Message from the Minister of Infrastructure DevelopmentThe United Arab Emirates and its wise leadership are proud to host the 3rd Arab Ministerial Forum for Housing and Urban Development in October 2019, under the patronage of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

I warmly welcome you to the UAE on the occasion of this important forum, which will act as a key component in the preparation of an integrated Arab Agenda that supports the region’s direction. It will support our common vision and promote partnerships and cooperation to achieve sustainable development for a better Arab future. The forum’s agenda will serve the aspirations of the Arab citizens; eager for the future to facilitate continued growth and development in various areas of life, in addition to achieving happiness and an enhanced quality of life for our societies.

The Arab League’s Housing and Sustainable Urban Development 2030 Agenda and the United Nations Sustainable Development Goals underpin the ambition of the region and its wise leadership towards the implementation of the New Urban Agenda and as a direction to achieve the hopes and aspirations of our people. The Forum is an important platform to facilitate key discussions and actions, and deliberate on the way forward to promote urbanization as a key factor for achieving sustainable development, as well as discussing current and emerging challenges and exploring their solutions to achieve this common vision.

In line with the Arab League’s 2030 Agenda and the United Nations Millennium Development Goals, the UAE is honored to host this important Summit on behalf of the Arab States, the Arab League and the UN-Habitat. We are grateful for the unwavering support and future foresight of our leadership, industry and wider community, whom together will enable us to achieve our shared goals.

We hope to join hands to reach future goals, to nurture happiness and support the quality of life for our societies. We truly believe that dialogue and collaboration is more important than ever in order to positively build the future, together. Welcome Speech Dear Esteemed Guests

It gives me an immense pleasure to welcome the honorable ministers and all of your kind goodselves in this third Arab Ministerial Forum on Housing and Urban Development. The two-day forum is hosted by the Ministry of Infrastructure Development- UAE and will be attended by the honorable Arab ministers of housing and construction, representatives of the League of Arab States, in addition to the elite decision-makers, intellectuals, experts, regional and international organizations as well as the private sector and civil community companies specialized in housing and urban development worldwide.

This forum is of an immense significance for it gives a decent space for consultation on the appropriate means to develop Arab cities and boost their role in addressing the multiple challenges facing the Arab world and advancing the efforts dedicated for the sustainable urban development. In an increasingly urbanized world, where the vast majority of people live in cities, sustainable urban development turned to be imperative to ensure a sustainable future for humanity; a future where all people enjoy equal rights and equal access to all opportunities offered by the cities.

Immediately after the approval of the new urban plan on October 2016 and the UN Sustainable Development 2030, the Arab states were taking the lead to implement these international agendas through the adoption of the the Arab Strategy on Housing and Sustainable Urban Development 2030. The strategy aims to provide integrated and sustainable human habitats featured by being unbeaten, competitive and able to provide a better standard of living in the Arab world.

I do hope through this forum that discussions, consultation, exchange of experiences and partnering between Arab countries and stakeholders will continue. I do also hope that they agree upon a group of initiatives and ambitious recommendations to help local and national governments to adopt and pursue policies and frameworks for a comprehensive urban national strategy to ensure the people’s right in creating a city for all and is guided by the principles of international development.

In conclusion, I would like to avail this opportunity to extend my sincere appreciation to His Excellency Dr. Abdullah Belhaif Al Nuaimi, Minister of Infrastructure Development, the UAE Government, the Emirate of Dubai and other national institutions for all the efforts exerted for hosting the third Arab Ministerial Forum. I hope that the sessions will be fruitful and successful.

Event Overview Under the patronage of His Highness Sheikh Mohammad Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the United Arab Emirates Hosts the Third Arab Forum for Housing and Sustainable Urban Development (AMFHUDIII) in cooperation with the Ministerial Council for Housing and Construction of the League of Arab States and the Regional Office for Arab States of the United Nations Human Settlements Programme (UN-HABITAT-ROAS), as well as the preparatory technical meetings and the 36th session of the Arab Ministerial Council for Housing and Construction.

The Arab Forum for Housing and Sustainable Urban Development (AMFHUD) has been established as a biannual regional consultative mechanism on housing and sustainable urban development issues hosted by one of the Arab countries and organized in partnership with the Ministerial Council for Housing and Construction of the League of Arab States, relevant Ministries of the Arab member states and the technical support of UN-HABITAT-ROAS.

The forum aims at discussing and presenting new Arab visions and finding innovative solutions and effective mechanisms to meet the current and emerging challenges at the urban, economic, social and environmental levels in the Arab world. The forum aims at spreading awareness about sustainable urban development, exchanging valuable experiences among Arab countries, and presenting leading initiatives to highlight best practices in the design, implementation, monitoring and evaluation of housing and urban development plans and strategies. With these objectives, AMFHUD2 will also facilitate and strengthen regional cooperation around housing and urban sustainable development issues with reference to international trends.

In this regard, AMFHUD2 provides a platform for discussion, exchange and presentation of innovative solutions, lessons learned and cooperation initiatives that would act as drivers of change to accelerate progress on the urban components of the Sustainable Development Goals and the New Urban Agenda guided by the Action Framework for Implementation of the New Urban Agenda and and the urban components of the 2030 Sustainable Development Agenda, in particular Sustainable Development Goal (SDG) 11 “making cities and human settlements inclusive, safe, resilient and sustainable”.

The forum consists of a series of technical sessions focused on specific and comprehensive themes organized in coordination with the Arab countries and bringing together specialists in the field of housing and urban development, and resulting in a set of recommendations and initiatives for cooperation with regard to the subject of discussion to be endorsed by the Arab Ministerial Council for Housing and Construction.

Youth Solutions InitiativeThe third Arab Ministerial Forum on Housing and Urban Development hosts the fourth edition of the Youth Solutions initiative, organized by the Arab Youth Center in cooperation with the Sheikh Zayed Housing Program, to empower the Arab youth to showcase their innovative solutions with regard to the challenge of (Providing Quality of Life in Slums).

Sustainable Construction DayThe UAE is proud to host the Sustainable Building Day towards the realization of the Paris Agreement. It aims to encourage stakeholders from the public and private sectors of the Arab States and policymakers in the construction sector to adopt more environmental commitments and develop nationally determined contributions related to construction sector.
