub‐Programs and five Components have been settled, which were confirmed as being indispensable
to the economic and social development of the Philippines through the preliminary survey held in
2010.
The participants of the JDS Project (‘JDS Fellows’) are selected from the “Target Organizations”
whose mission is closely related to the target priority areas and development issues.
Accepting Japanese universities are also determined under each Component, which offers
educational programs relevant to the needs of the
Philippines. The degree to be received is master’s degree
(2 ‐year course). The number of dispatches is 20 for one
batch. The medium of instruction is English.

*Sub‐Program/ Component and Accepting University Every applicant is expected to share his/her own view of how the knowledge acquired in Japan will be utilized to the development of the Philippines, by tackling one of Components. It is strongly recommended to study the direction of study, expected capacities to be developed and features of the university program for your applying Component. Please also refer to the attached ‘2. University Information’ for more details on the accepting university.
Sub-Program: 1. Capacity Enhancement of Administrative Institution
Component: 1-1. Support for Good Governance
Direction of Study & Expected Capacity to be Developed The struggle of the Philippines' public sector to eliminate corruption in administrative and judicial bodies due to weak governance has been a major development issue. Also, the problem of public security is not only a serious matter of concern in the Philippines but also a factor which harms the image of the Philippines inside and outside the country. Amidst the process of decentralization, not only policy-making assistance and aid concerning management and maintenance in services, institution-building, and human resources development for the central government, but also aid for administrative capacity building of LGUS should be further enhanced. Furthermore, from the perspective of human security, improvement of the access of the poor to basic social services including education, health and medical care is also a matter of concern. Additionally, the new Philippine Development Plan (2011-2016) will also highlight strengthening of the rule of law and advancing of the integrity and skills/ capabilities of judicial officers/ personnel in justice sector agencies for Good Governance. In this regard, under this Component, strengthening of Good Governance in the public sector should be targeted through enhancement of the capacity of administrative officer to formulate/ implement the policy and manage/ maintain in services. From the perspective of Good Governance, JDS Fellows are expected not only to contribute to policy-making and institution-building at their organizations, but also to enhance the capability to maintain the policy/ institution on their own and ensure the sustainability in development.
Features of the Program of Accepting University
<International University of Japan, GS of International Relations (PMPP)> Public Management and Policy Analysis Program (PMPP) is built on three pillars: (i) advanced training in theoretical foundation and quantitative and qualitative methods; (ii) multidisciplinary approaches through coursework on public administration, management, political science, development economics, governance, and law; and (iii) professional orientation through MA thesis preparation and writing. Students take required course such as Public Management Public Administration, Public Policy Process and Public Finance and Budgeting in the first year (Thus, it is preferable for applicants to have basic mathematics skills). It focuses more on applied coursework in the second year, including Public Organization Theory, Public Human Resource Management, State and Local Government Finance and Project Cycle Management. By combining rigorous training in analytical, quantitative, and qualitative methods, the multi-disciplinary nature of this program is aimed at students attaining sound knowledge and understanding key concepts, issues, ideas, and theories in management, economics, and public administration, with an emphasis on public management and policy analysis.

<Kobe University> The political science and area studies group provides Comparative Politics, Political Development, Local Development/Governance, Public Policy Studies, and International Design for Public Administration among others. There are other governance related subjects such as Public Finance, Development Management, and Human Capital Development. The program tries to address the efforts to problems such as; how concerned agencies have to coordinate with each other to improve governance and also how the national as well as local governments can attain effective coordination with civil society and mass medias. These aspects of training are part of the components of the program. Each professor gives one-on-one tutorial advice to the students in a small class so that they may develop their skill in presentation as well as the preparation of academic papers.
<Ritsumeikan Asia Pacific University> Philippine JDS Fellows can choose either the International Public Administration (IPA) or Public Health Management (PHM) program. During the IPA program, students can:
Acquire knowledge of politics, public administration, development, international relations and associated fields, and learn to appreciate the significance of improvements in governance and public order in these fields.
Understand the conditions prevailing in Japan and other countries, the measures taken to date by the international community to prevent corruption, and the background to and efficacy of these measures.
Examine and develop an understanding of the backgrounds and causes of experiences of success and failure in aid programs in Japan and other countries.
Master methods of “evaluation” necessary for assessing policy formulation and implementation after returning to their home country.
Learn through cross-national comparison to appreciate the importance of improving conditions in the Philippines, and develop their own research on paths for improvement and steps they can take as individuals.
The PHM program aims to educate students in finding practical solutions to public health problems, specifically those occurring in the Asia Pacific Region by placing an emphasis on the economics, financial and administrative management of healthcare services at both the public and private sectors. The program follows a curriculum centering on one of the three modules: Health Policy, Health Administration or Health Education and Community. Applicants for PHM program are required to have relevant background.

