1. INTRODUCTION TO THE COSPAS-SARSAT SYSTEM

A. The COSPAS-SARSAT* system

The purpose of the COSPAS-SARSAT satellite system is to detect and locate all distress signals transmitted by aeronautical, maritime or land-based ADT 406 S transmitters, for the search and rescue organizations.

Developed through the international collaboration of the United States, Canada and France the SARSAT 2 project is fully compatible with the Russian based COSPAS1 project .

Since the first results were obtained several countries have joined the program. Several other countries have shown an interest and will soon be joining the COSPAS-SARSAT system partners.

ELTA in relation with CNES (French National Space Agency) has developed the complete range of products required for COSPAS-SARSAT system operation.

Following an in-depth study phase, ELTA has achieved at highly conclusive technical results. Experimental and operational use of the "ground" equipment have proven this equipment's reliability and ease-of-use.

B. System organization (Ref. Fig. 1)

In the COSPAS-SARSAT system, space equipment is placed on board several satellites in low near-polar orbit to capture transmissions from emergency transmitters and to retransmit these signals to specialized ground stations called Local User Terminals (LUT). These ground stations determine the position of the emergency transmitters and then retransmit the position data to the designated Mission Control Centers (MCC). The MCCs in turn retransmit these data to the appropriate Rescue Coordination Centers (RCC) so that they can start the search and rescue operations.

C. The distress frequencies

There are several advantages using the 406 MHz frequency :

– Worldwide coverage: detecting location is not only possible in real-time within a radius of about 2,500 km [1350 nmi] around the station, but also in global mode outside this zone since the satellites memorize the messages on the 406 MHz frequency. Location process uses Doppler effect.

– Locating accuracy: less than 2 km [1 nmi] as opposed to 10 [5.4 nmi] to 15 km [8 nmi] in the 121.5

MHz or 243 MHz frequencies. It should be noted however, that the 406 MHz ADT 406 S transmitters also transmit 121.5 MHz and 243 MHz signals, which enable the final approach of the rescue teams in homing mode.

– Information reliability: the structure of the digital signal transmitted by these ADT 406 S transmitters

makes it possible to verify that there is a distress situation, as well as to automatically identify the means of transport in distress, which is vital for search and rescue operations.

– Unique identification: each ADT 406 S transmitter has its own identification information.

D. ELTA and the COSPAS-SARSAT system

(1) 406 MHz distress ADT 406 S transmitter:

These ADT 406 S transmitters transmit to the satellites a digital message which identifies them and gives their position, as well as a signal that facilitates the final approach of the rescue teams.

They are suitable for all types of use (maritime, aeronautical and land) and can, depending on the model, be activated manually or automatically. They are designed to function in the most extreme conditions with a high degree of reliability.

(2) Satellites low earth orbiting:

At least four satellites are permanently operational with their orbit at near-polar. In the worst case every point on Earth is overflown every two hours.

In a ground station's visibility zone, the satellites directly transmit the messages captured in that zone, in addition to any other messages stored in memory found within the zones that are not covered.

Geo-stationary satellites : now available in the system and offer faster detection capability (close to 4 minutes of angle), but require a GPS receiver to supply actual location that is sent via C/S message.

(3) Ground reception stations:

The zone effectively covered (visibility zone) is a circle with a radius of about 2,500 km [1350 nmi] around the station. These stations receive via the satellite and process the messages in real time from the ADT 406 S transmitters activated in their visibility zone and the memorized messages.

Automatic processing of the 406 MHz digital messages allows the ADT 406 S transmitters to be located and the carrier mobile to be identified.

2. GENERAL CHARACTERISTICS OF THE ELT ADT 406 S

A. Purpose of the ELT ADT 406 S (Ref. Fig. 2)

The ELT ADT 406 S consists of a ADT 406 S transmitter secured on an optional mounting bracket that incorporates means of attachment or inside an optional storage and transportation bag.

The ELT ADT 406 S is designed to transmit a digital distress signal to satellites that are part of the COSPAS/SARSAT SYSTEM.

These satellites transmit the captured signal to the reception stations on the ground.

This signal is transmitted on the 406.028 MHz frequency and is used to precisely locate and identify the ELT ADT 406 S.

It also transmits a 121.5 MHz and 243 MHz homing signal to facilitate the final approach of the distress scene (homing process).

It can be manually or automatically triggered by means of a water sensor (fresh or salted).

This ELT meets the latest JAR/E OPS and ICAO recommendations.

Any encoding protocol defined by COSPAS/SARSAT can be used with ELT ADT 406 S, including country code assignment.

