New York City's parks budget has been stagnant for most of the past decade, despite record-breaking park usage and a significant increase in acreage. As a result, some city parks have fallen behind in terms of resources. Today, the city dedicates just 0.4% of its total budget to parks, which is less than what other comparable cities designate to their parks. Ultimately, the solution to the inequality we see among our city parks lies in the city’s budget. We in the City Council must push for an increase in fund-ing to maintain parks that are both fair and fabulous for all New Yorkers.

El presupuesto para los parques de la ciudad de Nueva York no se ha modificado durante casi toda la década anterior, a pesar de que un número récord de personas han usado los parques y ha aumen-tado significativamente la superficie. I am pleased to be able to share some important updates with you in my first newsletter as your new Councilmember. I couldn’t be more excited to be representing the newly-drawn 7th Council Dis-trict, which consists of the vibrant neighborhoods of Morningside Heights, Manhattan Valley, Upper West Side, Hamilton Heights/West Harlem, and Washington Heights.

I am thrilled to be serving as chair of the City Council’s Parks & Recreation Committee, as well as a member of the Finance, Education, Housing & Buildings, Government Operations, and Rules Committees.

My colleagues and I in the City Council have pushed an ambitious agenda this year, including a dramatic expansion of pre-K and after-school programs. I have introduced legislation to guarantee tenants an attorney in housing court and to outlaw discrimination against rent-regulated tenants. I have fought for better pay for airport and fast food workers. I have also focused on quality-of-life issues in our community, such as greater street safety and prevention of helicopter noise.

Me complace poder compartir algunas actualizaciones importantes con usted en mi primer boletín informativo como nuevo concejal. Mark began his career as a former bilingual math and science public school teacher where he saw the high need for financial ser-vices. He addressed this need by founding Upper Manhattan’s first credit union, Neighborhood Trust. In 2009, he founded the Barack Obama Democratic Club of Upper Manhattan. He and his wife, Ivelisse, have two boys enrolled in public schools in Manhattan.

Mark comenzó su carrera como exmaestro bilingüe de matemáti-cas y ciencias en escuelas públicas, donde pudo observar la gran necesidad de servicios financieros. Para atender esta necesidad, fundó la primera cooperativa de crédito de Upper Manhattan, Neighborhood Trust. En 2009 fundó el Club Democrático Barack Obama de Upper Manhattan. As District 7’s representative, Mark used his position in the City Council to improve the quality of life in both our community and in all of New York. He has been part of the introduction of multiple pieces of legislation cover-ing issues as diverse as education, paid sick leave, safety, social justice and the environment.

Most notably, Mark proudly co-sponsored two suc-cessful, high profile pieces of legislation: the Universal Pre-Kindergarten Bill, which now grants many of the city’s youngest citizens free access to pre-kindergarten, and the Earned Sick Time Act, that extends paid sick time to an additional half a million New Yorkers.

OTHER LEGISLATIVE HIGHLIGHTS INCLUDE:

Leading the introduction of a bill that, as part of the Vision Zero Plan, would increase the number of accessible pedestrian signals (Int 0216- 2014) and lower the speed limit in New York City (Int 0140-2014).

Introducing a bill that has the potential to save thousands of New Yorkers from homelessness and bring us one step further to closing the inequality gap in our city by providing free legal services to low-income tenants facing eviction.

Co-sponsoring of a bill that will reduce the use of plastic bags and pro- tect the environment by adding a 10 cent user-fee (Int 0209-2014).

Co-sponsoring of a resolution that, in order to improve quality of life, would increase the security and monitoring of helicopters, aiming to alleviate unnecessary noise over residential neighborhoods (Res 0063-2014).

In the coming months, Mark’s agenda will include legislation to ensure better treatment of tenants, increase the number of bilingual school programs, and maintain fabulous and fair parks in all New York neighborhoods.

Como representante del Distrito 7, Mark aprovechó su puesto en el Concejo de la Ciudad para mejorar la cali-dad de vida tanto en nuestra comunidad como en toda Nueva York. Ha participado en la presentación de varios proyectos de ley que cubren asuntos tan diversos como educación, licencia por enfermedad con goce de sueldo, seguridad, justicia social y medio ambiente.

We’ve been your partner in securing funding for projects, pushing for increased pedestrian safety, and admonishing unfair housing practices. Together we have:

Secured over 400 seats for District 7 students in the Universal Pre-Kinder- garten program.

Helped over one hundred people navigate the immigration process through CUNY’s CitizenshipNOW! program.

Denounced discriminatory practices of Stonehenge Management LLC: We mobilized our colleagues in the City Council and together we submitted a pre- liminary request for legislation that calls upon the NYC Human Rights Commis- ion to include “rent stabilized” as a group protected from discrimination.

Secured a new crossing guard for P.S. 163 on the corner of West 97th and Broadway.

Pushed for increased attention to the intersection at West 96th Street and Broadway: we are applying continuous pressure on the Department of Transportation and have pushed for inclusion of this intersection in Vision Zero Transportation initiatives.

Ensured the safety of residents by working with 99 Fort Washington Houses tenants to fund security cameras in their buildings.

Fought to bring Audible Pedestrian Signals north of West 65th Street by working with the Department of Transportation to make crossing the street safer for Upper West Side seniors and visually disabled residents.