Sub-Program: 1. Capacity Enhancement of Administrative Institution
Component: 1-2. Support for Agriculture and Rural Development/ Small and Medium-sized Enterprise for Improvement of Livelihood
Direction of Study & Expected Capacity to be Developed
Although the Philippine government is making efforts for poverty alleviation as a priority development issue, there are still wide disparities of wealth between regions. New employment opportunities and improvement of income aiming for support for empowerment of the poor in rural areas are to be secured through promotion of agriculture and fishery which are the main industries, as rural areas have higher poverty rate than urban areas. Microfinance support and employment opportunity for the poor in urban areas are also to be improved. Under this Component, JDS Fellows are expected to contribute to development of agriculture production base, appropriate operation and maintenance, improvement and dissemination of production technology, strengthening of management of farmers and fishfolks’ associations, and development of small and medium enterprises (SMEs), micro-enterprises and local industries.
Features of the Program of Accepting University
<Nagoya University, GS of International Development> Department of International Development and Department of International Cooperation Studies of GS of International Development jointly offer ‘International Development and Cooperation Course’. Philippine JDS Fellows belong to one of the six programs offered by the Course, which is Rural and Regional Development Management Program. In the Program, students will study regional development at the macro level and rural development at the micro level. The study of social and economic theories and of development policy will give students the basic knowledge about rural development, including rural-urban relationships. Learning from the field is considered an essential element so as to understand the present rural conditions and empirically develop analytical skills/tools. Fieldwork and statistical analyses will be used to carry out the research work. If necessary, students are recommended to take as a minor another Program such as Economic Development Policy and Management, Governance and Law, and Social Development and Culture. Students can choose another professor as a sub-supervisor, if they need him/her in implementing a multidisciplinary research.

Sub-Program: 1. Capacity Enhancement of Administrative Institution
Component: 1-3. Regional Development Administration in Mindanao
Direction of Study & Expected Capacity to be Developed
Mindanao is the poorest region of the Philippines, and freeing the region from extreme poverty is one of the most prioritized development issues in the Philippines. Consolidation in the region contributes not only to stability and development of the Philippines as a whole, but also to peace and stability of the Asia-Pacific region. Administrative capability of Autonomous Region in Muslim Mindanao (ARMM) and Local Government Unit (LGU) is currently still to be enhanced from both quantitative and qualitative aspects, and autonomous institution (including transfer of authority and finance) is also to be developed. In this regard, under this Component, enhancement of administrative capability, human resources development of administrative officer, and development of capability in development/ reconstruction planning and implementation in Mindanao region including ARMM are to be expected. Furthermore, for improvement of social and economic condition in Mindanao as a whole, comprehensive range of support for healthcare, education, agriculture/ rural development and building of basic infrastructure is also needed. JDS Fellows are expected to contribute to 1) policy formulation and implementation, 2) improvement of basic human needs, 3) peace-building from polyhedral approach.
Features of the Program of Accepting University
<International Christian University> At Public Policy and Social Research Program, the importance of the issues of “Regional Development Administration in Mindanao” are studied through an interdisciplinary approach encompassing academic fields as public policy, administration, economics, sociology, anthropology, development studies, international relations, political science, and peace studies. Furthermore, based on the results of such study, the program cultivates responsible administrators equipped with a wide field of vision and a sufficient foundation of knowledge. ICU Visiting Professor Temario Rivera, who previously served as Chair of the Department of Political Science at the University of the Philippines’ College of Social Sciences and Philosophy, is the Philippines team leader of ICU‘s JDS Project committee and offers diverse, specialized and practical advising to students on strengthening administrative abilities in the Philippines. In particular, Professor Rivera’s research is aimed at issues related to the democratization of Southeast Asia, specifically focusing on the state of armed oppositions in the region. He is able to advise students with an awareness of the unique character and social conditions in the Mindanao area.
<Meiji University> While refining the approach of various specialized disciplines to global problems, the School aims to study issues of governance-especially, how governments, corporations, and citizens should be involved in the management of society-based on case analyses of economic development, political and administrative reforms, and related areas in Japan and other countries, with an emphasis on the postwar period. The three programs that form the degree track are both global and local in scope. Their cores consist of, respectively, Public Policy, International Development Policy, and Community Planning and Management. From these standpoints, students take up major topics of immediate relevance to contemporary world issues, including decentralization, “good enough governance,” citizen participation, sustainable development, economic development cooperation, regional development, poverty reduction, and crisis management. Professor Nobusato Kitaoji, who has an experience of teaching as a visiting lecturer at Ateneo de Manila University for four years under the technical cooperation program of Japan Foundation, is chairing the International Students Committee of the school and is responsible for general supervision for students from the Philippines

