FULL COMD

It is the military authority and responsibility of a superior to issue orders to subordinates. It covers every aspect of military op and admin and exists only within national svc.

It is the authority granted to a commander to assign msn or tasks to subordinate commanders to deploy unit, to reassign forces, and to retain or delegate op/tac con as applicable.

It is the authority delegated to a comd to assign task to forces under his command for the accomplishment of the msn assigned by higher auth.

CENTRALIZED COMD AND CON

It promotes an integrated effort and enables forces to be

employed to meet the recognized overall priorities.

It allows air action to be refocused quickly to exploit fleeing opportunities.

It is essential if air power is to be employed in unified action.

EXERCISE COMD AND CON FROM THE HIGHEST PRACTICABLE LVL

Level of comd and con depends on commander’s op resp, force obj, composition and capability of the force involved, functions of the air resources and con system aval for tasking and con air assets.

It should not be set too high as it will inhibit flexibility and create inefficiency.

EXERCISE COMD AND CON FROM THE HIGHEST PRACTICABLE LVL

The greater the reach and capability the higher the level at which the comd and con should be exercised.

For example – fighter bombers are highly capable and can reach tgt across a theater of op – thus they are best controlled at theater level.

It is accomplished by delegating appropriate auth to task and msn.
