1. GENERAL 1.1 Scope Work under execution of all divisions of this specification includes furnishing labor,
materials, equipment, consumable supplies and engineering services, management and coordination of all work in accordance with the Request for Quotation (RFQ) and as specified hereinafter for Civil, Structural and Building (CSB) Works for (hereafter referred to as the CSB Works) for EVOLUE No.2 Line Project (hereinafter referred to as the Project) to be built in Tembusu, Jurong Island, Singapore.
1.1.1 The work shall include, but not be necessary limited to, the following;
1) Engineering services such as preparing planning construction drawings, rebar bending schedules, shop drawings, bill of quantities and data for as-built drawings, and all documents required by MES for site construction work
2) Bagging and Warehouse design work including mechanical electrical design work.(Attached Warehouse and bagging design package shall be referred)
3) Survey and Setting-up Locations 4) Establishing, maintaining lines and levels 5) Site work including turfing, finishing grading 6) Necessary scaffolding for all construction work. 7) Piling work and soil improvement work, if required. 8) Earth work including excavation, backfill, shuttering, dewatering, and shoring to keep
excavations and site construction area free from water. 9) Roadways, area paving, gravel surfacing including curbs, guard railing, road signage,
markers and safety signs. 10) Plant drainage systems including open surface water drainage, waste water drainage
systems, waste water treatment facilities of basin, pits, tank pits and manholes, sanitary sewer system.
11) Underground cable trenches and duct banks 12) Equipment and machinery foundations including misc. foundations for pipes, cables
and other utility services. 13) Tank foundations and dikes 14) Structure including buildings and piperacks of which construction are RC and/or
structural steel. 15) All building finishing including but not be necessary limited to, roofing, walling, ceiling,
flooring, joinery, doors and windows, sanitary fitment and furnishing, building drains including surrounding ditch etc.
16) Excavation and backfilling for underground facilities installed by other discipline such as fire water piping, electric conduit, instrument conduit.
17) Installation of piping, elbows, conduits and/or valves which are embedded in concrete, before piping concrete.
18) Protection of existing structures/utilities in surrounding area, when CSB work in progress
19) Detailed engineering for buildings including building mechanical and electrical work 20) Building mechanical and electrical work such as air-conditioning, ventilation, lighting,
wiring, water supply plumbing, sewer piping inside building, fire fighting facilities etc.

1.2 References 1.2.1 Project Specifications and Drawings Work shall comply with the specifications, drawings and documents listed below and
requirements of all applicable laws and regulations of governments, authorities and agencies. These documents are attached in this RFQ. 1) Technical Specification for CSB Work
CSB Contractor (For definition see item 1.4.2) shall notify MES with her alternative proposal, if this specification doesn’t meet local condition and/or procedure

3) Standard Drawings for CSB work
CSB Contractor shall notify MES with her alternative proposal, if these standard drawings don’t meet local condition and/or procedure
4) Reference Drawings such as equipment layout, basic plan drawing etc.
1.2.2 Codes and Standards Requirements for the Work shall be in accordance with the codes and standards, and
practices in commonly used in Singapore. 1.2.3 Schedule Schedule in each detailed items shall be established by CSB Subcontractor to comply as
per overall project schedule before the Work Commencement. 1.3 Language and Units
1) Language: English for all documents 2) Dimensions: SI Metric unit for dimensions, measurement and weight
1.4 Definitions 1.4.1 MES shall mean Mitsui Engineering and Shipbuilding Co., Ltd. 1.4.2 CSB Contractor shall mean the successful bidder to whom contract will been awarded to
perform the Work covered by this requisition and the supporting documents. 1.4.3 The Engineer shall be MES’s representative to control all activities as covered by this
requisition during the CSB Works execution period. He has authority to stop the CSB Works if necessary to insure its proper execution. He shall certify to MES when payments under the Contract are due and claims of MES or the Contractor are occurred.
1.5 Order of Precedence