Sub-Program: 2. Sustainable Economic Growth Aimed at Creating Employment Opportunities
Component: 2-1. Support for Financial Reform and Investment Promotion Policy
Direction of Study & Expected Capacity to be Developed
Achieving economic growth requires a stable macroeconomic environment (public finance, inflation, and currency value). This requires steady improvement of the fiscal outlook. Fiscal reform will contribute to the improvement of business and investment environment by (1) reducing country risk and promoting new investment by improving debt sustainability, and (2) enabling increases in expenditure for areas including infrastructure investment through higher annual revenues. For mid- to long-term development of the Philippines, private sector investment plays an important role. In order to promote private sector investment, it is essential that the Philippines provides investment incentives by specifying business sectors in which the Philippines has comparative advantage (electronics industries, business process outsourcing (BPO), tourism, etc.), and also makes intensified efforts for measures including fostering small and medium enterprises (SMEs) that constitute supporting industries, relaxation of business regulations, and facilitation of trade and investment procedures. It is also important to ensure availability of manpower for the private sector investment and to establish a system which continuously provides such manpower. Additionally, under the new Philippine Development Plan (2011-2016), (1) improving industry and services to be globally-competitive and innovative, and (2) promoting a development-oriented and regionally responsive financial system will be focused. Hence, the government’s administrative capabilities on (1) labor management, (2) entrepreneurship, (3) science, technology and innovation (STI), (4) urban and regional planning, and (5) financial and industrial engineering are to be enhanced. Under this Component, in view of the importance of fiscal reform, JDS Fellows are expected to enhance administrative capabilities of policy formulation and implementation, such as finance management and tax collection capacity. In order to promote investment, they are also expected to contribute to (1) support for formulation and implementation of policy concerning investment promotion, (2) support for financing, capacity building, and company start-up to SMEs, (3) securing transparency and stability of business regulations, (4) achieving smooth and prompt customs services, (5) human resources development and skills training for producing highly-skilled workforce, etc.
Features of the Program of Accepting University
<International University of Japan, GS of International Relations (IDP)> The IDP provides the first-year students with academic and policy-oriented training in the fields of economics and public policy. The scholars take required courses, such as Microeconomics, Macroeconomics, and Econometrics. Through the courses, the scholars acquire theoretical foundation of economic and public policies. The program also emphasizes empirical skills and teaches statistical and econometric methods to empirically test hypotheses derived from theories. The IDP in the second year offers applied courses related to fiscal reform and investment promotion and other fields. The purpose of the applied courses is to give opportunities for the scholars to evaluate policy options, so the scholars learn how to apply theoretical knowledge they obtained in the first year to real-world cases. The recommended courses for the scholars include Macroeconomics and Policy Analysis, Public Finance and Taxation, Public Finance and Budgeting, International Finance, and Development Finance, and others. At the same time, IUJ's MBA program and the PMPP offer a series of management-related courses, such as Corporate Governance, Investment, and Organizational Management. Candidates with basic knowledge of mathematics and economics are preferred but not required.

