    Company Profile

    For the past fifty years, HumRRO has been an industry leader in all aspects of human resourcesresearch and development. HumRRO is now offering its services through the General ServicesAdministration MOBIS contract. Work under this contract covers management, organizationaland business improvement services and products to enable government agencies to improveperformance, quality, timeliness and efficiency throughout their organizations.

    HumRRO provides 'Consultation Services' (SIN 874-1) such as expert advice, assistance,guidance or counseling in support of agency management, organizational, and businessimprovement efforts. Services include studies, analyses and reports documentingdevelopmental, consultative or implementation efforts in the following areas:

    Workforce Planning Personnel Selection, Classification, and Assessment Performance Appraisal Career Development and Succession Planning Compensation Job Analysis, Competency Modeling, and Needs Assessment Training Development and Evaluation Recruitment and Retention Program Evaluation Certification Test Development and Maintenance Education Policy Analysis Educational Testing and Assessment Organizational Development

    HumRRO also provides a full range of 'Survey Services' (SIN 874-3), including: Survey instrument development including questionnaires, respondent letters, forms,

    interviewer training manuals Quantitative data collection methods such as mail surveys, in-person surveys including

    tracking hard-to-reach respondents, telephone surveys using computer-assistedtelephone interviewing to enhance data quality, and Web-based surveys

    Qualitative data collection methods including focus groups and in-depth interviews Other technical and survey-related activities such as sample design and development,

    sample database management, CATI/CAPI data capture, programming (in SAS, Access,and Blaise), data entry and optical scanning, and data processing (including coding,editing, and cleaning)

    We develop, administer, and analyze surveys to gather information on a variety of topics,including employee opinions, customer satisfaction, job requirements and training needs,program outcomes, organizational and occupational compensation levels, best practices, andorganizational effectiveness.

    Training is an essential to the Federal government today as it has ever been and plays a key rolein developing and enhancing the human capital that agencies need to fulfill their missions andstrategic objectives. Over its 50-year history, HumRRO personnel have been involved inpublishing one of the early statements of the Instructional Systems Development (ISD) concept,

    foundation research in the setting of instructional objectives, and the implementation of computer-based training. We continue to develop customized training solutions for clients usingthe ISD approach. Building on our ISD capabilities is a key aspect of our future success, and wecontinue to diligently monitor and contribute to emerging methodologies and technologies.

    HumRRO is now offering services through the General Services Administration MOBIS contract

    under (SIN 874-4) 'Instructor Led Training, Web Based Training and Education Courses, CourseDevelopment and Test Administration'. Work under this SIN covers development andimplementation of training to meet the agency's goals and objectives in the subject areasneeded. We offer training services related to:

    Analysis Design Development Implementation Evaluation

    Work under this contract covers the development and implementation of training to meet theagencies goals and objectives in the subject areas as needed.

    Training needs analysis can be performed using in-person, on-line, or paper-basedmethodologies. The training course can then be delivered through customized interactive onlinecourses or instructor led courses. HumRRO can also work with you to identify appropriatetraining evaluation strategies, including ROI studies using the Phillips Model of trainingevaluation.

    We strive to achieve both regulatory compliance and accessibility of the training we developthrough adherence to Section 508 standards. Technology assessments and feasibility studies areoffered in support of the training evaluation process to assist our clients in guiding their effortsthrough an effective application of available automated resources to the evaluation process.

    The contract vehicle is available to all Federal Agencies, the U.S. Postal Service, and the Districtof Columbia government.

Has well-developed skills in organizing and planning,decision making, interpersonal and communication skills, negotiation, and clientmanagement. Has extensive experience in defining scope of current and future work onmultiple related projects. Identifies interdependencies and ensures coordination andintegration among related efforts. Has extensive knowledge and experience in subject matterarea of expertise. Advises senior-level government officials. Adept at development of innovative solutions to complex organizational problems.

    PhD or equivalent experience in a relevant discipline with demonstrated skill in planning,conducting, and managing research and development; 8 to 10 years post-PhD-levelexperience.

    The senior manager provides executive-level planning and direction for major program areas.Primary responsibilities include: designing programs; providing industry insight; determiningand meeting client needs; providing contract oversight and issue resolution; providingtechnical oversight to ensure quality and timeliness of program and research products; andworking with senior staff and clients to meet shifting requirements to ensure clientsatisfaction.

    conducting research; 5 to 10 years post-academic research experience.The Senior Consultant provides senior-level management for projects and is the primarypoint of contact with clients. The Senior Consultant is accountable for directing projects tofulfill contractual obligations and to ensure client satisfaction. This entails responsibility forthe technical quality, timeliness, and budget for projects.

Provides analytical, evaluative, and advisory support for an area of subject matter expertise within the scope of the project and organization. Has expertise inanalytic approaches and tools, such as statistical software packages, and can plan analysesand report results. May be responsible for analysis of external matters that impact the

    project and organization.

    This position requires a PhD in a directly related area with at least three years of relevantwork experience or a MA/MS degree in a relevant discipline and at least five years of relevantwork experience.

    The Consultant provides strong management and direction, and is dedicated to deliveringquality products and services. The Consultant is responsible for planning, implementing, anddirecting or assisting in the direction of all phases and aspects of projects as well as thetimely delivery of products and deliverables.

    Junior Analyst

    Supports both quantitative and qualitative analytic efforts. Is proficient with basic analytictools. Works under the direction of Senior Consultant or Consultant.

    The position requires a BA/BS degree with major in psychology, sociology, education, or aclosely related field and ability to apply the basic skills needed in applied social science

    research and development.

    The Junior Analyst provides strong analytical and program support for projects and staff. TheJunior Analyst is responsible for implementing procedures and providing assistance forproject tasks.