Unless codes and statutory requirement take priority, the order of document priority shall be
as follows:
1) Individual Design Drawing 2) This Specification 3) Related Project Specification 4) Codes and Standards
2. SCOPE OF WORK 2.1 Scope of CSB Subcontractor 2.1.1 The Work comprises performing all necessary works including all necessary construction
facilities, services and management for the Construction as defined in above 1.1 all which are for items as presented in the drawings, data sheets and bill of quantities listed in above 1.
2.1.2 From the commencement to the completion of the CSB Works, the CSB Subcontractor
shall be fully responsible for the true and proper execution of the CSB Works by his capable forces in compliance with the specifications, schedule, drawings, manuals and reports supplied or approved by MES, and for the conformity to the relevant authorities law and regulations for the execution of the CSB Works. The CSB Subcontractor shall confirm with the MES Engineer to make clear any questionable or unsuitable points in advance of the start of the CSB Works. All of designs, working level construction drawings such as planning of excavation and concrete work, material and equipment selection shall subject to the CSB Engineer's approval.
2.1.3 Engineering services necessary for the CSB Works such as planning and preparation of
project organization and function of project staff, marking work schedule and controlling the schedule, supervision and management of execution of the CSB Work based on the specifications supplied or approved by the CSB Engineer, marking planning drawing based on the design drawings supplied by MES, preparing as-built marked up drawings, required material list, issuance of progress reports such as weekly work report and other reports, quality control aspects, any other management and control necessary as required by the CSB Engineer for execution of the CSB Work.
2.1.4 Bearing of all taxes and duties that may be levied by the government or any other agency. 2.1.5 The CSB Subcontractor shall send his proper personnel to MES's site office by his own
expenses to join the coordination and kick-off meeting. The Contractor shall prepare meeting notes and obtain MES's agreement within the meeting. Pre-inspection and intermediate meetings shall also be held to ensure resolution of technical questions and compliance with all order requirements.
2.1.6 The CSB Subcontractor shall prepare Bagging and Warehouse design drawing based on
specification and Singapore regulations including Mechanical and Electrical design. 2.2 CSB Subcontractor’s Out of Scope 2.2.1 Preparing designs and drawings of the work (Bagging and Warehouse design is CSB
Subcontractor’s scope of work)

2.2.2 Leveling pad and grouting the bottom of equipment base plates 2.2.3 Supply of anchor bolt for equipment and machinery 2.2.4 Providing all necessary insurance except for what CSB Subcontractor is legally responsible
to insure under related acts, rules and regulations including workman’s compensation insurance.
2.2.5 Site rough grading is CSB Contractor’s work. 3. TENDER FORMS Quotation to be submitted under this requisition should include following information and
estimated prices per below formation: 3.1 Time schedule estimated to carry out the work in order to the each activity in Section 1.1.1. 3.2 Equipment and work force histogram, yard and fabricating facilities description. 3.3 Unit Price Table as given in electronic file of Excel 2007 or later shall be filled up by unit
rates in brake down. Items if not covered by this form shall be presented by adding the items with additional code which should be the nearest number of listed items.
Quoted unit rates shall be fixed as the base for adjusting the amount according to the
designs and actual working quantities if and when necessary, but the cost of preliminaries shall be considered as fixed price of lump sum. Submission of this form shall be made using the electronic file.
3.4 Company brochure with working history for project in Singapore for the similar work. 4. PLANNING 4.1 Construction Drawings
1) The CSB Subcontractor shall submit, in accordance with the approved schedule, One print (Original) of designs, method statement, approval of material and equipment selection with bills of material including construction planning drawing for the MES Engineer's authorization to proceed before starting the CSB Works. No CSB Works shall be commenced until such approval has been received.
2) Only completely checked drawings and documents will be accepted. Authorization to
proceed for next step shall be interpreted as the MES Engineer agreement with general methods and arrangements only, and shall not imply verification of dimensions or quantities.
3) The CSB Subcontractor shall be responsible for the accuracy of setting-up the location
for construction. 4) Construction drawings shall be transmitted to the job site as follows:
a. 1 set of prints of design drawings and planning drawings, including bar bending