Sub-Program: 2. Sustainable Economic Growth Aimed at Creating Employment Opportunities
Component: 2-2 Development of Basis for Economic Growth
Direction of Study & Expected Capacity to be Developed In order to achieve sustained growth led by investment and exports, it is necessary to increase investor confidence to attract private sector investment by developing a basis for economic growth. Under this Component, the following areas are to be approached in a priority-based manner. (1) Development and Improvement of Transportation Networks
Development and improvement of transportation networks contributes significantly to developing the fundamentals for economic growth. From the viewpoint of enhancing the Philippines’ international competitiveness, it is especially important to relieve and reduce traffic congestion in Metro Manila and to develop and improve transportation infrastructure networks in areas such as Calabarzon where companies involved in electronics industries (the Philippines’s largest exporting industry) are concentrated, and in other industrial centers such as the Subic-Clark-Manila-Batangas “Growth Corridor” (including Calabarzon) , Cebu and other strategic corridors.
(2) Securing a Stable Supply of Electric Power Electric power supply is a basis of business and economic activities and it is essential to secure the stable supply of electric power for realizing sustainable economic growth. In the Philippines’ electric power sector, the financial difficulty of the National Power Corporation (NPC) is a major factor of the expansion of deficits and debt in the public sector, and reform of the electric power sector is not making steady progress. As a result, there was not adequate development and restoration of power generating/ transmission facilities, which increased uncertainty about future electric power supply. Securing a stable supply of electric power is a matter of concern to be approached.
(3) Improvement of Urban Environment In order to realize sustainable economic growth, it is indispensable to improve the environment of cities which are the core of the Philippines’ economy. It is also necessary to take appropriate preventive measures in order to avoid the deterioration of urban environment that accompanies economic growth.
Additionally, under the new Philippine Development Plan (2011-2016), (1) improving industry and services to be globally-competitive and innovative, and (2) promoting a development-oriented and regionally responsive financial system will be focused. Hence, the government’s administrative capabilities on (1) labor management, (2) entrepreneurship, (3) science, technology and innovation (STI), (4) urban and regional planning, and (5) financial and industrial engineering are to be enhanced. In light of abovementioned priority areas, JDS Fellows are expected to contribute to policy/ plan formulation and institution building for development of infrastructure and improvement of urban environment contributing to economic development of the Philippines and enhance capacity of maintenance and management. Features of the Program of Accepting University <Nagoya University, GS of Environmental Studies> GS of Environmental Studies, with the close partnership with GS of Engineering, GS of Bioagricultural Sciences and GS of International Development, has been committed to environmental and urban policy studies to respond to social needs. For the transportation sector research, in particular, the School has produced an extensive research outputs such as low carbon cities, urban transportation analysis and planning, and life cycle assessment of transportation infrastructure, and has been committed to advisory works to mid- to long- term countermeasures in the sector concerned based on lessons learned from actual case studies in Asian countries. Under the Global Environmental Leaders Program, the fellows will acquire cross-disciplinary perspectives on the programs three focal areas, namely (1) Climate Change Mitigation and Adaptation, (2) Water and Waste Management, and (3) Biodiversity Conservation, in the course of acquiring advanced knowledge and knowhow on infrastructure development and environmental conservation under the supervision of academic advisor(s) who specialize mainly in civil engineering including transportation planning, urban planning, environmental systems analysis, water and river engineering, architecture, and environmental and resource economics. It is recommended for applicants to study University Information closely to make sure if the university has curriculums and faculty members relevant to the research topic.

