    What is the GHS?

    The Globally Harmonized System of

    Classification and Labelling of Chemicals (GHS)was issued as United Nations Recommendationsin 2003. Since then, many States all over the

    world have implemented or are preparing toimplement the system.

    The GHS will, substantially and inevitably, becomethe international standards in promoting soundchemical management.

    Hidden principle of the GHSHazard communication system should

    be the basis of chemical controlsystem.

    This is not stressed in the GHSBecause the primary bases of the GHS are regulations

    ofEurope and North America in which hazardcommunication systems have been establisheddecades ago, that is, this is common base to them.

    Responsibility of accidents? Once an accident occurred by a chemical

    of which a label has no hazardinformation.

    Who should be responsible for that, thegovernment, a supplier, an employer, asupervisor or a user oneself ?

    In Japan no comprehensive systemWhy? - Nobody thinks that there is no

    system in Japan.

    They think that products without hazardinformation on a label are safe.

    How about in the Philippines?

    the GHS

    No chemical is to be exempted fromclassification.

    All hazards (physical, health andenvironmental ) should be classified.

    Labels and SDSs shall be mandatory.8
