This issue has caused the bid opening, originally scheduled for this Friday, to be moved to next Wednesday, May 4th, at 2:30 PM at the Fire Station on Sullivan near Hooper. The de- layed bid opening is not expected to affect the target dates for the rest of the interview, evaluation and award process. The information received in these bids will be the basis for the selection committee to interview bidders and make a recommenda- tion to the Mayor. Included in these bids will be the dollar amount of the bids as well as information about the bidders detailing their qualifica- tions. While the dollar amount bid is important, the lowest bidder may not be the best candidate to provide the services. It is the task of the Se- lection Committee, and ultimately the decision of the Mayor, to select the best contractor or contractors for the job. At Central’s City Council meet- ing Tuesday evening Council Mem- ber LoBue made inquiries of the City Attorney as to what role the Council Members play in the se- lection process. It was explained that the Council’s role is to provide funding for City Services in Cen- tral’s budget, and that the Mayor will select the companies to provide the services so long as the Council approves sufficient monies to fund city services. City Attorney Sheri Morris also brought to the Council a technical conflict of interest which may arise in the bid process. Shaw Industries is a possible bidder for this contract and they are represent- ed in a lobbying matter in Lafayette by an attorney who has recently be- gan working with the law firm that employs Sheri Morris. Both the law firm and Shaw have signed off waiving any concerns over a con- flict since the relationship is distant and has no bearing on Ms. Morris’ role in the bid process. Council Member DeJohn had, as a courtesy to the Council, introduced a resolution in support of waiving any conflict of interest in the matter. Affectingbetween 20 and 40 million Ameri-cans,thiswarmweatherallergy–alsoknown as hay fever – usually beginsas pollen grains are released into theair as trees,grassandweedsbegin togrowagain. For thosesufferingfromallergicrhinitis,thebody’snaturalde-fenseisforthemucousmembranestoreleaseachemicalcalledhistamineto“fight off” the pollen, in turn causingall of the miserable symptoms manyknow toowell – runny nose, conges-tion, scratchy throat,watery eyes and

soon.Beingawareofwhenpollenisintheairisthefirststepinkeepingyoural-lergies incheck. Pollencountsfoundin the newspaper or on localweatherreports are based on the number ofgrainsofpolleninasquaremeterofair.Thegrainsarecollectedataparticularsiteduringa24-hourperiod.Itisalsoimportant to know that pollen levelstendtobehighestearlyinthemorningonwarm,dry,breezydaysandlowestduringchilly,wettimes. Once you know that pollen is outthereavoidingitasmuchaspossibleisyourbestbetatsteeringclearofanal-lergyflareup.Someofthethingsyoucandoare:

• Usetheairconditionerathomeand in your car rather than openingdoorsandwindows.• Avoid scheduling outdoor ac-tivitiesbetween5amand10am,whenpollencountsareusuallyhighest.• Changeyourclothesandwashyour hands after coming home on ahigh-pollenday.• Takeashowerandwashyourhairbeforegoingtobed.Ifnoneoftheaboveproveshelpful,thebeststrategymaybetotalktoyourdoctor about medication. Over-the-counter antihistamines aim to lessenthe symptoms. The older antihista-mines have undesirable side effectssuchasdrowsiness,fatigueanddehy-