The purpose of the Activation/Identification module on the top of the ELT transmitter is to store on board the A/C the Cospas-Sarsat identification. This module is attached to the A/C structure by the metallic strap. It will keep on board the A/C the Cospas-Sarsat code. This module is transferable i.e. can be installed after removal on a new ELT transmitter (from the shop for maintenance as example). The operator is sure that the new ELT transmitter will transmit the correct Cospas-Sarsat message upon activation.

The identification code is stored in the non volatile memory and will not be lost upon module or battery removal. The automatic activation is based on a water sensor.

The ADT 406 S ELT is a non-location protocol ELT and does not have the capability to determine or transmit its own location.

If the ownership change, the ELT shall be re-coded (new 15 digit Hex Code) with the appropriate country code and coding protocol as selected or required by the country of the new final operator. Contact ELTA for additional details (www.elta.fr ).

Note for CANADIAN owners:

The selected Cospas-Sarsat protocol must be the “Aircraft 24 bit address”.

An alternative solution exist when the available space around the ELT is limited. With this solution the ELT transmitter can be removed from the front.

(e) Miscellaneous characteristics

– Automatic activation by water sensor in armed mode (fresh or salted) The water sensor is located on the “Activation/Identification” module. It is constituted by two metallic plugs that must be immerged to allow the automatic activation when the ELT is in a float free condition. Water activation is memorized and the ELT will continue to transmit once activated even if removed from water. Water sensor is designed to operate either in fresh or salted water condition. For a correct activation the water sensor must be totally immerged for more than 2 seconds avoiding false activation in case of “ELT splash”. The “Activation/Identification” module is made of of plastic (PEEK 1000) that will not keep water on it unless it is immerged.

3. DESCRIPTION OF THE ELT ADT 406 S

A. General description

(1) Introduction

This ADT 406 S transmitter is based from the ADT 406 AF/AP model. Consequently, this ADT 406 S transmitter features the functional capabilities of the AF/AP. In addition to its flotation part, the attachment interface and its flexible antenna are entirely compatible with Cospat/Sarsat for a Survival application.

(2) The ELT ADT 406 essentially consists of :

– ADT 406 S transmitter – whip antenna – labels – Activation / Identification Module – mounting brackets or storage/transportation bag – optional protection cover (for standard mounting bracket only)

B. Detailed description (Ref. Fig. 8 or Fig 9)

(1) The ADT 406 S transmitter

The ADT 406 S transmitter mainly consists of :

– whip antenna – power supply module – electronic assembly – mechanical assembly – float element

4. INSTALLATION OF THE ELT ADT 406 S

A. General

System safety and reliability obviously depend on the standard of installation.

In order to ensure installation to the highest standard, the installation operations must be:

– performed in conformity with this document – performed in compliance with the current regulations – performed by qualified personnel – performed so that :

. the aircraft's structural integrity is not affected

. it will not hinder the pilot in normal position

. it will not cause any damage in the event of an accident

. it will not prevent or modify operation of the other safety systems If in doubt, contact the aircraft manufacturer or its representative

– inspected by representative authority

B. Installation of the ADT 406 S transmitter on the aircraft (Ref. Fig. 7)

The ADT 406 S transmitter can be installed in any position in the aircraft, but the switch and the Activation / Identification module must be protected from passengers to exclude false activations.

Unstowed objects must be not able to impact the ADT 406 S transmitter.

When installed on a mounting bracket, the ADT 406 S transmitter must be attached to the fuselage of the aircraft by means of four M4 bolts. Four 5 mm diameter holes at the corners of a 210 mm x 45 mm rectangle are drilled into the ADT 406 S transmitter mounting bracket. Particular care must be taken with this attachment. Standard industry means must be used to lock the screws. Use flat washer in order to avoid paint damage on the mounting bracket.

The attachment points are identical to those of the ADT 406 AF/AP ADT 406 S transmitter (same drilling pattern).

When the operator uses the storage and transportation bag, the metallic strap from the Activation/Identification Module can not be secured to the A/C.

In that case we recommend that the operator create and stuck a label on the storage & transportation bag indicating that this type of ELT is normally encoded and assigned to a dedicated A/C unless the Cospas-Sarsat protocol selected is “ELT serial number” In that case of ELT serial number protocol selection the ELT identification is not related to the A/C but the operator must inform its local Airworthiness Authority of any ELT move (new registration process).

C. Installation and configuration of the ADT 406 S transmitter (Ref. Fig. 8 or 9)

(1) Installation in automatic survival mode (water activation)

CAUTION : TO BE OPERATIONAL, THE ADT 406 S TRANSMITTER SHA LL BE IN "ARMED" POSITION ONCE IT HAS BEEN CORRECTLY INSTALLED.

Make sure that the antenna is correctly connected to the TNC connector.

Move the ADT 406 S transmitter ARMED/OFF/ON lockable toggle switch to the “ARMED” position (pull and slide) so that the system is ready for use. The water sensor is then operational and will activate the transmitter when it is floating on water (fresh or salted).