3. Qualifications and Requirements of Applicant
Applicant must satisfy the following requirements.
◆ Nationality Must be citizens of the Republic of the Philippines;
◆ Age Between 22 and 39 years old as of April 1, 2013 (in principle); (Those were born on/after April 2, 1973 and born on/before April 1, 1991)
◆ Occupation Must be an employee of target organizations and not be a member of the military
◆ Work
Experience
‐Currently employed in the Target Organizations ‐Has permanent status (in principle) ‐Has 2 years of work experience, particularly in work relevant to the selected Component, at the time of application;
◆ Performance
Rating
Has a performance rating of at least ‘Very Satisfactory’ from July 1, 2011 to June 30, 2012 in the organization;
◆ Academic
Background
Should have a Bachelor’s degree relevant to the target field; ‐For Component 1‐2, 16 years of formal education is required (in principle), however, relevant academic/research career or working experience can be considered as the alternative to meet the requirement. Has a good command of both written and spoken English; ‐For Component 1‐3 (International Christian University), TOEFL score of 79 (iBT) / 550 (PBT) or IELTS score of 6.5 or higher is preferred.
◆ Degree Has not been awarded foreign scholarship for Master’s degree;
◆ Responsibilities

When selected as a final successful candidate, he/she is required; 1. To sign and submit the pledge to follow the conditions deemed
necessary as JDS Fellow. (If a fellow violates any articles of the pledge, the scholarship may be cancelled) *Please refer to sample of the pledge on the next page*.
2. To fill out an application form of the university. 3. To submit a copy of Scholarship Service Contract (referred to under
Executive Order 161) to the JDS Operating Committee for record/monitoring purpose.
4. To attend the pre‐departure orientation in Manila (tentatively 2 weeks in July‐August 2013)
5. To fully participate in briefing orientation in Japan (August to September 2013)
6. NOT to change university and/or field of study 7. NOT to invite the family earlier than 3 months (University may have
different regulations) 8. NOT to drive a vehicle 9. NOT to undertake any part‐time work (excluding academic work
provided by university) 10. To contribute to socio‐economic development of the Philippines with the
acquired knowledge upon return to the Philippines. 11. To be in good condition physically and mentally during the stay in
Japan as an ODA scholar. * If there is a drastic change in fellow’s health condition before and during his/her stay in
Japan, or/and if the accepting university considers his/her condition is not suitable enough
in the pursuit of academic goal, scholarship is subject to cancellation, based on the
decision/guidance of university and the Operating Committee of the JDS Philippines.

1. To exert every necessary effort during my course of study in order to achieve the aims of the Japanese Grant Aid for Human Resource Development Scholarship (JDS);
2. To observe all Japanese laws and regulations, and to maintain the dignity and morals appropriate to a JDS Fellow and a representative student of the Philippines; I should be responsible for myself and my conduct and independently handle any circumstances or adverse consequences resulting from my behavior (actions, statements, etc.);
3. To refrain from violating any of the regulations of the university at which I am enrolled in Japan;
4. To strictly adhere to all regulations of JDS, including the “Rules of Japanese Grant Aid for Human Resource Development Scholarship (JDS) Fellows”;
5. To be responsible for expenses incurred over and above those covered by the scholarship and other stipends granted in JDS;
6. To be responsible for payment of any debts I might incur in Japan;
7. Not to transfer to any other university or to change my field of study for personal reasons;
8. Not to relocate to another region in Japan;
9. Not to apply for further studies, such as doctoral degree or other types of programs, while I am enrolled in a university in Japan under the JDS Project;
10. To complete the course program within the prescribed period of study; and then return to the Philippines, comply with the Scholarship Service Contract required by the Government of the Philippines; and to contribute to the development of the Philippines to as great extent as possible;
11. Not to change the status of residence as “college student /ODA ryugakusei” during the entire duration of my stay in Japan;
12. Not to use re-entry visa to Japan with the status of residence as “college student / ODA ryugakusei” under the sponsorship of JICE once I return to the Philippines after the completion of my course of study in Japan under the JDS Project;
13. To return my residence card to the immigration officer at the airport from which I depart for the Philippines after completion of my study in Japan under the JDS Project; and
14. If I am found to have committed any of the following, I shall lodge no complaint about the cancellation of the scholarship:
1) A false statement has been found in my application documents 2) I violated any article of this pledge 3) I am subject to disciplinary action by the university or does not live up to the academic standards of the

4. JDS Operating Committee
The Operating Committee (O/C) is a decision making committee of the JDS Project. It consists of both Philippine and Japanese governments.