dration. However, several non-sedat-ing antihistamines, such as Claritin,Zyrtec,andAllegra,whicharealloverthecounter,providefast,long-workingrelief. By Mia FreneauxAsIhikedinthewoodsyundergrowth,myguideheldabranchbackformetopassandaskedwithagentlesmile,“I’mnotgoingtoofastforyou,amI?”“Notabit,”Ipantedinreturn.Heturnedandstrodeon,gracefullyavoidingthevinesI’dbeentrippingoverandtheholesinthegroundI’dbeenturningmyankleson.Iwasonarealadventure.VickiCarney,presidentoftheCentralHistoricalSociety,hadlinedupthishikeforme.SheandItoiledontogetherbehindoursure-footedguide,gratefulitwasacool,lovelyday.Ourguideneverseemedtobreakasweat.Whyisthisremarkable?Mr.LeoSummers,ourguide,is91yearsoldandlegallyblindwithmaculardegenera-tion.HewasshowingusaroundthenewparkareajustpurchasedbyBREC.“ThispathleadstotheoldIndianMound,”hepointed.Hesharedthatinthe1950’s,NativeAmericanswouldcomefromAlexandriain2busloadstothisverysite.Itheldgreatsignificanceforthem.“Mr.H.O.Staffordraisedcowsdownhere,”hesaid,“WhenhewouldbreakupthelandforhayhewouldfindIndianrelics.” Aswewalkedthroughthetangledwoods,alivewithbirdsongandtheperfumeofhoneysuckle,IreflectedonhowfortunateweweretohavesuchnaturalbeautyrighthereinCentral.TrilliumandJack-in-the-Pulpitstrewedthemselvesunderourfeet,andswagsofblossomingbushesshadedusover-head. “This was all originally the old Droze Plantation,” Mr. Summersshared,“Theyraisedsugarcanehereinthe1800’s.”Mr.Summers,awalk-inghistorybook,hasbeenonthislandsince1952.Heraisedhisfamilyof3boysandagirlhere,rememberinghowmuchtheyenjoyedhiking,hunting,fishingandswimmingontheproperty. SummersRoadisnamedafterhisfamily.Heisoneof13children,3ofwhomsurvive.Pierce,his92yearoldbrother,stilllivesinCentral.HisyoungestbrotherlivesinDenhamSprings.“Mymother,formerlyaBlanchard,taughtinaoneroomschoolhousehereinCentralandwasthepostmistressforComite,Louisiana(nowtheintersec-tionofGreenwellSpringsandSullivanRoads),”Mr.Summersreminisced,“MydadwastheDippingInspector.HewoulddipcowsforfevertickseveryotherSaturday.Healsofarmed.Iattendedthewoodsidedschool,thenthebrickone.Mr.J.D.Woodardwasprincipalbackthen.HelivedacrossthestreetintheTeacherage.Igraduatedin1940,thenenlisted.Atonepointmymotherhad6sonsallservinginthemilitaryinWorldWarII.”Remarkably,all6camehomesafely.Wepassedacanebrakeofenormousbamboo.Mr.Summerspausedtosay,“Studentswouldcuttheseanddrythemandusethemforpolesinpolevault-ing.Theyhadtostopwhenseveralboysusedcanesthathadbecometoodryandbrittle.Thecanessnappedandtheboyswerekilled.”Mr.Summers,carefullybreakingbranchessotheywouldn’thitus,laughedasherememberedtherumorsof“hauntings”onFrenchTownRoad.“ThatwouldhavebeenHarryandJoanGuillory,”hesmiled,“Kidswouldgopark-ingattherailroadtrestleonFridaysandSaturdays,andtheGuilloryswoulddressuplikewitchestoscarethemoff!” (GotoFacebookandsearchfor“FrenchtownRoadUrbanLegends”andyouwillseepageafterpageofremi-niscencesofscaryexperiences.ManyinCentralhaveneverforgotten!)Passingpatchesoflightgreenfern,wecametoahugeliveoak.Mr.Sum-mers rememberedhow ithadstood through theyears,occasionally losingbranchesinbadweather.Itsenormousgirthspokeofitsabilitytowithstandthepassingoftheyears.SomethingaboutthattenacioustreeremindedmeofMr.Summers….Ourguidethenpointedouta15footdeepravine.“ThisistheoldComiteRiverBed,”heinformedus,“Whenitfloodsorthere’saheavyrain,someofthewaterremainsinhere.”Wepassedseveralriver“bottoms”alongtheway,somestillfullofwater.Mr.Summerssaid,“WherethebottomsaredependsonwhethertheAmiteortheComiteRiversflood.Duringthefloodof1983,thewaterrose11/2feetovertherailroadtrestle!”Severaltimeshewouldpausetopointoutplaceswheretheriverhadrisenevenoverthebluffs,over20feet. WecametoMr.Summers’favoritefishingspotontheComite,asteep15footdropdowntotheriverthathemadeeffortlessly.WewerenowwalkingonthesandbaralongtheComiteRiver,anditisbeautifulandpeace-fulhere.Deertracksarealloverthesandbank,andMr.Summersexplained

A Walk Into the Past thatinthe1950’stherewerenodeerinCentral.“TheGameWardendecidedtobringdeerinfromNorthLouisianatoLivingstonParish.ThedeerfoundtheirwaytoCentralallbythemselves!”

Finally,wereachedourdestination.ThesouthernmostpointofCentral,theconfluenceoftheAmiteandComiteRivers.AboveustrafficroaredbyontheFloridaBoulevardBridge,belowusseveralfishermencastlazyhooksinto the riverwhile enjoying the sunandbreeze. “Itused tobe thatyoucouldbringaboatupfromNewOrleansthroughBayouManchacanduptheAmiteRiver.Thatwayyoudidn’thavetogoallthewaytoPonchartrain,”Mr.SummerssaidaswewatchedtheAmite’sstrongcurrent.ASpanishfortisrumoredtohavebeendownhere.Hikingbackalongyetanothertrail,Imarveledathoweasilythisgentle-mannavigatedthepitfallsofthepathandwhatendurancehedemonstrated.HesharedalittleabouthisexperienceinWorldWarII,whichtookhimtoNorthAfrica.HehadbeentransferredtoNashvillebeforeheshippedover-seas,andhiswifemanagedtomeethimthere.Thenhefoundouthehadtobereadyin30minutestoshipoutagain.HeaskedhisFirstSergeantwheretheywereheaded,andfoundout itwasMemphis. Heaskedfor leave totraveltherewithhiswife.TheSergeantsaidhecouldn’tgranthimleave,butwouldn’treporthimifhejustcaughtabuswithhiswife.“Ifanyoneasksyou,tellthemtocallme!”hesaid.Mr.andMrs.SummersreachedMemphisonacold,snowywinter’snight.TheRedCrossdirectedthemtoaboardinghouse,buttheycaughtthewrongbus!Bythetimethey’dreachedtheboard-inghouse,itwasaftermidnightandthelandladydidn’twanttoletthemin.Shefinallyagreed,andsharedwiththemlaterafterMrs.Summers’mothercametovisitthatsheinitiallydidn’twanttorenttothembecauseshethoughtthey’drunawayandweren’tmarried!ForamanwhowentthroughWorldWarIIandstillmowshisownlawnandclearshisownland,thishikewasacakewalk.“ThesecrettoalonglifeistoSTAYBUSY,”hesharedwiththatgentlesmile.WereachedthepathtotheIndianMound,after2hoursofhikinguphillanddowndale.“Now,youwanttotrythistrail?”Mr.Summersaskedwithatwinkle.ManythankstoLeoSummersforhisgraciousness.HeisatrueSoutherngentleman.ManythanksalsotoVickiCarneyforarrangingthisfascinat-ingtripintohistoryandforcaringsomuchaboutourcommunity.LookfortheCentralHistoricalSociety’scolumn“AWalkintothePast”toappearinupcomingeditionsofCentralSpeaks.com.
