2 THE VISION FOR CHINO VIS-1 The Vision Statement is a collective image for the people of Chino and is an integral part of the General Plan Update. Over the next 20 years, it will guide the changes that take place in Chino. These changes range from hous- ing types to roadway improvements to public art to parks and recreation. As the elements of this General Plan were formulated, they were guided by this vision. A. Developing the Vision Statement Through the summer and fall of 2006, City staff conducted a public outreach program to guide the development of the General Plan vision. At a variety of events such as summer outdoor concerts, farmers markets, the Mexican Inde- pendence Day celebration, and the Relay for Life, City staff were present with posters and surveys and spoke with residents and business owners. The staff reached out to community groups such as the Healthy Chino Coalition, congregations of several local churches, and service groups such as the Ki- wanis Club, the Rotary Club, and the Soroptomists. More than 500 Chino residents responded to a written survey covering topics such as community identity, housing, jobs, land use, public health, arts and culture, roadways, and parks and recreation. A draft vision statement was prepared and discussed with the General Plan Steering Committee. It was further refined at a joint workshop of the Plan- ning Commission and City Council, which also took public comment. The vision statement is presented in the next section and is followed by a narrative that further describes what is meant by the statement. This chapter closes with a discussion of the Future Growth Vision diagram, which is also in- cluded in the Land Use Element of this General Plan.

B. General Plan Vision Statement

1. General Plan Vision Statement The City of Chino will continue to be a vibrant, safe city with a small-town feel, emphasizing healthy, active lifestyles for Chino’s residents. 2. General Plan Vision Narrative In 2025… The City of Chino will be a vibrant city with a small-town feel. It will have an active and diverse population that respects the values and traditions of the City’s heritage. Chino’s residents will live in neighborhoods that reflect a sense of commu-nity pride, with homes that are well-maintained and preserved. Safe, efficient and well-landscaped streets will connect newer neighborhoods within The Preserve to established neighborhoods throughout the City. Families will be able to stay close together as Chino will offer a variety of housing options, including homes for young couples, singles, and seniors. Chino’s economy will be strong, with quality retail, service, industrial, and professional employment opportunities available to local and regional resi-dents. A variety of excellent shopping and entertainment opportunities will be available throughout the City, but especially on Riverside Drive, Cen-tral Avenue, in the Chino Spectrum and in The Preserve. These areas will serve Chino residents as well as residents from neighboring cities. Small, lo-cally-owned businesses will be well supported, and neighborhood-oriented shopping opportunities will be found throughout the City. Residents will have abundant access to healthy food through local grocery stores, restau-rants, and a farmers market. People will live in and visit Downtown Chino for shopping, dining, recreation, cultural activities, and government services. Chino will provide opportunities for healthy, active lifestyles through a sys-tem of walking, cycling, and equestrian trails that will link homes to a variety of local and regional parks. Recreational facilities such as soccer fields, base-ball fields, and tennis courts will be available to residents of all ages. Chino’s

youth will be active in recreational sports organizations, play in safe parks, and be able to walk or ride their bikes to great schools. As they grow, they can take advantage of a wide variety of educational opportunities, such as libraries and a community college. Chino will support the arts and cultural events through street fairs, concerts, and dance performances. Annual festivi-ties celebrating our unique heritage will encourage interaction among mem-bers of the community, and Chino will continue to collaborate with local service clubs and faith-based organizations. The City of Chino will continue to focus on improving the built environ-ment according to the needs and desires of its residents. Chino will be a great location for families, businesses, and neighborhood residents to live, learn, play, and prosper. C. Future Growth Vision

The Future Growth Vision diagram, included in the Land Use Element of this General Plan, reflects the vision that is described above. It is expected that the Future Growth Vision will be used as a starting point when the next update of Chino’s General Plan is undertaken.