schedules, as soon as they have been authorized for fabrication and after each subsequent revision for scope of CSB Subcontractor design work.
b. 1 set of prints of shop detail drawings, including bills of material, as soon as they have received final authorization.
c. One complete binding set of prints of applicable authorized planning drawings, including bar bending schedules, in a waterproof package, with each delivery time of steel.
d. All drawings and drawing list, bill of materials, bar bending schedules and all documents shall be submitted in electronic file.
5) Construction planning drawings shall be issued and approved by MES before
commencement of work. 4.2 Substitutions and Back Charges
1) No substitutions of member size or changes in details, dimensions, or rebar splices shall be permitted without written authorization by the CSB Engineer. All corrections which change the original design have to be approved by the CSB Engineer prior to the Work under the approved procedure. All marked up design drawings as to approved substitution of member size shall be submitted in pdf file by the CSB Subcontractor to MES for the purpose of As-built drawings. The payment shall be applied original member size if the approved substitution member unit weight are heavier than the original one.
2) The CSB Engineer reserves the right to reject any unsatisfactory materials and misfit
materials resulting from errors in the Work.
3) The CSB Subcontractor shall perform, in the event such case occurred for succeeding work to allow proper fit-up by dispatching the crew and tools to job site. Any errors which prevent the proper fit-up of the superstructure must be immediately reported to the CSB Engineer. The CSB Engineer will report any such errors to the CSB Subcontractor who is responsible either for correction the error or approving the most efficient and economical method of correction. The cost of such corrections shall be borne by the CSB Subcontractor.
5. GENERAL REQUIREMENTS 5.1 Surveys, Permit and Regulation Permits and licenses necessary for the prosecution of the Work shall be secured and paid
for by the CSB Subcontractor. The CSB Subcontractor shall comply with all laws and regulations bearing on the conduct of the CSB Work and shall notify to MES if the drawings and specifications are at variance therewith.
5.2 Protection Work The CSB Subcontractor shall adequately protect the CSB Work adjust property, and the
public, and shall be responsible for any damage or injury due to his act or neglect. 5.3 Access to Work The CSB Subcontractor shall permit and facilitate observation of the CSB Work by MES

and public authorities at all items. 5.4 Material, Applications, Employees Except as otherwise noted, the CSB Subcontractor shall provide and pay for all materials,
labor, tools, water, power and other items necessary to complete the CSB Work. Unless otherwise specified, all materials shall be new, and both workmanship and materials shall be of good quality. All workmen and sub-contractors shall be skilled in their trades.
5.5 Correction of Work The CSB Subcontractor shall be responsible to re-execute any work that fails to conform to
the requirements of the CSB Contract and that appears during the progress of the CSB Work, and shall remedy any defects due to faulty materials or workmanship which appear with a period of one year from the dare of completion of Contract. The provisions of this article apply to work done by sub-contractor as well as to work done by direct employees of the CSB Subcontractor.
5.6 Cleaning Up The CSB Subcontractor shall keep the premises free form accumulation of waste material
and rubbish and at the completion of the CSB Work he shall remove from the premises all-rubbish, implements and surplus materials and leave the building bloom-clean.
5.7 Time of Completion The CSB Work shall be commenced and completed in accordance with the contract project
schedule. 6. TEMPORARY WORK 6.1 General Materials only use for temporary purposed may be new or used, suitable for the intended
purpose, but must not violate requirements of applicable codes and standards. The CSB Subcontractor shall make his own arrangements for storing, pumping and transportation of construction utilities i.e. fuel, water and electricity which he may require for the execution of the CSB Work.
6.2 Construction Aids Provide construction aids and equipment required by personal and facilitate the execution
of the CSB Work; Scaffolds, staging, ladders, stairs, ramps runways, platforms, railings, hoist, cranes, chutes and other such facilities and equipment.
1) Local regulation shall be fully complied. 2) Relocate construction aids as required by progress of construction, by storage or work
requirements, and accommodate legitimate requirements of MES and other contractors employed at the site.
6.3 Temporary enclosure