CAUTION : AS SOON AS THE ADT 406 S TRANSMITTER IS IN ARMED , IT CAN BE AUTOMATICALLY ACTIVATED BY THE WATER SENSOR .

5. UTILIZATION OF THE ELT ADT 406 S (Ref. Fig. 8 & Fig. 9)

CAUTION : IN THE EVENT OF AN UNTIMELY ADT 406 S TRANSMITTE R ACTIVATION, SHUTDOWN THE ADT 406 S TRANSMITTER AND INFORM THE CLOSEST SE ARCH AND RESCUE (SAR) OR AIRPORT CONTROL TOWER IMMEDIATELY.

The ELT ADT 406 S can be activated in two modes : – automatic when the water sensor is triggered – manual A. Water activation

The aircraft has to be evacuated, the ADT 406 S transmitter is removed from its mounting bracket or storage/transportation bag and dipped into the water by the cabin crew member or passenger.

The water sensor has detected sufficient water to trigger it. The indicator light (2) and the aural indicator indicate ADT 406 S transmitter activation.

It is recommended to secure the ADT 406 S transmitter to a survivor or life raft using the lanyard.

Do not do anything and leave the ADT 406 S transmitter in operation until the rescue team arrives.

B. Manual activation

There are two cases in which a distress signal may be triggered manually:

– the water sensor has not been triggered, but a distress signal must be sent (injured passengers, aircraft out of operation)

– the aircraft is on the ground and must be evacuated

From the ADT 406 S transmitter front panel :

Move the ADT 406 S transmitter switch (3) to the “ON” position (pull and slide), and do not do anything else.

An automatic self-test sequence is performed completed with the self test report display on indicator light (2).

Then the ADT 406 S transmitter is positioned in a waiting condition for about 30s. This state is displayed by flashings on indicator light (2) 1.75 s ON, 0.25 s OFF. This delay will avoid unwanted activation (false maneuver).

Then the indicator light (2) and the aural indicator indicate the ADT 406 S transmitter activation. The actual distress signal are transmitted. This state is displayed by flashing on indicator light : 0.5 s ON, 0.5 s OFF.

CAUTION : IN THE TWO CASES OF ACTIVATION, MAKE SURE THAT T HE ANTENNA IS FULLY DEPLOYED AND IN VERTICAL POSITION. FOR MAXIMUM POWE R TRANSMISSION THE ANTENNA MUST BE IN AN UNOBSTRUCTED AREA FAR FROM AN Y METALLIC PIECES.

C. ELT ADT 406 S Operation and Manipulation Clarification

For a crash at sea the ADT 406 S transmitter will activate automatically when dipped into water should the ELT front panel toggle switch ON OFF ARMED is placed in ARMED position.

For a crash on ground the ADT 406 S transmitter will be activate manually when the ELT front panel toggle switch ON OFF ARMED is placed in ON position.

It is recommended to place the ADT 406 S transmitter in an unobstructed area (avoiding transmission masks), and check regularly that the antenna remains vertical. If necessary secure the ADT 406 S transmitter vertically (e.g. in case of windswept area).

The ELT is designed to transmit in any configuration:

• Floating on water (Float Free Configuration),

• Standing on ground (Terrestrial configuration),

• Held by Survivor hand.

The best data transmission of the ADT 406 S transmitter is obtained in water floating conditions (do not forget to anchor the ADT 406 S transmitter to the survivors or to the life raft with the orange lanyard attached to the ADT 406 S transmitter front panel).

Warning: When the whip antenna is deployed it should not be used to carry the ELT as indicated here under. Whip antenna damage will occur.

Step 4 Install the protective cover. It will secure and protect the radius of the flexible whip antenna to its standard fit. NOTE: The proper bend radius for the whip antenna is approximately 6 cm (2.32 inches)

Step 2 Install the upper protective foam and verify its correct location. Then close the Storage and Transportation Bag.

G. ADT 406 S transmitter shutdown

In the event of a false maneuver or untimely operation, shutdown the ADT 406 S transmitter.

The ADT 406 S transmitter is shutdown by placing the ARMED/OFF/ON toggle switch (3) in OFF position.

CAUTION : THE ADT 406 S TRANSMITTER MUST BE SHUTDOWN BEFOR E ANY MAINTENANCE OPERATIONS ARE PERFORMED. THE ADT 406 S TRANSMITTER MUST BE COMPLETELY SHUTDO WN BEFORE IT IS REMOVED FROM THE AIRCRAFT, ESTABLISHING THAT ITS A RMED/OFF/ON TOGGLE SWITCH IS IN OFF POSITION.