5. Application and Selection Procedures
◆ Applicant must choose one of the “Components” to study, based on the organization
where you belong. Only for those applying for Component 1‐1 and 1‐3, the applicants can choose the 1st and 2nd desired universities according to their priority (only among universities in the same Component), and write the number as “1” ‐ for first priority and “2” ‐ for second priority. If Applicant marks more than two boxes, the application will become invalid.
◆ Applicant must fill out all sections of the application form in English. ◆ Application form must be attached with the required documents. The documents
must be issued in English or accompanied by a certified English translation.
Application form and the required documents must be submitted personally, by mail, or courier to JICE JDS Project Office, Unit 2‐F1, Island Plaza Salcedo, 105 L.P. Leviste Street, Salcedo Village, Makati City, Philippines.
Submission sent by FAX or E‐MAIL will NOT be accepted. Submission of application is not later than 16:00 hrs November 16, 2012. Late submissions and/or incomplete application documents shall NOT be accepted.
◆ Application documents will not be returned for any reason.
NEDA and JICE JDS Project Office will check all required documents and carry out qualification screening.
ONLY qualified applicants will be informed of instructions on the succeeding selections.

English Proficiency (TOEFL) will be basically conducted to all the eligible applicants on December 1, 2012 in Manila, except those who submitted a valid official certificate (within two years after testing date as of April 1, 2013) of TOEFL score (PBT: 550 / CBT: 213 / iBT: 79‐80) or IELTS score of 6.5 or above. No other English certificate shall be considered.
◆ Every applicant will be also required to take the basic mathematic test of around 60 minutes on the same day of TOEFL. The mathematics test consists of Arithmetic operations, Solving fractions, Equations, Inequality, Matrix, Basic quadratic functions, Basic operations of exponential and logarithmic functions, Basic Integral and Differentiation, etc.
◆ The scores of said examinations will be used for the purpose of reference on the 1st screening by the accepting universities.
◆ The detailed information shall be provided by JICE JDS Project Office accordingly.
*Note: Limited transportation and accommodation allowance will be provided to candidates coming from provincial areas during the selection procedures after the qualification screening.
◆ Application documents will be examined by professors of accepting university. Based
on the result of documentation screening by the 1st desired university, only certain percentage of disqualified application documents will be evaluated by the 2nd desired university (only for those applying for Component 1‐1 and 1‐3). The duration of the 1st Selection will be from mid‐December 2012 to late‐January 2013.

university. It is only upon admission to the university that each candidate will be considered as a JDS Fellow. JICE JDS Project Office will support for the necessary university admission procedures.

Late submission shall NOT be accepted.
2. Performance Appraisal Report/Rating Form – Evaluation from July 1 to December 31,
2011 and January 1 to June 30, 2012. It must be signed by the Head of Agency,
Immediate Supervisor or HR Manager with a rating of at least Very Satisfactory.

8. Guideline for Writing a Research Plan
(1) A Guideline for Writing a Research Plan The main purpose of JDS is to help its scholars acquire the skills and knowledge that will strengthen their capacity to participate more effectively in the processes of making, implementing and evaluating public policies for enhancing the socioeconomic development of their countries. The research for Master’s thesis is a main mechanism to achieve that goal. Therefore it is important that research plans for Master’s theses address the issues and problems important for socioeconomic development of their countries or alternatively address the global issues closely related to socioeconomic development of their countries. The research undertaken for Master’s thesis is not an isolated individual endeavor. It is a part of the attempt of a large number of policy makers, researchers, individuals and organizations to identify important policy problems of socioeconomic development and evaluate various policy options for resolving these problems. JDS scholars are off‐duty from daily obligations during their study in Master’s degree program. But its main purpose is certainly not to release its scholars from the need to think about the problems and issues of their countries but to give them freedom and time to reexamine the problems systematically in coherent theoretical and empirical frameworks with the skills and knowledge they acquire during their study. The research plan you submit for application is not expected to be final. On the contrary, it will be revised many times during the course of your study in the line with ”Sub‐Program (Component)”. But then, what is the purpose of the research plan? Its purpose is to help its readers (faculty members of graduate schools) evaluate the significance and potentiality of your research plan. Readers generally pay attention to the following points: (1) Does your research plan address important policy questions of your country? Does it provide convincing reason why research questions described in your research plan are important or will be important in the future? (Try to answer these questions by checking policy discussions and documents as carefully as possible and finding the important policy questions yet to be resolved.) (2) Does the research plan show that you are strongly motivated to implement the research successfully? Who will benefit from the result of your research? Will the result of your research contribute to solving or clarifying policy questions important for your country? Does the research help you participate more effectively in the development process of your country, particularly in the policy making process after your graduation? (Include the information about your responsibilities in the government.) (3) Is your academic background strong enough to implement your research plan? Is your job experience sufficiently rich to improve your research plan during the course of your study? (Not necessary if other application material is good enough to show that the answers are positive.) (4) Is your research plan supported by the program of the graduate school you are applying for? (A

