Dear Reader,

Welcome to the 2010 Arlington Jaycees Membership Manual. Whether you are thinking about joining, recently became a member, are a longtime Arlington Jaycee, or have become an exhausted rooster, this manual has something for you. This is the one stop shop for just about everything you ever wanted to know about being a Jaycee, particularly in one of the greatest chapters in the nation – Arlington!

Membership in the Jaycees is a journey for all members – new and old. It’s a journey of self discovery – who you are as a leader, as a professional, as a community member, as an individual. I’m so excited that you are taking that journey – whether today is your first step or your millionth. That said, please know that there is always more to know and more to learn about this great organization. If you have questions not answered in this manual, there are answers out there and I’d be delighted to help you find them – just ask!

Junior Chamber International

• History: Our global organization of 200,000 young active citizens grew out of the vision of one St. Louisan more than 90 years ago as a constructive approach to civic problems. Founded in 1915 in St. Louis, Missouri, USA by Henry Giessenbier, the movement spread, and Junior Chamber International was founded with eight other countries in 1944.

• Mission: To provide development opportunities that empower young people to create positive change.

• Vision: To be the leading global network of young active citizens.

US Junior Chamber

• History: Established in 1920 to provide opportunities for young men to develop personal and leadership skills through service to others, the Jaycees later expanded to include women, reflecting the growing influence and leadership of women in America.

• Mission: The United States Junior Chamber (Jaycees) gives young people between the ages of 18 and 41 the tools they need to build the bridges of success for themselves in the areas of business development, management skills, individual training, community service, and international connections.

• Vision: "With the focus of the nation on volunteerism, from the smallest towns to the largest cities, the Jaycees are enlarging areas of opportunity for young people."

Virginia Jaycees

• History: The VA Jaycees provide opportunities to improve on one's business skills, provides networking opportunities, performs community service, and offers many fun social opportunities. Over 40 chapters are located throughout the State of Virginia, and there are nearly 2000 chapters nationwide.

• Mission: The mission of the Virginia Jaycees is to create a better world by empowering young people. We are a people-development organization that seeks to create positive change in ourselves, our organization and our community by helping people through personal growth, leadership development and community involvement.

• Vision: Everything we do must encourage young people to become members and to take full advantage of our world-class fellowship, community service and leadership training opportunities.

Camp Virginia Jaycee

• History: The idea of establishing a camp for children with special needs first originated in 1969 when a young Jaycee from Roanoke, Bill Robertson, saw the need and convinced The Virginia Jaycees to sell apple jelly in order to build a camp. Since that time, the Jaycees of Virginia have raised funds for land acquisition, buildings, renovations, and camperships. Today many other organizations and individuals partner with Camp Virginia Jaycee to bring services to people with special needs.

• Mission: To provide an outdoor education and recreation experience for persons with special needs

• Several unfortunate events have transpired recently, resulting in temporary closure of the camp. Camp VA Inc. is making a few administrative changes in order to keep the camp in our ownership and plans to re-open for the 2010 season.

Alexandria Jaycees

Arlington Jaycees

• History: The Arlington Jaycees, were chartered on February 16, 1948. The chapter’s mission is to empower young people in Arlington by providing opportunities for personal growth, leadership development and community involvement. According to our Charter Secretary, L. Lee Bean, Jr. helped found our chapter because other civic organizations were dominated by older members, thus denying certain opportunities for younger members. Jaycee members “age out” at age 40, thus preserving these opportunities within our chapter.

• Mission: To provide leadership training through community service.

• Goal for 2010: To become the number ranked chapter in the Virginia and in the US

Chapter History

• 1948: Chapter chartered• 1974-1979: Fundraised $50k for Arlington Hospital's Chapel• 1969: Camp Virginia Jaycee founded• 1969: Built traffic island at Wilson Boulevard and Courthouse Road• 1970s-1980s: Women’s movements in the US and in the Jaycees• 1990s: Decade of Community Development leadership• 2000s: US and Arlington Jaycees face declining membership• 2009: Chapter re-emerges, receiving multiple recognitions:

– Ranked 10 of 966 chapters nationwide for annual performance– Ranked 4 of 40 chapters in VA for annual performance– Received “Most Improved Chapter” for 2009– Received “RED HOT CHAPTER” award for membership growth in 2009

ARLINGTON JAYCEES BYLAWS

(REVISED DECEMBER 1, 2009)

Article I – NAME

SECTION 1: The name of the Corporation, which is also referred to in these By-Laws as the “Chapter”, shall be the Arlington Jaycees, Inc. P.O. Box 100512, Arlington, VA 22210.