H. ADT 406 S transmitter self-test

CAUTION : THE SELF-TEST SHALL BE PERFORMED WITHIN THE FIRS T 5.MIN OF ANY HOUR BECAUSE THE ELT IS SENDING A 121.5 MHZ SIGNAL FOR 5 S DURING THIS PROCESS (LIMITATION OF FALSE ALERT).

The ELT ADT 406 S is designed to perform a self-test by using the TEST push button, when the ON/OFF/ARMED toggle switch is in ARMED position. Actual test transmission on 121.5 MHz for 5 s can be listened on any VHF receiver tuned on 121.5 MHz.

Even if the self test of the ADT 406 S transmitter is possible when it is installed on its mounting bracket, we recommend to remove it from its mounting bracket or from the storage & transportation bag and to deploy the antenna before performing the self test. Hold the ADT 406 S transmitter at arm’s length in the aisle to free the antenna from metallic part.

After the two short blinks (acknowledgment) and a delay of 3 s, check that the indicator light (2) comes ON and the ADT 406 S transmitter's buzzer sounds during 6s.

After a brief blink the self-test report is displayed on the indicator light (2):

– 10 s permanent illumination for correct operation – 10 s blinking condition for failure detection

An easy way to detect the correct failure condition is simply to count the number of blinks during the 10 s self test report duration. Blinking rate indicates the failure source detection as follow :

. 10 blinks i.e. 500 ms ON, 500 ms OFF (Frequency 1 Hz), Ext. Antenna connection failure or identification missing (AIM can not be read),

. 20 blinks i.e. 250 ms ON, 250 ms OFF (Frequency 2 Hz), ELT power failure (UHF and/or VHF),

. 40 blinks i.e. 125 ms ON, 125 ms OFF (Frequency 4 Hz), ELT Check Sum failure (software problem

6. MAINTENANCE OF THE ELT ADT 406 S

A. ADT 406 S transmitter self-test

The manufacturer recommends that a ADT 406 S transmitter self-test should be performed regularly. The highest rate is once per week. Generally, airlines add this task to other periodic maintenance tasks such an “A” check. In all events the user must comply with the applicable regulations in the country concerned governing the self-test period.

The self-test must only be performed when upon authorization or by the competent authorities.

A higher rate of self-testing will reduce the 5 years of battery servicing.

CAUTION :THE SELF-TEST PROCEDURE (PARAGRAPH 5.E.) MUST BE RE SPECTED TO AVOID UNTIMELY ADT 406 S TRANSMITTER ACTIVATION.

B. Water Sensor test

The water sensor, located in the Activation/Identification Module, should be tested at the periodic maintenance task. Place the ARMED/OFF/ON toggle switch (3) in the “ARMED” position, and make a conductive connection between the two hexagonal socket screws of the water sensor assy. This conductive connection must last 2 to 3 seconds to activate the ADT 406 S transmitter.

CAUTION: WHEN THE ADT 406 S TRANSMITTER IS ACTIVATED SWITCH OFF THE ADT 406 S TRANSMITTER WITHIN 30S IN ORDER TO AVOID FALSE ALER T AND RETURN IT IN ARMED IF NECESSARY. THE WATER SENSOR WORK CORRECTLY .

D. Batteries replacement

CAUTION : THE BATTERIES USED CANNOT BE RECHARGED. DO NOT T RY TO OPEN OR RECHARGE THEM.

CAUTION : BOTH OLD BATTERY PACKS MUST BE REPLACED WITH NEW FRESH ONE OF A MODEL APPROVED BY ELTA.

Next battery servicing date is indicated on the label placed on the back face of ADT 406 S (month & year).

Manufacturing date of the two new fresh battery packs must be the compatible (same manufacturing batch).

P/N 05N62123 is the mandatory battery servicing kit for one ELT ADT406 S. It contents two fresh battery packs and all the necessary consumable required for that operation.

ELTA recommends that the ELT ADT 406 S should undergo a general inspection (as overhaul is not really applicable to ELT, see * in § C’) by means of an ELTA approved test and programming bench for this occasion. This task must be performed by ELTA, an Approved ELTA service center or an ELTA approved trained final operator.

Each battery pack is an assembly of two “D” LiMNO2 cells that include safety protections.

Refer to CMM 25-60-11 for details of operation.

E. Discarding of Batteries

The batteries packs contain Lithium (LiMNO2) and must be discarded in compliance with the applicable regulations in the country concerned.

NOTE : The type of battery used is not dangerous for the environment provided that it is completely discharged.

Contact ELTA for getting additional discarding information when necessary.

F. Test to be performed at the time of a ADT 406 S transmitter returns in workshop

Apply the following tests described in CMM 25-60-11 :

– visual check – test of water sensor automatic activation – functional test of ADT 406 S ADT 406 S transmitter – RF test on the operational frequencies 121.5 – 243 – 406 MHz.