brief comment will be sufficient in most areas of studies, but is necessary.) (5) Are the research questions academically interesting? Are they academically challenging? (Do not worry about this point unless you have strong academic background in the research topic you are going to undertake.) The five points described above are more or less common to all the field of graduate study under the JDS program. The importance of each point, however, depends on the field of your study, particularly on the exact characteristics of the graduate school program you are applying for. Some graduate programs may require more specific information about the data and method of analysis. Therefore it is essential that you study closely “University Information” as well as web‐site of the university, and that you write your research plan after taking into account fully the requirements and characteristics of the graduate program. It should be noted that if you are accepted as a JDS scholar, then writing a research plan is the start of your research. It is strongly recommended that you continue to improve your research plan before coming to Japan for study.
2) Outline of Research Plan (Example) INTRODUCTION (1 paragraph):
State what your topic is about. Not necessarily in this order, you need to include the following:
• necessary background information about the topic (eg; what is the issue?, why do you choose
the topic? Is your working experience relevant to pursue the research?, etc. )
• purpose of the study
MAIN BODY (approximately three paragraphs):
Develop your opinion and give more information. Explain what & how to study. Not necessarily in
this order, you need to include the following:
• Explain briefly on your analysis on the topic
• Explain briefly on your research methodology
• Remember what you want to learn from Japan/applying university
CONCLUSION (1 paragraph):
Tell the reader the important point to stress and address your future plan. Not necessarily in this order,
you need to include the following:
• Expected learning/findings from your research
• Describe your future plan how to utilize your research outcome to solve the issue mentioned
in the first part after you return to the country/workplace
• Describe how your research outcome contributes to the development of the
country/workplace

3) Notes In the JDS selections, each candidates will be evaluated her/his academic abilities enough to pursue the master program in Japan as well as the potential of the future contribution to the country. Therefore, it is highly recommended to explain that the objective of your research plan be in connection with the development issues under applying Component, and to rationalize how the study will be addressed in accordance with the career path, corresponding to the current position/ responsibility in the belonging organization. It is also recommended to read “2. University Information” carefully to make sure if the university has curriculums and faculty members relevant to your research. You can acquire more information in the website of each university or visit JICE JDS Project Office. Remember that plagiarize from somebody’s work or websites are strongly prohibited.

9. Important Reminders
A. Application Deadline
Application guideline/documents and university information can be downloaded at JDS website. Applications should be submitted to the JICE JDS Project Office in the Philippines by no later than 16:00 hrs, November 16, 2012.
Late submission and incomplete application documents shall NOT be accepted.
B. Research plan Before an applicant writes the research plan, it is recommended to study the attached “2.
University Information” closely to make sure if the university has curriculums and faculty
members relevant to your research plan. Applicants can acquire more information in the website
of each university or visit JICE JDS Project Office in Makati City.
Please refer to ‘8. Guideline for Writing a Research Plan’ for the details.
C. Selection results Selection results will be released by JICE JDS Project Office only. Any inquiries on the results by
applicants shall not be entertained.
D. Contact during holidays Supposing many of you are leaving your office or home before and during Christmas holiday,
you should take your own responsibility to inform your alternative contact number or email
address to JICE, so that you can receive our important correspondence anytime during the holiday
in case of necessity. We will never guarantee any of the failure of the delivery or your failure to get
the opportunity to proceed to the following selection caused by the negligence of this instruction.