Provide temporary weather-tight enclosure of exterior walls for successive areas of the
building as work progresses, as necessary to provide acceptable working conditions, provide weather protection for interior materials, allow for effective temporary heating, and to prevent entry of unauthorized persons.
1) Provide temporary exterior doors with self-closing hardware and padlocks.
2) Other enclosures shall be removable as necessary for work and for handling of
materials. 6.4 Removal
1) Completely remove temporary materials, equipment and services:
a. When construction needs can be met by use of permanent construction. b. At completion of the Project.
2) Clean, repair damage caused by installation or by use of temporary facilities.
a. Remove foundations and underground installations for construction aids. b. Grade the areas of the site affected by temporary installations to required
elevations and slopes, and clean the area. 6.5 Temporary Structures 6.5.1 Preparation – Fill and grade sites for temporary structures to provide surface drainage. 6.5.2 Installation
1) Construct temporary field offices and storage sheds on proper foundations, provide connections for utility services when applicable.
a. Secure portable or mobile buildings when used. b. Provide steps and landings at entrance doors.
2) Mount thermometer at convenient outside location, not in direct sunlight.
6.5.3 Maintenance and cleaning – Provide periodic maintenance and cleaning for temporary
structures, furnishings, equipment and services. 6.5.4 Removal
1) Remove temporary structures, contents and services at a time they are no longer needed.
2) Remove storage sheds when they are no longer needed. 3) Remove foundations and debris ; grade the site to required elevations and clean the
areas. 6.6 Barriers 6.6.1 Description – Furnish, install and maintain suitable barriers as required to prevent entry,
and to product the Work, existing facilities, trees and plants from construction operations when applicable; remove when no longer need, or at completion of Work.

6.6.2 Local regulation shall be fully complied. 6.6.3 Materials, General-Materials may be new or used, suitable for the intended purpose, but
must not violate requirements of applicable codes and standard. 6.7 Removable, Cleaning and Repair Completely remove barricades, including foundations, when construction has progressed
to the point that they are no longer needed, and when approved by MES. 7. QUALITY CONTROL GENERAL 7.1 Quality Control Responsibility The CSB Subcontractor, in conjunction with the CSB Engineer, shall be responsible prior to
work commencing, for checking that the procedure for all activities and disciplines have been prepared and issued, and for ensuring during the course of the Work that should it be necessary, procedures are update and issued as and when any changes of specification or procedure is notified. As part of the quality control responsibility the CSB Subcontractor shall maintain a constant check on materials so ensuring that materials being comply with the relevant specification. As a continuous exercise throughout the period, the CSB Subcontractor shall ensure that the all visual inspections required prior to functional testing is witnessed and approved by the CSB Engineer as a progressive activity to suit the quality requirements.
7.2 Field Quality Control
1) The CSB Subcontractor shall establish a field inspection system for sufficient inspection and test to assure in accordance with the CSB Engineer’s Requirements.
2) The CSB Subcontractor’s testing and inspection program shall be submitted to the CSB
Engineer for review in sufficient detail to delineate those items to be inspected and the matter of inspection, and shall adequately describe all quality control activities contemplated, including provision for adequate documentation of the CSB Subcontractor’s performance of such quality control and inspection.
3) Records of inspections and certified reports of test required under the various
specifications shall be submitted to the CSB Engineer. 7.3 Inspection and Supervision
1) Throughout the duration of the Work a qualified inspector appointed by the CSB Engineer may be in attendance at site. The inspector shall be the representative of the CSB Engineer and shall be allowed all the rights and privileges and may exercise the authority given by the CSB Engineer with respect to the WORK.
2) All permanent material shall be subject to inspection by the CSB Subcontractor who may
carry out by a registered or otherwise approved laboratory.
3) Before commencing the Work and at intervals thereafter, as required by the CSB