Article II – PURPOSE

SECTION 1: Since 1948, the Arlington Junior Chamber (Jaycees) has provided young adults the tools they need to succeed in the areas of business development, management skills, individual training, community service, and international connections. Through the Jaycees, members have the opportunity to meet and learn from other creative young adults and expand their creativity skill-set by leading projects.

ARTICLE III – MEMBERSHIP SECTION 1: Membership in the organization is open to individuals between 21 and 40 years of age. Applications for membership must be in writing and accompanied by a payment of annual dues. The amount for annual dues, to be set once per year, will be determined by a majority vote of the Board Membership. The agreed-to amount will be in effect the the first calendar day of a member’s renewal month. SECTION 2: Applications for membership will be accepted in the form of a completed application as provided by the chapter, or via the Internet. Dues for new members shall accompany applications for membership. Check, cash, or credit card details should accompany a completed application form; credit card details will be required for applications lodged via the Internet. SECTION 3: Membership incentives, or discounts, can be offered from time to time with the prior approval of the President or Membership Vice President. SECTION 4: Membership in this organization may be terminated by a three-fourths majority of the members at any meeting at which a quorum is present. Before voting to terminate membership, the following steps must be taken: (1) A majority of the Board of Directors must find that the membership of an individual is prejudicial to the best interests of the organization with just cause; (2) Written notice that membership may be terminated must be provided to the member in question prior to specified meeting date, by first-class mail, postage prepaid, 7 days prior to this date, to the most recent address

President – Tom CymerPosition Description: 1. Provide the overarching vision and mission for the local Chapter. Alter VP responsibilities and tasks as necessary to support this mission;.

1. Ensure documentation of Chapter events and activities is neatly organized in a centralized location and assist with knowledge transfer to future Board Members.

2. Plan the agenda for and Chair the Board Member retreat prior to the beginning of Board tenure. Provide follow-up documentation from the retreat and guidance for Implementation Plan execution.

3. Plan the agenda for and Chair monthly Board Member meetings and Chapter General Membership meetings.

4. Facilitate and manage communication between National Officers, State Officers, Chapter Alumni, Vision Team, and the Board Members.

5. Serve as a Representative to the Chapter at major community events/activities.

6. May appoint a committee to audit the account of the Treasurer as he/she deems necessary.

7. Will be solely responsible for signing contracts, which by their nature initiate financial obligations of the chapter, with businesses or other entities on behalf of the chapter.

State Director - Vacant

Position Description: 1. Be one of the organization’s representatives on the State Board of Directors.

2. Report to the organization on the activities of the State organization

3. Prepare and submit the chapter’s monthly submission for Parade of Chapters.

4. Monitor activities and projects of other chapters in the Virginia Jaycees.

5. Coordinate a visitation program for the chapter.

Secretary – Jessie Sarmiento

Position Description: 1. Keep careful and authentic records of Chapter proceedings.

2. Count and record votes taken at meetings.

3. Write meeting minutes for Board and General Membership meetings. Provide Chapter Meeting minutes on the website for public view. Provide Board Member Meeting minutes to all Board Members at the close of the meeting. Upload all minutes to the Chapter website database. These minutes will assist the President with the development of subsequent meeting agendas and will assist the Management VP with management of the Implementation Plan.

4. Provide summaries of major discussion items and a list of action items at following meeting. Make corrections to the minutes as necessary.

5. Provide an attendance sign-in sheet at every General Membership meeting and provide list of potential members to the Membership V.P. Maintain attendance records for later purposes.

Treasurer – Lilian YipPosition Description:1. The Treasurer and President shall have full access to Chapter bank accounts and past financial

activities.

