Creating BCCH and BCCH-BSIC collisions can be allowed ifFrequency Optimisation is done in the same plan
Normally BCCH or BCCH-BSIC collisions are not allowed
If there are existing collisions in the network no new adjacencies are
created for those cells unless collisions are allowed
