September 13, 2006 APPLICANT: Dominion Nuclear North Anna, LLC FACILITY: North Anna Early Site Permit SUBJECT: SUMMARY OF PUBLIC MEETING HELD TO RECEIVE COMMENTS ON THE SUPPLEMENT TO DRAFT ENVIRONMENTAL IMPACT STATEMENT FOR THE NORTH ANNA EARLY SITE PERMIT APPLICATION On Tuesday, August 15, 2006, members of the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting at the Louisa County Middle School, in Mineral, Virginia, concerning the staff’s environmental review of the early site permit (ESP) application submitted by Dominion Nuclear North Anna, LLC (Dominion). The purpose of the meeting was to present the preliminary findings of draft Supplement 1 to NUREG-1811, “Draft Environmental Impact Statement for an Early Site Permit at the North Anna ESP Site” (SDEIS), and provide the public with an opportunity to comment on the SDEIS, which was issued in July 2006. The SDEIS analyzed the impacts of the change to the cooling system for proposed Unit 3 from a once through system to a combination wet and dry cooling system, and the increase in power level for proposed Units 3 and 4 from 4300-4500 MWt. Formal presentations, including the NRC’s preliminary recommendation, were made by the NRC and its contractor, Pacific Northwest National Laboratory. The staff’s preliminary recommendation is that the ESP should be issued. This preliminary recommendation is based on: (1) the Environmental Report (ER) submitted by Dominion, as revised; (2) consultation with Federal, State, Tribal and local agencies; (3) the staff’s independent review; and (4) the assessments summarized in the SDEIS, including the mitigation measures identified in the ER and the EIS. In addition, in making its preliminary recommendation, the staff has concluded that there are no environmentally preferable or obviously superior alternative sites. Finally, the staff has preliminarily concluded that the site preparation and preliminary construction activities allowed by 10 CFR 50.10(e)(1) will not result in any significant adverse environmental impact that cannot be redressed. After the formal presentations were given by the NRC staff, members of the public were invited to provide comments. Approximately 300 people attended the meeting. Attendees included members of the public and media; representatives of the NRC; representatives from public interest groups, the nuclear industry, Dominion; and State and local government officials. Comments were in support of, and opposition to, the ESP. Topics discussed included the impact of the new cooling system on Lake Anna, the waste heat treatment facility and the North Anna River downstream of the lake, and the change in power level. The public provided comments on emergency preparedness and security, spent fuel storage, alternative energy sources, water use, health impacts, and radiological effluent releases. In an effort to improve communication and increase interaction with members of the public, the NRC staff conducted a open house 1 hour before the meeting and encouraged the public to submit public comments and meeting feedback forms. The staff provided displays and brochures and met with members of the public to answer questions about the proposed North Anna ESP. Enclosure 1 is a list of attendees.