Engineer, each work step will be required to perform inspection as specified in the this specification to the satisfaction of the CSB Engineer who may require such inspections.
4) The cost of all tests and inspection pertaining to materials acceptance and competence
of the Work including expenses for the inspector shall be the responsibility of the CSB Subcontractor.
5) All concrete pouring procedures shall have the approval of the CSB Engineer and such
inspections as he may require shall be carried out prior to their employment on the Work.
6) Inspection of preparation and set up of joints and the means of water tightness prior to concrete pouring shall be required and carried out by the CSB Engineer who may also require complete installation at his discretion.
7) Any inspection and testing performed by the CSB Engineer shall in no way relieve the
CSB Subcontractor from fully complying with the requirements of the Contract.
8. SUBMISSION REQUIREMENTS 8.1 Submittals Make submittals promptly in accordance with supplied or approved project schedule, and in
such sequence as to cause no delay in the Works or in the work of any other contractors. All documents prepared by the CSB Subcontractor in connection with the Work are the
property and copyright of MES and, the CSB Subcontractor shall not be entitled, either directly or indirectly, to make use of such documents for the carrying out of any work beyond the Work. Copyright of documents shall not be sold or otherwise transferred to another person, public authority or company.
All Drawings and documents shall be made by AutoCAD version 2004. All other technical documents such as procedures, material take off and progress report shall be made by Microsoft Word and Excel Version 2003. All drawings and documents shall be submitted according to the Document Procedure supplied or approved by the CSB Engineer.
8.1.1 Construction Planning Drawing
1) Preparation a. Clearly mark each copy to identify pertinent place b. Show performance characteristics and capacities c. Show dimensions and clearances required d. Sample drawings to be approved prior to work
2) The Contractor's standard schematic drawings and diagrams a. Modify drawings and diagrams to delete information which is not applicable to
the Work b. Supplement standard information to provide information specifically applicable
to the Work 8.1.2 Samples Samples to demonstrate the quality of products shall be of sufficient size and quantity to
clearly illustrate functional characteristics of the product, with integrally related parts and attachment devices.

8.1.3 Test Reports - Reports of source quality control tests 8.1.4 Certificates - Manufacturer's mill certificate that materials meet specification requirements 8.1.5 Other Documents - The Contractor shall submit following documents
1) Work planning documents a. Organization chart and detailed work schedule b. Mobilization plan for weekly production, histograms of manpower, material and
construction equipment c. Shop facility plan to be allocated for the Work including those detailed
arrangements and specifications and those area requirements
2) Construction document a. Coordination procedure including progress reporting b. Bill of materials c. Quality control procedure d. Detailed work instruction e. Testing procedure and program
3) Recording report
a. Test and inspection report b. Mill certificate for all material c. Recording photograph d. Expediting and delay analysis
4) Others - Any other required documents
8.2 Number of Submittals Required 8.2.1 Construction Drawings - Submit the required number of copies according to the Document
Procedure supplied or approved by the CSB Engineer. 8.2.2 Product Data - Submit the required number of copies according to the Document Procedure
supplied or approved by the CSB Engineer. 8.2.3 Samples - Submit samples individually specified by the CSB Engineer. 8.2.4 For other submittals, confirm and make classification on the Document Procedure to be
established and mutually agreed by the CSB Engineer. 8.3 Re-submission Requirements 8.3.1 Corrections and/or Changes - Make any corrections or changes in the submittals required
by the CSB Engineer and resubmit until approved. 8.3.2 Construction Drawings
1) Revise initial drawings or data, and resubmit as specified for the initial submittal.
2) Indicate any changes which have been made other than those requested by the CSB Engineer.
8.3.3 Samples - Submit new samples as required for initial submittal.

8.4 Distribution 8.4.1 Construction Drawings - Distribute copies of construction drawings to whom related when
required by the CSB Engineer:
1) Job site file 2) Record documents file 3) Other related Construction Contractor(s) 4) Sub-CSB Contractor(s) 5) Supplier or fabricator
8.4.2 Samples - Distribute samples which carry the CSB Engineer stamp of approval as directed by the CSB Engineer.
9. WORK ASSIGNMENT
The CSB Subcontractor shall perform all CSB related works in accordance with assignment list as shown on document No. 060BS9002.
END OF DIVISION
