    DIOCESAN NEWS & INFORMATIONSweeping HHS Mandate Stands, Violating Conscience Rights and Religious LibertyCongress Must Act to Fix the ProblemIn seriespart 1

    On January 20, the U.S. Department of Health and Human Services (HHS) reaffirmed a rule that virtually all privatehealth care plans must cover sterilization, abortifacients, and contraception. The exemption provided for "religious em-ployers" was so narrow that it failed to cover the vast majority of faith-based organizationsincluding Catholic hospitals,universities, and charitiesthat help millions every year. Ironically, not even Jesus and his disciples would have qualifiedfor the exemption, because it excludes those who mainly serve people of another faith.On February 10, the Obama Administration made this rule final without change; delayed enforcement for a year againstreligious nonprofits that were still not exempted (our charities, hospitals, and colleges); and promised to develop moreregulations to accommodate them by the end of that additional year. But, as explained below, that promisedaccommodation still forces them to pay for services that violate their religious convictions.The original rule that violated our religious liberty so severely has not been changed, but finalized.After touting meaningful changes in the mandate, HHS instead finalized the original rule that was first issued in August2011 without change. So the offensive definition of religious employerwhich excludes our charities, hospitals, andcolleges because they serve people of other faithsis still in place, and those institutions are still subject to the man-date.

    HHS has promised some kind of accommodation, but only after the election.HHS said it would take an additional year to develop more regulations to accommodate religiously-affiliated charities,schools, and hospitals that still fall outside the religious employer exemption. The impact of these additional rules willnot be felt until after the election, the only point of public accountability for the Executive Branch. This eliminates an im-portant incentive for HHS to provide the best protection for religious liberty.

    Dear Brothers and Sisters,

    The Lenten season offers us once again an opportunity toreflect upon the very heart of Christian life: charity. This is afavourable time to renew our journey of faith, both as indi-viduals and as a community, with the help of the word ofGod and the sacraments. This journey is one marked byprayer and sharing, silence and fasting, in anticipation of the joy of Easter.This year I would like to propose a fewthoughts in the light of a brief biblical passage drawn fromthe Letter to the Hebrews: Let us be concerned for eachother, to stir a response in love and good works. Thesewords are part of a passage in which the sacred author ex-horts us to trust in Jesus Christ as the High Priest who haswon us forgiveness and opened up a pathway to God. Em- bracing Christ bears fruit in a life structured by the threetheological virtues: it means approaching the Lord sincere inheart and filled withfaith (v. 22), keeping firm in the hope

    we profess (v. 23) and ever mindful of living a life of loveand good works (v. 24) together with our brothers and sis-ters. The author states that to sustain this life shaped by theGospel it is important to participate in the liturgy and com-munity prayer, mindful of the eschatological goal of fullcommunion in God (v. 25). Here I would like to reflect onverse 24, which offers a succinct, valuable and ever timelyteaching on the three aspects of Christian life: concern forothers, reciprocity and personal holiness.

    Queridos hermanos y hermanas

    La Cuaresma nos ofrece una vez ms la oportunidad dereflexionar sobre el corazn de la vida cristiana: la cari-dad. En efecto, este es un tiempo propicio para que, con laayuda de la Palabra de Dios y de los Sacramentos, renove-mos nuestro camino de fe, tanto personal como comuni-tario. Se trata de un itinerario marcado por la oracin y elcompartir, por el silencio y el ayuno, en espera de vivir laalegra pascual. Este ao deseo proponer algunas reflex-iones a la luz de un breve texto bblico tomado de la Cartaa los Hebreos: Fijmonos los unos en los otros paraestmulo de la caridad y las buenas obras (10,24). Estafrase forma parte de una percopa en la que el escritorsagrado exhorta a confiar en Jesucristo como sumo sacer-dote, que nos obtuvo el perdn y el acceso a Dios. El frutode acoger a Cristo es una vida que se despliega segn las

    priests in the U. S. In a spam of 30 years they have dimin-ished by 41%. Clearly, the trend regarding the populationwhich identifies as Catholic is different and shows an in-crease. There are 77.7 million Catholics in the U.S. and re-search sees a growth, bringing their number to 110 millionby the middle of the century. An important reason for thisgrowth is due to the increase of the Hispanic presence. Inproportion, their number among Catholics will be doubledarriving to 48% in the spam of 35 years.

It is truly an emergent and humanitarianemergency not limited to Christians but to the whole civilsociety and institutions. Among the main culprits there areIslamic fundamentalists, communist regimes such asNorth Korea, and the religious nationalists such as inIndia and China.

    The Catholic Daughters is one of the oldest and largest or-ganizations in America.It is active in 44 states plus Mexico,Puerto Rico, Dominican Republic, Virgin Islands, Guam, andSpain. Their mission statement is to strive to embrace theprinciple of faith working through love in the promotion of

    justice, equality, and the advancement of human rights andhuman dignity for all. Their motto is In Union and Charity.Mary Ramirez, the Reagent of the St. Marys CatholicDaughters shared that The spiritual life of members is en-hanced through the various spiritual and charitable activities(in which they per-

    form). These past couple weeks members of the CatholicDaughters have been very active. You may have seen themoutside the church selling baked goods, or you may havebought enchiladas from one of them and wondered where theproceeds were going. All of the money raised in each of the

    fundraisers makes its wayback to the community.The Catholic daughtersprovide funding for chari-ties ranging from puttingtogether Christmas bas-kets for those in need, to giving out a Catholic daughters schol-arship to an able student in financial crisis. They basically helpanyone they feel is in need within the community while workinghard and having fun says member Esther Orozco. This passedweekends enchilada sale was a huge success. The CatholicDaughters Sold around 120 dozen Enchiladas and worked very

    hard to make them. Each member and many helpers suchas those from faith formation as well as husbands ofCatholic Daughter Members and more showed up to thehall at around 5:30 a.m. to start cooking and worked dili-gently till almost 2:00 p.m. My husband (Frank Orozco)and I do it every year and we enjoy doing it because it al-lows us to get together to have some fun and its nice toknow were doing it for people who need it says Esther

    Orozco. The bake sale two weeks ago set up for the10:30 a.m. mass was also a success. By the time every-one left the church mostly all baked goods had been sold.Next time you stumble upon a member of the CatholicDaughters or anyone who makes a difference in the com-munity or the church, make sure to show your appreciation by saying Thank you, or giving them apat on the back. Thank you to all consumers and contributors to the Catholic Daughters cause andthe organization itself.