2. Withdraw Chapter funds upon receipt of expressed written authorization from the President or Management Development V.P. in his/her absence.

3. Following the retreat, analyze and approve all submitted Board Member annual budgets. Approve and manage any modifications to this budget.

4. Maintain Chapter financial records (budget vs. actuals) in electronic format showing all itemized receipts and expenditures and shall prepare a statement of financial condition at each Board of Directors and General Body Membership meeting. Reports must adhere to professional accounting standards to facilitate potential audit.

5. Provide regular financial projections to Board Members, highlighting specific areas of financial need. In response to financial outlook, coordinate with Financial Management VP.

6. Must develop and maintain a calendar listing of which bills are due and when.

Legal Counsel – Cliff Hyra

Position Description:1. Advise the President and this organization on matters of legal concern.

2. Be a member of the Virginia Bar.

3. Approve updates to By-Laws.

Vice PresidentsPosition Description: 1. Monitor Area of Responsibility (AoR) to ensure that goals and schedules are met, in accordance with the Chapter Implementation

Plan. Shift priorities as necessary and document modifications to the Chapter Implementation Plan.

2. Communicate effectively with other Board Members. Manage leadership team relationships/correspondence. Assist, as necessary, other Board Members in membership activation in other AoRs.

3. Create Chairperson Planning Guides (CPGs) as needed to support proposed events/activities within their AoR. CPGs must be presented to the Board for final approval. Board must provide regular updates to other Board Members as necessary on planning milestone completion (especially on large projects involving infusions of Chapter funding).

4. Appoint activity/event Chairs and monitor their progress in completing planning milestones. Approve CPGs submitted by Chairs for activities/events within their AoR and provide oversight. Supervise and train Directors and coordinate project Committee Chairperson training. Motivate and assist new members with taking a Chair role. Research the CPG database and provide members with past CPGs in areas of their interest. Attend Board and Chapter Meetings. Report on the general status of your AoR at monthly Board Meetings, Chapter Meetings, and more frequently as appropriate. In this report, respond directly to action items recorded at previous meetings and provide updates on Implementation Plan tasks. Provide physical documentation of updates and provide to the President electronically following close of the meeting. If absence is required, VPs will provide physical documentation of updates to the President prior to meetings.

5. Utilize results of Membership and Community surveys to make AoR improvements and to adjust Implementation Plan as necessary.

6. Provide guidance and ensure knowledge transfer to future Board Members (hold one-on-one meetings with replacement prior to retreat). Prior to leaving the Board position, upload all documents to the website database.

7. Following the retreat, provide a general (intended) annual activity budget, based on the Implementation Plan, for approval by the Treasurer. Submit any budget modifications to the Treasurer for approval; (8) Board Members must submit requests for Chapter funds or fundraising to the Financial Management VP. Board must approve expenditure of chapter funds for chapter projects when the amount to make the project a success exceeds $25.

8. Appoint Directors as necessary to support completion of all responsibilities.

9. Perform other duties as the President sees fit.

No officer, except the Management VP and/or Treasurer, shall be eligible to serve in the same office for two consecutive years.

Directors

Position Description:1. Serve on the Board of Directors, under the supervision of one of the Vice

Presidents or “at-large”, under the supervision of the President.

2. Shall be chapter members in good standing, but may not be a current Executive Board member.

3. Shall be appointed by their supervising officer following approval by the Board of Directors.

4. There shall be no more than one Director per Vice President.

5. In the event that a position on the Executive Board is vacant, the President is authorized to appoint Directors in that particular area with the approval of the Board.

IDVP Responsibilities

1. Coordinate with Membership VP to identify members in need of skills development to advance in the Springboard Program. Contact members individually to discuss their individual development goals.

2. Promote individual development programs with personal, leadership, communications, personal financial planning, speak-up, family life, and spiritual development dynamics.

3. Assist Members with preparation for competition at State and National conferences.

4. Arrange speakers for group learning events – especially for Chapter Meetings.

5. Serve as liaison between the Board/Chapter and local Businesses.

6. Maintain a list of Business partnerships and points of contact.

CDVP Responsibilities

1. Develop and conduct an annual community survey (or more frequent if necessary) to determine the needs or problems of the community. Design the Chapter Community Development Program accordingly.

2. Maintain a list of past partnerships with community organizations, details on events/activities that the Jaycees held in partnership with, or in support of, these bodies (including date and CPG references), and points of contact at each organization.

3. Act as a liaison between the Chapter and other community organizations and seek compatible partnerships. Attend meetings/events of other organizations as requested (should attend ISCC meetings).

4. Work closely with Public Relations VP to communicate Jaycee community involvement (our primary focus of publication).

5. Gather news on Arlington County happenings to share with members and figure out how we can get involved. Include major local events in newsletter and on website when appropriate.

6. Develop a program to recognize key volunteers and manage the Distinguished Service Awards program.

Management VP Responsibilities

1. Manage quarterly paperwork responsibilities for State and National Jaycees, as well as Chapter tax responsibilities.

2. Coordinate with the Public Relations VP in the development of Chapter publications.

3. Assist President in maintaining a calendar of events and monitoring Chapter progress on the Board Implementation Plan.

4. Maintain website database of Chapter documents: Charter, By-Laws, Implementation Plan, Agendas, Minutes, Board Member updates, Finance Documents, Membership Lists, Quarterly Paperwork, Tax Documents, etc.

5. Assist President in planning and organizing General Body Membership and Board of Directors meetings, including location logistics.

6. Manage visits from other Chapter Members, guests, and State/National Officers;

7. Maintain Board Member distribution list.

8. Discharge duties of the President when he/she is unable to do so.

FMVP Responsibilities

1. Maintain knowledge of non-profit fundraising laws pertaining to our organization.

2. Review all activity/event budgets included by Chairs, as initially submitted in a CPG. Analyze the comprehensiveness and risk of these budgets and suggest modifications if necessary. Upon approval, submit to the Treasurer for feasibility review and Chapter budget reconciliation.

3. Communicate with Chairs and monitor activity/event financial health.

4. Communicate any budget deviation to the Treasurer and report to the Board of Directors at monthly meetings (or more frequently if necessary).

5. Based on Treasurer financial projections and need, develop and execute fundraising activities after approval by the Board.

6. Work with other VPs to execute fundraising activities in support of activities/events within their AoR.

PRVP Responsibilities

1. Assist Board Members to define the Chapter’s image and brand.

2. Manage public communication through print, radio, and television media.

3. Assist President and Management V.P. in managing design of website and other media.

4. Assist Chairs in publicly advertising activities and events.

5. Design Chapter presentations at Community events (fair, festivals, etc.).

6. Report to Board and Chapter Members on community events affecting Chapter operations, interests, and mission.

Membership VP Responsibilities

1. Manage the Chapter membership growth plan and coordinate Chapter membership retention. Manage membership plan grid (+new members, - leaving members, + renewing members) and report monthly.

2. Organize Membership socials and recruitment drives.

3. Plan quarterly New Member Orientations (a couple of hours, typically held at one of the Board Members’ homes – provide food) and organize Chapter information packets for each participant. Chair the Orientation.

4. Manage requests for Chapter membership information, originating from all media sources.

5. Manage a list of actual and potential members. Provide these lists for Board Member view in website database.

6. Continue to follow-up with prospective members. Update distribution lists for regular correspondence.

7. Develop and supervise membership incentive programs.

8. Manage annual dues collection from each Member and prepare Chapter dues kit for State and National Jaycees.

Chairman’s Planning Guide

• Goal: Project Chairs use this CPG to organize the planning process, outline goals for the event, and to serve as a guide for future activities.

• When you want to Chair a project, you must complete and submit a CPG to the Board for approval before committing any Chapter resources.

• Organization:– Before the event:

• Primary Purpose• Description of the proposed project • Goals (realistic and measurable)• Resources necessary (people, materials, supplies, and assets)• Describe potential problems and means to avoid them• Proposed budget (expected income and expenses)• Milestones

– After the event: • Note revisions to the original plan• List solutions or recommendations for a future Chairperson• Give specific and measurable results for each goal established and describe the

impact of the project on the chapter, members, and the community.
